Architectural

Introduction

The professional service contractor (Architect) shall undertake inspection to ensure:

all work is covered up;

materials are as specified and as per sample panels;

that fixing of cladding materials is as specified;

that second fixings are as specified;

that work is in accordance with good practice and specified requirements.

Aluminium Work

Specify window fixings to be zinc plated at 600 centres as per AS fixings.

Specify angle trims internal and external to weather proof.

Specify glazing to AS 1288-2006 Glass in buildings – selection and installation.

Specify to protect aluminium frames during construction.

Check flyscreen material for fire zone areas metal required.

Check shop drawings.

Check door, strikes and door hinges are to be let in flush to frame edges.

Check anodised thickness to aluminium.

Packing required for fixings to be durable.

Carpet

Specify flat vinyl skirting in carpeted areas.

Specify mat type and mat well surround.

Specify all floors to be clean, dry wax and alkali free.

Specify existing floor preparations in accordance with manufacturers written instructions.

Specify carpet seams to run the length of the area.

Specify for direct stick carpet seams, rolled flat, aligned joints and seam.

Specify cross joints kept to a minimum, fillers not less than 1000mm apart.

Specify overspray shields are used on direct stick carpet.

Specify fit trims to areas where carpet abuts external doors and other surfaces.

Specify protect carpet during construction period.

Specify carpet to be power cleaned upon completion.

Check door clearances.

Check correct underlay as specified.

Check correct carpet thickness as specified.

Check correct glues to be used.

Doors

Specify timber edge strips to all doors.

Specify prime top and bottom edges of doors before hanging.

Check door thickness specified and select type of lock to suit.

Check door swing clearance.

Check marine ply to external doors.

Check steel roller shutter specified and additional extras specified, stiffening bottom rail, windlocks and locking bolts.

Check powder coating or painting.

Check accordion and operable wall doors specified for STC rating and seek acoustic guarantee and warranty.

Furniture

Check compactus for lockable single sided mobile (must be 400mm deep).

Glazing

Specify aluminium section which can accept specified glazing.

Specify polycarbonate glass to be glazed with neutral cure silicone.

Specify mirrors to have neoprene packets between glass mirror and wall.

Specify glass rebates in timber windows to be primed and painted before fixing glass.

Specify external timber glazing beads to be watertight sealed to prevent wet rot between bead and glass.

Check glazing to AS 1288-2006 Glass in buildings – selection and Installation.

Check glass thickness.

Hardware

Check that all hardware is fixed as specified.

Organise master keying ASAP with client.

Joinery

Specify corners of joinery tops to be cut back 45o for safety, or rounded.

Specify door hinges to be 170o opening.

Specify bench tops to be moisture resistant in wet areas.

Specify cover flanges to be fitted over all cupboard penetrations to vermin proof.

Specify bench legs to be screwed to floor.

Linings

Specify moisture resistant plasterboard to wet areas.

Specify type of joints and control joints in ceiling/wall linings.

Specify type of edge treatment to linings such as flushed casing bead, surface casing bead, shadow line bead.

Ceiling linings should not be fixed direct to underside bottom cord of truss (cord deflects).

Check acoustic rating of partition.

Check screw, nail and glue linings to studwork and battens.

Specify impact resistant plasterboard to high impact areas.

Masonry

Specify control joints to walls.

Specify parapets to have metal capping to weatherproof.

Specify mortar 1:1:6 for clay, cement blocks.

Specify horizontal joints to be raked out for plastered walls.

Specify close cavities at reveals of external openings.

Specify cleaning out holes for bottom of cavities.

Specify weephole at 1200mm CIS spacings.

Specify mortar to be batch mixed with buckets to maintain even colour.

Check DPC to parapets, i.e. clash with structural steel columns in cavity, glue and seal laps.

Check control joints are clear of mortar, backing rod fitted and correct depth and specified sealant used.

View sample panel.

Check wall ties/wall reinforcement.

Check that screw fixings comply with AS 3566 Self drilling screws for the building and construction industries (Class 2).

Check DPC, laps glued as specified.

Check bed and perp joints to masonry are full.

Check installation of termite protection – see guidelines.

Check masonry is cleaned ASAP after laying is complete, minimum 7 days after laying wash down roof sheeting and gutters if acid is used.

Check cavities kept clean with excess mortar removed.

Metalwork

Check shop drawing of metal door frames, gauge of sheet steel, fixing of hinges, backing plates, lock strike plates and door thickness. Comment but do not approve.

Painting

Provide colour schedule ASAP for contractor.

