Construction Leader Sept/Oct 2015 The chapter looks back at 20 years of workforce development n the one-year anniversary of Texas Construction Careers, The San Antonio Chapter of AGC looks back at 20 years of developing the construction industry workforce in South Texas. Here are the highlights: ACE Mentoring Program This program helps high school students learn more about potential careers in architecture, engineering, and construction. Participating students work in teams under the mentorship of experienced professionals, who guide them through projects that meet real industry requirements. The result is an opportunity to gain practical insight into what building industry professionals do to transform their ideas from an initial concept into a finished building. Since 2010, AGC leaders have actively supported the program. Build Your Future Build Your Future (BYF) is a National Center for Construction Education and Research initiative that focuses on construction workforce forecasting and development. During the last two years, AGC has participated in the annual citywide high school construction career days. Build up! Kits Build Up! was a popular educational program developed in partnership with Scholastic and sponsored by the Associated General Contractors of America. It offered fifth grade students a “learning tool kit” that included supplemental materials such as a video, poster, and hands-on activities designed to enhance students’ understanding of the construction industry. Beginning in 1999, and lasting for several years thereafter, the chapter placed hundreds of kits and AGC volunteer instructors in classrooms throughout Bexar County. Career Day Activities During the last two decades, AGC staff and volunteers have participated in more than 40 career day activities at school districts across Bexar County. Participation included presentations to elementary, middle, and high school students about rewarding careers in the industry. Construction Careers Academy at Earl Warren High School AGC helped establish the Construction Careers Academy at Earl Warren High School which is the successful replacement to the academy at Southwest High School. Its mission “is to provide an advanced and rigorous curriculum with a focus on construction technology, construction management, architectural design, applied engineering and real-world experience that will prepare students for studies in higher education and/or a career in a construction-related industry.” Construction Science and Management Program The UTSA Construction Science and Management (CSM) Program combines courses in business, architecture, and construction science to educate managers for the construction industry. AGC members helped create the accredited program and actively nurture it through scholarships and service on the UTSA Construction Industry Advisory Committee (CIAC). Junior Achievement Junior Achievement’s purpose is to educate and inspire young people to value business and free enterprise. In 2000, construction industry leaders volunteered to teach third graders the “Our City” curriculum which included an activity about construction and real estate. The feedback from teachers and students throughout San Antonio was very positive. Texas Construction Careers In September of last year, 10 AGC chapters in Texas launched the Texas Construction Careers (TCC) website with the mission to “be a leader in the online environment with robust, accurate, and up-to-date data for students, schools, and the industry’s human resources professionals.” Today, it lists all of the places where craft training is being provided in the state and provides helpful information to students, teachers, and military veterans. Moreover, it maintains an excellent job bank and was the inspiration for the successful Better Jobs Fair in San Antonio last April. It is one of 10 example recruiting websites in the country cited by the AGC of America. During the first year, the number of resumes posted on the website has grown 147 percent. As part of the TCC anniversary celebration, AGC members may receive a $50 discount on a 30-day online job posting with the special promo code: 20MEMBER. I recently had the privilege of representing our chapter at the 38th Annual AGC Texas Building Branch convention in Squaw Creek, California. This statewide gathering of AGC members traditionally focuses on state legislative updates and the Outstanding Construction Awards (OCA).

This year’s legislative update was especially meaningful because it was delivered by two state representatives who are AGC members: John Cyrier and Paul Workman. In addition to recapping the success we had with tuition revenue bonds they discussed the biennial budget which includes roughly $1.7 billion for

construction of new buildings and repair of existing structures.

As with every convention there were local OCA winners. This year chapter members picked up awards in three categories:

Building (Over $75M) Tobin Center for the Performing Arts Linbeck Zachry Joint Venture

Design Build ($0 - $10M) KSAT – 12 Television News Station Headquarters Addition & Renovation Bartlett Cocke General Contractors, LLC

Health Care (Over $30M) Capital Improvement Program, University Hospital Zachry Vaughn Layton

As you may recall, State Senator José Menéndez, won his special election last February. His opponent in the race to replace Leticia Van de Putte was State Representative Trey Martinez Fischer.

A rematch with Fischer is expected. He has at times been described as partisan and combative. Regardless, he has already received a significant amount of money from trial lawyers.

A business development officer with Stewart Title, Menéndez is generally

considered a moderate, pro-business senator with an even temperament. You may also recall chapter leaders had a good meeting with him during the Texas Building Branch’s Legislative Day last spring about funding for higher education. He serves on the Higher Education Committee and the Tuition Revenue Bond bill passed.

He also was appointed to the Criminal Justice and Intergovernmental Relations committees.

Last month our statewide political action committee gave Menéndez a $1,000 contribution. The TBB PAC is expected to make another substantial contribution during a reception we are hosting for him at the Petroleum Club Wednesday, September 23 at 5:30 p.m.
