CONSTITUTION OF

THE HARRY J. MOORE LEAGUE

Member of the California Interscholastic Federation, Southern Section

April 17, 2014

ARTICLE I

NAME Sec. 1 This organization shall be known as the Harry J. Moore League, Member of the

California Interscholastic Federation - Southern Section.

ARTICLE II

ORGANIZATION Sec. 1. The League team will be appointed by the CIF, Southern Section, through the

process specified in the Blue Book. (2/97) Sec. 2. Official voting representatives shall consist of the Principal and Athletic Directors

of each member school or their designated representatives. Each school shall have three votes. (2/97)

Sec. 3. Decisions of the League shall be final unless on appeal, as provided by CIF

Bylaws, the League decision is over-ruled. Sec. 4. A quorum shall consist of the official representatives of at least ten voting

members of the League, representing at least four schools. Sec. 5. Principals and Athletics Directors are accountable to the League for the

enforcement of all league rules and regulations within their own schools. Sec. 6. The President shall be responsible for the enforcement of rulings made by the

League.

ARTICLE III PURPOSE

Sec. 1 The League is organized as a unit of the CIF - Southern Section in order to direct

and control the interscholastic sports program of the member schools in such a way as to best promote the interests of ALL the students in the schools. In order to accomplish this objective, it shall be the responsibility of the League to:

a. Promote and maintain high standards of sportsmanship both among the

contestants and the respective student bodies.

b. Cultivate cordial and friendly relations among schools.

c. Establish rules and regulations fair and equitable to all.

d. Stand firmly behind individual schools if strong local interests attempt to break down the objectives set forth herein.

e. Utilize interscholastic sports to the fullest in promoting acceptable

educational objectives and in limiting or eliminating those features, which are not in accord with these objectives.

f. Protect students from exploitation.

ARTICLE IV

OFFICERS

Sec. 1. The officers of the League shall consist of the president, vice president and

permanent League Secretary-Treasurer. The Vice President is automatically the Principal of the school that will provide the President the next year. (5/26/99)

Sec. 2. The schools shall be listed alphabetically and the officers of the League shall

rotate each year. The President will be the Principal or his/her designated representative of the school so indicated by the rotation. The Vice President shall represent the next school in rotation: Cabrillo, Compton, Jordan, Lakewood, Long Beach Poly, Millikan and Wilson.

Sec. 3. The President of the League will be custodian of the League funds along with the

permanent League Secretary-Treasurer. Sec. 4. The permanent League Secretary-Treasurer shall be responsible for keeping the

Constitution, By-Laws, and other League rulings up-to-date. He/she will report all pertinent and official information to the CIF Commissioner. S/he will make periodic reports on the League’s financial status.

Sec. 5. The immediate past President automatically becomes the CIF-SS Council representative of the Moore League for one year. (5/26/99)

Sec. 6 The permanent League Secretary-Treasurer will be a non-voting paid member of

the League (2/97)

a. The annual salary of the League Secretary-Treasurer will be $100.00 more than the salary of an Athletic Director. (6/89)

b. Duties of the permanent League Secretary-Treasurer will be:

(1) Communicate with administrators in charge of athletics to

determine agenda items prior to each meeting. (2/97) (2) Attend all meetings, record minutes and be responsible for all

records. (3) Update constitution when By-Law changes are voted. (4) Prepare in booklet form record of team standings etc., for archives. (5) Present all schedules to League and CIF for review and for hiring

officials. (6) Financial – Prepare and sign checks (7) Contact experts on problems or make necessary surveys.

c. The permanent League Secretary-Treasurer is not considered to be an

Executive Secretary where decisions are referred to him/her. Decision making and interpretation of rules is still the responsibility of the League and the League President. (2/97)

ARTICLE V

MEETINGS

Sec. 1. There shall be eight regular meetings during each school year. (6/6/69)

a. The first meeting will be held on the second (2nd) Wednesday after school opens.

b. Additional meetings will be held each month thereafter, on the third (3rd)

Wednesday of each month, or adjusted for the CIF committee meeting. Sites for meetings will be determined by the Secretary and League President. (2/97)

Sec. 2. Special meetings may be called by the President at any time. S/he must call a

special meeting upon the request of the administrative representatives of two member schools.

ARTICLE VI

DUES AND ASSESSMENTS Sec. 1. Membership dues shall be levied at the final League meeting of the year. Sec. 2 Special assessments may be levied by the League at any regular or special

meeting. Sec. 3. Ten percent (10%) of the proceeds received from the CIF for team participation in

CIF play-off events shall accrue to the League. (6/94)

ARTICLE VII PROTESTS/RESOLUTION COMMITTEE

This section is designated to provide the members of the Moore League with a method to resolve grievances between Moore League members. Attempts to resolve grievances should first be made through direct communication between the schools involved. Whenever a school has a grievance regarding another school’s actions it is strongly suggested that multiple methods of contact be used. E-mail, telephonic, and letters are all possibly methods. However, E-mail provides verification of communication. The Moore League Secretary should be copied on all E-mails to maintain a permanent record.

1. The Moore League Resolution Committee is a standing committee comprised of three

(3) members. The school of the Moore League President, the school of the Moore League president-elect and the school of the Moore League Past President will each send one member to serve on the committee. The member must be a Principal, Assistant Principal, Athletic Director or Activities Director.

2. It is the function of the Resolution Committee to meet with the schools involved in the resolution, to allow each school to explain their position on the grievance, determine responsibilities, identify possible solutions, negotiate solutions between the schools involved and, when appropriate, dispense disciplinary action.

3. When the school involved in the resolution, either petitioner or respondent, is a member of the Resolution Committee, they will excuse themselves and be replaced on the committee, for this case only, by an alternate selected by the Moore League Secretary.

4. When both schools involved in the resolution are members of the Resolution Committee then they will excuse themselves and be replaced on the Resolution Committee, for this case only, by two alternatives from other Moore League schools. Each school involved in the resolution may select one alternate to serve on the Resolution Committee.

5. The Resolution Committee will meet to address a conflict, usually one hour prior to the regularly scheduled Moore League meeting. If either school is unable to attend at that time an alternate time will be arranged by the Secretary of the Moore League. If the petitioning school does not attend the Resolution Committee meeting, then it will be assumed that they are dismissing their grievance. If the responding school does not attend the resolution committee meeting, it is assumed that they are admitting to the grievance and will accept the decision by the Resolution Committee, although they retain the right to appeal to the entire Moore League as long as there are no time constraints.

6. If either school wishes to appeal the decisions by the Resolution Committee they may appeal it to the full body of the Moore League at the next regularly scheduled Moore League meeting.

7. When there is a time constraint involved there is no appeal and the disciplinary action taken by the Resolution Committee will stand. (i.e. no Moore League meeting is scheduled and it is not feasible to schedule a special Moore League meeting.)

8. When an appeal is taken to the Moore League, the appeal discussion will typically be allowed a maximum of 20 minutes. The time will be allocated in this order: 5 minutes Petitioning School 5 minutes Responding School 5 minutes Resolution Committee Findings 5 minutes Questions by League Schools

9. Each school will be allotted one vote on the appeal to uphold or to overturn the decision by the Resolution Committee.

10. Any school may bring an issue before the Resolution Committee by contacting the Moore League Secretary who will coordinate the committee.

11. The Moore League Secretary should keep a copy of all grievances sent to him/her to maintain an on-going record.

12. The Moore League Secretary may bring issues before the Resolution Committee when there are excessive grievances regarding a single school or when a complaint becomes continuous causing an ongoing concern.

13. Any action taken by the Resolution Committee will be reported at the next regularly scheduled Moore League meeting.

14. Possible disciplinary actions taken by the Resolution Committee imposed on a school

may include but not limited to: Financial responsibility for stadium rental, workers, referees,

transportation Playoff restrictions

It is understood that disciplinary actions taken by the Resolution Committee should be progressive in nature and that the disciplinary actions should match the severity of the offense. (5/03).

Sec. 1. A grievance shall be filed in writing by the Principal of the protesting school to

the President of the League no later than one week after the alleged cause of the grievance has been discovered.

Sec. 2. Before the filing of an official grievance, the Principal of the protesting school

shall notify the President of the League and the Principal of the other school or schools involved in the intention to register a grievance, along with a statement of the points upon which the protest is based.

ARTICLE VIII

AMENDMENTS

Sec. 1. The Constitution of the League may be amended at any meeting by a two-thirds

(2/3) majority of the total voting membership provided notice of the proposed amendment has been sent to all members of the League two (2) weeks in advance.

Sec. 2. The Bylaws may be amended or added to by a simple majority vote at any

meeting providing the proposed change has been submitted to all members of the League in writing two (2) weeks in advance. (2/97)

BYLAW ARTICLE – I

CLASSIFICATION (9/11)

Sec. 1 It will be the responsibility of each league member school’s athletic directors to

orient the members of their respective staff members regarding Harry J. Moore League athletic classification procedures.

Sec. 2 Students are to be classified according to their semester of attendance

commencing with the first semester of the ninth (9th) grade.

a. Freshman grade classification will be limited to students enrolled in their first (1st) semester and/or second (2nd) semester of high school

b. Sophomore grade classification will be limited to students enrolled in

their third (3rd) and/or fourth (4th) semester of high school.

c. Junior classification will be limited to students enrolled in their fifth (5th) and/or sixth (6th) semester of high school

d. Senior grade classification will be limited to students enrolled in their

seventh (7th) and/or eighth (8th) semester of high school Sec. 3 Seniors and junior athletes cannot play on freshman, sophomore, or frosh/soph

teams. Sec. 4 Senior boys’ students will not be permitted to participate on frosh/soph teams.

They cannot participate on junior varsity teams with the exception of cross-country, golf, wrestling, and badminton (9/11)

BYLAW ARTICLE – II

SEASON OF SPORT 9/11

Sec. 1 Regulations concerning number of contests permitted, dates of first and last

permissive contest in each sport, and number of approved scrimmages and contests, etc., shall be as prescribed by the CIF Blue Book.

Sec. 2 Further definition of length of season of sport: In those sports where members of a team qualify for entry into CIF Championships as individuals – track, including relay teams, swimming, golf, tennis, wrestling, cross country – the season of sport terminates when the athlete fails to qualify for further entry into subsequent CIF playoff events. This means that further competition ends with the League qualifying requirements established by the CIF for that particular sport. CIF qualifiers can only participate in CIF championship events following the League qualifying event. (9/99)

BYLAW ARTICLE – III

PRACTICE (9/11)

Sec. 1

a. Practice in and out of season for any sport shall conform to the CIF rules as to times and days.

b. In order to facilitate a more functional use of physical education

facilities, league member schools may schedule athletic teams during other periods of the school day.

c. Practice may be conducted on a school holiday if team is preparing for a

CIF play-off contest during the following week.

BYLAW ARTICLE – IV

OFFICIALS (9/11)

Sec. 1. The schedule of fees paid to officials shall be the same as recommended by CIF,

Southern Section.

