Eligibility Only partnership groupings, with proposals for implementation within the Inner City will be eligible for this fund. Specific eligibility criteria are outlined in section 3.

Submissions will be automatically disqualified for failure to meet the eligibility criteria.Funding Support of JDA award to a neighbourhood partnership will take the form of the implementation of

identified and agreed capital project/s. The JDA’s contribution to the project/s within each supported partnership will fall between: Minimum amount: R1 000 000 Maximum amount: R5 000 000

process as outlined in “Section 31. Design Competition” JDA reserves the right to delay the award of any selected project to a future year, at which point

the partnership will be required to reconfirm their commitment in that particular year. The evaluation panel’s selection is final and confirmed by the JDA Bid Adjudication Committee. Submissions will be penalised for not completing in the required format or for incomplete

information All successful applicants must remain contactable throughout the duration of the project and for

the period of a year after the partnership is terminated. All successful partnerships must consent to co-branding of the project All successful partnerships must consent to sharing all project-related information with the JDA In line with the Municipal Finance Management Act (MFMA) and other related legislation

2 Background to “Our City, Our Block”

For the last 16 years, the Johannesburg Development Agency (JDA) has played a strategic role in investing municipal funds in capital works projects that catalyse development and investment across the inner city by implementing a phased plan to strengthen inner city precincts, address movement challenges, and improve the quality of the public realm across the inner city. The JDA has, and continues to support, nurture and expand the base of productive development partnerships and co-operation between all stakeholders in the areas in which it works.

There have been various initiatives by the JDA to facilitate partnerships. The Inner City Public Places Challenge (ICPPC), for example, ran for a 3-year period (2012/13 – 2014/15) where the JDA requested proposals from property owners, investors, developers and community based organisations for small-scale public environment upgrading projects that would then be implemented jointly with the JDA.

In 2017/18 the JDA developed a new process of partnering with Inner City communities by introducing the JDA Our City Our Block Calls for Partnerships.

As cities globally face the challenge of converting large-scale urban plans into meaningful social impact a new understanding of the real city and its actual needs calls for urban projects that are small-scale, rooted in

society and spatial structures, imminently useful, and able to “actually deliver on their promises”. 1

The motivation for JDA Our City Our Block is that the City of Joburg requires the ability to work collaboratively in productive partnerships with active stakeholders in the Inner City. The objective of such productive partnerships is to develop: Symbiotic City-Business-Community Trust Relationships Rebranding of the Inner City – harnessing existing or latent precinct identity and activity Rewarding and supporting active citizenry and civic pride

The aim behind this new approach was to call on local Inner City changemakers to identify projects that would make a difference to their precincts and neighbourhoods in a way that would support existing socio-economic programmes or unlock new opportunities for social and economic benefit. The idea was to have communities identify projects and work with the JDA to co-create solutions and improvements in areas where these would have a catalytic and supportive socio-economic impact.

A public call for proposals was released in October 2017 and by October 2018 5 shortlisted partnerships had received fully funded technical assistance from the JDA (in the form of qualified professional teams) to refine their proposals and develop initial concept designs for a physical space upgrade, a new facility or the solution of a technical problem that would unlock development.

In this Financial Year, 3 of those 5 shortlisted partnership projects identified have been approved and funded to proceed into the JDA-managed implementation and construction phase.

3 Objectives of “Our City, Our Block”

Building on the momentum and experiences of the first round of the JDA Our City Our Block initiative, the JDA is renewing our commitment to partnerships by proceeding to a second round of this initiative.

The JDA is calling for the identification of small-scale interventions in the Inner City by engaging with a wide range of sectors and industries in the Inner City (such as non-government organisations, private developers, investors, residents’ organisations, faith-based organisations, education institutions and social support organisations) offering the opportunity for them to pitch their ideas for a project based within the Inner City where the JDA could contribute through capital investment in improving or transforming the public realm that will support the reciprocal socio-economic contribution from the partnership.

The call from these Inner City stakeholders is to:1. Create inclusive collaborative partnerships at a neighbourhood or precinct level2. Identify neighbourhood or precinct-scale capital projects that would return sustainable benefits to inner city users 3. Submit a proposal to the JDA motivating their choice of project and its proposed impact.

Submissions will be assessed as a two-stage competition and the concept judging criteria are simple. The winning entries will combine responsiveness and impact with implementability and importantly, sustainability.

5 Eligibility

Before proceeding with an application we advise that interested parties consider the following eligibility criteria:

1. Does the proposed partnership comprise of a mix of member organisations and stakeholders that represent local business, community and social partners or NGO’s?

