The contractor shall contact the following utilities in a sufficient amount of time prior to starting work. The

companies will identify their facilities and it is the responsibility of the contractor and the company to coordinate their work to avoid damage to existing facilities and to allow for relocation of facilities as may be

required for grading work:

The following utilities were determined to be involved and were formally notified on May 30, 2019, that if their facility is located within the existing public right-of-way, any adjustment of their facility would have to

be accomplished at no cost to the State, within 90 days from receipt of the notice, unless other

arrangements are made with the Area Engineer.

(1) City of Vermillion

and 78+00. These lines also run parallel throughout the project. The City also has a Water Distribution System running parallel to and crossing the project in many locations as noted on plans. After City’s

review of plans it has been determined there are no conflicts. As the Company’s facilities are in

existing public Right-of-Way, any relocation/adjustment necessary to accommodate the highway construction will be accomplished at no cost to the State and performed in coordination with the

highway construction. The City will also be constructing a new storm sewer along with this project. Please refer to the plans and special provisions for PCN X05N for notes regarding utilities involved on

that project.

(2) Clay Rural Water Systems Inc30376 SD HWY 19

CONTACT: GREG MERRIGAN, TELE. #605-267-2088The Company has a 3” Water Line running in the North ROW at approximately STA: 42+00 to 65+00

and a 6” Line in the North ROW from approximately STA: 65+10 to 91+00. The Company also has a2” Water Line in Private easement at approximately STA: 105+00 to 120+00 as shown in plans. After

the Company’s review of plans it has been determined there will be no impacts or adjustmentsnecessary.

(3) Lewis & Clark RWS

The Company has test station posts on both sides of the Hwy 50 bypass which are 4x4s that havewires buried below at a depth of 36” running to the end of the pipe encasement to a depth of 6’. After

review of plans the company determined their facilities will not require any adjustment. As theCompany’s facilities are in existing public Right-of-Way, any relocation/adjustment necessary to

accommodate the highway construction will be accomplished at no cost to the State and performed incoordination with the highway construction.

(4) Clay – Union Electric Corp PO Box 317

CONTACT: MIKE KRUSE, TELE. #605-624-2673 The Company has buried electric cable outside the limits of the project that do have crossings at

Norbeck and Princeton avenues. The cable is thought to be 48” or deeper from the bottom of ditch line and the Company see’s no impacts to its facilities. Being as the crossings are in existing public

Right-of-Way, any relocation/adjustment necessary to accommodate the highway construction will be accomplished at no cost to the State and performed in coordination with the highway construction.

(5) Northern Natural Gas

The Company has four different crossings as shown in plans which are at a depth where they will not require any adjustment. Being as the crossings are in existing public Right-of-Way, any

(6) Vast Broadband

approximately STA: 145+00. Minor adjustments may be necessary if grade cuts get too deep in the

south ROW. Please have contractor contact us at the time of construction to coordinate. As all work is contained within the existing public Right-of-Way any relocation/adjustment necessary to

accommodate the highway construction will be accomplished at no cost to the State and performed in coordination with the highway construction.

(7) Midcontinent Communications

CONTACT: AL MULLINIX, TELE. #605-274-8546 The Company has a fiber cable on the south side of Hwy 50 from the start of the project to Hwy 19. At

Hwy 19 there is a crossing as shown in plans. The fiber continues to the east in the south ROW from

Hwy 19 to Dakota street where there are two (2) crossings on the east side of Dakota. From Dakota street the Company continues east on the north side of Hwy 50 to Crawford Rd. There is also a

crossing at Norbeck St. on the east side. Please have the contractor call at the time of construction to coordinate. As all work is contained within the existing public Right-of-Way any relocation/adjustment

necessary to accommodate the highway construction will be accomplished at no cost to the State and

performed in coordination with the highway construction.