Sec. 2. A medical physician shall be required to be in attendance at all scheduled varsity football contests. A medical physician and/or emergency medical technician, certified athletic trainer or ambulance shall be required for all other scheduled football contests. (10/90)

Sec. 3. The home school shall provide and assign only school faculty

and/or other qualified adults as game management officials for specified athletic contests as follows: (3/00) a. Varsity Football – Timekeeper/scorer, chain crew including individuals to

work the down marker, clip, and each end of the chain. A physician and/or ambulance are also to be provided. (3/00)

b. Junior Varsity and Freshman Football – Timekeeper/scorer. Chain crew,

who may be students supervised by an adult, to work down marker, clip, and each end of the chain. An EMT, physician, certified trainer, and/or ambulance are also to be provided. (3/00)

c. Basketball – Timekeeper/scorer and 30 second clock operator. If an announcer is used, he/she should be a separate individual than those

mentioned above. (3/00) d. Water Polo – Timekeeper/scorer. (3/00) e. Track – Sufficient individuals to officiate all field events, and time and

judge the finish line. (3/00)

f. Wrestling – Timekeeper/scorer. (3/00) g. The host school shall provide a qualified trainer at all home football

games. (3/00)

h. All non-commissioner assigned officials shall be paid according to the scale determined by the school that makes these assignments. (3/00)

Sec. 4. The number of officials shall be standard for the various contests as stated in the

CIF-SS Blue Book.

Sec. 5. Only adults may be assigned as officials to Moore League contests. Sec. 6. Rates will be adjusted each year. (9/99) Sec. 7. No coach will officiate Moore League contests in the same sport that he/she

BYLAW ARTICLE – V CONTESTS

(9/11) Sec. 1. The home team shall be responsible for reporting changes in league schedules to

Moore League Secretary. The athletic directors of the schools involved in the requested change must mutually agree to the change and notify the League. Secretary

In the event of inclement conditions, the officials of the home school are sole judges as the fitness of the field for play prior to the arrival of the game officials and must notify the traveling team as early as possible if the game is to be called off. The Athletic Director of the visiting school must be notified of any postponement by the end of the lunch for day contests and before 30 minutes prior to close of school for night contests. No game may be postponed after the dismissal of either school unless the grounds have been rendered unfit for play. After the contest has begun the head game official has the sole responsibility for determination of suitability of field conditions for play.

Sec. 2 Friday night League football contests may be scheduled as Saturday afternoon games by mutual agreement between schools involved.

Sec. 3. At all contests held inside of a gymnasium, the bleachers behind the team benches

should not be pulled out, and the area should be clear of all spectators. (The exception would be if the bleachers are needed, because of an overflow from the other side.) (9/99)

Sec. 4. The home school shall have at least one administrator or designee in charge of

supervising all Moore League contests being conducted on the home school site. Support personnel and faculty members may be used to assist in their obligation but are not to be used in lieu of an on-site administrator or designee. (6/95) Failure to comply with this provision will afford the coach of the visiting team the right to delay the start of the contest until such time as he/she is assured that adequate supervision has been provided. (Maximum time 20 min.) In the event that adequate supervision is not provided the visiting coach shall have the right to file a grievance as provided by Article VII, Section 1 and 2 of the Moore League Constitution.

Sec. 5. Adoption of League schedules constitutes a binding contract. Any member

school that is included in the master schedule for a given season of sport must field a team (the term “team” includes minimum number of athletes needed to constitute a team as defined in the National Federation rules) and complete the season in that sport or be subject to action by the League Resolution Committee.

a. Schools must make every effort prior to the preliminary scheduling

process to determine whether or not they will field teams in all sports for that season of sport and will designate at which levels they will participate. Timely entries to the Master Schedule are critical and as follows: Fall Sports submitted no later than Oct. 1. Once committed and included in the master schedule, schools have one week (7 days) after the official start of practice during each sport season, as defined by the CIF-SS to notify the League Secretary of any changes. Schools not meeting the above deadlines may be subject to League action that would prohibit home games for that school.

b. Schools fielding teams and not appearing for regularly scheduled contest

will:

1. Pay any and all expenses incurred by the other school, such as officials’ fees, stadium rentals, transportation, etc. (CIF-SS Bylaw 151.2). Payment shall be made by the final Moore League game of the sport involved.

2. Be not scheduled at the offended school the following season. The offending school shall pay officials’ fees for that “Home Game” on the road.

3. Be referred to the Resolution Committee whereby, at their discretion, the committee will be empowered to sanction the offending school. Sanctions could include disallowing the Varsity sport from entering CIF competition and/or preclude the offending team from league competition the following season (Team suspension). (5/03)

Sec. 6 The host school of any League event has the prerogative to establish the policies

pertaining to the conduct of the event when League Bylaws do not govern. (4/70)

BYLAW ARTICLE – VI ELIGIBILITY

(3/14) Sec. 1. To be eligible for athletic competition students must:

a. Be currently enrolled in at least 20 semester credits of work. b. Pass at least 20 semester credits of work at the completion of the last

regular grading period.

c. Be successfully progressing toward graduation requirements.

d. Maintain during the previous grading period a minimum of passing grades (as defined by Section 205 in the CIF-SS Blue Book Bylaws) as at least a 2.0 grade point average in all enrolled courses on a 4.0 scale.

Sec. 2. If any student should be suspended from school for a breach of discipline, that student shall be ineligible for the next scheduled contest. Suspension for any part of a day, or after school until the parent reports with the student on the following morning shall be counted as one day under suspension.

Sec. 3. If any student should be suspended from school attendance as a result of

disciplinary action three times in one semester, that student shall be declared ineligible for the following semester.

Sec. 4. On the day of a scheduled athletic event, an athlete must be in attendance for at least a minimum day (four (4) class periods or two block class periods) unless legally excused and such excuse is verified by a school administrator. (5/11/71)

Sec. 5 Disciplinary transfer students shall not be eligible for varsity competition for the

period of twelve calendar months. If qualified, they may compete on a lower level of competition during subsequent seasons of sport, if a 214 has been granted.

Sec. 5A A student, permitted by the principal to return to the school compelling the

disciplinary transfer, may be granted unlimited athletic eligibility by the Moore League if the student did not participate in any athletic program at the transfer school; compete for the transfer school; and, at the time of the transfer, conditions for return were established by the school administration that include, but are not limited to:

A) Satisfactory attendance criteria B) Applicable behavior standards C) Academic performance standards; and

Principal’s approval of the return based upon documented evidence provided by the transfer school that the student satisfactorily complied with all conditions for return. (3/14)

Sec 6. A student who does not earn a C average shall become ineligible for the next grading

period. However, a student who does not earn a C average shall be given the opportunity to apply for a once per year Probationary Period for the succeeding grading period. Such student shall be required to apply for this waiver and meet with the school site Advisory Committee to determine the course of action. A student who does not achieve the required 2.0 GPA during the Probationary Period shall not be allowed to participate in co-curricular activities in the subsequent grading period and shall remain ineligible until the next grading period that a 2.0 GPA is achieved. Entering freshmen will be given a ‘grace period’ of one grading period of automatic eligibility.

BYLAW ARTICLE – VII

SPORTMANSHIP (9/11)

Sec. 1. Officials are League representatives and their decisions are subject to the review

and criticism by the League only. Principals and coaches are responsible for seeing that officials are treated with courtesy by school officials, students and spectators. The home school shall provide a host to care for the needs of the officials. It will be the responsibility of each coach to see that no bench personnel commit actions that might be disrespectful or inciting to spectators.

There are many ways to get around the working of the ruling in strict interpretation; however, the intent of the rule was to develop a wholesome atmosphere and good sportsmanship. Players should not address any remarks or comments to their opponents; they may encourage, support or root for their own teammates as much as they like.

Sec. 2. League member schools shall be responsible for the conduct of their own spectators at all contests.

Sec. 3. No mechanical noisemakers, firecrackers, etc., shall be permitted in the stands,

gyms, or pools. Sec.4. It shall be the duty of the principals of member schools which violate any

regulation of the League or the CIF to immediately forfeit the contest, or contests, in which the violation(s) occurred. Notice of forfeiture(s) shall be sent in at once to the League President and League Secretary.

Sec. 5. There shall be no scouting of teams during practice sessions and/or scrimmages. Sec. 6. League member schools shall not at any time during the conduct of pre-league or

league competition, display signs or conduct spirit leaders (cheers and songs) designed to discredit or downgrade opponents. All song and spirit leaders activities are to be designed and organized to create an atmosphere of good sportsmanship. The spirit of this section is to be maintained throughout all scheduled pre-league and league competition. (10/94)

Sec. 7. No noisemakers (other than instruments used by the band) are permitted at any

pre-season, league or CIF contest. The band is allowed to play during time outs, before/after the contest, halftime or other breaks in competition.

LEAGUE CIF-SS PLAY-OFF DESIGNATION Sec. 1. Harry J. Moore League CIF-SS play-off representation shall be determined but the

following procedures should tie in league standings occur after competition of scheduled league completion.

Sec. 2. SINGLE ROUND COMPETITION

a. For all CIF-SS Play-off Competition Permitting Two (2) League Representation.

1. First Place Tie involving two (2) league member schools: a. The league member school defeated the other during scheduled league

competition, shall be designated as the league CIF-SS Playoff No. 1 Representative.

b. If the scheduled league competition between the two league member schools involved ended with a tie score, a drawing shall be conducted to determine the No. 1 and No. 2 league CIF-SS Playoff Representative.

2. First Place Tie involving three (3) league member schools:

a. A drawing shall be conducted to determine the league CIF-SS Playoff Representative No. 1

b. The No. 2 league CIF-SS Playoff Representative shall be the league member school of the two (2) remaining schools that defeated the other during the scheduled league competition.

c. If the scheduled league competition between the two (2) league member schools involved concluded with a tie score, a tie playoff shall be conducted if time permits, to determine the No. 2 league CIF-SS Playoff Representative.

d. If time does not permit a tie playoff, then a drawing shall be conducted to determine the No. 2 league CIF-SS Playoff Representative.

3. First Place Tie involving four (4) league member schools:

a. A drawing shall be conducted to determine the league CIF- SS Playoff Representative No. 1

the names of the league CIF-S Playoff Representatives. Sec. 8 League CIF-SS Playoff Representation for Cross Country shall be determined as

indicated in Bylaw Article – XVII – (Cross Country Regulations) – Sec. 2. Sec. 9. Priority for site and time of CIF-SS Playoffs shall be determined by order of finish in

If any coach fails for any reason to attend this meeting, he/she must provide their selections prior to the meeting or send a representative to vote at the designated meeting. (3/92)

b. The AD in charge of the sport will contact the coaches of the date, time and location of the meeting.

c. The selections will then be sent to the League Secretary for publication.

d. AD’s in charge of the sport will verify the correct spelling of All-League team members prior to the printing of the certificates. The Secretary will send

proofs of the certificate to the AD’s for timely verification of information and spelling of names.

e. All-League selections in boys’ and girls’ cross country, boys’ and girls’ track,

boys’ and girls’ tennis, and wrestling will be determined by the first place winner results in the final league meets and tournaments, including relay teams in varsity events. Any league cross country coach may recommend an outstanding cross country performer who is considered deserving of All-League recognition, but failed to qualify as specified above. All such recommendations are to be presented to the varsity cross-country coaches for their unanimous approval. In the case of track and field, all such recommendations are to be presented to the league head track and field coaches at a meeting held thirty (30) minutes prior to the CIF-SS Prelims, at the site of this event. Selections will be made by a simple majority of coaches present, with boys’ coaches voting for boys’ recommendations and girls’ coaches voting for girls’ recommendations. (12/98)

f. It shall be considered unethical for any coach to collaborate with a coach from

another league school on All-League selections with the express purpose of collusion or violating such regulations set forth herein.

BYLAW ARTICLE – X

AWARDS (09/11)

The following should represent guidelines for Harry J. Moore League member schools for initiating an athletic program. Sec. 1. Emphasis of Recognition Letters and other athletic awards are given in recognition for athletic achievement

and service to the school, not as compensation for services rendered.

Sec. 2. Citizenship Obligations The wearer of an athletic letter should conduct themselves at all times and in all

places in such a way as to the school, the team, and the coach. Letters should be synonymous with good citizenship.

