Isabella Dam Project Gets Federal Approval

TheU.S.ArmyCorpsofEngineershas announced that it has gottenapprovaltobeginthedesignphaseof the Isabella DamSafetyModifi-cationproject.Themovewasmadepossible by the signing of the Re-cord of Decision (ROD) and theDamSafetyModificationReportbyCorpsmanagement.

ThedecisionallowstheSacramen-toDistrict,which isoverseeing theproject, to begin pre-construction,engineering, detailed design, andpreparation of and awarding con-tracts for the project construction.It follows the release of the FinalEnvironmentalImpactStatementinOctober2012andsubsequentpub-lichearingsandcomments.

Theprojectwasstartedtoaddressconcerns related to over-topping,seismic activity, and seepage is-sues identifiedwith IsabellaLake’smainandauxiliarydams to reducethe likelihood of dam failure. Con-cerns have been raised in recentyears thatoneorbothdamscouldpossiblyfail,resultinginamajordi-saster for properties downstream,includingKernRiverValleycommu-nitiesandBakersfield.

Construction Jobs Expected To Jump In 2013

U.S.salesofpreviouslyoccupiedhomes jumped to their highest

level in three years last month,bolsteredbysteadyjobgainsandrecord-low mortgage rates. Thereport was the latest sign of asustainedrecoveryinthehousingmarket.TheNationalAssociationof Realtors reported that salesrose 5.9 percent to a seasonallyadjustedannual rate of 5.04mil-lion inNovember.That’sup from4.76millioninOctober.

ThepaceofhomeconstructioninNovemberwasnearly22percenthigher than a year earlier. Build-ersareontrackthisyeartostartwork on the most homes in fouryears. Economists note that theincrease in building will lead tomoreconstructionjobs.

Builder confidence rose in De-cember for a seventh straightmonthtothehighestlevelinmorethan 6 1/2 years, according to asurvey released by the NationalAssociation of Home Builders/WellsFargo.

Visalia Opens Bidding

TheVisaliaCityCouncilhasvotedto authorize the purchasing de-partment to bid out the construc-tion contract for improvementsto Recreation Park, which is thehomeof theVisaliaRawhide, theClassA baseball team for MLB’sArizonaDiamondbacks.

Thebiddingprocessisbeingdonewithout the requirement to payworkersprevailingwages.Thecitystaffreportsaidthathaditnotap-proved that wording, the lightingproject itselfwouldhavecostsig-nificantly more to complete. Thecity has budgeted $192,000 forthelightingupgradewiththemon-eycomingasanexpenditurefromthe 2012-13 general fund. Nearly$111,000 is going to the lightingstructures themselves while an-other$80,000 isexpected for theconstructioncontract.

Schools Going Solar

As energy goes in California,schoolsareamongthebiggestus-ers, causingmany districts in thestate to consider solar power asa way to shave utility expenses.AccordingtoafallreportbyEnvi-ronment California Research andPolicy Center, the state’s K-12schoolsspendanestimated$132perstudenteachyearonelectric-ity.Whentotaledacrosstheentireschool system — the largest inthecountry—theenergyexpensesamountto$700million.

Oneofthefirsttomaketheinvest-ment is the Golden Valley Uni-fiedSchoolDistrict,which servesapproximately 2,000 students inMadera.

TheClovisUnifiedSchoolDistrictis looking ahead to a $24-millionsolar energyproject usingmoneyfrom its nearly $300-million Mea-sureA bond passed by voters inJune. Installed as parking struc-turesandafewonplayareasbuiltat around 18 of the district’s 47campuses,the5.4-megawattproj-ectwouldtakearoundayearandahalftobuild.

AccordingtotheCaliforniaSolarIni-tiative, a state program that offersrebates to those who install solarpower systems, California schoolswith on-site solar systems are ex-pected to save up to $1.5 billionover the next 30 years, equivalentto667newschoolbusesor46,296newlaptopspurchasedeveryyear.

South Lake Tahoe Project Could Resume This Spring

Work on the stalled developmentnear thestate linecouldbeginassoon as this spring, according to

statements by South Lake TahoeCityManagerNancyKerry.

BillOwens,thepresidentandCEOof Owens Financial Group, hasclosedescrowon20ofthe29par-celsthatmakeupthedevelopmentandhasapproachedthecityaboutbuildingsomeoftheproject,KerrytoldcouncilmembersonTuesday.

“Basically itwouldbeaportionofthe previously approved project,”Kerrysaid. “It’snotanewprojectoradifferentproject.It’sthesameproject,butthefrontage,theHigh-way50frontageportion.”Lane would likely want an expe-dited permitting process so thatconstruction could begin in May.Last week the City Council ap-pointed Mayor Tom Davis to joinCity Councilman Hal Cole on asub-committee to be involved indiscussions surrounding the ex-pectedpermitapplication.

Workontheprojectstalledin2008afterLakeTahoeDevelopmentCo.wasunabletosecurefinancingtocontinue construction of the ap-proximately $420 million project.The company began bankruptcyhearings in October 2009. Thecase was dismissed earlier thisyear.

