Queensland has a unique governance and industry development approach involving state government local councils and Regional Study Clusters.

This work is delivered through the International Education and Training Strategy to Advance Queensland 2016 – 2026 and under the leadership of the International Education and Training Unit (IETU), within Trade and Investment Queensland (TIQ). The Strategy recognises if we are to grow international education in the regions, it must be a partnership approach.

The International Education and Training UnitTrade and Investment Queensland’s (TIQ) International Education and Training Unit (IETU) collaborates across the industry to implement the Strategy and to strengthen the sector. There are four key focus areas for IETU:

The IETUs services to the sector include:

• provide market information and intelligence

• local business partner identification and introductions

BDMs are located in Bangalore; Beijing; Chengdu; Hong Kong; Guangzhou; Jakarta; London; Dubai; Santiago; Seoul; Shanghai; Singapore; Taipei and Tokyo.

Partnering Across Our Regions

An aligned and collaborative approach to regional engagement ensures that Queensland offers the most diverse, comprehensive and unique offerings to international students.

Regional Cluster Groups and Local Councils

With over a third of Queensland’s international students studying in regions, the diversity of locations and their points of difference are a critical component of the state’s offering. The IETU is fostering stronger partnerships with the regions and works collaboratively to leverage the state’s overall knowledge, skill and resources. Regional Study Clusters (both formal and informal) are a network of organisations committed to fostering international student participation and related business activities in a region. There is no one size fits all model for regional clusters in Queensland and each region approaches the task with varied resources and scope. A key feature is the leadership of local government in supporting local cluster initiatives. The benefit of

a cluster approach is well documented and paying dividends for regions who are focused on welcoming international students. Common services supported by Regional Study Clusters include – community awareness and engagement for international students, student ambassador programs, connections to employers and council services, provider/member networking and capacity building, joint marketing efforts to promote the destination.Regional Study Clusters are an invaluable source of support and information for providers and other industry organisations.

Student hubs

In addition to 12 Study Clusters, Queensland is home to three student hubs in Brisbane, Gold Coast and Cairns. The hubs are funded through the IET Partnership Fund and are collaboration between Queensland Government, Study Brisbane, Study Cairns and Study Gold Coast, and local education and training providers.

IET Partnership Plan and Regional Plans

The IET Partnership Plan outlines the forward program of events and activities to promote Queensland and its regions. The Plan seeks to align collective marketing activity and promotional efforts of the various parts of the sector and Queensland’s regions.

The plan, hosted at www.ietpartnershipplan.com, includes an events clearinghouse where providers and partners can access opportunities to partner with Study Queensland.

With more than 30 countries identified in the plan there are many opportunities for engagement. The IET Partnership Fund, which offers $1.2 million in matched funding for industry consortia, is a means for the sector to put forward new events, concepts and campaigns to promote Queensland as a study destination. For more information on the current Partnership Fund projects visit

Regional Community of Practice

Queensland’s Regional Community of Practice (RCoP) is a forum for discussion, to share best practice and help guide the regional delivery of the strategy. The RCoP is comprised of regional cluster group representatives, local and state governments and focuses on approaches to address local issues affecting international students and the sector more broadly. The RCoP meets 3-4 times per annum and is part of overall strategy governance, linking RCoP discussions and recommendations to the International Education and Training Advisory Group (IETAG) that reports to the Ministerial Champion for International Education.