Sec. 3. Violations of the rules regularly adopted by the school should be penalized by

forfeiture of: (1) the letter being earned in any sport; (2) eligibility for further interscholastic athletic competition until reinstated by the faculty athletic committee organized within the school for this purpose; (3) the privilege of wearing any athletic letter emblematic of the school.

A student who is not in good scholastic and citizenship standing at the time of

presentation should not receive an award. To be eligible for an award, the student should have complied with all training and citizenship regulations established by the coach and approved by the Principal. The award subsequently may be made if and when the above conditions are met, provided that this is accomplished within the semester in which the letter or award is earned.

The principal of each member school is responsible for enforcing these regulations.

Sec. 4. Equality of Sports

All interscholastic sports are to be given equal rating. There should be no differentiation into “major” and “minor” sports.

Sec. 5. Athletic Letters: All varsity athletic letters, regardless of sport should be six (6)

inches full block chenille (overall measurement of chenille) with no

distinguishing emblem except athletic team classification and bars that indicate the number of years on varsity in that sport.

Sec. 6. Special Awards

No awards may be made to individuals except by the school student government, the League, or the California Interscholastic Federation. Individuals or organizations may participate in the giving of athletic awards by making a financial contribution to the Moore League Fund. Such contributions shall be limited to the purchase of awards that are approved by the awards framework of the league.

Sec. 7. Special Championship Awards

a. Winners of League championships are eligible for appropriate gold type awards emblematic of the sport.

b. Winners of Southern California Championship are eligible for 5½ inch circular chenille patches emblematic of the sport to be purchased from student body funds of the school concerned.

c. The Moore League shall provide a perpetual trophy for all varsity sports. LEAGUE ACTION

11/08/72 – An appropriate award will be given to the coaching staff of championship teams.

02/14/73 – The perpetual trophy for each respective sport shall be present at the finals for

that sport or at the scheduled coaches’ meeting for the selection of all-league teams; and that the League Secretary be responsible for updating each trophy and returning it to the appropriate league member school.

wrestling, all entry fees are to be submitted to the host school.

d. Administration

a) Host school of League Championships –The Principal, Admin of Athletics, or designee must present at competition at all times. The Host school will organize supervision of event. The Host school determines needs for security and/or administration from each school. The Moore League Secretary, Athletic Director(s), coaches and Principal (or designee) of host school shall hold a meeting at least one month prior to event to determine who is responsible for all working parts of hosting the League championship event.

Sec. 4. Transfer of League Funds – The signing of the signature cards shall become effective

June when the succeeding officers assume their duties as Moore League officials. Treasury of League Funds should be deposited in a bank designated by the League President.

Sec. 8. Admission of Team and Support Group Members – All school approved athletic team members, band members, drill team, cheerleaders, pepsters and those actively participating in the conduct of any scheduled league competition or in uniform shall be admitted only upon presentation of a complimentary admission ticket or in uniform. Sec. 9. Financial Report – (Athletic Events) – The financial report of all athletic events sponsored by the Moore League and/or member schools shall be completed by the League member student body banker of the host school and co-signed by event director. The original copy shall be mailed to the League secretary within ten (10) days after the event and then distributed to the other schools.

For all Moore League finals send the original copy of the financial request to the League Secretary, along with the profit.

Sec. 10. Passes to Athletic Events – Moore League, CIF, and staff passes will be honored for admission to all League events. Other types of passes shall be honored only at home contests of the school from which they were issued.

Sec. 5 Each principal of LBUSD’s middle schools will receive 12 passes for the head coaches of their sports teams.

Sec. 6 The Long Beach City College Athletic Department will receive 40 Moore League

BASEBALL REGULATIONS (11/11)

Sec. 1. Rules and regulations governing the conduct of Moore League baseball

competition will be according to the CIF, Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2. All games are scheduled for Wednesday and Fridays, with approved exceptions. (10/03)

Sec. 3. Two (2) umpires will be scheduled by the CIF for all varsity league games and two (2) for all junior varsity league games.

Sec. 4. Any official baseball shall be used. Home team shall provide baseballs for games.

Sec. 5. There shall be no hitting (batting) practice before any game. Short distance pepper is not regarded as hitting practice.

Sec. 6. Postponed baseball contest shall normally be rescheduled on the first available date following postponed contest (10/03). A postponed contest may be rescheduled for Saturday if the coaches and school officials of both competing schools agree and there is a need to schedule more than three (3) contests during a week (11/75).

Sec. 7. All ground rules are to be in writing and distributed to all league coaches before the league games.

Sec. 8. BLAIR FIELD RULES

a. Afternoon/evening double headers may to be conducted at Blair Field on dates made available by Cal State Long Beach. Per contract between LBSU and Parks/Rec, Moore League baseball teams must be allowed to play at least 26 games at Blair Field each season.

b. In the case of a tie and the time limit expires, the game will be considered as any other tie game.

c. The home team will occupy the third (3rd) base dugout. The home team will take infield practice first. Infield practice will be limited to total of twenty (20) minutes, divided then (10) minutes per team. The public announcer located in the press box will regulate time for infield practice. (9/20/72)

d. A designated school official or adult will serve as official scorer, timer and game announcer. This person will work both games of the scheduled Blair Field baseball double-headers and will be paid a fee of fifteen dollars ($15.00) per game by the host school.

e. Umpires shall be notified of the ground rules before the start of the first game, and these rules should cover for the second game without subsequent repetition.

Sec. 13 All League Selections: Coaches will nominate players for the Player of the Year honors. After a discussion, a vote is taken if there is no consensus. For All League, coaches nominate players by position. All-League is decided by consensus – a vote is taken only if a decision cannot be made by consensus. No more than 20 players can be selected to the All-League team.

Sec. 3 A freshmen basketball game will compete on a regular Moore League schedule;

games to be conducted immediately following the sophomore basketball game. (6/89)

a. Sophomore basketball coaches shall be required to exchange sophomore rosters before the regular scheduled sophomore basketball game commences. (6/89)

b. Freshmen and sophomore team rosters may be revised by coaches for any scheduled game; however, no roster may be altered once it has been submitted for one specific game. (6/91)

Sec. 4 No league basketball team may practice at Long Beach City College without

specific permission from the League President. (10/94) Sec.5 The last Moore League scheduled basketball game will be scheduled one calendar

week preceding the first scheduled CIF Playoff competition. (2/14/73) Sec.6 The selections for the Moore League All-League varsity basketball team will be

conducted as soon as possible following the completion of the last scheduled league contest. The Athletic Director in charge of basketball will host the league basketball coaches for the selection of the all-league team.

Selection of the All League team is as follows:

a. Coaches nominate players from their school. b. MVP is selected by popular vote before the All League process begins. c. Coaches list 10 names for All League. Coaches cannot vote for their own

players. d. The top 12 vote getters are all league. e. The players that received at least one vote will be selected as Honorable

Mention.

Sec. 7 Policies governing pep groups in attendance at scheduled league basketball

competition are as follows: a. Home Games at Own Facility

1. Drill Teams – Members may attend in uniform and may perform during half time upon mutual agreement of the advisors.

2. Mascots – School “mascots” will not attend in costume. 3. Band – No more than sixteen (16) band members will perform. The

instrumentation should be selected for the most musical sound. For example, a tenor drum might well be used in place of a bass drum. Band uniforms will not be worn. Casual dress is permissible. Band director will be responsible for supervision.

4. Spirit Leaders – An appropriate number are to attend all home boys’ and girls’ varsity league games. The total maximum shall be twenty (20). (10/94)

b. Away Games at Opponent’s Own Facility

1. Same as above with exception that no band or volunteer musicians will be permitted.

c. Games at Large Neutral Facilities – (Long Beach City College, CSULB, or

the Long Beach Sports Arena) 1. Same regulations for pep groups and bands shall apply as for a

“HOME” school in its own facility – (applicable to both schools). 2. Double and Triple-Headers – Where double or triple headers are

played in such facility, each school’s pep and band groups shall participate only when its own team is involved; namely, from the start of its practice warm-up period through and including the playing of the Alma Mater at the close of its game.

d. Miscellaneous

1. All groups will adhere to their respective school district’s transportation policies.

2. Spirit Leaders should not take pompons, flags or batons to away games. 3. Spirit Leaders sponsors will supervise their respective group. 4. Megaphones are not allowed. 5. Tickets shall be provided for pep groups, including drill team, if they

are to perform. 6. Athletic Directors are required to request two officials for all Moore

League lower level contests. (10/13) 7. Between Game / Halftime Ceremonies: The home school is required

to notify the visiting school at least 24 hours in advance if a special event will delay the beginning of a varsity game or the start of the second half of a varsity game. Ceremonies will not exceed 10 minutes in length, unless agreed upon by the visiting school. (3/14)

official timer or another designated faculty member as a secondary device to signal the conclusion of all time periods for scheduled league basketball competition. 1/14/70 – It was concurred that Sophomore and Freshmen basketball team members would

This procedure will also apply to Junior Varsity basketball team members when the Junior varsity if not scheduled to play preceding the Varsity. (6/91)

1/14/70 – League Representatives concurred that the timekeeper-scorer for Junior Varsity

basketball games played at their respective schools on afternoons when the Varsity basketball team is scheduled for a double header at L.B.C.C. will be paid the approved fee of $15.00.

2/20/75 – It is optional for league member schools to play alma maters at the

conclusion of scheduled league basketball competition. 10/03 a. Boys’ Varsity (6:30 p.m.), Girls’ Varsity (5:00 p.m.) and Boys’ Junior Varsity

(3:00 p.m.) competition shall be scheduled during Wednesday and Friday evenings.

b. Girls’ Junior Varsity (4:30 p.m.) and Frosh/Soph (3:00 p.m.) basketball

competition shall be scheduled during Wednesday and Friday afternoons at sites opposite from scheduled varsity and junior varsity competition. This schedule will alternate yearly with the Boys’ Sophomore and Freshmen schedule.

c. Boys’ Sophomore (4:30 p.m.) and Freshmen (3:00 p.m.) basketball competition shall be scheduled on Mondays, Tuesdays and Thursdays to accommodate gym usage and wrestling conflicts. This schedule will alternate yearly with the Girls’ Junior Varsity and the Frosh/Soph schedule.

BOYS’ CROSS COUNTRY REGULATIONS (11/11)

Sec. 1. Rules and regulations governing the conduct of Cross Country competition will

be according to the DIF, Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 League championships in Boys’ Varsity, Junior Varsity, and Frosh/Soph competition shall be determined by points earned in dual and league meets as follows: (11/01)

All schools will participate in two Moore League meets held prior to Moore

League Finals. These competitions will be staged on courses mutually agreed upon by a vote of 2/3 of the league coaches. There will be six races at each meet (Boys’ Varsity, Girls’ Varsity, Boys’ Junior Varsity, Girls’ Junior Varsity, Boys’ Frosh/Soph, Girls’ Frosh/Soph). The results of each of these races, combined with the results of the Moore League Finals, as described below, will count toward the Moore League Cross Country standings and Moore League school team awards.

For the Moore League dual meets as outlined above, each league member school

must enter their best seven (7) runners in the Varsity competition, unless s/he is a Frosh/Soph athlete who may enter the Frosh/Soph race. Frosh/Soph and Junior Varsity races will have unlimited entries. Non-Varsity junior and seniors must run in the Junior Varsity race. Freshman and sophomores may compete at any level.

These two competitions will be scored as dual meets between each of the

participating teams. Forfeits will count as wins. The date of the second meet each year will be nine days prior to the MSAC Invitational. The first meet will be held two weeks prior to the second competition.