(8) SDN Communications

The Company has fiber cable that crosses at approximately STA: 91+50 and 145+00. The fiber cable is in a 1.25” HDPE duct, other than crossings all facilities are outside the scope of work. As the

Company’s facilities are in existing public Right-of-Way, any relocation/adjustment necessary to accommodate the highway construction will be accomplished at no cost to the State and performed in

coordination with the highway construction.

(9) CenturyLink

adjustments at the time of construction due to the grade changes. Please have contractor contact to discuss prior to grading. As the Company’s facilities are in existing public Right-of-Way, any

relocation/adjustment necessary to accommodate the highway construction will be accomplished at no

cost to the State and performed in coordination with the highway construction.

The requirements relating to Cooperation Between Contractors, as set forth in Section 5.7 of the Standards

Specifications for Roads and Bridges, 2015 edition, shall prevail throughout the limits of this project.

SECTION C ESTIMATE OF QUANTITIES

SEQUENCE OF OPERATIONS

1. Install fixed location traffic control. 2. Install perimeter and temporary erosion controls. 3. Mill the entire roadway in the section from Begin Widening at Station

1+47.74 to End Widening at Station 156+49.72. 4. Place traffic control and pavement markings to place traffic in the

center of the roadway with one lane of traffic in each direction. 5. Complete curb removal, grading, culvert work, and surfacing in the

outside lanes, intersections, and ditches. 6. Complete milling within 7 calendar days of asphalt paving for the

sections not previously milled. 7. Completed asphalt paving, permanent signing and pavement

markings, and final erosion controls. 8. Remove traffic control devices.

Contractor requests to deviate from the sequence of operations will be submitted in writing to the Engineer for review. Approval of an alternate sequence of operations will only be allowed when the proposed changes meet with the Department’s intent for traffic control and sequencing of the work. An alternate sequence will be submitted for review a minimum of one week prior to potential implementation. GENERAL TRAFFIC CONTROL

Existing guide, route, informational logo, regulatory, and warning signs will be temporarily reset and maintained during construction. Removing, relocating, covering, salvaging, and resetting of existing traffic control devices, including delineation, will be the responsibility of the Contractor. Cost for this work will be incidental to the contract unit prices for the various items unless otherwise specified in the plans. Any delineators and signs damaged or lost will be replaced by the Contractor at no cost to the State. All temporary traffic control sign locations will be set in the field by the Contractor and verified by the Engineer prior to installation. Portable sign supports will not be located on sidewalks, bicycle facilities, or other areas designated for pedestrian or bicycle traffic. If there is a discrepancy between the traffic control plans, standard plates, and the MUTCD, whichever is more stringent will be used, as determined by the Engineer.

GENERAL TRAFFIC CONTROL cont.

Unless otherwise stated in these plans, work will not be allowed during hours of darkness. Traffic Control Signs, as shown in the Estimate of Quantities, are estimates. Contractor’s operation may require adjustments in quantities, either more or less. Payment will be for those signs actually ordered by the Engineer and used. Fixed location signing placed more than 4 calendar days prior to the start of construction will be covered or laid down until the time of construction. The covers must be approved by the Engineer prior to installation. The cost of materials, labor, and equipment necessary to complete this work will be incidental to other contract items. No separate payment will be made. All fixed location signs, sign posts, and breakaway bases will be removed within 7 calendar days following pavement marking. All haul trucks will be equipped with an additional flashing amber light that is visible from the backside of the haul truck. The costs for the flashing amber lights will be incidental to the various related contract items. Traffic will be maintained on the driving lanes. Use of the shoulder as a driving lane will not be permitted. Any damage to the shoulder due to rerouted traffic or Contractor’s equipment will be repaired at no expense to the Department. The Contractor will furnish, install, maintain, and remove TRUCK CROSSING (W8-6) signs daily. The TRUCK CROSSING signs will be displayed always when haul vehicles are hauling material. When hauling conditions no longer exist, the signs will be covered or removed from view. The exact number and location will be determined during construction. Payment for additional signs will be based on the contract unit price per square foot for “Traffic Control Signs”. GROOVED PAVEMENT (W8-15) signs are required in advance of areas that have been cold milled and are not resurfaced the same day. The GROOVED PAVEMENT sign assemblies will be installed a minimum of 1000 feet in advance of cold milled sections and remain in place until the sections have been resurfaced. The Contractor will notify businesses/homeowners a minimum of two weeks prior to construction to inform them of upcoming construction and again a minimum of 48 hours prior to any blocked access to make appropriate arrangements.

