$45,000 study Consultant says ‘Get out of property management’ By Pat Safford Twenty seven county housing projects, including two in Campbell, could be getting new outside help to take care of tenants, apartment rentals and property upkeep and repairs. Consultant Moss Adams LLP conducted a study beginning in late 2008 and concluded in its June 15 report, that the Housing Authority of Santa Clara County (HACSC) and their property management subsid- iary, PMI, should get out of the property management business altogether. At issue is the high cost of labor that has led to “unsustainable annual losses’ since PMI was formed in 1991. Maintenance costs are $107 per hour, almost double the $56 market rate. Total current liabilities of PMI are approximately $7.5 million. Rincon Gardens and El Parador Rincon Gardens and El Parador, two senior housing complexes in Campbell, would be affected if the recommendation to contract with outside management companies is adopted. HACSC would still be in charge of asset management, construction and development. The worker’s union, SEIU local 521, represents 171 HACSC employees, mostly maintenance workers. Countdown to car show at fairgrounds

Hennessy has put together a dizzying array of automobiles, food and entertainment at the Santa Clara County Fairgrounds. The theme of the show is a celebration of the 50th anniversary of cars from 1960, and there will be plenty for show and for sale.

The indoor and outdoor Autorama has space for up to 2000 cars. Clubs, local folks and some celebrities will be displaying vehicles throughout the weekend. Nascar driver Max Papis is scheduled to be there with his #13 Geico Toyota racecar ready to sign autographs and take pictures with fans. The legendary Joe Leonard will be in person along with the 1964 #10 Goularte hardtop that he drove to one of his many victories on the NASCAR circuit. Leonard is a member of the Motorsports Hall of Fame and the only American to have won both motorcycle and car racing national championships. People wishing to register and display their car can take advantage of a reduced entry fee, but without the perks package.

Relay for Life this weekend

When Elizabeth Scalmanini first brought Relay for Life to Santa Clara County 21 years ago, she started what would be-come one of the most meaningful, an-nual events for the community of Campbell.

After she passed away in 2008, her husband John has been a driving force in keeping Relay for Life of Campbell a huge success. Last year, $225,000 was raised in support of the American Cancer Society’s vision of a world with less cancer and more birthdays, while involving more than 1,000 members of the community. But this year, Scalmanini has added a twist to the annual drive to raise money. (Continued on page 7)

A hole was cut in a chain link fence on Bedal Lane. Several fence boards were broken on Los Encanto Court by an unknown.

After 2 a.m. a 55 year old man attempting to ride a bicycle on Union Avenue was booked into jail after he was determined to be too intoxicated to ride safely.

Power tools were taken from a business on Gilman Avenue. A cell phone was taken from a porch on Michael Drive.

Stopped for a vehicle code violation on Second St. at Latimer Avenue near 2 a.m., this 28 year old woman was determined to be DUI and driving with a suspended license.

A 32 year old man was leaving home after an argument with his wife. When police arrived he was attempting to drive his vehicle away but was contacted and determined to be DUI and booked into jail.

A plasma TV and an xbox were taken from an apartment on Hollis Avenue by an unknown person.

Someone took a five gallon propane tank and a charcoal barbecue from E. Campbell Avenue.

The left front window was smashed on a vehicle on Gale Drive and a Garmin GPS unit was taken.

A man and woman got into an argument while driving on Emory Avenue at Budd. She stopped the car and took the keys out of the ignition. The man grabbed the keys, cutting her hand. He was booked into jail.

Had quite a lot of weekend, celebrating the birth of our na-tion!

First I was privileged to attend the fantastic celebration staged by Bethel Church at Shoreline Am-phitheatre. (Believe it or not, I don’t recall ever being in that fa-cility before!)

I’ve been familiar in the ex-traordinary (free) Christmas programs that they stage at their church on N. Winchester, but had not attended the 4th of July ex-travaganza when they moved it to Mountain View.

Wow! Wow! Wow!It is almost unbelievable in

this day and age of the gimme, gimme attitude of so many or-ganizations that these folks could put forth this absolutely wonder-ful celebration.

The time, energy, work, mon-ey, dedication, talent (I could go on for several paragraphs with more words of praise) that makes this program come together is be-yond description.

I was privileged to be trans-ported on a bus from the church to Shoreline and have absolutely perfect seats (out of the wind) re-served for us.

It was so moving to see Ken and Carrie Estep on stage as the church honored their son, Adam, a fallen soldier in Iraq. All the ser-vice branches were honored. The choir and orchestra were as pro-fessional as any renowned groups and the addi-tion of the participa-tion of kids just make it all the more special.

I want to publicly say thank you to these folks. I had an abso-lutely wonderful evening, as did my companions.