Specify all mill marks to be removed from fascias, eaves, skirting prior to priming.

Specify prime timber prior to fixing, i.e. fascias, eaves, skirtings, top and bottom of doors.

Specify remove all door furniture prior to painting.

Specify contractor to obtain approval for spraying.

Specify prime rebates of timber windows prior to glazing.

Specify do not paint door hinges.

Specify all areas that can be touched by hands should be painted gloss enamel, i.e. doors, door and window frames, skirtings and eaves, window sills, external support posts and steelwork.

Check painting system specified ie number of coats.

Partitions

Specify toilet partitions 4 x 7.5mm FRC factory bonded.

Specify end partitions to be 4 x 7.5 FRC.

Specify divisions FRC 2 x 7.5mm rebated into frontals 7.5mm.

Specify finish to FRC toilet partitions and check fixings.

Specify that three door stops are provided to toilet cubicle doors.

Specify additional trimmers and studs for fixing fittings and hardware.

Specify control joint in gyprock linings detail positions for architectural purposes.

Specify trimming required.

Specify boxed studs in steel studwork at door and window openings.

Check gauge of steel studwork.

Check manufacturers details and specifications for fire rated studwork ie fixing/firecheck gyprock fixings. Check penetrations to fire rated walls are as per code with fire rated seals.

Check insulation to steel stud walls.

Check bottom track fixings at door ways.

Check deflection heads specified under floor slabs and trusses

Plasterer

Specify render finish ie sponge finish, wood float.

Specify batch mix render and plaster.

Check control joints over masonry.

Preliminaries

Investigate possible asbestos content.

Receive dilapidation report from contractor.

Contractor to provide programme.

Contractor to arrange site meetings and provide minutes.

Contractor to provide as installed services drawings.

Contractor to provide operation, training and maintenance manuals.

Contractor to provide all guarantees as specified.

Check temporary fence around site provided as specified.

Check that protection of trees is in place – see guidelines.

Resilient Finishes

Specify flat vinyl skirting to be used on walls in carpet areas.

Specify fit feather edges to vinyl as required.

Specify polish pre sealed vinyl at practical completion, protect vinyl during construction period.

Specify concrete floors to be checked for finish prior to laying.

Undertake Relative Humidity test for concrete floors as per code (1 month prior to laying)

Specify spare maintenance material to be supplied.

Check floor for dryness as per AS 1884-2012 Floor coverings – Resilient sheet and tiles – Installation practices prior to laying vinyl.

Check thickness of specified vinyl.

Check welded jointing.

Check cold joint welding.

Check construction joints to concrete floor, movement joint may be required.

Roofing

Ensure compatibility between roof materials and box gutters.

Avoid box gutters but if unavoidable, specify support to box gutters and generous overflows.

Specify pole plate flashings with break to edge fitted to low pitched roofs into box gutter.

Sanitary Plumbing

Specify drawing to be approved by SA Water.

Specify pipework to be lagged through concrete footings.

Specify roof flashings for vents to be two piece and scribed roof plate to match sheeting.

Specify contractor to provide as installed drawings.

Check excavation of trenches.

Check bedding of drains.

Check IP and IP covers.

Check to see if basin and stainless steel sinks fit tap specified.

Check flushing action of urinals.

Check required code for disabled requirements.

Check soap and paper holders are fixed in position.

Tiling

Specify junction of wall and floor tiles to have silicone joint to comply with Minister’s Specification.

Specify expansion control joints in wall tile over masonry joints and structural steel columns.

Specify floor tiles to be acid cleaned after laying.

Specify cove tiles if required.

Specify caulk joint at all fixtures, i.e. benches, basins, pans.

Specify brass strip height at doorways to match adjacent floor finish.

Do not use rainforest timber species, i.e. meranti, mahogany in design.

Specify all exposed PAR timber, internal and external, to be primed all round before being fixed, e.g. fascias, skirtings, architraves, linings, timber sills.

Specify mill machine marks to be removed by sanding from PAR timber prior to priming.

Specify fixings to meet Australian Standards.

Specify fixing of bottom plates to concrete floor to code.

Check over straps to beams, studs and truss tie downs.

Check stress grade of timber specified.

Civil and structural

Introduction

Inspection certified by an engineer shall be undertaken of at least:

founding material of footings;

footing inspection;

structure inspection including roof frame;

truss calculations if timber truss roof;

earthworks/base;

reinforced concrete;

structural concrete;

drainage; and

pavements.

Concrete

Approve formwork material for class of finish specified.