Final league standings will be determined by allowing 1 point for each dual meet won in each competition, and additional points according to the team place in Moore League Finals as follows: 1st place, 12 points; 2nd place, 10 points; 3rd place, 8 points; 4th place, 6 points; 5th place, 4 points; 6th place, 2 points; 7th place, 0 points.

Should there be a tie for the Moore League Varsity Cross Country championship

or second, third, or fourth place, the league champion (9/09) and cross country representatives to the CIF-SS Cross Country Preliminary meet will be determined as follows:

a. Team place in the Moore League Cross Country Finals

b. Should a tie exist in the Finals, the higher representative will be determined by the finish place of the tied teams’ sixth place runners.

Sec. 3 The varsity team must be composed of the top seven (7) or more runners, the first

five (5) to finish will be counted. EXCEPTION: a Frosh/Soph runner may run Frosh/Soph even though he/she may be a top seven (7) runner. The Frosh/Soph race shall have an unlimited number of entries. (6/91)

Sec. 4 Seniors may participate on the Junior Varsity Team. Frosh/Soph may

participate in three divisions. Sec. 5 The host coach of the Moore League Cross-Country Finals will be

responsible for arranging for the services of a neutral referee who will assume the responsibilities as a starter and head judge of the finish. (3/76)

Sec. 6 The starting time will be as soon after the beginning of the athletic period as all

contestants are ready. Sec. 7 No pacing, following, or coaching will be permitted after the race has

started. Sec. 8 Awards: Boys’ and girls’ varsity medals will be awarded to the first (1st) ten (10)

place finishers competing in the Moore League Cross-Country finals. (8/93) Seven (7) medals will be awarded each to the top seven (7) finishers in the junior varsity and also Frosh/Soph races for both the boys’ and girls’ races. (8/93)

Sec. 9 Varsity competitors finishing first (1st) through fourteenth (14th) during the

Moore League Cross-Country Finals will be recognized as selections for the All-League Cross-Country team. (11/01)

Sec. 10 The annual computer assistance fee shall be $200.00 per school. The

League Finals meet fee shall be $35.00 for each team entered (a team is defined as any number of athletes of one or more). The maximum League Finals fee for any school is $410.00. (11/04)

Sec. 11 It will be the responsibility of the meet managers of the Moore League

Cross-Country Finals to schedule and conduct a meeting of the league member cross-country coaches prior to the scheduled date of the Moore League Cross-Country Finals for the purpose of discussing details of meet management and conduct. (11/76).

Sec. 12 League Finals: For the Moore League Cross-Country Finals, each league member school must enter their best seven (7) runners in the Varsity competition, unless s/he is a Frosh/Soph athlete who may enter the Frosh/Soph race. FOOTBALL REGULATIONS (9/11)

Sec. 1. Rules and regulations governing the conduct of football completion will be

Sec. 2 Days and Times of Games a. Varsity games are to be played on Friday nights. Kickoff is 7:00 p.m. or at

another time mutually agreed upon. (1/97) b. JV games are to be played on Thursday afternoon on field opposite varsity

games. Kickoff time is 3:00 p.m. (5/99) c. Frosh games are to be played on Thursday afternoons on the same field as

varsity games. Kickoff time is 3:00 p.m.

Sec 3. Schedule/Rotation Games will rotate on a two year cycle. Teams will play a home/home format. Bye weeks will be the same week for two years and then rotate down. The school that has the bye week the last week of the season for two years will then rotate to the top of the schedule

Sec.4 Game Ball: a. Only NFHS approved (leather) football may be used for competition. b. White stripes required on balls used in night games.

Sec.5 Sideline Personnel:

All People on the sidelines must wear a current Field Pass except for varsity coaches and players. (2/12)

Sec. 6 Film Exchange:

a. Based on coach’s choice, a minimum of three DVDs of any games (or internet based film exchange) is to be exchanged Friday night or early Saturday morning. (4/13)

Sec.8 A pre-season meeting will be held with all HEAD coaches of the league prior to

Moore League play. The purpose of the meeting is to schedule film exchanges, discuss home game protocols, and exchange any needed information between coaches league play commences.

Sec.9 The band and drill team representing the home/host school will be permitted to

participate in the varsity pre-game activities only. (2/12) Sec. 10 No unauthorized person (including band members and drill team) will be

permitted on the playing field, or in the end zone except during pre-game and half-time activities. In any football competition where there is seating on only one side of the field, each cheer squad is to cheer/perform on their side of the 50 yard line only. There is to be NO going to the opposing team’s side of the field (50 yard line to goal posts) for touchdowns made by their team. Reasoning is for safety of cheer squads/spectators and good sportsmanship.

Sec. 11 Tie Breaker

The CIF tie breaker system will be employed for all League Varsity Football Games ending in a tie after regulation time.

Sec. 12 All- League Selection (10/15) There will be 28 players on First Team All Moore League. The list will consist of the following players according to position: Offense Defense 2 running backs 5 defensive backs 1 quarterbacks 3 linebackers 5 offensive linemen 4 defensive linemen 4 receivers (including tight end) 1 utility 1 utility 1 punter 1 kicker 13 offensive players/ 13 defensive players/2 kickers Before the end of league play, coaches will receive a nomination form where they will nominate players from their own team they feel are deserving of all league consideration. The maximum numbers for each position to be nominated per team are as follows: Offense Defense 2 Backs 5 Defensive backs 1 QB 4 Lineman 5 Lineman 3 Linebackers 4 Receivers 1 Punter 1 Kicker 1 Utility 1 Utility Coaches are permitted to nominate the same athlete for two positions. A player can be All League in more than one position. Nomination forms are to be submitted to the person facilitating the selection process at least 5 days before the All League meeting. Once all nomination forms are received, the facilitator will distribute the voting ballot that includes all nominations from each position. THIS IS AN ALL-OPPONENT BALLOT. COACHES CANNOT VOTE FOR ANYONE ON THEIR OWN TEAM. Coaches will submit their ballot before the all-league meeting to expedite the process. Coaches will vote for the following number of players per position, ranking them in numerical order. (Example: top running back gets 5 points, next best back gets 4 points, etc..) The players with the most VOTES for each position will be All League.

If there is a tie for the last spot on the 2nd team, the player with the most number of points will get the spot. If it’s still a tie, then both players will be placed on 2nd team. Flexibility is given to the coaches if they agree that a position deserves more/less all league spots in any particular year. There can always be less than 28 names on the 1st team All-League list but there cannot be more than 28 names OUTSTANDING POSITION AWARDS Players who are selected as one of the five outstanding athletes by position will be listed at the top of the certificate and not count toward the 28 names on the first team list. A total of 61 names will be listed on the certificate (5 outstanding position awards, 28 first team, 28 second team) MOST VALUABLE PLAYER Each player that receives the most votes from his position will be considered for the MVP award. The Moore League championship coach(es) will suggest which players should be considered for MVP. (4/13)Coaches will choose MVP through discussion. If the group cannot come to a consensus, then a secret ballot will be cast. Coaches cannot vote for their own player. The player with the most votes wins the MVP.

PLAYERS OF THE YEAR Once the Most Valuable Player is chosen, the coaches will choose the following POY’s: Offensive Player of the Year Defensive Player of the Year Offensive Lineman of the Year Defensive Lineman of the Year Offensive/Defensive Player of the Year nominations will come from the top vote getters from offense and defense (MVP is excluded from this award). Through discussion, coaches will decide which players are to be selected as offensive/defensive players of the year. If the group cannot agree, then a secret ballot will be cast. Coaches cannot vote for their own player. The player with the most votes wins the Offensive/Defensive POY. Lineman of the year (offensive and defensive) will be the person that received the most votes during the initial ballot. If this player is chosen to be the league MVP or POY, then the lineman with the next amount of votes will be named Lineman of the Year. If there is a tie, then the facilitator will add up the number of points for each player involved. The player with the most points will win the award. If there is still a tie, both players will be named as Lineman of the Year. The Most Valuable Player, Offensive/Defensive Players of the Year, and the Linemen of the Year will have their names listed twice on the all league certificate. No additional names are to be added to the All-League team.

GOLF REGULATIONS (REVISED 09/11)

Sec. 1 Rules and regulations governing the conduct of Golf will be according to the CIF-

Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 United States Golf Association Rules will prevail for all play. Sec. 3 League teams shall be composed of six (6) players. Sec. 4 Starting time will be 2:30pm for matches. Sec. 5 The high schools who share the golf course facility are responsible for coordinating their

schedules with the golf course general manager. Sec. 6 The host school shall notify the visiting coach and players of the home course playing rules. Sec. 7 All scheduled dual league golf match competition will be determined by combining the

lowest five (5) scores of the six (6) team competitors comprising each league member team. (11/12/75)

a. Match ties will be broken by considering the sixth lowest score of each participating team. A tie will be declared if the sixth lowest score of each participating team is equal. (11/12/75) b. First round matches will be for a minimum of nine (9) holes.

c. A minimum of fourteen (14) holes shall be played during the second round matches. Up to eighteen (18) holes may be played if participating coaches mutually agree before the match commences. (11/12/75) A second round match can consist of fewer than fourteen (14) holes if both coaches agree, but at least nine (9) holes must be played. (6/01)

d. The winning coach will be responsible for seeing that the score is reported to the newspaper. Sec. 8 There will be an annual Harry J. Moore League Individual Golf Tournament conducted

upon the conclusion of regular league play. Conduct of the tournament shall be adhered to as stated below:

a. The tournament will be conducted over a period of four (4) days. b. The four days of tournament play will be conducted on the three Long

Beach golf courses used by the Moore League member schools. One course will be used twice during the tournament (Round #1 and #4). The sequence of course will rotate each year. All rounds will be 18 holes.

c. Starting time will be 1:00pm.

d. Each league member school will be allowed to send a maximum of seven (7) participants to the league tournament. Each coach will select the players from their respective team based upon individual performances during the league season.

e. Cuts will be made as follows: After the 1st round cut to the low 75% of the field After the 2nd round cut to the low sixteen (16) players plus ties All players making the 2nd round cut will play the 3rd and 4th

rounds. f. Entry fee for each participant will be five dollars ($5.00). Entry fees will

be used to finance awards for the tournament winners. g. Harry J. Moore League medal awards will be awarded to those

participants placing first (1st) through eighth (8th), or as many representative places as the CIF allocates to the Moore League. (9/93)

h. The acting tournament manager will be a coach from one of the participating schools. He/She will assume tournament responsibilities and be eligible for the manager’s fee of one hundred dollars ($100.00). (6/01)

Sec. 9 The CIF determines the amount of entrants the CIF will allow the Moore League each year in the individual competition. The individual entrants will be determined based on the order of finish in the Moore League Individual Tournament. In the event of a tie for the final entry spot, a sudden-death playoff will be conducted to determine the entrants.

Sec. 10 League Standings (Order of Finish)

To determine how many players each team is allowed to place on the All Moore League Team and the team seeding for CIF play, the following hierarchy shall be followed to break ties between two or more teams at the end of league play.

If both matches played the same number of holes, the stroke differential will break the tie.

If the stroke differential is zero (0) or the number of holes played was not the same for both matches, the record of the two teams vs. each other will break the tie.

If the teams split the two matches, i.e., each team beat the other once, the record of each team vs. the teams finishing higher in the standing will break the tie.

If the records vs. higher finishing teams are identical or the tie is for first place, the stroke differential for the first nine (9) holes of each match will break the tie.

If the stroke differential for the first nine holes is zero (0), a coin toss will break the tie.

