If the requirements of this Program are not met including the submittal of a Final Report with in sixty (60) calendar days of final inspection or certificate of occupancy, the deposit or a portion thereof will not be returned, and I am subject to the violations and penalties described in Redwood City's Municipal Code, Section 9.200. I shall ensure that all weight tags or other equivalent documentation from salvage, recycling, and waste facilities (no household wastes) are properly coded to indicate whether material is recycled or disposed and the type of material recycled. For salvaged items, receipts shall indicate specific items and quantities salvaged and what companies and/or individuals received the materials. 1. What is the Construction and Demolition Debris Diversion Ordinance (C&D Ordinance)? The purpose is to recycle and salvage construction and demolition debris. This ordinance enhances the City's Green Building Ordinance to encourage the conservation of natural resources, reduce waste in landfills generated by construction projects, and promote the use of recycled materials. At least 65% of debris from construction, roofing, and full demolition projects must be diverted from landfills through recycling practices.

2. Which Projects Are Covered Under the C&D Ordinance?

All new construction

All demolition

All roofing

All alteration or addition if the value of the project ≥ $50,000

Salvageable materials for commercial only with b. Additions ≥1,000 square feet building or structure c. Alterations ≥ $200,000 construction cost

3. What are the Diversion and Salvage Rate Requirements?

A. Demolition – Must allow 3 working days for salvage prior to demolition Full Demolition of residential and non-residential shall divert at least 65% of total generated C&D Debris and 100% of inert solids (asphalt, brick, concrete, dirt, fines, rock, sand, soil, and stone) from landfill

Maintain separate records for projects involving both demolition and construction. You will need to provide separate calculations and reports for the demolition and for the construction portions of the projects.

B. Construction

New construction of residential and non-residential shall divert at least 65% of total generated C&D Debris from landfill.

Alterations and additions of residential and non-residential greater than or equal to $50,000, at least 65% of total generated C&D Debris from landfill.

Roofing projects that replace wood shake, tile, concrete, asphalt, or composite shall divert at least 65% of total generated C&D Debris from landfill.

Maintain separate records for projects involving both demolition and construction. You will need to provide separate calculations and reports for the demolition and for the construction portions of the projects.

C. Deconstruction, Salvage and Recovery

50% of all other non-inert materials, e.g., cardboard, carpet, drywall, metals, roofing, vegetative wood) must be diverted from landfill

In the even that it is determined that no materials can be salvaged for reuse, applicant must provide written documentation to the City as to the reasons why salvaging cannot take place at least three (3) working days before demolition begins. Recovered and salvaged designations recyclable and reusable materials from deconstruction phase shall qualify to be counted in meeting the diversion requirements.

Construction & Demolition Debris Process What are the steps to Comply? Step 1: Before You Begin

Determine what types of materials will be generated on site

Plan how you will handle all of the discarded debris

Determine who is going to remove the debris and where it will be recycled

Submit a Waste Management Plan (WMP) and $ 100.00 nonrefundable administration fee with your building permit application. The WMP is available at the building counter and the City’s website www.redwoodcity

Submit a refundable deposit that is calculated by the City base on project square feet and estimated waste generation factors by project type. The minimum deposit $500.00 or $50.00 per ton, whichever is greater.

The WMP must be approved by the City before construction and/or demolition permits are issued and work begins

Step 2: During Your Project

Educate all haulers, contractors, subcontractors and employees about managing debris on the project site

Ask your hauler, recycler or site cleanup vendor to assist you with the Final Report

Keep all weight tags and receipts for debris sent to salvage, recycling and disposal facilities.

Step 3: Within 60 Days After Final Inspection or Certificate of Occupancy

Complete and submit a Final Report showing the tons of recycled, salvaged, and disposed by material type

Separate Final Reports must be submitted for a demolition project and for a construction project 60 days after final

inspection or certificate of occupancy. Attach receipts from the vendor or facility which collected or received each

material showing the actual weight or volume of that material

Include any additional information relevant to determining your efforts to comply in good faith

All C&D Debris must be accounted for whether or not they were recycled or taken into the landfill. Accepted forms

include:

1. List of salvaged items

2. Statement in writing by contractor or homeowner that all salvaged materials will be reused onsite

3. An accounting of dirt (cubic yards)that has been hauled from one building site and used as fill at another with the address of the site where the fill has been used

4. Ensure that the origin of the ticket states, “Redwood City”

5. Ensure that facility tags do not say MSW (Municipal Solid Waste) or garbage. No recycling credit will be provided

Deposits meeting the City’s regulations will be refunded within six to eight weeks