Check either plastic or water sealing cure of concrete is carried out.

Check concrete floor finish specified and ensure concrete surface is not burnished.

Check reinforcement cover.

Check the concrete test results.

Check mpa strength of concrete.

Check plastic membrane under reinforcement, ensure there are no penetrations which have not been correctly taped and sealed.

Check adequate bunding and protection (e.g. roof) for items eg wash down, garbage collection areas, where spillage likely.

Check us of oil/water plate separator where waste is contaminated by oil.

Confirm SA Water/SA Health Commission approval.

General

Specify to protect areas around existing trees within drip line.

Specify record quantities of rock excavation.

Specify approved filling to all areas.

Specify service trenches to be filled with quarry sand to 90% compaction within 4 metres of building, under paving and roadways.

Specify compaction test results to be approved before slab is poured.

Specify amount of compaction tests.

Specify sawcut existing bitumen/concrete pavements.

Approve termite barrier.

Check materials schedule for floor slabs, paving, unpaved external areas and service trenches.

Check depth of topsoil on completion.

Check thickness of specified base-sub-base layers.

Check site once topsoil is stripped (sub base) (bad ground).

Check service trenches prior to backfilling.

Check suitability of excavated material for reuse.

Check excavation around trees within drip line to prevent damage to roots.

Check existing services located and marked.

Check soil erosion and drainage management plan where one is required, otherwise ensure no pollution of stormwater from site.

Check setting out and “important dimensions correct”.

Specify backflow prevention device with documented SA Water approval.

Specify adequate garden watering points.

Check operation of system and that it provides adequate coverage.

Check pipework tested if required.

Check pipework rating.

Check bedding and backfill and cover.

Check dripper system – filter drippers (2 or 3 per tree).

Check maintenance and operating manual with work as executed drawings.

Check client representative (grounds-person) has been instructed in operation.

Check top of sprinklers level with turf.

Check valve boxes in ground areas 150 below grass.

Check backflow prevention device installed and ensure compliance certification issued.

Landscaping

Specify advanced plants to be ordered early.

Check samples of plants.

Check sample of topsoil, mulch.

Check subgrade.

Check after topsoil placed before grassing and planting.

Check thickness of topsoil.

Check holes excavated and prepared for planting.

Check germination, ie dense continuous sward of healthy grass.

Check quality of plants and trees.

Check stakes.

Check tree energy carried out by qualified sub-contractor.

Check during maintenance period ensure mowing, weeding, fertilising, replanting etc is undertaken.

Check outstanding areas not planted/grassed.

Retaining Walls

Check adequate foundation.

Check adequate footing.

Check adequate concrete cover.

Check adequate minimum reinforcement.

Check adequate drainage behind wall.

Check adequate fixing of fence to wall.

Roadworks

Specify line marking to be approved water-based road marking point.

Specify for sprayed surface check aggregate firmly embedded in the binder. Ensure not excess of bituminous material.

Check subgrade.

Check materials for sub-base and base.

Check compaction results for each layer.

Sewer

Confirm design intent of system and ensure contractor is aware.

Specify that all pits are provided with a smooth, seamless finish using steel trowelled render or concrete cast in steel forms.

Specify sufficient notice by the contractor so that inspections of all underground services can be made at both excavated and concealed stages.

Specify quarry sand to be compacted to a height of 300mm above pipework.

Specify all drainage pipework to be laid with metal detectable strip tape maximum 450mm below FFL.

Check agricultural seepage drains required (e.g. behind retaining walls).

Check if flexible connections at building line.

Check adequate protection of buildings from flooding and provision of overland flow paths around buildings.

Check stormwater pipework is sewer class SH.

Check SIO’s.

Check correct grates to pits.

Check downpipe connections.

Check gravity system achieved – generally assess system will work. Also flood path around buildings, building not flood.

Check smooth finish of connection of pipes to concrete pits. Manholes.

Electrical

Introduction

Inspection shall be undertaken of at least:

first fixing;

on completion of 50% of fixing; and

commissioning.

Cabling

Specify mechanically protect vertical cables.

Specify all wiring chased into walls shall be protected by PVC rigid conduit, with the distance from the top edge of the conduit to the wall surface being a minimum of 15mm.

Check that the correct size multi-strand cables are used for light and power circuits.

Check cables are fastened correctly - cable pin clips – catenary in T-bar ceilings.

Emergency Exit Lighting

Specify fittings are tested every 3 months during defects liability period.

Check to see if Test Facility works.

Check to see if Push Button housing has been tightened properly.

