If club sales and others are taken into consideration, the total value of the industry stands at DM1.16 billion. The figures, which include only soundcarrier shipments by BPW members, show the number of units shipped to retailers has slumped by 11.3% to 87.64 million during the first six months. That comes on the heels of an 8.8% increase in total unit shipments during the first quarter of the year (M&111.     West London Tests NewCommunity Radio Station

    Former pirate radio stationTime Radio has begun broad-casting legally as West Lon-don Radio (WLR). The stationwent on the air after a three-year battle to secure the 28 -daytest licence and will be moni-tored by the Department ofTrade and Industry.

    If the pilot scheme is suc-cessful, operators PR MusicManagement-who recordand develop black music artists-will bid for the E200.000franchise when it comes up fortenure in October.

    WLR, broadcasting on101.6 FM, is a 24 -hour a daymix of dance and dub music,news and features aimed atWest London's large Afro -Caribbean community.

    Says co-partner Paul Lyn -ham, "North and south Londonboth have Afro -Caribbeanradio. West London has thebiggest Afro -Caribbean popu-lation without a radio station,while west London's Chinese,Arabs, Indians and Greejcs allhave community stations.

    He adds. "we have 25 pro-fessional DJs at the ready.More importantly, we also havethe necessary money lined upto buy the franchise, which hasbeen promised by future share-holders."

    Station manager and break-fast time DJ Al Spencer saysof the test licence, "It's essen-tial that no mistakes are made.Any hiccups could destroy ourchances of getting that all-important franchise."

    Sony Backs New"ID" Dance LabelSony Records UK has signed adeal with American dance pro-ducer Steve Hurley to create anew imprint, H) Records.

    The label is an extension ofHurley's ID Productions, andwill issue singles on an interna-tional level (outside of NorthAmerica). Previously, IDRecords sought individual licens-ing deals for each record after theinitial white label club promo-tion.

    Hurley already works withSony, as his Echo Music pub-lishing business is licensed toSony Publishing.

    MD of Sony's licence reper-toire division, Jeremy Pearce,comments, "The idea for thelabel was ours. We felt that IDProductions had sufficient reper-toire and talent to merit a label.We will be making significant

    commitment to breaking theimprint."

    Pearce will not specify whatthe financial arrangements of thedeal were, but stresses the mostimportant element is the major'sability to help promote therecords.

    "What will really count forthem is the promotion we canmake around a record, while forus it will be important to be ableto break new acts."

    Pearce also promises that thelabel deal will allow ID Produc-tion tracks a simultaneous releasearound the world-even some-times releasing in the UK beforethe US, as with Donnell's Sym-phony.

    ID records will continue to berun by Frank Rodriguez andHurley.

    Bigot Explains His FNAC Choiceby Emmanuel Legrand

    Yves Bigot, music director ofpublic news/talk station FranceInter took the music industry bysurprise last month by announc-ing that he will join FNACMusic, the record company set upby retail giant FNAC in 1991. Heaccepted the position of deputygeneral manager, in charge ofA&R, promotion and marketing.

    Bigot had worked some 19years in the radio industry (17years at the Europe 1 net and twoyears at Inter).

    He is a highly regarded pro-fessional, who was praised for thejob he did at Inter, where heestablished a music policy opento all styles, and he proved not tobe afraid of taking risks. In addi-tion to his radio activities, Bigotwas also a music writer for thedaily newspaper Liberation andeditor -in -chief of the music TVprogramme "Rapido," hosted byAntoine de Cannes and broad-cast on the UK's BBC.

    Two conditions of Bigot'sdecision surprised the industry:first, his decision to step out ofradio, and secondly, his choice ofFNAC Music, which isn't thebiggest record label. On bothcounts Bigot has a clear answer.He says "this is not a farewell toradio," and that he "doesn't havethe feeling of stopping some-thing." Comments, Bigot, "I con-sider radio, Pi and the recordindustry as part of the same com-munications and entertainment

    field. The problem in both casesis to produce programmes andsell them. The nature of theseprogrammes is not so different. Iam just getting involved in a dif-ferent aspect of what I considerthe same field. And I think it wasabout time for me to discover theother side of the industry."

