As per the Order, the deployed field personnel have been directed to ensure that the movement of persons is as per the Lockdown guidelines: For departments engaged in essential activities/services and allowed as per the extant orders, the staff should carry their departmental ID's with them (preferably in a neck strap) and display their departmental details on the windshield of the car/vehicle for quick checking on demand. No passes would be required. For staff of Service providers engaged in Phone & internet services, Banks, Pvt. Doctors/Clinics/Nursing Homes, Cable-TV, AIR, Doordarshan, Cargo & Logistics, Courier and home delivery services of items are required to keep their ID cards handy (preferably in a neck strap) and display their organization details on the windshield of their car/vehicle for quick checking on demand . Firing practice by Indian Coast Guard

at Baffle Range BrichgunjPort Blair, Aug 11 Baffle Range, Brichgunj will be used forfiring practice on Aug 14, 2020 by TatrakshakAvasthan, Port Blair. The firing willcommence at 9.30 am and terminate at 5 pm.All concerned have been asked to keep theirvehicles or livestock away during the periodof firing, a press release ICG said.

The Chief Ministers provided feedback onthe ground situation in their States. Theypraised the leadership of the Prime Ministerfor the successful management of thepandemic and thanked him for his constantguidance and support. They talked about testsbeing conducted, steps taken to increasetesting, use of tele-medicine and efforts to rampup health infrastructure.

Guidance for movement of Persons during Lockdown from Midnight of

11.08.2020 to Midnight of 18.08.2020 In pursuance to the Order of extension of Lockdown issued by this office vide No. 892 dated 10.08.2020, the

following guidelines are being issued for the deployed field personnel to ensure that the movement of persons

is as per the Lockdown guidelines:

1) For departments engaged in essential activities/services and allowed as per the extant orders, the staff should

carry their departmental ID's with them (preferably in a neck strap) and display their departmental details on the

windshield of the car/vehicle for quick checking on demand. No passes would be required.

2) For staff of Service providers engaged in Phone & internet services, Banks, Pvt. Doctors/Clinics/Nursing

Homes, Cable-TV, AIR, Doordarshan, Cargo & Logistics, Courier and home delivery services of items are required

to keep their ID cards handy (preferably in a neck strap) and display their organization details on the windshield

of their car/vehicle for quick checking on demand . No passes would be required.

3) For Officers/persons/staff engaged in duties in other govt. departments which are not directly related to

Covid-19 work and thus not specifically covered in the extant order, they should apply for passes at the

earliest(preferably by electronic means) and their passes will be issued at the earliest by this office. This will also

apply for staff deployed at the Covid Care Centers.

Future requirements may be submitted to the DC office electronically via email/Whatsapp and the same will be

issued at the earliest and also sent electronically. It may be however be noted that only the requests from the

concerned HoD would be entertained and individual applications will not be considered. Further, the HoD's are

requested to seek passes for only the bare minimum essential requirement of staff.

4) Buses will be deployed at the Airports/Harbour by the transport department for the movement of passengers

arriving from Mainland. Private vehicles w ill not be allowed.

6) As Grocery/ Pharmacy shops/Meat Chicken shops etc are located in all major localities, the general public is

requested to meet their requirements from their nearest vendors in their locality/area/ward and to refrain for

unnecessary travel. Major vendors are encouraged to do Home delivery.

7) Police Authorities/ EM's to allow movement of persons operating permitted shops and establishments namely

Grocery/Kirana/Milk/Bakery Shops, Fruits & Vegetable Shops, Meat/Chicken/Fish Shops, Chemists/Pharmacies,

Petrol Pumps/ Fuel Depots.

ORDER NO.1864 Whereas, vide Order No. 40-3/2020-DM-1(A) dated 29.07.2020 the Home Secretary, Government of India has

issued guidelines on unlock 3 and National Directives for COVID-19 management for public and work places.

