The terms MDFO and MDFC refer respectively to the processing instructions CLG.MDFO and CLG.MDFC

Definitions – default rules

Definitions

Line-spacing: height ‘baseline to baseline’ between two characters;

Line-spacing before: the value of the white space placed before the element;

Indent: the value of the space from the left margin to the element;

Type style: roman/italic/bold/bold italic;

Typesize: - cover page and page 1: see the specifications (CDC);

- interior text in the document: 9 points Didot for the main texts, 8 points Didot for the (foot)notes;

- annexes: 8 points Didot for the text; 7 points Didot for the (foot)notes;

- tables: heading and notes: 7 points Didot; body text in 8 points Didot.

Inter-line spacing: the value ‘baseline to baseline’ between two lines.

Equal to the body size + 1 point.

(Foot)notes: the same as body text.

Page layout: link between the elements:

By default, an element will have the following properties:

Line- spacing before: 0

Indent: current

Type style: current

Typesize: current

Line-spacing: body + 1 point Didot

Page layout: The pages are justified in height in so far as residual space is less than 8 ciceros. Residual space willbe distributed uniformly between the paragraphs.

If one of the properties is modified, it will be redefined at tag level.

An element inherits the properties ‘indent, type style, typesize and line-spacing’ from its parent.

Note: The values given in these rules are the basic values. It is possible that these values are adjusted according tothe page layout.

(insertion of the modify-ing elements per wholeblock)

The MDFO processing instruction allows:

• tagging the parts of the consolidated text which do not come from the basicact, but of another document, like an amending act or a corrigendum, and

• preserving the source of these modifications.

• An MDFO is LEVEL STRUCTURE if it relates to complete structuralblocks.

This processing instruction makes it possible to indicate the beginning of themodification. It is always accompanied by an instruction MDFC which indicates theend of the modification.

Associated elements: none.

If the attribute COMMAND=”IMPLICIT” is present, no visual effect is created butthe action is carried out.

The MDFO/MDFC coming from an act of type=NORWAY will be treated like actsCOMMAND=”IMPLICIT” (example 8).

If the MDFO/MDFC refers to the TI.DOC of the FAM.COMP, its presentation willbe done as a modification of the type TEXT.

Line-spacing before:

The MDFO and MDFC STRUCTURE are always presented on a separate line. Therunning text of this line takes 10 points and the line spaces before and after theinserted line each take 1 point. The MDFO/MDFC thus take 12 points in all.

The running line spaces between the elements of the original document are main-tained and the separate line of the MDFO/MDFC fits into the place where theMDFO/MDFC are inserted.

Type style: bold

Typesize: 9 points

Page layout: A down arrow () is placed in the left margin followed by the tagallotted to the amending act. This identifier is that allotted in element FAM.COMP,under element BIB.DATA. The link is established via the CELEX number – tagNO.CELEX of BIB.DATA and parameter ACTIVE.DOC of MDFO. For amendingacts of type ADH, only the first 4 characters of the CELEX number will be used.This marker will always be placed on the same page as the following element andwill therefore never appear at the foot of the page.

With each page break, the current identifier will be taken again, except if the newpage starts with a new marker. However, the first page always starts with a "B"(example 1).

It is forbidden to have two consecutive structural MDFOs except:

- if the MOD.LEVEL is different,

- on the second page, if the document is modified starting from its beginning(example 2).

Structural type MDFOs are forbidden in tags NOTE and CELL.

If the parameter ACTION=”DELETED” is present, a 4-cicero rule will replace thetext located between MDFO and MDFC. This rule will be placed according to thefirst element of the group to be deleted. For example, if DIVISION or ARTICLE, itwill be centred; if PARAG or SUBPARAGRAPH: set on the left according to thecurrent indent. If several MDFO/MDFC ACTION="DELETED" coming from thesame amending act follow, only one rule will be inserted. It is necessary to respectthe current indent (examples 9, 10 and 11).