    Bigot says his decision hasnothing to do with him gettingtired of his job at Inter, an old sta-tion, where changes are known tobe hard to implement. Says Bigot,"I was feeling good at Inter andcould have stayed. I would saythat I have done 80% ofwhat I wanted or could. Iwas given a great deal offreedom thanks to Inter'sprogramme directorPierre Bouteiller."

    Bigot is critical aboutthe way music is treatedby the radio stations,however. He comments,"People join radio sta-tions in the first placebecause they like music-thatwas the case with me at least.One of my greatest pleasures wasto help listeners discover newmusic. But now, if programminga station means concentrating ondoing business, I prefer to be onthe side of the record companies."

    Bigot says FNAC Music firstapproached him with a temptingoffer. "What I like about FNACMusic is that it is still in its earlystages. It's a French company,without the resources of the newDire Straits to rely on. It can

    invest in quality and time at itsown pace, which gives it a lot offreedom because there is no USor Japanese owner standingbehind it constantly checking thequarterly figures."

    Bigot praises the work done inlittle over 18 months by the teamformed by FNAC Music GMLaurent Treille. He says, "Theyhave made some remarkableachievements in so little time,including going gold with albumsby De La Soul and RobertCharlebois, and breaking Cana-dian act Jean Leloup. Their

    French roster has a lotof potential. The team isvery dynamic with a lotof very talented people.

    "My activities therewill mainly consist incoordinating A&R, mar-keting and promotion.My ambition is to intro-duce a wider vision.Because of my previousactivities, I have a cer-

    tain understanding of the way themedia field functions and a goodknowledge of music. In my earlydays, I had a record shop, and Iam very aware of the consumer'sattitude."

    Bigot asserts that he doesn'tplan major changes in staff andstructure, adding that, dependingon the company's development,they will recruit extra staff. Hesays that in the same way, he hasno intention to "reevaluate theroster." Instead, he says he willtry to propose an artistic project

    for each act, a proposal he hasalready made to jazz sax playerManu Dibango and HerveChristiani, who both ended theircontract with FNAC Music andwere reluctant to renew. Bigot isconfident that they will re-signsince he offered them new artisticprojects. For the future, Bigot issaid to be looking out for bignames, both local and internation-al, as well as independent labels.

    Adds Bigot, "We are going tocontinue to go for and sign newacts, because that's what a recordcompany is supposed to be doing.As for the main acts, I think thatif we can show them that there isa team that can offer good workand real artistic projects, it willattract big -selling acts. It is up tous to make them want to join usand show that we are a seriouscompany."

    Bigot says he will be droppinghis other responsibilities, includ-ing "Rapido." "How would youexpect me to attend a BruceSpringsteen concert in Stock-holm with a trip paid by SonyMusic while still being on FNACMusic's payroll?" he says, "Theonly thing I might continue, pro-viding they want it, is to con-tribute some stories to Libera-tion. I think people will beintelligent enough to read a storyabout Bob Dylan written by mein Liberation without seeing ahidden plot to attract Dylan toFNAC Music."

  • Videomusic Joins Sony In Minghi's "Cuore" GetsRed Hot & Dance Promotion Worldwide Release

    Videomusic, the 24 -hour TVmusic channel, is partnering SonyMusic's Epic division in the pro-motion of Red Hot & Dance, thenew compilation album aimed atraising money for AIDS research.Videomusic is giving maximumrotation to the album's promoadvert and will screen tracks fromthe Red Hot & Dance home videowhen it is released on the domes-tic market in September.

    Says Videomusic programmedirector Massimo Bertolacci-ni,"We gave a great deal of expo-sure to the previous Red Hot &Blue album and we'll give evenmore to Red Hot & Dance."