2. Has each member organisation/body of the partnership submitted an original signed Partnership Member’s Confirmation Form (See Annexure B) reflecting their endorsement of the application, their envisioned role and contribution to the partnership, and their acknowledgement of the lead applicant as their representative?

3. Does the proposal involve the purchase, upgrade or development of a public (municipal) asset such as land, building and/or physical infrastructure including artwork?

4. Does the proposed intervention from the JDA fall within an estimated R1m – R5m range?

5. Does the proposed project and intervention fall within the official UDZ boundary of the Inner City? – refer to attached map of Inner City (Annexure 1)?

Please note that If a proposal is successful, the applicants and all their constituent partner organisations must be legally registered entities2 and where applicable be tax compliant with the South African Revenue Service (SARS)

Should you not be able to meet any of the above criteria, you are not eligible to apply to this particular partnership process. In this case, we encourage all applicants to please check our website and Facebook page periodically for future partnership opportunities.

6 Evaluation ProcessProposals received will be evaluated in a two stage process:

6.1.1Stage I Evaluation Proposals received will be checked for eligibility as outlined above Proposals that are eligible will be evaluated by a formally appointed evaluation panel comprising representatives of the

JDA and of other affected City of Joburg Departments and Entities as well as appointed professional experts on Inner City development partnerships.

The evaluation panel will conclude scoring and with the outcomes being a shortlist of successful applications. The evaluation will be done against the criteria and weighting listed in Section 4. Once shortlisted (from Stage 1), the applicants may be required to make a presentation to the evaluation panel The aim of the presentation is collectively explore the concept further and to provide guidance on any gaps or about what

further information or detail about their proposals is deemed necessary. The outcomes of the Stage I evaluation will be presented to the JDA’s Bid Adjudication Committee

The shortlisted applicants will be notified of their qualification for Stage II evaluation. o Unsuccessful applicants will be notified and given feedback.

6.1.2Shortlisting and Presentation Award (and Technical Assistance) The shortlisted applicants will then be offered access to Technical Assistance by making use of for example Architecture

and Urban Design services3 which will be available only from JDA-appointed professional consultants 4 . o The objective of this Technical Assistance is to ensure that all the proposed projects can be later assessed on an

equal basis and that all proposals can be consistently packaged in the final assessments o The Rand value of the Technical Assistance provided to each applicant / proposal will be determined by:

The total number of shortlisted applicants The shortlisted applicants being equally supported

The specifics determined on a proposal-by- proposal basis Budget and value considerations The JDA reserving final say in the nature and value of appointment of Technical Assistance

6.1.3Stage II Evaluation Based on the outcomes of the Technical Assistance, which would include the further information or detail about proposals

and a final presentation, the JDA will conclude Stage II assessment to identity the final selection of proposals. Shortlisted applicants will be evaluated the same evaluation panel using criteria and with new weightings as listed in in

Section 4. The evaluation panel will present its final selection/s to the JDA Development Coordination Forum and to the JDA Executive

Committee for approval Once approval is confirmed, successful applicants will be contacted and agreements (if required) will be formulated to

govern the terms of the partnership for both parties. Partnerships and projects will be launched publicly.

6.1.4Stage II Evaluation OutcomesThe outcomes from Stage II – i.e. approval of the concept for implementation entails:6. Support from JDA in the proposed neighbourhood partnership in the form of the implementation of a range of identified

and agreed capital project/s as the municipality’s contribution to the partnership.All procurement for capital projects will be through JDA-appointed service providers5.7. Support will be granted to a limited number of neighbourhood partnerships from the 2018/19 financial year as well in the

subsequent two years dependent on project readiness, project complexity and budget availability. 8. The feasibility, planning and implementation of capital projects may occur in the 2019/20 financial year or over the

subsequent two years dependent on project readiness, project complexity and budget availability. 9. The estimated value of the JDA’s contribution towards each proposals capital projects will be between an estimated R1

million and R5 million per neighbourhood partnership

o These professionals are also not automatically entitled to be appointed by the JDA to continue work on the same partnership project at any stage of the Our City Our Block process.

o Such professionals are welcome to bid for any future related pieces of work through any JDA open tender procurement process, and are not excluded from doing so as a result of their previous involvement with the partnership.

7 Submission Details7.1.1Submission Format

ALL Submissions MUST follow the format specified below in the tables available using MS Word or similar word processing software.

Any relevant supporting documentation must be clearly labelled and attached as Appendices and must be clearly referenced in the body of the document.

ALL applications must be submitted in hard copy and in electronic copy (in PDF format and/or in MS Word Format on a CD).

TWO Copies of each application are required (2 hard copies and 2 CD’s).