MDFC:

At the end of the modification, the identifier of the MDFO/MDFC parent is re-called, except in the following cases:

- one is at the end of the document (</CONS.ACT>),

- there is a structural MDFO before the next visible text (#PCDATA),

- the parent is of type IMPLICIT or NORWAY; in these cases it may benecessary to recall the MDFO ancestor,

- the current MDFO/MDFC is of type IMPLICIT or NORWAY.

Recommendation

The position of the MDFO/MDFC should always be maximised whilst remainingcoherent. The modified zone will thus extend to the most global element possible.

In the CORPUS of a TBL, MDFOs of a structural type will be placed around theROWs.

The MDFO processing instruction allows:

• tagging the parts of the consolidated text which do not come from the basicact, but of another document, like an amending act or a corrigendum, and

• preserving the source of these modifications,

• all MDFOs which cannot be of LEVEL STRUCTURE are of LEVELTEXT.

This processing instruction makes it possible to indicate the beginning of themodification. It is always accompanied by an instruction MDFC which indicatesthe end of the modification.

The attribute MOD.LEVEL indicates the level of the modification. It does notinfluence the presentation (example 6).

If the parameter ACTION=”DELETED” is present, the text between the MDFOand the MDFC will be replaced by a 4-cicero rule in the TBLs and by two 2-cicerorules, without space between them, in running text, in order to cut the lines betweenthese two rules (example 2).

The modification symbols will not be taken into account in the calculation of theindents, in particular in the tag <NO.P> (example 5).

Modifications of <NOTE> will be always of type TEXT. If all of the note ismodified, only the note reference will be marked (examples 4 and 7).

If a short title of an amending act is itself modified, all of the title will be sur-rounded by the identifiers.

If a modification appears in tag IMG.CNT and it is empty, the symbol will be in8 points (see INCL.ELEMENT – example 2).

MDFC:

A left arrow without identifier is placed at the end of the modification (example 1).

Recommendation: The processing instructions MDFO/MDFC should be limited tothe smallest textual expression possible. In practice, they will even have to be incontact with the text. If need be, it will be necessary to repeat the processinginstruction MDFO for each structure encountered.

In particular, in a TBL, MDFOs of a textual type will be placed in the CELLs.

Element CONS.DOC is described here with the aim of clarifying the various parts of a Consleg document.

Description

All in all, the structure of a consolidated document is composed of the following parts:

• bibliographical information on the consolidation (BIB.INSTANCE),

• the composition of the family (FAM.COMP),

• the document title (TITLE),

• the preamble to the document (PREAMBLE),

• the enacting term (ENACTING.TERMS),

• possibly, concluding formulas (FINAL),

• possibly, one or more annexes (CONS.ANNEX).

The modifications are marked with the processing instructions MDFO and MDFC. The processing instructionMDFO makes it possible to indicate the beginning of the modification. The MDFC instruction makes it possible toindicate the end of the modification. These instructions can appear anywhere.

The GR.CORRIG element regroups the corrigenda (CORRIG) which refer to thesame document. This document can be:

• a basic act,

• an amending act with textual effect,

• an amending act without textual effect,

• a corrigendum.

The RELEVANT attribute of CORRIG makes it possible to indicate if the contentsof the corrigendum are relevant to the consolidation or not. The following valuesare authorised:

• YES: the contents are relevant (default value);

• NO: the contents are not relevant.

Elements associated with CORRIG: <BIB.DATA>

This element is recursive.

The GR.MOD.ACT element regroups the amending acts (MOD.ACT) with textualeffect which refer to the same document. This document can be:

• a basic act,

• an amending act with textual effect,

• an amending act without textual effect.

Associated elements: <MOD.ACT>

The MOD.ACT element makes it possible to describe the data relative to theamending act with textual effect being a member of a family. This element is madeup of the following parts:

Only the exceptional cases require the use of the value OTHER. Moreover, theagreement of the Publications Office (OP) is essential before being able to use thisvalue.