Sec. 11 The All Moore League Team will be determined in the following manner:

First Team o Moore League Individual Champion o 1st Place Team – 3 members

o 2nd Place Team – 2 members o 3rd Place Team – 1 member o 4th Place Team – 1 member

No team may have more than three players on the All Moore League First Team. If the player who is the Moore League Individual Champion is on the first place team an at-large spot is created. The at-large spot will be best player as voted on by the majority of coaches in the league who is not on the 1st Place Team.

A senior who has never been selected to the All Moore League 1st Team may be added as an additional member to the All Moore League 1st Team. The senior must have been a varsity player, finished in the top 10 in the Moore League Individual Tournament, and played well in a majority of the Moore League matches. The senior must also be approved by a majority of coaches in the league.

Second Team o Players must meet the criteria outlined below and be approved by a

majority of the coaches in the Moore League. 9-hole scoring average of 41 or lower for Moore League

Matches Played in more than half of the Varsity Moore League

Matches o Maximum of 8 players

Sec. 12 Golf Conduct Regulations:

a. The coaches shall control 1. Profanity on the courses 2. Throwing of any golf equipment

b. The coaches who chose to play should play as near to the group(s) of their players as possible during practice and matches.

c. The coaches shall not allow players to “take charge”. d. The coaches shall speed up play as much as possible. e. The coaches shall have their squads at the course at the designated tee

times. f. The coaches shall accept responsibility to stay within the rules at all times,

namely 1. No smoking or use of tobacco by players or coaches 2. No use of profanity or indecent gestures 3. Do not abuse acceptable standards for refreshments (all trash should be

deposited in trash containers)

g. The coaches shall constantly brief their players on rules of play and etiquette on the course.

h. Dress for players and coaches shall be as described by Competition Committee for the previous year’s CIF Championship.(6/01)

i. The coaches shall brief their players to amateur rules as they appear in the CIF Blue Book.

Sec. 13 Any time a golfer on a Moore League Team scores a hole in one in a Moore

BOYS’ SOCCER REGULATIONS (11/11)

Sec. 1 Rules and regulations governing the conduct of soccer competition will be

according to the CIF, Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 Varsity and Junior Varsity games are to be played concurrently whenever

possible. If only one field is available, varsity will play first, followed by JV. There shall be a minimum of two (2) officials assigned to varsity and junior varsity games. Unofficial time may be kept for spectators. Frosh/soph games will be played on opposite sites. Game time for all contests is 3:00pm, unless only one field is available and/or both coaches agree upon a different start time.

Sec.3 Any officially F.I.F.A. approved ball may be used. Sec.4 The All-League team (maximum of 20) will be selected by the varsity soccer

coaches as prescribed by Article IX of the Bylaws. All-League members will receive patches. THE FOLLOWING FORMULA WILL BE USED FOR SELECTING LEAGUE PLAYERS.

Sec. 5 If a player received a red card; he/she is suspended from the next scheduled

contest. The coach shall be responsible for notifying his/her athletic director of the name and number of the player who received the red card. The athletic director shall notify the athletic director of the next scheduled contest o the player’s ineligibility.

Sec. 6 Home school is responsible for designating field for Boys’ and Girls’ Varsity

matches and spectator area for optimum crowd control. (8/92) Sec. 7 Tie Games: (Varsity, Junior Varsity and Frosh/Soph) In the event league games

Sec. 2 Diving is eliminated as an official event from all Moore League Dual Swim Meets. Diving is

to be carried in the Boys freelance competitions to select entries for post-season events. Diving will be recognized as an All-Moore League selection. (4/09)

Sec. 3 Each team will supply prepared meet entry sheets for league meets. (2/94) Sec. 4 The official will be the judge for the meet. (2/94) Sec. 5 In the event of the lack of approved adult officials, it shall be left to the discretion of both the

fastest verified times in a CIF sanctioned swim meet (CIF Relays, Wilson Invitational Swim Meet, dual and tri meets, league prelims, etc.). No All-League selection may qualify for All-League in more than one individual event. The league swim coaches shall meet at the conclusion of the swimming season to determine the All-League selections. (2/94)

Sec. 16 Specific sections of the Moore League Swim Bylaws are subject to be temporarily waived at

a unanimous decision by the coaches at the Moore League Swim Championships and will expire at the conclusion of the season. (4/09)

Sec. 17 Moore League swim competitions will field three (3) levels of competition---Varsity, Jr.

Varsity, and Open divisions. Varsity and Jr. Varsity swimmers of any grade level will swim NFHS sanctioned distances. The Open developmental division will be open to all grade level competitors and will compete short distances in the 100 IM, 50 Backstroke, and 50 Breaststroke. No 500 freestyle will be swum at the Open level. (4/09)

BOYS TENNIS REGULATIONS 9/11

Sec. 1 Rules and regulations governing the conduct of tennis will be according to the

CIF, Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 All teams will consist of nine (9) players, three double teams and three singles.

No player may enter more than one (1) event. Sec. 3 Each player and/or doubles team must play each other. Sec. 4 Each player is limited to twelve (12) games, (6–6) per set, and 3 set per match.

a. During all rounds of scheduled league tennis competition, winners of all games of matches will be determined by the regular add scoring system.

Sec. 5 All matches are to be played on the courts of the home school. (Recreation Park

and/or other park courts are exceptions.) Sec. 6 Matches will commence when all contestants are ready. Sec. 7 Each set won in single shall count one (1) point and one (1) point awarded for

victory in each set of doubles. In case of a tie in points at the end of competition (9-9), the total number of games during the match by both singles players and doubles teams shall determine the winning team. If the contest is still tied in the total number of games, a round-robin match will be played using the tie-breaker scoring for each set. At that point if the teams are still tied, the total number of points in the tie-breaker match shall decide the winner. If the match is still tied after the total points from the tie-breaker are counted, a new round robin tie-break match occurs until a winner is determined.

Sec. 8 Tennis pairings (line-ups) will be required to be listed in each respective team’s

score book and will be exchanged by coaches before their respective teams commence their scheduled competition between one another. (9/19/73) Once the line-ups are established, no substitutions will be permitted until after the 1st or 2nd sets (per CIF rule).

Sec. 9 Coaching during matches is acceptable on change overs (30 seconds) and between

sets, but is prohibited during the game. Sec. 10 No varsity team member listed on a varsity team roster will be permitted to

compete in junior varsity competition after the first (1st) round of scheduled league competition has been completed. Each league member varsity tennis coach

will be responsible for submitting his respective varsity tennis team roster to the office of the League Secretary after the conclusion of the scheduled first (1st) round of competition and before the first scheduled contest of the second (2nd) round of league competition.

Sec. 11 Postponed tennis matches shall be rescheduled on the next available day upon

which the coaches agree. There shall be no more than three (3) contests during any one (1) week.

Sec. 12 Matches discontinued due to natural causes will be continued from last completed

game, beginning with the same scores of completed sets and games. If a team already attained 10 sets, that team earns the victory and the match will not be completed. Same line-up of participants as submitted for postponed match must be played.

Sec. 13 There will be an annual Harry J. Moore League Singles and Doubles Tennis

Tournament to be scheduled during the week following the end of Moore League play. Conduct of the tournament shall be as stated below:

a. The host school varsity tennis coach shall be responsible for

scheduling a meeting of the league member varsity tennis coaches during the week preceding the week of the scheduled tournament. (9/19/73)

b. Singles Tournament – A thirty-two (32)-player tournament will be

conducted. Players 1-8 will be selected for the tournament according their second round record. Players 9-32 will be selected as follows: 1) The eight players with the best singles records will be seeded. 2) Other tournament positions will be determined by random drawing. 3) Each school is allowed at least five entries, with the first place and second place schools receiving 6. If first and second place have yet to be determined, all schools, which could be first or second place will randomly draw to earn the extra spot. (1/05)

c. Doubles Tournament – A thirty-two (32) team tournament will be

conducted. Eight teams will be seeded according to their second round record. The number one and number two seeds MUST be the doubles team with the best second round records. Number three and number four seeds will be the doubles teams with the best singles player (determined by singles’ ranking). Teams five through eight will be seeded according to an agreed upon ranking order of the coaches. Teams 9-32 will be selected as follows:

1). The eight doubles teams (agreed upon by coaches) will be

seeded.

2). Other tournament positions will be determined by random drawing.

3). Each school is allowed at least 5 entries, with the first and second place schools receiving 6 spots. If the first and second place spots have yet to be determined, all schools, which could be first or second will randomly, draw to earn the extra spot.

d. Entry fee for the tournament will be three (3) new tennis balls for each

entrant in both singles and doubles competition and thirty-five dollars ($35.00) per school. (11/94)

e. Individual singles and doubles tennis champions of the Harry J. Moore

League shall be determined by the results of tournament play. (9/19/73)

f. All-League honors and patches will be presented to the eight (8)

singles competitors advancing to the tournament quarter-finals and to the winners of the tournament doubles competition. (11/19/77)

g. Moore League medals will be presented to the following: (1/13)

1st ,2nd , 3rd and 4th Place – Singles Tournament 1st 2nd, 3rd and 4th Place – Doubles Tournament

h. The first and second place competitors in both the singles and doubles tournament competition will be Moore League Representatives in the CIF, SS Individual Tennis Tournament. (9/19/73) Consolation matches between the 3rd and 4th place finalist in each event will determine alternates. If a player earns a singles and doubles CIF spot, they will choose one and the 3rd place player/team will earn the unused CIF spot. If the situation calls for it, a 4th place player/team will earn a CIF spot.

i. The host school varsity tennis coach will be responsible for submitting

to the office of CIF, SS, all details pertaining to Moore League entries for the CIF, SS Individual Tennis Tournament. (9/19/73)

BOYS’ TRACK AND FIELD REGULATIONS GENERAL RULES Sec. 1 Rules and regulations governing the conduct of Moore League Track and Field

Competition will be according to the C.I.F., Southern Section, as prescribed by the blue book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter:

Sec. 2 The League Championship will be determined by the dual meets.

The Earl McCullough Award will be presented to the school that earned the highest combined varsity scores, (boys and girls) from the results of the All-League Track Meet. (1/94) The scoring will be as follows: First, 10 points; Second, 8 points; Third, 6 points; Fourth, 4 points; Fifth, 2 points; and Sixth, 1 point.

Sec. 3 The first league dual meet will determine each contestant’s classification

(Varsity, JV, Frosh/Soph Boys) , At subsequent meets a member school forfeits in JV or Frosh/Soph divisions, a student may move up as follows: Frosh/Soph to J.V. or J.V. to Varsity. Contestants may move up only in one division. (4/97)

Sec. 4 The selection of the Varsity All-League Team will be as follows:

a. Twenty (20) will be on the All-League Team. b. The champions of each event in the League Finals will be members of

the All-League team. c. The champions of each event in the League Finals will be members of

the All-League Team. If an athlete, or athletes, are champions in more than one vent, the league’s head coaches will meet 30 minutes prior to the first running event at the site of the Division I Prelims to nominate and vote on additional All-League

Team Members, up to the 20-person limit. A simple majority vote of coaches present will

determine approval of those nominated. (2/00) DUAL MEET RULES: Sec. 1 In dual meets three (3) places will count for scoring (5–3–1), and the

winning relay team five (5) points. Sec. 2 All dual meets are to start as soon after the beginning of the sports P.E.

period as all contestant are ready. a. All field event participants must be signed in to their event by 3:15. If an athlete has not signed in by this time, they will not be allowed to compete in the

LEAGUE FINALS RULES: PRELIMS: Sec. 1 In the league prelims the varsity boys in each school will be limited to three (3)

entries per event and one (1) entry each of the relays. The exception to the individual entry limit is any athlete attaining the CIFSS 2nd or 3rd place standard, but who is the fourth or more individual from a school attaining the standard. A school may enter more than three individuals in a varsity event, as long as they have all achieved the standard. (5/12) All CIF At Large athletes’ marks must be reported electronically (by e-mail) to the League Final event director within fourteen days of the mark being met. Any marks made within fourteen days of the pre-league finals coaches’ meeting, must be submitted for verification prior to the athletes’ entries into the meet. All marks established during the current CIF season, must be verifiable by posted results on a recognized track web page (i.e. DyeStatCal), or in the result book of an opposing dual meet team.