Check to see if the Red Diode is alight when batteries are recharging.

Lighting

Specify the number of luminaires per circuit does not exceed 8 amps.

Specify high intensity discharge lighting to have accompanying immediate energised luminance lighting (i.e. fluorescent or LED).

Specify maintenance of light fittings during defects liability period.

Specify circuit identification on all switches.

Specify all general light switches to be mounted at 1000mm above floor level (AFL).

Specify all light switches shall have mechanism holding screws.

Check to see that all light fittings are earthed.

Check that there is an earth wire at all light fittings.

Check that new lamps and tubes are used in new fittings or lighting upgrade.

Main Earth Design

Specify:

Contact SAPN – arrange for an onsite inspection to discuss service position and type of service. Take digital photographs of the site area including power authorities overhead powerlines and SAPN consumer mains positions.

Contact the SAPN Regional Depot for:

- confirmation of the voltage of aerial cables; and

- size of SAPN trust fuses at the stobie pole, padmount transformer, underground consumer mains located in turrets or wall mounted fuse box.

Familiarise office of the Technical Regulator with project and obtain a copy of the document, Building Safely Near Powerlines.

Specify maximum demand calculated for total site.

Specify each end of pipe sealed.

Check size of cables – all cables shall be the same size, i.e. full size neutrals.

Check size of conduits and number of cable conduit.

Check depth of trench – marker tape – compacted sand with no rocks.

Mounting Heights

Specify 1000mm AFL or 150mm above bench top or desks; office areas 500mm AFL.

Specify general power outlets in child care centres 1200mm AFL.

Specify general power outlets in laboratories 350mm above bench tops, floors, sides of cupboards.

Isolating Switches

Specify hot water services (adjacent to the appliance) - 9 litre or greater to be hardwired from a weatherpoof switch to the hot water service via corrugated conduit with the correct terminators and accessories.

Specify hand driers - hard wired with the isolating switch mounted at 2200mm AFL.

Exhaust Fans

Specify general power outlets adjacent to the fan or mounted on the external side of the fan.

Air Conditioners - Split Unit

Specify isolating switch adjacent to the compressor unit inside the cage to protect the unit.

Specify isolating switches not to be mounted on the unit, but on wall or upstands near unit, or within cages.

Specify switch socket outlet adjacent to the unit wired from a no volt release isolating switch mounted at 1300mm AFL.

Machinery

Specify adjacent to the magnetic on/off starter hi-impact IP56 rated with lock off facility.

Laboratories

Specify separate isolators with a mushroom head, push off, key release, mounted at 1300mm – 1500mm AFL installed for the gas solenoid valve and power switched socket outlets.

Mounting of Switchboards on Concrete Plinths

Specify to vermin seal the end of all conduits.

Specify protect board from the elements.

Check for sealing of the base of the board to the concrete plinth.

Power Circuits

Specify maximum number of power outlets as:

- 12 @ 10 amp outlets – where heating and cooling is installed; or

- 6 @ 10 amp outlets – where no heating and cooling is installed

Specify RCD protection does not apply to stoves, hot water heaters.

Specify laboratory power outlets shall have a push button off key operated release, isolating switch adjacent to the main doorway. This is associated with a similar gas isolating switch.

Specify cable shall be clipped down vertical studwork where insulation is installed between wall linings.

Specify the correct polarity of all power outlets. Beware of hazardous areas, laboratories, sinks, fume cupboards, tilt baths, extendable eye washers etc.

Specify circuit identification on all power outlets and fixed appliances.

Specify separate power circuit for Telstra equipment.

Specify no power outlet shall be mounted on a horizontal surface.

Specify where power outlets are mounted on metal partitioning, that the partitioning is earthed and provide a shroud to cover the back of the outlet.

Specify window/wall mounted reverse cycle air conditioner power outlets to be no volt release type.

Project Completion

Check for marker plates and directional arrows to underground cable runs

Check IPA number studs – IPA letter studs.

Data – Computer Installations General

Specify segregation of a minimum distance of 300mm between data cabling and 240 volt cabling.

Specify all outlets shall be marked to correspond to the legend at the patch panel.

Specify a data print out sheet required for all computer cables/data outlets.

Check that all terminations are made correctly.

Trenches

Specify bitumen/concrete shall be cut by an appropriate masonry saw in two (2) parallel cuts.

Specify trench shall be dug to a minimum depth so that the top of pipe is 500mm below surface ground level in light traffic areas.

Specify pipework shall be of heavy duty rigid PVC, category A.