    Videomusic has devoted spaceto the AIDS problem for the last

    eighteen months. It has featuredinformation in its "Hot' Line,""On The Air," "Blue Night,""Metropolis" and "VM Giornale"programmes, plus "Music Fax,"the station's teletext service. It hasscreened AIDS benefit concertsfeaturing Italian artists andsecured exclusive screen rights onthe domestic market for the Fred-dy Mercury Tribute Concert forAIDS Awareness staged at Lon-don's Wembley Stadium on April20. Italy's Ministry of Health haschosen Videomusic as the officialchannel for an AIDS informationand prevention campaign aimedat young people.

    Videomusic's commitment tothe problem of AIDS was notedby Simon Watley, a financialadministration executive from the

    UK's Red Hot organization whoattended a launch of the Red Hot& Dance album in Milan. "Theyshould be congratulated for theirintelligent approach."

    Watley also revealed plans forRed Hot to make five TV fictionfeature films. Names confirmedinclude directors Wim Wendersand Jane Campion, plus Eliza-beth Taylor and Richard Gere.

    Fabio Albertani, radio pro-motions manager at Sony's Epicdivision says a promotionaladvert for the album will be pro-duced and shipped to the fiftylocal, regional and national sta-tions he works with. "I also hopethat they will give airplay to sev-eral tracks and that DJs will high-light the problem of AIDS," hesays. DS

    Media Launches Domestic 'Mega' LabelMedia Records, the specialist dance musiccompany, has launched Mega label, devot-ed to domestic talent only. The first releaseis the 12" mix single Affita Una Ferrari bythe I2 -piece ragamuffin band Niu Tennici,followed by a second single Noi SiamoSexy before the release of an album on theBMG label.

    Media has a deal with BMG to releasemost of its album product on the majorlabel. Affita Una Ferrari has received air-

    play on key national and local stationsincluding Radio Deejay, Radio Italia SoloMusica Italiana, Gamma RadioNetwork, Radio Rama/Lecce, RadioClub 91/Naples, Radio, Subasio/Assisi andRadio Gemini One/Padova.

    The 22 Flemish former RadioContact stations are being care-fully investigated by the Flemishprivate radio council, [RaadNiet-Openbare Radio's] to seewhether anti -network regulationsare being followed.

    Cultural minister HugoWeckx was -advised to sanctionthe stations within a week afterthe council confirmed the autho-rization for the 22 stations.

    Despite the fact that all 22 sta-tions but Radio Contact NLBrussels have changed theirnames, indications that the net-work still exists included a simul-cast from the Euro Disney siteand the Contact logo on the Super50 chart in the Flemish media.

    The minister's administrationpointed out however that thecouncil had not followed the cor-rect procedure to ban the 22 sta-tions, and that they tvill have tostart procedings again. SaysRadio Contact Brussels council

    Niche Format Works For RTL In Berlinby Miranda Watson

    After under one year on the air,EHR/AC broadcaster RTL104.6/Berlin is the number twoprivate station with 190.000 lis-teners per average hour, accord-ing to the Media Analyse '92radio ratings-over double thestation's initial target of 80.000listeners per hour.

    The station, wholly owned byLuxembourg -based broadcasterCLT, achieved the result despitestiff competition from 19 otherstations in one of Germany'smost competitive radio markets.

    PD Arno Muller now facesthe question of what to do for anencore. He comments, "It'd begreat if we could become thenumber one, but there are severalobstacles in our way. Firstly, a lotdepends on whether we can getextra power from the govern-ment. Our signal is strongthroughout Berlin, but it is tooweak in the areas outside, wherestations like [EHR/news format-ted] Antenne Brandenburg andRias 2 scoop up the listeners. Weare still a very young station andsome of our competitors such asthe current number one stationHundert,6 are very well estab-lished and have been around forfive or six years. When you take

    these two factors into considera-tion, we have done very well tohave the number two position."