*NOTE: The intent of this rule is to submit verifiable marks along with not burdening the Meet Director with last minute entries prior to the end-of-the-season Moore League Seeding Meeting. (04/06)

Sec. 2 In the League prelims, marks will be approved for records if held on the same field or track as the finals. (These meets are, in fact, one meet).

(When released by the judges of the running event), or lose the last attempt. When the attempt must be made is then up to the discretion of the field event official.

Sec. 7 League member schools will be required to provide four (4) adults to assist with

the conduct of the Moore League track and field prelims and finals. A fee of seventy-five dollars ($75.00) per each event will be assessed league member schools not providing the required number of volunteer adults.

BOYS’ VOLLEYBALL REGULATIONS (9/11)

Sec. 1 Rules and regulations governing the conduct of volleyball will be according to the

CIF, Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 Facilities: Indoor court specifications as stipulated by the National Federation

Volleyball Rules. Sec. 3 Equipment: The home school is required to provide a CIF/NFHS approved

volleyball for all matches. Sec. 4 Team: Frosh/Soph, Junior Varsity and Varsity. No student will be allowed to

compete on more than one level on the same day. Sec. 5 Order of Play: Junior varsity and Frosh/Soph will compete at 3:00 p.m. in

separate gyms. One official shall be provided for each game. The Varsity will begin 20 minutes after the completion of these games and use both officials.

Sec. 6 Host School Responsibilities:

a. Officials and scorekeepers b. Game ball

Sec. 7 Winning team will report scores to local press. Sec. 8 Ties will be resolved using Moore League Guidelines. Sec. 9 The League coaches shall meet within one week of the last league match to

determine the All-League selections using the following format: a. 12 League patches will be awarded as listed:

1. First place team receives 4 patches. 2. Second place team receives 3 patches. 3. Third place team receives 2 patches. 4. Fourth place team receives 1 patch. 5. Fifth place team receives 1 patch. 6. The final patch will be awarded by vote of the coaches attending

the meeting. b. MVP honors will be awarded to the most outstanding player by vote of

the coaches attending the meeting. c. There will be an additional selection on the All-League Certificate in

the name of the Steve Lewis Award. This selection will be based upon a student who exhibited the dedication, attitude and team play that would be reminiscent of the late Steve Lewis. (10/05)

BOYS’ WATER POLO REGULATIONS (11/11)

Sec. 1 Rules and regulations governing the conduct of water polo will be according to

the CIF, Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 Starting times for all Harry J. Moore League Water Polo games will be as

follows:

a. All Frosh/Soph. games will commence on Thursdays at 3:15 pm. at the pools located in the Long Beach Unified Schools District, unless both schools otherwise agree upon day/times/locations.

b. All varsity and Junior Varsity Water Polo games will follow the

Freshmen/Sophomore game in that order. Sec. 3 The official ball shall be NFHS approved (preferably a Kap 7) and shall be

inflated to 15 pounds. Sec. 4. The home team shall wear dark caps. Sec 5 “All League” Selection: Coaches nominate players for “All League”. Coaches

vote for 13 athletes for “All League”. Coaches can vote for their own athletes. The top 13 vote getters are selected to 1st team. 2nd team is voted upon in a similar fashion. The top 13 vote getters will be selected to 2nd team. For Player of the Year, coaches nominate players for this award as well. The player with the most number of votes wins the award.

WRESTLING REGULATIONS (11/11)

Sec. 1. Rules and regulations governing the conduct of Moore League wrestling competition

will be according to the CIF, Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 There shall be Varsity and Junior Varsity teams in Wrestling. Sec. 3 League Team Championships in Varsity, Junior Varsity and Frosh/Soph wrestling are

determined by dual meet competition. (3/69, 1/73, 6/91, 3/08)

a. One point will be given for each league dual meet victory. In the event of a tie, the National Federation Tiebreaker will be used to determine the winner.(10/04)

b. The Moore League Wrestling Tournament results will be based on:

- five (5) points for first (1st) place - four (4) points for second (2nd) place - three (3) points for third place (3rd) place - two (2) points for fourth place (4th) place - one (1) point for fifth place (5th) place

The scoring of the Moore League Wrestling Tournament shall be as indicated in the NCAA Rules and Regulations.

Sec. 5 Wrestling weights are to be turned into the League Secretary within one (1) week of

the scheduled wrestling weigh-in.

Sec. 6 Starting for the afternoon wrestling matches will be 3:00 p.m. Sec. 7 Weigh-in time for Varsity, Jr. Varsity, and Frosh/Soph Team members is one hour

before the start of the meet unless there is a delay due to transportation. (3/08) Sec. 8 Once weigh-ins begin, no team member can wrestle that day unless he makes that

weight at that time. Sec. 9 Weigh-ins on day of scheduled matches will be conducted in the presence of both

coaches. Sec. 10 Rules pertaining to the competitors:

a. Wrestling shoes (without metal eyelets) must be worn. b. Wrestling headgear shall be worn by all team members during practice and

meet competition.

c. Code of Conduct:

Athletes are to stay together. There is to be no yelling at the referees or opponents. This does not mean students cannot yell encouragement to their own team members. It will be the responsibility of the coach to control the conduct of his team members.

Sec. 11 Code of Conduct Regarding Coaches: There will be no coaching from the sidelines or arguing with the officials. Once the

match begins, there will be no prompting by the coaches in accordance with NFHS Rule 5.2. (3/08)

Sec. 12 Each school member will be responsible for securing officials for scheduled home

dual meets. Officials are to be members of the Wrestling Officials’ Associations. No official may be from the competing schools.

Sec. 13 Home schools will provide an adult timer. Sec. 14 Wrestling singlets will be worn during all Varsity, Junior Varsity and Frosh/Soph

competition. (3/08) Sec. 15 No student bands, musical instruments or noisemakers will be permitted at scheduled

league-wrestling contests.

BADMINTON REGULATIONS (3/11)

Sec. 1 Rules and regulations governing the conduct of badminton will be according to

the CIF-SS as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 Varsity teams shall consist of two (2) singles for both boys and girls, two (2)

doubles for both boys and girls, and three (3) mixed doubles. A player may enter no more than two (2) events. . Junior varsity teams shall consist of three (3) singles for both boys and girls, three (3) doubles for both boys and girls and three (3) mixed doubles. Varsity singles and doubles will play two (2) round robin matches, and mixed doubles #1 and #2 will also play round robin. Mixed doubles #3 will be played straight across. A five (5) minute rest period will be permitted between the second and third games. Playing rotation will be left to the discretion of the host school. The suggested order is mixed doubles, singles, and doubles. Players are allowed 10 minutes resting time between matches. All varsity matches will be played in the main gym.

Sec. 3 Varsity competition will be scheduled to precede Junior Varsity competition when

only one gym is available. Sec. 4 Matches will commence when all contestants have warmed up a maximum of

fifteen (15) minutes. Sec. 5 Individual scoring procedures: All matches are played to 11 points. All events

are played two (2) out of three (3) games to constitute a match. Team score for Varsity will be a maximum of twenty one (21) points; Junior Varsity, a maximum of fifteen (15) points.

Sec. 6 Badminton line-ups during regular league play will be required to be listed in

each respective team score sheet and will be exchanged by coaches before their respective teams commence their scheduled competition between one another. After the exchange, NO changes may be made anytime after the competition entries have been submitted (3/11)

Line up change is ONLY permissible during Moore League Individual Championships in the case of injury and substitute players can only be Players not already entered in any tournament event. Sec. 7 Lineups can be adjusted at any time during 1st or 2nd round play (3/11). A full

varsity roster must always be entered and any open positions must be filled by any Junior Varsity player selected.

Sec. 8 There will be an annual Harry J. Moore League badminton tournament to be scheduled during the week preceding the CIF-SS badminton playoffs. Conduct of the tournament shall be stated as follows: a. The tournament will be conducted at the host school according to alphabetical rotation. (5/81) b. The athletic director in charge of badminton shall be responsible for

scheduling a meeting of the league member varsity badminton coaches during the week preceding the week of the scheduled tournament. (10/05)

SINGLES/DOUBLES TOURNAMENT: A twelve (12)-player tournament (boys and girls) will be conducted. Two (2) entries from each competing school will be seeded according to the following criteria:

1. Head to head competition between players during Moore League play or CIF sanctioned tournaments during the current season.

2. Results against common opponents in league and non-league matches as well as CIF sanctioned tournaments during the current season.

3. A majority vote by coaches of league schools. One vote per school. If majority isn’t reached, the seed will be determined by a coin flip. The coach that will call the flip or defer the flip will be determined by a drawing.

The top four seeds will receive byes in the 1st round.

MIXED DOUBLES: An eighteen (18) team tournament will be conducted. Three pairs from each school will be seeded the same as the singles and doubles tournament. Coaches’ discretion (majority vote) will be used to solve any conflicts that may occur without disrespecting the integrity of the seeding process. (ex: Single/doubles team from the same school playing against each other in the first round). (10/05)

c. Entry fee for the tournament will be fifty dollars ($50.00) per school and 18

official CIF-SS shuttlecocks per school. (5/94) d. If linespersons or umpires are requested during semifinal and final matches,

only varsity and/or JV head coaches are allowed to serve in this capacity. (10/05)

e. All Moore League selections will be awarded on league play, not tournament

play. To be considered All League, the athlete must participate in at least 50% of their matches in that discipline to be considered. (3/11)

GIRLS’ BASKETBALL REGULATIONS (11/11)

Sec. 1 Rules and regulations governing the conduct of Moore League Girls’ Basketball

shall be according to the CIF-Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 The time permitted for warm-up activities between games during a scheduled

double header will conform with the National Federation Basketball Rules and CIF-SS Blue Book, or as agreed upon by opposing coaches.

Sec. 3 During basketball warm-ups and time outs, there will be no pep groups on the

gym floor. Pep groups are considered to be song and flag girls, exclusive of cheerleaders.

Sec. 4 No league basketball team may practice at Long Beach Community College

without specific permission from the League President. Sec. 5

a. Boys’ varsity (6:30 p.m.), Girls’ varsity (5:00 p.m.) and Boys’ junior varsity (3:00 p.m.) competition shall be scheduled during Wednesday and Friday evenings.

b. Girls’ junior varsity (3:00 p.m.) and frosh/soph. (4:30 p.m.) basketball competition shall be scheduled during Wednesday and Friday afternoons at sites opposite from scheduled varsity and junior varsity competition. This schedule will alternate yearly with boys’ sophomore and freshmen schedule.

c. Boys’ sophomore (4:30 p.m.) and freshmen (3:00 p.m.) basketball competition shall be scheduled on Mondays, Tuesdays, and Thursdays to accommodate gym usage and wrestling conflicts. This schedule will alternate yearly with the girls’ junior varsity and frosh/soph schedule. (10/03)

Sec. 6 The last scheduled Moore League Basketball Game will be scheduled one (1)

calendar week preceding the first scheduled CIF-SS Playoff Competition. Sec.7 Approved fee of $20.00 will be paid to the official timer, scorekeeper, 30–second

clock operator and announcer for each double header. All must be adults 18 years of age or older. Announcer age and pay rate optional.