Rules which govern the construction and the presentation of the amending acts on the first page

Note: If an act appears two or several times, it will have the same number: that of its first publication.

The amending acts will be classified and published according to their type:

1. MOD.ACT TYPE=“MOD”This group is introduced by the phrase “Amended by:”, translated in the language of the document (see annex 6 ofthe specifications (CDC)).The <MOD.ACT> are published in the order that they have in the <CONS.ACT> (chronological order of thepublication reference).Short title: The TITLE is replaced by the first two paragraphs (<P>… </P>) of the TITLE (<HT TYPE=“SUP”>are ignored).Presentation:Each amending act will be presented in 5 columns:

Columns 3, 4 and 5 will be aligned vertically on the first line of column 2.

If parameter EXIST=“NO” is present, a footnote is created (see annex 6 of the specifications (CDC)).

When an act is itself amended by another act of ÒÓÐÅ=”ÌOD”, it is then a GR.MOD.ACT in the MOD.ACT(recursive).

The short title of the amending act will follow this act directly and will be set with an indent of 6 points and will bepreceded by the phrase “amended by” translated in the language of the document (see annex 6 of the specifications(CDC)) followed by the first 2 paragraphs of the TITLE. This modifying document is numbered and presented likethe others (example 4).

The kind of acts intervenes in the presentation. The programmed rules are those provided in the specifications(CDC).

2. MOD.ACT TYPE=”ADH”/”NORWAY”

This group is introduced by the phrase “Amended by:”, translated in the language of the document (see annex 6 ofthe specifications (CDC)).

In this group, the order of the XML file is respected.

To each element of TYPE=”ADH” of this group an “identifier” of type “Ax” is allotted where x is the sequencenumber.

If the parameter EXIST=”NO” is present, a footnote is created. This will appear at the bottom of each page inwhich there is a parameter EXIST=”NO” (see annex 6 of the specifications (CDC)). The <MOD.ACT> arepublished in the order that they have in the <CONS.ACT> (chronological order of the publication reference).

Short title: The TITLE is replaced by a standardised title relative to the document (see annex 6 of the specifica-tions (CDC)). When an act of TYPE=”ADH” is itself amended by another act of TYPE=”NORWAY”, the amend-ing act will follow this act directly and will be presented with an indent of 1 cicero, between parentheses and willbe preceded by the phrase “amended by”, translated in the language of the document (see annex 6 of the specifica-tions (CDC)). This modifying document of TYPE=”NORWAY” will not be numbered.

3. GR.CORRIG

This group is introduced by the wording “Corrected by:”, translated in the language of the document (see annex 6of the specifications (CDC)).

In this group, the order of the XML file is respected.

To each element of this group an “identifier” of type “Cx” is allotted where x is the sequence number.

This element makes it possible to tag the text of the consolidated annexes. Thefollowing parts are distinguished:

• the table of contents (TOC),

• the title of the annex (TITLE|TI) eventually followed by the subtitle of theannex (TITLE|STI),

• a group of annotations (GR.ANNOTATION),

• an annotation (ANNOTATION),

• the contents of the annex (CONTENTS),

• second-level annexes (CONS.ANNEX).

Typesize: 8 points

Page layout: each new annex causes a page break. However, when a<CONS.ANNEX> is entirely removed, the rule in the specifications (CDC) isapplicable.

Specific case – element TOC: during the composition of a document one looks tosee if the very last annex contains only one TOC. If so, this TOC must normally beplaced in the composition between </PREAMBLE> and <ENACTING.TERMS>with a page break before and after the TOC.

After this move, one will look at the preceding annex. If this is also the case, thisTOC is inserted before the first. If it is not the case, the annex remains where it is:at the end of the document. This operation will continue as long as the last annexcontains only one TOC.

In this specific case, a confirmation of the operation will be given by the Publica-tions Office.