-------It was almost my undoing on

July 4 to go back to Mountain View and participate in an event at Rengsdorff House. The recre-

ation department invited folks in costume to participate in an “old-fashioned” celebration, which included a promenade through the lakeside, led by a sweet saxo-phone playing patriotic melodies. (Of course, walking that far pretty much destroyed my mobility for what was to come later.) Along with friends we dressed in period costumes complete with parasols and gloves. The weather was de-lightful as was our tour of Rengs-dorff House!

-------Now that I have a connection

to Alice Avenue, I was invited to their annual July 4 celebra-tion. Due to the Rengsdorff ac-tivity, I missed the early part of the party, when, I understand, the local youngsters paraded up and down the street with their deco-rated bicycles. I got their in time for the games and food—not to be missed. I left to take care of a chore and discovered I wasn’t able to return for their fireworks, but I could hear the celebration----safe and sane. This is the first chance I’ve had to participate in a neighborhood get-together and I highly recommend it. It makes much more sense than getting in the car (creating pollution) and driving to a commercial location.

--------Lest I give the impression

that all I do is go to social things---well, it was almost right last week.

Campbell Adult Center spon-sored a trip to San Francisco to see Peter Pan and it was every-thing you’d want it to be. The visual effects, while criticized by some, were outstand-ing and for those alone, I’d go again.

There were a fair amount of kids in the audience (it was a matinee) and I’m not sure who enjoyed it most—them or us!

Cupertino-West Valley Welcome Club meets the second Thursday of each month. Activities include book club, cinema club, bridge, etc. For information call 257-6136 or 252-1529.

Dr. Charles F. Richter (RIK‘ter) was quoted late in life: “It was really a happy accident. At Caltech, I was working on my Ph.D. in theoretical physics under Dr. Robert Millikan. One day he called me into his office and said that the Seismological Laboratory was looking for a physicist; this was not my line, but was I at all interested? I talked with Mr. Harry Wood who was in charge of the lab; and, as a result, I joined his staff in 1927.”

Having completed his degree, Richter stayed on at CalTech. He continued in the interview, “I found a paper by Professor K. Wadati of Japan in which he compared large earthquakes by plotting the maximum ground motion against distance to the epicenter. I tried a similar procedure for our stations, but the range between the largest and smallest magnitudes seemed unmanageably large. Dr. Beno Gutenberg then made the natural suggestion to plot the amplitudes logarithmically […].

This set of logarithmic differences thus became the numbers on a new instrumental scale. Very perceptively, Mr. Wood insisted that this new quantity should be given a distinctive name”.

Charles Richter was in the CalTech Seismological Lab when at 5 minutes to 6 pm, March 10, 1933, the Long Beach earthquake struck. You can imagine hum rushing to the nearest seismograph. The earthquake measured 6.4 on the Richter Scale. 115 people were killed, many buildings, including

schools, were destroyed. I was 6 years old, staying with

a nanny in San Francisco and my parents were in Los Angeles at the Biltmore hotel. My dad had taken my mother on one of his business trips. I dimly remember their commenting on the ’quake when they got back, bu I was too young to understand. That ’quake stimulated California to start creating earthquake building standards.

The well known Richter Scale for measuring earthquake magnitudes was first published by Dr. Richter in 1935. Each increasing number represents an earthquake more powerful by a factor of ten. His visitors often asked to see the “Richter Scale“. There is no such thing. The numbers are the scale. The instrument is the seismograph which consists of a large weight, say 1000 pounds, connected by a series of levers, to magnify motion, to a pen which draws a line on a slowly moving chart that rests on the moving earth. The large weight cannot follow the rapid motions of an earthquake, so the pen levers magnify the motion of the earth drawing a wiggly line. All seismographs are standardized. The epicenter is the point on the ground surface directly above the center of the earthquake, which is usually several miles down.

Dr. Richter definitely did not believe that it was possible to predict earthquakes. He said, “I think that harping on prediction is something between a will-o'-the-wisp and a red herring”.

1C Balsamic vinegar2 T Oil for brushing, You can also use your spray oil such as Pam4slices Italian bread cut ¼” thick2 cloves Garlic8 slices Prosciutto16-20 thin slices Honey dew melon

Preheat Grill. Place your balsamic vinegar into a small sauce pan over medium heat and reduce to ¼ cup. Put aside for later use. Lightly brush a thin coat of oil on the Italian bread. Place onto a grill long enough to get grill marks onto the bread and repeat for the other side. Remove from heat and rub the garlic clove lightly onto the bread. Place two pieces of prosciutto on to each piece of bread then add the melon. Slice each piece in half ( like a butterfly ). Place two pieces onto each plate then drizzle with the balsamic reduction and serve. Enjoy!

I spent some time considering her remark. I DO like musicals and plays and because many of the presentations I see have great appeal, I just don’t restrain myself when giving praise.

So here’s the rub. If a show doesn’t appeal to me, who am I to blame? My own taste? The performers?” The venue, my comfort in my seat? How can I answer that question?