Whereas, as per point no. 05 of these guidelines, States/UTs based on their assessment of the situation, may

prohibit certain activities outside the containment zones, or prohibit such restrictions as deemed necessary.

Whereas, the Chief Secretary, A & N Administration, in exercise of the powers conferred under section 24 (1)

of the Disaster Management Act, 2005, has issued directions vide Order No. CS/Sr.PS./05/2020 dated 30.07.2020

for containment of the spread of COVID-19 in A & N Islands will also be in force till 31.08.2020.

Whereas, in pursuance of the powers vested by the Disaster Management Act, 2005 and in order to enforce

strict compliance of the national directives on COVID-19 and to contain the spread the of COVID-19 in the South

Andaman District, the DC, South Andaman has issued various directions vide Order No. 892 dated 10.08.2020.

Whereas, it is observed that the increased movement of general public is observed in the public transport,

operated in the South Andaman District like Stage carriage buses, Autorickshaws and taxis which might be one

of the medium for transfer of virus between the infected and non infected persons which will result in faster

spread of the virus.

Now therefore, in order to effectively implement the above mentioned orders, the following transport restrictions

shall come into effect in the Port Blair and Ferrargunj Tehsils under South Andaman District with effect from the

midnight of 11.08.2020 till the midnight of 18.08.2020:

1. Services of all Stage carriage buses (STS and Private) shall remain suspended during this period.

2. Services of Passenger Autorickshaws, Taxis and Jeeps shall remain suspended during this period.

However, for the transport of employees working in the Departments involved in essential services, bus

service would be provided on the request of concerned departments.

Act, 2005 and in order to enforce strict compliance of the National Directives on COVID-19 and to contain the

spread of COVID-19 in South Andaman district, I, Abhishek Dev, IAS, District Magistrate, South Andaman

District, hereby direct the following:

1. All Shops and establishments shall remain closed except those that are providing essential services like

Grocery/Kirana/Milk/Bakery Shops, Fruits & Vegetable Shops, Meat/Chicken/Fish Shops, Chemists/Pharmacies

Petrol Pumps/Fuel Depots etc.,

2. All the offices of Govt. of India/UT/Local bodies shall remain closed except those engaged in Essential

services/activities like Health, Medical College, Police, Defense Forces, Revenue & Disaster Management,

Agriculture, Social welfare, Vet. Hospitals, Sanitation, electricity, water supply, Transport, Shipping, ANIIDCO,

Fire services, Medical Labs and diagnostic facilities (both Govt. & Private).

3. Service providers engaged in Phone & internet, Pvt. Doctors/Clinics/Nursing Homes, Cable-TV, AIR,

Doordarshan, Cargo & Logistics, Courier and home delivery services of items are allowed.

4. Banking (Only essential operations) & ATM's are allowed.

5. Hospitality services engaged as Quarantine centers/isolation centers or servicing them are allowed.

6. All places of worship shall be closed for the general Public.

7. In Rural areas, MGNREGA/RD/agricultural/dairying/Fishery operations are allowed while maintaining Social

distancing, only in those areas that are outside containment zones where there is no infection or having very few

cases.

8. All incoming passengers from mainland shall be tested and kept in Institutional quarantine (For residents of

Nicobar, North & Middle district, Little Andaman, Swaraj Dweep, Shaheed Dweep) and in Home quarantine

(For residents of South Andaman) till they test Negative (-ve) for Covid-19 or for 7 days, whichever is earlier.

In case of passengers destined for Tribal areas (Nicobars district, Rangat Tehsil and Little Andaman) they

shall be tested by the RT-PCR test.

9. All Drivers and helpers of cargo vehicles/emergency movement cases on ATR moving towards North & Middle

Andaman shall be tested and allowed to move, only if they test Negative (-Ve) for Covid-19.

10. All persons moving by Ship (including Crew) on inter-island routes shall be tested for Covid-19 before

boarding and they shall be allowed to move only if they test Negative (-Ve) for Covid-19. All passengers shall be

quarantined on arrival at their destination for 7 days.