A mobile work operation will be allowed provided the rumble strip or rumble stripe grooving, flush sealing, and pavement marking can be completed satisfactorily by a continuously moving work operation. A mobile work operation will require approval by the Engineer. A Type 3 Barricade will be installed at the end of a lane closure taper and after each intersection. Additional Type 3 Barricades will be installed facing traffic within the closed lane at a spacing of ¼ mile. The Contractor will notify the Clay County dispatcher a minimum of 48 hours prior to closing any intersection and will notify the dispatcher when the intersection is reopened. Two consecutive intersections may not be closed at the same time.

TRAFFIC CONTROL SIGNS Revised JRS 1-26-21 Sufficient traffic control devices have been included in these plans to sign one workspace in each direction. If the Contractor elects to work on additional locations simultaneously, the cost for additional traffic control devices will be incidental to the contract unit price per square foot for “Traffic Control Signs”.

TEMPORARY PAVEMENT MARKING

Temporary flexible vertical markers (tabs) will be required on the top lift of asphalt concrete surfacing. Covers on the tabs will be sufficiently secured to prevent traffic from dislodging the cover and when removed, the covers will be properly disposed of. The Contractor will remove and properly dispose of the tabs after permanent pavement marking is applied. Method of removal will be nondestructive to the road surface and will be accomplished within one week of completion of the permanent pavement marking. Any temporary flexible vertical markers (tabs) with covers removed before the flush seal will be replaced prior to application of the flush seal. Full reflectivity of all temporary flexible vertical markers (tabs) is required at all times. The Contractor will be required to replace any missing or non-reflective tabs at no additional cost to the State. Quantities of Temporary Pavement Markings consist of: Four applications of temporary pavement marking are included in the estimate of quantities for completion of the milling, the first asphalt concrete lift, the final asphalt concrete lift, and uncovering the temporary flexible vertical markers (tabs) after application of the flush seal, and after the fog seal. In the absence of a signed lane closure or pilot car operation, FLAGGER (W20-7) symbol signs and flaggers, or a shadow vehicle with rotating yellow lights or strobe lights will be positioned on the shoulder in advance of workers for both directions of traffic during the installation and removal of the temporary flexible vertical markers (tabs). The traffic control device used will be moved intermittently to provide proper warning of the work operation. A ROAD WORK AHEAD (W20-1) sign, a WORKER (W21-1) symbol sign or a BE PREPARED TO STOP (W3-4) sign will be mounted on the rear of the shadow vehicle. The method of traffic control used by the Contractor for this work must be approved by the Engineer. Prior to nightfall, tabs will be required to mark centerline on segments of roadway where existing centerline markings have been removed and new markings have not been installed. TEMPORARY RAISED PAVEMENT MARKERS

Temporary raised pavement markers will be used for marking edge lines, lane lines, and centerlines. Temporary raised pavement markers will be used on all new permanent surfacing sections of roadway and on existing surfacing where temporary marking locations are different than existing marking locations, unless noted or as directed by the Engineer. Temporary raised pavement markers will be attached to the roadway surface with a flexible non-permanent bituminous adhesive capable of being removed from the roadway surface or with an adhesive approved by the Engineer. All costs to furnish, install, replace if necessary, and remove the markers will be incidental to the contract unit price per foot for “Temporary Raised Pavement Markers”.