I recently attended a performance of the Neil Sedaka musical Breaking Up is Hard to Do. I didn’t like it. But then I realized, I’ve never been a Neil Sedaka fan even though I recognized Solitaire, Love Will Keep Us Together and Where the Boys Are and the quartet with Sean Carson-Hull, Earl Masuda, Will Perez and Matt Tipton were great backups.

I think I figured it out: it just isn’t a show that “draws you in”. The Neil Sedaka fans in the audience obviously loved it.

The Santa Clara County Vector Control District (SCCVCD) confirmed on June 30 that adult mosquitoes collected from the Moorpark Avenue/Winchester Boulevard area of San Jose tested positive for West Nile virus (WNV). The detection of mosquitoes infected with WNV has prompted the scheduling of mosquito fogging in the surrounding area, in an effort to prevent human cases of WNV. Weather permitting, the ground fogging is scheduled for next Tuesday, July 13, at 11 p.m. and will last several hours. “As part of the District’s ongoing efforts of surveillance and control of mosquitoes, we will be conducting ground fogging to suppress the biting adult mosquitoes,” said Acting District Manager Russ Parman. “It is important for residents to take precautions to avoid being bitten by mosquitoes while outdoors. We have every indication that West Nile Virus is very active at this time.” The fogging area is bordered by Pruneridge/Hedding on the north, Saratoga Avenue on the west, Highway 880 on the east, and Payne Avenue on the south. Information packets will be distributed in the fogging area next week to notify residents about the fogging campaign. A community informational open house meeting has been scheduled for Friday, July 9 at the Asian Americans for Community Involvement Community Center, room 210, 2400 Moorpark Avenue, San Jose, CA 95128, from 6:30 PM to 8:00 PM. Residents located in the fogging area are encouraged to attend the open house. Residents can visit the District’s website at www.sccvector.org to view a map of the fogging zone, as well as sign up for e-mail notification of any WNV activity in the County. Residents may also call the District’s WNV recorded hotline, at 800-314-2427 for up-to-date information. Transmitted by mosquito bites, WNV can cause mild to severe flu-like symptoms such as fever, headache and body ache, and, in severe cases, significant neurological symptoms or even death. People over 50 and those with high blood pressure are at higher risk for severe illness. In 2009, California reported 129 WNV infections, with 112 symptomatic cases and 4 human fatalities. While no human cases of WNV have been confirmed in Santa Clara County this year, fogging to suppress WNV-infected mosquitoes is needed to reduce the imminent risk of transmission of the virus to humans. Residents are encouraged to report dead birds and squirrels to the State of California WNV hotline at 877-WNV-BIRD or at www.westnile.ca.gov. Adding to the ProblemTwo recent events brought this

on-going problem to a head. First, on March 12, 2010 the

U.S. Department of Housing Ad-ministration and Urban Develop-ment (HUD) issued a ruling that housing authorities cannot advance Section 8 program funds to subsi-dize non-section 8/9 property man-agement losses. Current liabilities of the housing authority include $1.7 million loaned by Section 8 funds to real estate services. Seri-ous penalties could be levied by HUD if the county continues this subsidy.

Second, PMI has been removed as property manager at two proper-ties, The Willows and Pinmore Gardens, both in San Jose. High costs and poor performance were the cited reasons. An outside con-tractor, FPI Management, has been contracted to provide services. A third property, Helzer, a family housing complex in San Jose, is listed at a “critical point” by the housing authority and cannot meet debt service.

The housing authority’s “prop-erty management group” consisting of staff and three board members, concluded early on that a qualified third-party consultant was needed. That consultant, Moss Adams, and the study group believe that ten-ants of PMI’s twenty seven proper-ties “will be better served by high performance third-party property managers.”

Meanwhile, at the July 29 meet-ing of the housing authority board Chairman Bill Anderson asked the union to meet with HACSC staff to clarify the issues and also requested the union return with the written report including recommendations by August 2, 2010.

The housing authority board next meets on July 27.

Three thousand miles away, Elizabeth’s brother has revived Relay for Life in the city of Marlborough, Massachusetts and has challenged Scalmanini and the Campbell community to see which Relay can raise the most funds for cancer research. Marl-borough’s Relay, held in May, has received over $130,000 in dona-tions, and Campbell is on a mis-sion to topple that number.

Not only does the challenge garner excitement in both cities, but it was also a motivating factor in getting Scalmanini involved in the Relay committee this year, after the difficulty of his wife’s passing.

“The one thing I saw in Marl-borough was a spirit and enthu-siasm for the Relay that was just over-whelming,” said Scalmani-ni, who hopes that Campbell can match that level of commitment. And he adds, “I don’t want to lose

to my brother-in-law.” People of all ages will gather

at the Campbell Community Cen-ter on Saturday, July 10, as indi-viduals and teams camp out on the track, with the goal of keeping at least one team member on the track at all times through-out the evening.
