To promote the develop- ment of the Loop area, Futian District plans to establish Shenzhen-Hong Kong Coor- dinated Innovation Center to introduce innovative projects. At present, Futian Innovation Center, SUSTech, Hong Kong Productivity Council, Hong Kong Applied Science and Technology Research Institute and Shenzhen-Hong Kong Sci- ence Cooperation Promotion Council have started or will start projects at the innovation center. Wu Yaoliang is a staff member working at Kuichong Subdistrict Office in Dapeng New Area. He recently received a thank-you letter from a person he had never met, the recipient of his bone marrow. The patient, who is now recov- ering after the transplant, told Wu in the letter that he was born in 1990 in Hunan Province and had been a tour guide in Guilin, the famous tourism city in the Guangxi Zhuang Autonomous Region before being diagnosed with leukemia. After undergoing six rounds of chemotherapy at a hospital in Beijing, the patient said he had used up all of his family’s sav- ings as well as donations they had raised from the Internet. The young man was about to lose hope when exciting news found him. The China Marrow Donor Program informed the young patient in February that they had found three matching bone marrow donors. However, that was just the result of an initial test. It later turned out that only one of the donors was qualified to donate to the patient and Wu was the one. Wu received a call from Beijing at almost the same time and was told that his bone marrow could save the patient’s life. Wu felt excited that he could save the man’s life with his bone marrow, but his parents were of a differ- ent mind. His parents thought that donating bone marrow would require the donor to undergo a painful spinal surgery using long needles without anesthesia, and worried that the surgery would harm their son. To make his parents less wor- ried about the donation, Wu did a lot of research on the Internet and told his parents that new technology has made marrow donation much easier and less painful. The family then decided to support Wu’s decision. In July, Wu successful donated his bone marrow at Shenzhen No. 2 People’s Hospital, making him the 228th bone marrow volunteer in Shenzhen. Wu is 33 years old and is a native resident in Kuichong. He has donated blood for 13 consecutive years. According to the budget of the 12.8 million yuan (US$1.96 mil- lion) donation fund, 5.85 mil- lion yuan will be used for fine arts education for the mentally disabled and to build an online management platform. Another 4 million yuan will be used to construct art centers in 20 cities across the country. While 680,000 yuan will be ear- marked for art therapy includ- ing training, 1 million yuan is listed as the cost of building a one-year Art Brut Gallery. The remaining 1.27 million yuan will be used for administrative expenses. However, the administra- tive expenses, which account for 9.9 percent of the budget, have drawn a lot of criticism from netizens. According to the information publicized, the administrative expenses will include the costs of operation, administration, financial staff, and the foundation’s adminis- trative expenditures. A staff member with the foun- dation said that what they had done was legitimate within the legal framework of the Charity Law. Shanghai-based World of Art Brut Culture (WABC), which will implement the proj- ects sponsored by the fund, said that what was publicized was only a budget, and the actual expenditures would be disclosed in the future. In addition, a staff member with WABC said in an interview that the use of the donation fund would follow certain pro- cedures. The foundation said it would audit the expenditures accord- ing to its internal special fund management regulations and supervise the disclosure of the expenditures regularly. However, netizens have also expressed dissatisfaction about the fact that less than half of the donation fund was earmarked for the arts curriculum for the mentally disabled.