Specify back fill with sand compacted in layers up to 300mm.

Specify place orange cable marker tape along the length of the trench.

Specify back fill the remainder of the trench, compact in layers – clean filling 150mm topsoil.

Specify check for large stones and small rocks being backfilled into the trench.

Specify all excess soil shall be removed from the site.

Specify reinstate trench surface to match the existing adjacent surface.

Specify install marker plates and directional arrows at each end of the trench, at any change of direction and at a distance no greater than 50 metres.

Switchboards (Main and Distribution Boards)

Specify that there is a makers plate on the board.

Specify that there is a traffolite label on the board’s door.

Specify a minimum space capacity of 30% is required on all distribution boards.

Specify a minimum space of 600mm is required in front of all distribution boards.

Specify switchboard doors are to open to 180o.

Specify no distribution board should be installed on an outside wall, exposed to the elements.

Specify a notice at the main entrance of a commercial installation – describing the location of the main switchboard.

Minimise the need for free standing main switchboards in outside situations.

Check the type of RCD circuit breaker for pole space.

Ductwork

Specify access for balancing to be allowed for in particular for flushed ceilings.

Specify acoustic insulation to be sealed on all joints with metal stripping.

Specify liaise with building trades for roof penetrations and flashing requirements.

Specify flexible ductwork should be supported off ceiling.

Specify flexible ductwork standards (many inferior makes).

Specify maximum of two (2) lengths of flexible ductwork per outlet.

Specify sealing of ductwork on roof.

Specify label location of fire dampers.

Specify ductwork transverse jointing (see Natspec systems and specify only those required not pages of alterations).

Specify standard registers and grilles wherever possible.

Specify ductwork flange joint type.

Check that all work meets relevant standards and DPTI guidelines.

General

Ensure existing services are researched and noted on drawings and in specification. Check DPTI drawing archives.

Specify permanent connections provided at contractor’s cost and list those required.

Specify any samples requiring approval prior to installation.

Specify requirements for trenching and backfilling the same as for other services.

Specify authority approvals/compliances as follows.

- SAPN

- Backflow prevention services.

- Gas services installations.

- Fire services.

- NATA certificate for fume cupboards.

- Water Supply Authority.

Specify testing as follows.

- Specify test procedures and parameters.

- Provide copies of factory tests certificates of chiller and air conditioning.

- Provide copies of test procedures.

- Provide up to date testing equipment calibration certificates.

- Provide noise level acceptance test results.

- Client training is essential. In particular allow time for building maintenance services training. A copy of the practical completion (or equivalent) outstanding items list should be provided to the DPTI Project Manager and Construction Adviser Mechanical and Hydraulics.

- DPTI Construction Adviser Mechanical and Hydraulics is to be notified of commissioning and testing procedures and attend same.

- Provide hydraulic test approvals and certificates.

Check that all work meets relevant standards and DPTI guidelines.

Secondary Schools Science Rooms - New and Upgraded

Ensure a copy of Secondary School Science Room Data Sheets is acquired from DPTI Project Manager.

Specify backflow prevention and associated labelling.

Specify a NATA endorsed certificate for each fume cupboard.

Specify centrifugal fans mounted external to building for fume cupboards.

Specify gas and electrical isolation to science rooms to be via separate push buttons keyed to energise. Signage as per data sheets.

Specify backflow prevention for nappy change area.

Specify thermostatic mixing valve for temperature control of water in nappy change and where hot and cold services are provided in child accessible areas. A fail safe system is required.

Specify detailed maintenance and operating instruction manual.

Maintenance and Operating Instructions

Specify that all appliances have adequate provision to be serviced and maintained and document.

Specify maintenance and operating instructions to cover all components of the installation including hydraulic and mechanical services ie gas and water services, contact details for system suppliers; list of any lead agency training undertaken and copies of authority compliance certification and testing results.

Specify as installed drawings in particular in ground water, gas, fire and irrigation. Pipework should be dimensioned from permanent buildings etc.

Specify adequate training by the sub-contractor/supplier is arranged by the Contractor for the lead agency representative(s) where BMS or digital controls are provided.

Check manuals and arrange for all corrections prior to forwarding to the DPTI Project Review Officer for distribution.

Pipework Fittings And Valves

Specify jointing on small sizes of pipework to be as per Australian Standards. Pinched jointing of large sizes to small not acceptable.

Specify insulation of chilled and heating water in plantrooms to be metal sheathed to 1800mm AFL and foil finished above.

Specify external insulated refrigeration pipework to be protected with metal sheeting or capping.