    Targetting The 14-39Age Demo

    In the 14-39 age -group, RTL104.6 is the leading station, aheadof EHR formatted stations suchas Radio 4U, DT 64, Rias 2 andEnergy 103.4. Muller says thereare eight stations all competingfor this target audience in Berlin.He points out that only four sta-tions are competing for the 40+age group, which makes thingseasier for Hundert,6 to win listen-ers.

    Other broadcasters have saidRTL 104.6 has been trying to buylisteners with cash give-aways.However, Muller defends his sta-tion's promotional strategywholeheartedly. He says, "Otherstations spend a lot of money onfeatures and news. We save thismoney and spend it on our listen-ers. Our listeners want promo-tions and competitions. Weresearched what sort of prizes lis-teners wanted and it was money.Promotion is part of our program-ming. There is no other station onthe Berlin market doing this sortof thing. If our listeners didn'tlike what we were doing they

    wouldn't tune in."Another criticism which has

    been directed at RTL 104.6 is thatit is just modelled on US top 40radio and that it doesn't take localcultural factors into account.

    Muller says he doesn't thinkit's possible to talk about know-how and culture in the samebreath. The US, he says, has over7.000 stations and the program-ming know-how is on a muchhigher level than in Europe.Muller continues, "We just don'thave the history in Europe tobuild up our radio know-how,that's why I looked to the US. TheJapanese came to Europe to learnhow to build cars; I went to theUS to learn about radio format-ting. We are not neglecting ourmarket. We have used Americanideas, it's true, but we've adaptedthem to suit the Berlin market.All our research is done in Berlin,our promotions are done inBerlin, we go out on thestreets-we are the sound ofBerlin."

    As an advocate of niche -for-matted radio, Muller says thedevelopment of German radio inthe future depends on the area. Heexplains, "In many of the Germanmarkets, stations don't need to beas focussed in their programmingas we do, because they don't have

    Madrid Prepares For Musica In Las VentasA selection of Spain's finestpop artists will be playing aseries of late -summer concertsin the world's largest bullringin Madrid for the third consec-utive "Musica In Las Ventas"festival.

    The September 3-16 'seriesof seven concerts will betopped off by two members ofSpain's biggest -selling actsince the mid-'80s-Mecano.The organizer, Madrid's region-al government, is hoping toattract radio and TV interest asin pre3ious years.

I'd say it's definitely thesecret of our success. However, Idon't think our success will nec-essarily change the way of think-ing of other programmers. If theyrun a station in a market wherethere isn't stiff competition, theyare unlikely to change."

    The IFPI organizations in theScandi countries have all reportedthe CD as the number one sound -carrier in their recent surveys.Sweden, Norway, Finland andDenmark all showed an increasein revenues, although the totalnumber of units dropped in bothSweden and Finland.

    Sweden, Scandinavia's largestmarket, experienced a 7%increase in revenues in the firstsix months of the year comparedto the same period last year, butregistered a 1.7 million drop inshipments. CDs accounted fornearly 80% of the total sales.Vinyl albums rank second interms of revenue, with cassettesthird and singles in fourth place.

    IFPI Norway reports a 21%increase in revenues on last year'ssix-month period, taking the totalup to Nkr242 million (app.

    The Finnish music industrywitnessed a 7% increase in totalmusic shipment revenues for thefirst four months of this year,while registering a 12% decreasein units. From January through toApril, Finns bought 2.2 millionunits of music for over FiM80million (app. US$18 million).

    Total revenues for CDsjumped 35% to FiM42 million,while LPs slipped 28% toFiM14.5 million. Cassettes wereup 1% to nearly FiM24 million.Unit sales for LPs and cassetteswent down by 36% and 20%respectively, while CD unitsheaded up 27%.

    Meanwhile CD unit sales inDenmark reached a total of 2.5million copies, accounting fornearly 60% of total record salesin the first half of the year. Rev-enue figures were not available.