Sec. 8 The selections for the Moore League All-League Varsity Basketball Team will be

conducted within one week of the end of league play. Sec. 9 All home teams must have a 30 – second clock visible for all games.

Sec. 10 The home team coach will be responsible for reporting scores to the Press-

Telegram. Sec. 11 Each league member school will conduct their respective girls’ basketball

competition in the “main gymnasium.” (3/14/79) Sec. 12 The home team coach will be responsible for providing a meeting place for the

visiting team. Sec. 13 The Most Valuable Player award will be selected by coaches nominating players

who they feel are worthy of such award. After nominations have been made, coaches will vote by ballot. Coaches are not allowed to vote for a player from their own team. The player with the most votes will be selected as the MVP. If there is a tie, players will be names Co-MVP’s.

The 12 member All League basketball team will be determined by ballot. Each

coach will list the top 12 opposing players, ranking them in numerical order from 12 (highest) to 1 (lowest). The 12 players receiving the most points will be named to the All League team. Others receiving points will be on the Honorable Mention List. (3/07)

Sec. 14 Coach of the Year will be selected by ballot and will receive the “Lorie Lindahl

Coach of the Year Award.” (3/94) Sec. 15 No player may play against the same opponent on different levels in the same

round. (3/11) Sec. 16 Athletic Directors are required to request two officials for all lower level Moore

League contests. (10/13) Sec. 17 Between Game / Halftime Ceremonies: The home school is required to notify the

visiting school at least 24 hours in advance if a special event will delay the beginning of a varsity game or the start of the second half of a varsity game. Ceremonies will not exceed 10 minutes in length, unless agreed upon by the visiting school. (3/14)

GIRLS’ CROSS COUNTRY REGULATIONS (11/11)

Sec. 1. Rules and regulations governing the conduct of Cross Country competition will

be according to the DIF, Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 League championships in Girls’ Varsity, Junior Varsity, and Frosh/soph competition shall be determined by points earned in dual and league meets as follows: (11/01)

All schools will participate in two Moore League meets held prior to Moore

League Finals. These competitions will be staged on courses mutually agreed upon by a vote of 2/3 of the league coaches. There will be six races at each meet (Boys’ Varsity, Girls’ Varsity, Boys’ Junior Varsity, Girls’ Junior Varsity, Boys’ Frosh/Soph, Girls’ Frosh/Soph). The results of each of these races, combined with the results of the Moore League Finals, as described below, will count toward the Moore League Cross Country standings and Moore League school team awards.

For the Moore League dual meets as outlined above, each league member school

must enter their best seven (7) runners in the Varsity competition, unless s/he is a Frosh/Soph athlete who may enter the Frosh/Soph race. Frosh/Soph and Junior Varsity races will have unlimited entries. Non-Varsity junior and seniors must run in the Junior Varsity race. Freshman and sophomores may compete at any level.

These two competitions will be scored as dual meets between each of the

participating teams. Forfeits will count as wins. The date of the second meet each year will be nine days prior to the MSAC Invitational. The first meet will be held two weeks prior to the second competition.

Final league standings will be determined by allowing 1 point for each dual meet won in each competition, and additional points according to the team place in Moore League Finals as follows: 1st place, 12 points; 2nd place, 10 points; 3rd place, 8 points; 4th place, 6 points; 5th place, 4 points; 6th place, 2 points; 7th place, 0 points.

Should there be a tie for the Moore League Varsity Cross Country championship

or second, third, or fourth place, the league champion (9/09) and cross country representatives to the CIF-SS Cross Country Preliminary meet will be determined as follows:

a. Team place in the Moore League Cross Country Finals b. Should a tie exist in the Finals, the higher representative will be

determined by the finish place of the tied teams’ sixth place runners. Sec. 3 The varsity team must be composed of the top seven (7) or more runners, the

first five (5) to finish will be counted. EXCEPTION: a Frosh/Soph runner may run Frosh/Soph even though he/she may be a top seven (7) runner. The Frosh/Soph race shall have an unlimited number of entries. (6/91)

Sec. 4 Seniors may participate on the Junior Varsity Team. Frosh/Soph may

participate in three divisions. Sec. 5 The host coach of the Moore League Cross-Country Finals will be

responsible for arranging for the services of a neutral referee who will assume the responsibilities as a starter and head judge of the finish. (3/76)

Sec. 6 The starting time will be as soon after the beginning of the athletic period as

all contestants are ready. Sec. 7 No pacing, following, or coaching will be permitted after the race has

started. Sec. 8 Awards: Boys’ and girls’ varsity medals will be awarded to the first (1st) ten (10 )

place finishers competing in the Moore League Cross-Country finals. (8/93) Seven (7) medals will be awarded each to the top seven (7) finishers in the junior varsity and also Frosh/Soph races for both the boys’ and girls’ races. (8/93)

Sec. 9 Varsity competitors finishing first (1st) through fourteenth (14th) during the

Moore League Cross-Country Finals will be recognized as selections for the All-League Cross-Country team. (11/01)

Sec. 10 The annual computer assistance fee shall be $200.00 per school. The

League Finals meet fee shall be $35.00 for each team entered (a team is defined as any number of athletes of one or more). The maximum League Finals fee for any school is $410.00. (11/04)

Sec. 11 It will be the responsibility of the meet managers of the Moore League

Cross-Country Finals to schedule and conduct a meeting of the league member cross-country coaches prior to the scheduled date of the Moore League Cross-Country Finals for the purpose of discussing details of meet management and conduct. (11/76)

Sec. 12 League Finals: For the Moore League Cross-Country Finals, each league

member school must enter their best seven (7) runners in the Varsity competition, unless s/he is a Frosh/Soph athlete who may enter the Frosh/Soph race.

BYLAW ARTICLE – XXIX

GIRLS’ GOLF REGULATIONS (09/11)

Sec. 1 Rules and regulations governing the conduct of Golf will be according to the CIF,

Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 United States Golf Association Rules will prevail for all play. Sec. 3 League teams shall be composed of six (6) players. Sec. 4 Starting time will be 2:30 PM except for matches with Avalon. Matches in

Avalon will begin at 1:00 PM. Avalon’s matches in Long Beach will begin at 12:30 PM.

Sec. 5 The high schools that share the golf course facility are responsible for

coordinating their schedules with the golf course general manager. Sec. 6 The host school shall notify the visiting coach and players of the home course

playing rules. Sec. 7 All scheduled dual league golf match competition will be determined by

combining the lowest five (5) scores of the six (6) team competitors comprising each league member team.

a. Match ties will be broken by considering the sixth lowest score of each participating team. A tie will be declared if the sixth lowest score of each participating team is equal.

b. All Moore League matches will be nine (9) holes. c. The winning coach will be responsible for seeing that the score is

reported to the newspaper. d. For JV Girls Golf Moore League matches, all scheduled dual match

competition will be determined by combining the four (4) scores of the four (4) team competitors. Matches that tie will be declared a tie. The home coach is responsible for modifying the golf course to reflect a modified set-up consistent with an executive golf course (i.e. Recreation Park South G.C.). The home coach may also schedule the JV match at Recreation Park South G.C. and pay the appropriate green fees for both teams. (5/14)

Sec. 8 There will be an annual Harry J. Moore League Individual Golf Tournament

conducted upon the conclusion of regular league play. Conduct of the tournament shall be adhered to as stated below:

a. The tournament will be conducted over a period of three (3) days.

b. The three days of tournament play will be conducted on the three Long Beach golf courses used by the Moore League member schools. The sequence of the courses will rotate each year. Rounds #1 and #2 will be 9 holes. Round #3 will be 18 holes. c. Starting time will be 1:00pm for the first two rounds and 12:30pm for the final round. d. Each league member school will be allowed to send a maximum of seven (7) participants to the league tournament. Each coach will select the players from their respective team based upon individual performances during the league season. e. Cuts will be made as follows:

After the 1st round cut to the low 75% of the field After the 2nd round cut to the low sixteen (16) players plus ties

f. Entry fee for each participant will be five dollars ($5.00). Entry fees will be used to finance awards for the tournament winners. g. Harry J. Moore League medal awards will be awarded to those participants placing first (1st) through eighth (8th), or as many representative places as the CIF allocates to the Moore League. h. The acting tournament manager will be a coach from one of the participating schools. He/She will assume tournament responsibilities and be eligible for the manager’s fee of $100.

Sec. 9 The CIF determines the amount of entrants the CIF will allow the Moore League each year in the individual competition. The individual entrants will be determined based on the order of finish in the Moore League Individual Tournament. In the event of a tie for the final entry spot, a sudden-death playoff will be conducted to determine the entrants.

Sec. 10 League Standings (Order of Finish)

To determine how many players each team is allowed to place on the All Moore League Team and the team seeding for CIF play, the following hierarchy shall be followed to break ties between two or more teams at the end of league play.

If both matches played the same number of holes, the stroke differential will break the tie.

If the stroke differential is zero (0) or the number of holes played was not the same for both matches, the record of the two teams vs. each other will break the tie.

If the teams split the two matches, i.e., each team beat the other once; the record of each team vs. the teams finishing higher in the standing will break the tie.

If the records vs. higher finishing teams are identical or the tie is for first place, the stroke differential for the first nine (9) holes of each match will break the tie.

If the stroke differential for the first nine holes is zero (0), a coin toss will break the tie.

Sec. 11 The All Moore League Team will be determined in the following manner:

First Team o Moore League Individual Champion o 1st Place Team – 3 members o 2nd Place Team – 2 members o 3rd Place Team – 1 member o 4th Place Team – 1 member

No team may have more than three players on the All

Moore League First Team. If the player who is the Moore League

Individual Champion is on the first place team an at-large spot is created. The at-large spot will be best player as voted on by the majority of coaches in the league who is not on the 1st Place Team.

A senior who has never been selected to the All Moore League 1st Team may be added as an additional member to the All Moore League 1st Team. The senior must have been a varsity player,

finish in the top 10 in the Moore League Individual Tournament, and played well in a majority of the Moore League matches. The senior must also be approved by a majority of coaches in the league.

Second Team

o Players must meet the criteria outlined below and be approved by a majority of the coaches in the Moore League. 9-hole scoring average of 50 or lower for Moore League

Matches Played in more than half of the Varsity Moore League

Matches o Maximum of 8 players

Sec. 12 Golf Conduct Regulations:

b. The coaches who chose to play should play as near to the group(s) of their players as possible during practice and matches.

Sec. 13 Any time a golfer on a Moore League Team scores a hole in one in a Moore

League Varsity or Junior Varsity Golf Match or the Moore League Invitational Golf Tournament, an award up to five dollars ($5.00) will be purchased by the golfer’s coach and billed to the Moore League. This golfer shall be a member of the Moore League Hole in One Club. (6/01)

Sec. 14 Senior students may participate as team members on junior varsity teams. Sec. 15 In the event of a protest concerning a rule violation, the Moore League coaches

GIRLS’ SOCCER REGULATIONS Sec. 1 Rules and regulations governing the conduct of soccer competition will be

according to the CIF, Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 Varsity and Junior Varsity games are to be played concurrently whenever

possible. There shall be two (2) officials assigned to varsity and junior varsity games. Unofficial time may be kept for spectators. Frosh/soph games will be played on opposite sites. All contests will begin at 3:00 if two fields are available. Otherwise, varsity will play at 3:00 and JV will play at 4:30. Varsity games may be played at 5:00 if both teams are in agreement.