Any establishment/person violating the above directions shall be liable to be proceeded against as per the

provisions of Section 51 to 60 of the Disaster Management Act, 2005 besides legal action under section 188 of IPC

and other legal provisions as applicable. They shall also be liable to pay fines as per the orders in force. These

orders shall come in force from the Midnight of 11-08-20 and shall be in force till the midnight of 18-08-20.

more activities in a calibrated manner, in areas outside the Containment Zones up to 31.08.2020.

AND WHEREAS, under directions issued by the NDMA, and in exercise of the powers, conferred under

Section 10(2)(1) of the Disaster Management Act, 2005, the Union Home Secretary and Chairman, National

Executive Committee (NEC) vide Order No.40-3/2020-DM-I(A) dated 29th July 2020 has issued that the guidelines

on Unlock 3 which will remain in force up to 31.08.2020.

AND WHEREAS, as per Point No. 5 of these guidelines, States/UTs, based on their assessment of the

situation, may prohibit certain activities outside the containment zones, or impose such restrictions as deemed

necessary.

AND WHEREAS, in exercise of powers conferred under section 24(1) of the Disaster Management Act, 2005,

the Chief Secretary, A&N Administration vide Order No.F.No. CS/Sr. PS/05/2020 dated 30.07.2020 has directed

that the Guidelines for Phased Re-opening (Unlock-3) and National Directives for COVID-19 Management, for

public and work places, issued by MHA dated 29.07.2020 shall be applicable to the whole of A&N Islands.

AND WHEREAS, in view of the increasing number of COVID-19 cases in the A&N Islands, it is deemed

necessary that additional restrictions be imposed;

NOW THEREFORE, in exercise of powers vested u/s 51(b) of the Disaster Management Act, 2005 and in

order to enforce strict compliance of the National Directives on COVID-19, I, Dr. Angel Bhati Chauhan, IAS,

District Magistrate, North & Middle Andaman, do hereby direct the following: -

boarding and shall be allowed only if test Negative (-ve). All passengers shall be quarantined on arrival for 07

(seven) days.

This order shall come in force in the North & Middle Andaman District from the midnight of 11th August, 2020

and shall be effective till the midnight of 18th August, 2020.

Moreover, in view of the emergent circumstances, this order is being issued ex-parte and is addressed to the

public in general. This order shall be promulgated in the North & Middle Andaman District by announcement

through publicity vans and affixing of copies thereof at notice boards of the Office of the District Magistrate/

Sub-Divisional Magistrates/Tehsildars as well as public places of prominence and publication in the newspapers

having circulation in the district.

However, respective Assistant Commissioners may allow certain shops, through written permission specifying

such conditions as deemed necessary, to remain open such as those providing essential services like Grocery/

Kirana/ Milk/ Bakery Shops, Fruits & Vegetable Shops, Meat/ Chicken/ Fish Shops, Chemists/ Pharmacies,

Petrol Pumps/ Fuel Depots etc. To the extent possible, home delivery of essential items shall take place.

2. All the offices of Govt. of India/ UT/ Local bodies shall remain closed except those engaged in essential

services/ activities like Health, Police, Defence Forces, Disaster Management, Veterinary Hospitals, Sanitation,

5. No movement of any person, apart from a provider of aforementioned services, shall be allowed

SDM.

6. All places of worship shall be closed for the general Public.

7. All persons arriving in Nicobar District shall compulsorily undergo home quarantine for 14 days. Similarly, all

persons arriving in Katchal, Teressa and Chowra from Kamorta shall be placed under home quarantine for 14

days.

8. No member of the crew of any ship (passenger or cargo) shall be allowed to disembark without the permission

of the respective SDM. All labour working on ships shall be placed under quarantine.

Any establishment/person violating the above directions shall be liable to be proceeded against as per the