As originally designed, the proj-ect includes a condominium ho-tel, conference center, spa, park,shopsandrestaurants.

San Mateo Supervisors Vote To Build New Jail

The San Mateo County Board ofSupervisorshasvotedtomovefor-wardwithplanstobuildanewjailinRedwoodCity,despite thestaunchopposition of one supervisor.Theyvoted 4-1 to approve Sheriff Greg

Munks’ request to file an initialstatement of interest on the coun-ty’sbehalfthatenableshimtoapplyforstategrantmoney,whichwouldbeusedtopayforsomeofthenewjail’sconstructioncost.

ThegrantthatSheriffMunkswillap-plyforcouldresultinthecountybeingawardedasmuchas$100million.Ifit is received, thecounty’s jail-relat-eddebtcouldbereducedbyalmost60 percent. But a local jurisdictionwouldberesponsibleformatchingatleast10percentofthetotalawardedamount,saidthereport.

Oakley Power Plant Construction Approved Again

The California Public UtilitiesCommission has approved Pa-cific Gas & Electric’s resubmittedapplication for a natural gas-firedpower plant project in East Con-tra Costa County, again givingthe green light to construction ofthe586-megawattplant.Commis-sionersapprovedapurchaseandsales agreement for the OakleyGenerating Station months afterPG&Eamendeditsproposalinre-sponse to a state appellate courtruling that the commission’s firstplantapprovalwasmadeinhaste.

The Oakley power plant will helpsupport thestate’spolicyonhav-ing more efficient, environmen-tallyfriendlypowersources,boardpresident Michael Peevey said.Also, it is ready for constructionnowratherthantheyearsitcouldtakeotherprojects,hesaid.

Construction of the power plantwillcreatemorethan700jobsandbringmillions into the local econ-omy.At peak operation, the plantwould produce enough electricityforabout500,000homes.

PG&Ewantstobringtheplanton-line by July 2016.Danville-based

Radback Energy will build theplant.

Housing Construction Rebounding North State

BIA Reports

The 195 new-home sales in thesix-county Sacramento region lastmonth were the most for any No-vembersince2008,theNorthStateBuildingIndustryAssociationreport-ed.New-homesaleswereupawhop-ping 163.5 percent from November2011.Yeartodate,buildershavesold2,435 houses in the communities ittracks, which is about a 70 percentboostfrom1,428inallof2011.

Whether anxiety over the so-called“fiscal cliff” affects new-home salesin December remains to be seen.Another limiting factor couldbe thepaucityofnewhousesavailable forsale,analystssay.Fewnewhousingtractsareopeningandthosethatareopenaresellingoutrapidly.

Withonemonth left togothisyear,BIACEOMichaelStrechanticipatesthe2012totaltoexceed2,500.Theassociationtracksabout70subdivi-sions, or about two-thirds of all ac-tivecommunities.

About37.5percentof all sales lastmonthwereinPlacerCounty.SouthSacramento and Elk Grove ac-countedforabout30percentoftheactivity,whileFolsomandElDoradoHillsnettedabout10percent.Morethanhalfofallthedealswereinthe$250,000to$400,000pricerange.

“Things are very encouraging,”Strechsaid.Lookingaheadto2013,CBRE estimates more than 3,500newhousestobesoldnextyear intheSacramentoregion.

Solar Power Adds To Nonusers’ CostsBy: Christopher Martin and Mark Chediak

Booming rooftop solar installations in California are bringing an unwelcome surprise to the homes and businesses that don’t have the devices: an extra $1.3 billion added to their annual bills, more than half of that for Pacific Gas & Elec-tric customers.

Power companies in the state, the na-tion’s biggest for solar power, are re-quired to buy electricity from home solar generators at the same price they resell it to other customers, meaning utilities earn nothing to cover their fixed costs. The rules are shortsighted because eventually rates must be raised to make up the difference, according to Southern California Edison, which has joined with competitors to estimate potential losses.

As more homes and warehouses get covered in solar panels, higher rates imposed on traditional consumers risk a growing conflict between renewable-energy advocates and power companies that foresee a backlash in California and 42 other states with similar policies. The tension has also emerged in countries in-cluding Spain and Germany, where solar investments are curbing investment in the power grid.

“You get into a situation where you have a transmission and distribution system with nobody paying for it,” said Akbar Jazayeri, vice president of regulatory operations at Edison, a unit of Edison International and California’s second-largest electric utility.To deter losses as solar abounds, states typically set a cap on the amount of pho-tovoltaic power utilities must buy under

what is called net-metering policies. Those allow a meter to run backward during the hours a day when a home or business is selling the power to the util-ity. California’s limit is 5 percent of a utility’s aggregate peak load.

New customers

About 20,000 customers of San Diego Gas & Electric had connected 146 mega-watts of solar panels to its grid as of Nov. 1, accounting for 1.2 percent of its peak load. The company is adding 409 new net-metering customers a month, said Stephanie Donovan, a spokeswoman for the state’s third-largest utility.