Sec. 3 Any officially F.I.F.A. approved ball may be used. Sec. 4 The All-League team (maximum of 20) will be selected by the varsity soccer

coaches as prescribed by Article IX of the Bylaws. All-League members will receive patches. An offensive and defensive player of the year will be selected by the coaches. (6/91)

Sec. 5 If a player receives a red card; she is suspended from the next scheduled contest.

The coach shall be responsible for notifying his/her athletic director of the name and number of the player who received the red card. The athletic director shall notify the athletic director of the next scheduled contest o the player’s ineligibility.

Sec. 6 Home school is responsible for designating field for Girls’ Varsity matches and

GIRLS’ SOFTBALL REGULATIONS (9/11)

Sec. 1 Rules and regulations governing the conduct of softball competition shall be

according to the CIF, Southern Section, as prescribed by the Blue Book.

Sec. 2 All league games are scheduled for Tuesdays and Thursdays. Sec. 3 Umpires will be scheduled by CIF. Sec. 4 Per CIF requirements for varsity softball, Dudley Yellow CPF12 leather softball

shall be used. Home teams shall provide at least two (2) new balls per diamond. One (1) new and one (1) used leather softball will be acceptable for JV and F/S games. (10/03)

Sec. 5 There shall be no hitting (batting) practice before any game. Short distance

pepper is not regarded as hitting practice. Sec. 6 Postponed softball competition shall normally be rescheduled on the following

day (Tuesday competition on Wednesday; Thursday competition on Friday). Exception: Should a conflict in the use of playing fields exist on Friday, then the postponed Thursday competition shall be rescheduled for the following Monday. (2/8/78)

Sec. 7 All ground rules are to be established the day of the game with the official.

Umpires shall be notified of the ground rules before the start of each game. Sec. 8 The home team will occupy the third (3rd) base dugout. By mutual agreement

either team will take infield practice first.(9/93) Infield practice will be limited to a total of twenty (20) minutes, divided ten (10) minutes per team.

Sec. 9 A designated person will serve as official scorer, one being provided by each

school. Sec. 10 Only the designated head Varsity, Junior Varsity, and Frosh/Soph softball coaches

and staff shall be permitted to communicate with game officials during their respective scheduled league softball competition. (1/06)

Sec. 11 Length of games will be seven (7) innings or two (2) hours, whichever occurs first for the JV and F/S level only. Sec. 2 Diving is eliminated as an official event from all Moore League Dual Swim

Meets. Diving is to be carried in the Girls’ Free Lance Meet to select entries for the playoff events.

Diving will still be recognized as an All-League selection (10/03). Sec. 3 Officials for the meet will comply to the standards as recommended by CIF and

Moore League. Sec. 4 In all dual meets three (3) individual entries per event for each school and three

(3) relay teams per event per school will be permitted, but only two (2) relay teams may score for each team in each relay event.

Sec. 5 In all dual meets, the visiting school will be assigned the even numbered lanes

Sec. 13 On the odd years the girls will have their League Prelims on Wednesday and the

Sec. 14 In All-League selections, in individual events an athlete may only take one

GIRLS’ TENNIS REGULATIONS (9/11)

Sec. 1 Rules and regulations governing the conduct of tennis will be according to CIF,

Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 All teams will consist of nine (9) players, three doubles teams and three singles.

No player may enter more than one (1) event. Sec. 3 Each player and/or doubles teams must play each other. This will apply to

Varsity and Junior Varsity. Sec. 4 Each player is limited to three (3) sets and will use the twelve (12) point

tiebreaker system. (10/82) Sec. 5 Each set won in singles shall count one (1) point and each doubles set won shall

count one (1) point. In case of a tie in points in team score when sets are counted, the total number of games during the match by both singles players and doubles teams shall determine the winning team. If the contest is still tied in total number of games, a round-robin match will be played using the tie-breaker scoring for each set. At that point if the teams are still tied, the total number of points in tie-breaker match shall decide the winner. (6/92) If the match is still tied after the total points from the tie-breaker are counted, another round-robin match will be played using the tie-breaker scoring for each set. The team with the most wins in the tie-breakers is declared the winner. If the teams are still tied, the total number of tie-breaker points shall decide the winner. This format continues as long as ties continue until a winner is declared.

Sec. 7 Tennis pairings (line-ups, designated coaches, and substitutes) will be required to

be listed in each respective team’s score sheet and will be exchanged by coaches before their respective teams commence their scheduled competition between one another. Once the line-ups have been established, no substitutions will be permitted until after the 1st or 2nd sets (per CIF rule). (1/05)

Sec. 8 Once play has commenced, coaching will not be permitted at any time, except for

30 seconds during the change over.

a. Coaching may be only two designated coaches of the participating schools.

Sec. 9 At any time school can not field a complete team the opposing school should be

Sec. 10 The home school is responsible for providing match balls. Winning schools will report scores to the local newspaper.

Sec. 11 There will be an Annual Harry J. Moore League Single and Doubles Tennis

Tournament to be scheduled during the week preceding the CIF-SS Tennis Playoffs. Conduct of the tournament shall be stated as follows:

a. The tournament will be conducted on the courts located at El Dorado

ark, Billie Jean King Tennis Center or other suitable courts. (3/79) b. The host school varsity tennis coach shall be responsible for

scheduling a meeting of the league member varsity tennis coaches during the week preceding the week of the scheduled tournament.

c. SINGLES TOURNAMENT – A thirty-two (32) player tournament

will be conducted. Player 1–8 will be seeded for the tournament according to their league record in singles, tournament committee discretion, and head to head records. Players 9–32 will be selected as follows:

1. School order of remaining bracket selections will be determined by random draw. 2. Each school is allowed at least 5 entries with the 1st and 2nd place teams in league receiving a 6th entry. In the case of a tie for 2nd place, a random draw between the schools will be held.

DOUBLES TOURNAMENT – A thirty-two (32) team tournament will be conducted. Eight teams will be seeded according to their league records, tournament committee discretion, and head to head records. Number one and number two seeds will be the doubles teams with the best records. Number three and number four seeds will be the singles players with the best-combined records divided by two. Teams five through eight will be seeded according to their league records, tournament committee discretion, and head to head records. Teams 9-32 will be selected as follows:

1. School order of remaining bracket selections will be determined by random draw.

d. Entry fee for the tournament will be one can of tennis balls per each singles and doubles entry and thirty-five dollars ($35.00) per school. (11/94)

GENERAL RULES Sec. 1 Rules and regulations governing the conduct of Moore League Track and Field

Sec. 2 The League Championship will be determined by the dual meets.

The Earl McCullough Award will be presented to the school that earned the highest combined varsity scores, (boys and girls) from the results of the All-League Track Meet. (1/94) The scoring will be as follows: First, 10 points; Second, 8 points; Third, 6 points; Fourth, 4 points; Fifth, 2 points; and Sixth, 1 point.

Sec. 3 The first league dual meet will determine each contestant’s classification

(Varsity, JV Girls). At subsequent meets a member school forfeits in JV or Frosh/Soph divisions, a student may move up as follows: Frosh/Soph to J.V. or J.V. to Varsity. Contestants may move up only in one division. (4/97)

Sec. 4 The selection of the Varsity All-League Team will be as follows:

a. Twenty (20) will be on the All-League Team.

b. The champions of each event in the League Finals will be members of the All-League team.

c. The champions of each event in the League Finals will be members of

the All-League Team. If an athlete, or athletes, are champions in more than one vent, the league’s head coaches will meet 30 minutes prior to the first running event at the site of the Division I Prelims to nominate and vote on additional All-League

Discus LEAGUE FINALS RULES: PRELIMS: Sec. 1 In the league prelims the varsity girls in each school will be limited to three (3)

The exception to the individual entry limit is any athlete attaining the CIFSS 2nd or 3rd place standard, but who is the fourth or more individual from a school attaining the standard. A school may enter more than three individuals in a varsity event, as long as they have all achieved the standard. (5/12) All CIF At Large athletes’ marks must be reported electronically (by e-mail) to the League Final event director within fourteen days of the mark being met. Any marks made within fourteen days of the pre-league finals coaches’ meeting, must be submitted for verification prior to the athletes’ entries into the meet. All marks established during the current CIF season, must be verifiable by posted results on a recognized track web page (i.e. DyeStatCal), or in the result book of an opposing dual meet team.

*NOTE: The intent of this rule is to submit verifiable marks along with not burdening the Meet Director with last minute entries prior to the end-of-the-season Moore League Seeding Meeting. (04/06)

Sec. 7 League member schools will be required to provide four (4) adults to assist with

the conduct of the Moore League track and field prelims and finals. A fee of seventy-five dollars ($75.00) per each event will be assessed league member schools not providing the required number of volunteer adults. (For a maximum of $150.00 per school) (4/97)

Sec. 8 Below is the Due Process for disputes:

GIRLS’ VOLLEYBALL REGULATIONS (9/11)

Sec. 1 Rules and regulations governing the conduct of volleyball will be according

to the CIF, Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 Facilities: Indoor court specifications as stipulated by the National Federation

Volleyball Rules. Sec. 3 Equipment: The home school is required to provide a CIF/NFHS approved

volleyball for all matches. Sec. 4 Team: Frosh/Soph, Junior Varsity and Varsity. No student will be allowed to

compete on more than one level on the same day. Sec. 5 Order of Play: Junior varsity and Frosh/Soph will compete at 3:00 p.m. in

separate gyms. One official shall be provided for each game. The Varsity will begin 20 minutes after the completion of these games and use both officials.

Sec. 6 Host School Responsibilities:

a. Officials and scorekeepers b. Game ball

Sec. 7 Winning team will report scores to local press. Sec. 8 Ties will be resolved using Moore League Guidelines. Sec. 9 The League coaches shall meet within one week of the last league match to

determine the All-League selections using the following format: a. 12 League patches will be awarded as listed:

1. First place team receives 4 patches. 2. Second place team receives 3 patches. 3. Third place team receives 2 patches. 4. Fourth place team receives 1 patch. 5. Fifth place team receives 1 patch. 6. The final patch will be awarded by vote of the coaches attending

the meeting. b. MVP honors will be awarded to the most outstanding player by vote of

the coaches attending the meeting. c. There will be an additional selection on the All-League Certificate in

the name of the Steve Lewis Award. This selection will be based upon a student who exhibited the dedication, attitude and team play that would be reminiscent of the late Steve Lewis. (10/05)

GIRLS’ WATER POLO REGULATIONS (11/11)

Sec. 1 Rules and regulations governing the conduct of water polo will be according to

the CIF, Southern Section, as prescribed by the Blue Book. Additional rules and regulations established by the Harry J. Moore League are listed hereafter.

Sec. 2 Starting times for all Harry J. Moore League Water Polo games will be as

follows:

a. All Frosh/Soph. games will commence on Thursdays at 3:15 p.m at the pools located in the Long Beach Unified Schools District, unless day/times/locations are otherwise agreed upon by both schools.

b. All varsity and Junior Varsity Water Polo games will follow the

Freshmen/Sophomore game in that order. Sec. 3 The official ball shall be NFHS approved (preferably a Kap 7) and shall be

inflated to 15 pounds. (9/05) Sec. 4. The home team shall wear dark caps. Sec 5 All League Selection: Coaches nominate players for all league. Coaches vote for

13 athletes for all league. Coaches can vote for their own athletes. The top 13 vote getters are selected to 1st team. 2nd team is voted upon in a similar fashion. The top 13 vote getters will be selected to 2nd team. For Player of the Year, coaches nominate players for this award as well. The player with the most number of votes wins the award.
