Introduction
Pre-Shipment Inspection for Exports to Mozambique Intertek has been appointed by the Government of Mozambique as the sole provider of its
pre-shipment inspection program. Regulated goods (known as the Positive List) may be
subject to pre-shipment inspection in the country of export before allowed into Mozambique.
Goods on the Positive List have to comply with these regulations and must be accompanied
by a Documento Unico Certificado (DUC). When exporting goods on the Positive List to
Mozambique, you must follow this Intertek process:
Importer Advice - Your buyer supplies Intertek with the details of their intended purchase.
Request for Information - Once completed, it outlines the details for Intertek's inspection.
Physical Inspection - All packages or containers of goods are inspected and sealed.
Price and Tariff Coding - Intertek indicate the Customs tariff code and an opinion on the
value for customs clearance purposes.
Preparation of Importer Certificates - Your buyer is issued with an Importer Certificate.
Clearance of Goods - Your buyer can clear the shipment through customs.

Intertek Government and Trade Services have been solely appointed by the Government of Mozambique to carry out pre-shipment inspection (PSI) on all imports indicated in the table at the end of these Guidelines unless officially exempt from this programme.
The scope of the Intertek programme includes physical inspection in the country of export to establish compliance with the order specification and assessment of price, customs classification and import duties payable.
Importers are required to complete a Pre-Advice Form (PAF) for all imports subject to inspection. Upon receipt of the PAF from the Importer, Intertek will contact the Exporter and arrange inspection in the country of supply through their network of overseas offices. Upon satisfactory findings, Intertek will issue a Documento Único Certificado (DUC) to the Importer. The DUC will be available for collection from an Intertek office in Mozambique.
What happens if I ship without inspection? If goods that appear on the Positive list arrive in Mozambique without inspection, then the importer will have to submit to Intertek Mozambique, a request for a destination inspection, pay for the full costs of PSI and will incur an additional penalty of 10% of the assessed CIF value of the goods.
What Imports are subject to Pre-shipment Inspection (PSI)? PSI is mandatory for a number of goods set out in a ‘Positive List’. If the goods being imported appear on this positive list, then the goods ARE subject to inspection. The parameters of this programme are set by the Revenue Authority of Mozambique working together with Intertek. Consequently, this list is subject to change over time and traders are advised to keep up to date with the latest list. Where a pro-forma invoice contains both exempt and subject goods, all the goods will be inspected by Intertek and a corresponding DUC will be issued.
What do I have to do? The Intertek office assigned to you will send you a Request for Information (RFI) letter. You should reply promptly to this letter providing the following information: Your ‘MOZ’ Reference No.; Desired date and location of inspection (providing a minimum of 3 working days notice); Whether the goods are being shipped by Full Container Load (FCL); Pricing/Valuation Information as requested; Full details of the goods to be inspected; Any relevant Test Certificates or Certificates of Analysis
Should I pack my goods prior to inspection? Goods should be presented along with the packaging to be used. Where packaging must be opened, the inspector will observe the re-packaging. Where goods are shipped FCL the goods are to be presented at the time and place of loading in order that the Inspector may perform inspection, take photographs, witness stuffing and perform sealing. The Exporter or Exporter’s Agent will be required to countersign the Inspector’s report acknowledging the result.
What is Customs Classification? Intertek are required to determine the correct customs tariff code in accordance with the Mozambique Customs Tariff
book to establish the rate of duty payable upon importation.
What is Customs Valuation? The customs valuation or price verification undertaken by Intertek seeks to determine whether the price being charged by the Seller, as declared to us in the pro-forma invoice, corresponds within reasonable limits with export prices generally prevailing in the country of supply. Where the Exporter does not present freight and insurance charges to the IO (Intertek Issuing Office), Intertek will assess values for customs valuation purposes only. The reference date for customs valuation/price verification will be the date of the order or pro-forma invoice. Where our customs valuation/ price verification indicates that your prices are significantly below the reasonable limit for the export prices prevailing in the country of supply, you will be contacted and given an opportunity to comment. Our assessment of the export market price will only be amended if you can provide us with written information enabling us to change our opinion. Price data and all related information supplied to Intertek is held in the strictest confidence.
What documents do you require from me? A clean final invoice, with the following information: Invoice number and date of issuance; Names of the Importer and Exporter, as per the pro-forma invoice; Detailed quantity and description of goods; All unit prices and extensions; Total price and applicable Incoterms (e.g. FOB etc.); The gross and net weights of the consignment; Any shipping marks. Note: Final invoices that show a price adjustment arising from fluctuating exchange rates cannot be accepted unless expressly allowed for under the terms and conditions of the pro-forma invoice. Faxed documents are acceptable. It is in your best interest and the interests of your Importer that you submit a copy of your Final Invoice at the earliest possible opportunity. We would recommend that you include it with your initial response to our RFI letter. The certificate will be issued to the importer within three working days of the receipt of the Exporter's correct and acceptable Final invoice
What happens if I fail to present final documents? Failure to do so within 3 working days of inspection may result in the issuance of a Non-Negotiable Report of Findings (NNRF) and delay in Customs Clearance upon arrival.

The Government of Mozambique pays the inspection fees with the exception of Used Vehicles, for which an exporter contribution of US$265 plus VAT/Sales Tax (or equivalent) is payable to their local Intertek office at the time of making the request for inspection. If Intertek should need to re-inspect goods following corrective action or perform a second inspection for the sole purpose of container sealing, an additional charge will be made to the Exporter.
In the event of goods subject to PSI arriving in Mozambique without having been inspected, the cost of carrying out a full Destination Inspection and a fine equal to 10% of the value determined for customs purposes by Intertek will be imposed.

2 Intertek is a founder member of the International Federation of Inspection Agencies (IFIA) and the Intertek Government Services programme for Mozambique is carried out in conformity with the (IFIA) code of practice.
3 Intertek also carries out its work in accordance with the WTO agreement on Pre-shipment Inspection 4 Despite every effort being made by Intertek to facilitate the progress of all orders which require an inspection, an Exporter
may occasionally experience a problem. Intertek has an Internal Appeals Procedure as required by Article 2.21 of the Agreement on Pre-shipment Inspection of the Uruguay round of WTO/ GATT.
5 Exporters / Importers wishing to communicate with Intertek by electronic mail should take note of the following important message: Email is subject to the possibility of delays and of transmission failure. Systems designed to inform senders of transmission failure are themselves subject to the possibility of delay and may fail altogether. It follows that you should not assume that email transmission have been received in good order unless you are advised by Intertek that this is the case.