SDG&E can’t collect about $18 million to $20 million a year in grid costs from customers with rooftop solar panels, ac-cording to Dan Skopec, vice president of regulatory affairs for San Diego’s Sem-pra Energy, the utility’s owner.

The utility will be shifting about $200 million in annual costs to customers without panels when the state reaches its cap, Skopec said.

Solar customers “avoid charges, not just for energy, but also the costs of the transmission and distribution system,” he said. “That’s why we say it is not sus-tainable.”

Pacific Gas & Electric, the state’s biggest utility, will pass on about $700 million in annual costs to people without solar systems when the state hits the cap, ac-cording to Denny Boyles, a spokesman. Southern California Edison will transfer about $400 million annually, according to spokesman David Song, for a total of $1.3 billion from the three utilities.

That’s about 3.9 percent of the $33.5 bil-lion spent on electricity in 2010 in Cali-fornia, based on the latest figures avail-able from the U.S. Energy Department.

“The problem exacerbates with each new system that goes on a roof,” said Mark Bachman, an analyst at Avian Se-curities Inc. “Utilities will need to get re-imbursed for their grid costs by a shrink-ing number of consumers.”

California utility customers installed 245 megawatts of solar panels in 2011 and have already added more than 315 megawatts this year, according to the California Solar Initiative, a state pro-gram to encourage rooftop energy sys-tems.

Installations of U.S. residential and commercial solar systems totaled about 1,050 megawatts in the first three quar-ters of the year, according to the Solar Energy Industries Association, com-pared with about 1,100 for all of 2011.

SolarCity Corp., which installs and owns rooftop solar systems, has seen its stock rise 49 percent since its initial public of-fering last week. The San Mateo com-pany has built solar power systems on more than 45,000 U.S. buildings, and its home state is its largest market, accord-ing to its website.

Growing demand for rooftop solar has been driven, in part, by net metering, said Eran Mahrer, vice president of util-ity strategy at the Solar Electric Power Association.

tool,” he said. “There’s a lot of debate about what is fair. The caps provide a checkpoint where regulators and utilities can stop and revisit the effects.”

Raising caps

The growth is also driving efforts to raise net-metering caps. California revised the way it calculates its limit in May, effec-tively doubling to about 5 gigawatts the amount of solar energy that state utilities will eventually be required purchase.

California utilities oppose efforts to ex-pand net-metering programs. Solar cus-tomers, who typically sell power to the grid when the sun is shining and use the income to offset charges for using elec-tricity at night or on cloudy days, “are just using our system as a storage de-vice,” said Jazayeri. “They should pay something for that service.”

So far, regulators haven’t been sympa-thetic to utilities’ complaints about roof-top solar power. The California Public

Utilities Commission in January reject-ed San Diego Gas’ request to impose a “network use charge” that would have added a fee to customers with rooftop solar panels.

Easing stress

And solar developers say rooftop sys-tems actually benefit the power grid by providing power during the hottest parts of the day. That eases stress on wires and transformers and helps utilities defer maintenance and upgrades, said Todd Pedersen, chief executive officer of Blackstone Group LP’s Vivint Inc., which installs residential solar.

“We need an honest cost-benefit analysis of adding distributed solar to the grid,” Pedersen said. “It’s in everyone’s inter-est to resolve this now, because I see no signs of slowing as solar becomes cheaper than the utilities in most states.”

People in other countries are protesting higher rates stemming from net-metering

programs. In Germany, the world’s larg-est market, Chancellor Angela Merkel is facing a backlash against higher power bills related to renewable energy. Grid fees will boost household bills an aver-age of 10 percent next year, according to industry analyst Verivox.

‘Not sustainable’

Permitting net-metering programs to grow indefinitely is “not sustainable,” said Assemblyman Steven Bradford, D-Gardena (Los Angeles County). He wrote legislation that was approved in August requiring the state to conduct a detailed study on the economic impact of rooftop panels before making any ad-ditional changes to the cap. He expects the study to show net metering has a negative impact on utilities and custom-ers who don’t have solar systems.

“You can’t purchase wholesale power at retail prices and not affect your bottom line,” Bradford said. “Utilities are see-ing it already.”

The Placer County Contractors Association (PCCA) weekly newspaper is published 52 times a year and distributed free of charge to building & construction firms in the greater Placer and Sacramento county area. PCCA reserves the right to determine position and placement of all advertising. Special positioning may be purchased for an additional 20% if space is available. Rates above are for full color ads per insertion. Flash animation (.swf files), animations (.gif format) and video clips can be added to any ad. There is no extra charge for video clips or multi-media in ads unless “assembly” of the ad is required. Some file size limitations apply. Reading the price chart: Each column shows the price per run based on the number of times the ad is run. For example, a 1/4 page ad, run 13 times (which is every week for 3 months or every other week for 6 months) is $81 per run. That same ad, run every week for a year, would only cost $47 per run. Ads are invoiced monthly after the last ad run of the month. Net 30 days is offered. Take 15% off the rates shown below if you are a member of the Placer County Contractors Asociation. Take another 3% off if you prepay your ad contract entirely. Multiple ads can be run on a rotation basis under one advertising contract.
