Objectives of IAF • Maintaining the Multilateral Recognition
Arrangement (MLA) between ABs for recognition of equivalence of accredited conformity assessment results, thereby facilitating global trade
• Promoting regulatory acceptance of accredited certification covered by the IAF MLA
• Harmonizing conformity assessment practices (IAF application documents)
• Promoting accredited conformity assessment

The IAF MLA • The IAF MLA, through peer evaluation, provides
confidence that ABs are competent – ISO/IEC 17011 – IAF-ILAC A series documents – IAF - endorsed scheme requirements
• The IAF MLA provides confidence that accredited CABs operate to the relevant requirements
• Signatories to the MLA must recognize the certificates issued by CABs accredited by all other members of the MLA.
• This recognition and acceptance removes technical barriers to international trade (TBT) by eliminating the need for multiple certifications. 9

The IAF MLA Mark • MLA signatories can use the MLA mark on
accreditation certificates
• Businesses seeking certification will be able to see at a glance if the certification body issuing the certificate is accredited by an accreditation body that is a signatory to the IAF MLA.

The IAF MLA Mark • MLA signatories with sub-scopes can license CBs
to use the MLA mark in conjunction with their own accreditation body logo
• The certification body must include an indication of the MLA sub-scope for which the accredited certification is related.

GLOBALG.A.P requires the AB’s to be a signatory of the product MLA. In 2010, 32 AB’s have signed MoU with GLOBALG.A.P and provide accreditation to the respective CAB’s. Additionally, considering para 1.4 of IAF PL 6: ”The primary function of IAF is to provide a single system which organizations with an accredited conformity assessment certificate in one part of the world to have that certificate recognized everywhere else in the world” GLOBALG.A.P goals and objectives fit to IAF activities.

The publication has been prepared by a task force of the EA Certification Committee in cooperation with the scheme owner, the organic farming unit of DG Agriculture and Rural Development.

Organic Production Certification Supervision of CBs
• CBs in EU
− Member States competent authority delegates control tasks to CB and supervises CB through audits
− Accreditation and surveillance of CBs by ABs
• CBs in Third Countries
− Commission recognises CBs and supervises them based on annual report submitted by CB, possibly audits
− Accreditation and surveillance of CBs by ABs
Objectives of input to Draft EA guidelines
• Ensure reports of AB provide information necessary to evaluate applications for recognition by CBs
• Level of surveillance of CB in Third Countries by AB should be no lower than in the EU
• All CBs recognised by Commission subject to the same level of surveillance, irrespective of where their head office is located

• Assess CB’s ability to operate under equivalence in Third Countries
• Qualification and training requirements for assessors – experts

Conclusion
The system of accreditation and certification based on standards and scheme requirements could support the regulatory acceptance of certificates, provided
A rigor (peer) evaluation system is in place – executed by the AB and – as applicable - the scheme owner
The scheme is defined in cooperation with or is accepted by the relevant authority
