INTRODUCTION
To help the Zahedi government in the post-Mossadeq era, the United Statesarranged for immediate economic assistance. The Iranian government restoreddiplomatic relations with Britain in December 1953, and a new oil agreement wasconcluded in the following year. The shah, fearing both Soviet influence and internalopposition, sought to bolster his regime by edging closer to Britain and the UnitedStates. In October 1955, Iran joined the Baghdad Pact, which brought together the"northern tier" countries of Iraq, Turkey, and Pakistan in an alliance that includedBritain, with the United States serving as a supporter of the pact but not a fullmember. (The pact was renamed the Central Treaty Organization--CENTO--afterIraq's withdrawal in 1958.) In March 1959, Iran signed a bilateral defense agreementwith the United States. In the cold war atmosphere, relations with the Soviet Unionwere official, but not cordial. The shah visited the Soviet Union in 1956, but Sovietpropaganda attacks and Iran's alliance with the West continued. Internally, a periodof political repression followed the overthrow of Mossadeq, as the shah concentratedpower in his own hands. He banned or suppressed the Tudeh, the National Front,and other parties; muzzled the press; and strengthened the secret police, SAVAK(Sazman-e Ettelaat va Amniyat-e Keshvar). Elections to the Majlis in 1954 and 1956were closely controlled. The shah appointed Hosain Ala to replace Zahedi as primeminister in April 1955 and thereafter named a succession of prime ministers whowere willing to do his bidding.
Attempts at economic development and political reform were inadequate. Rising oilrevenues allowed the government to launch the Second Development Plan (1955-1962) in 1956. A number of large-scale industrial and agricultural projects wereinitiated, but economic recovery from the disruptions of the oil nationalization periodwas slow. The infusion of oil money led to rapid inflation and spreading discontent,and strict controls provided no outlets for political unrest. When martial law, whichhad been instituted in August 1953 after the coup, ended in 1957, the shah orderedtwo of his senior officials to form a majority party and a loyal opposition as the basisfor a two-party system. These became known as the Melliyun and the Mardomparties. These officially sanctioned parties did not satisfy demands for wider politicalrepresentation, however. During Majlis elections in 1960, contested primarily by theMelliyun and the Mardom parties, charges of widespread fraud could not besuppressed, and the shah was forced to cancel the elections. Jafar Sharif-Emami, astaunch loyalist, became prime minister. After renewed and more strictly controlledelections, the Majlis convened in February 1961. But as economic conditionsworsened and political unrest grew, the Sharif-Emami government fell in May 1961.
Yielding both to domestic demands for change and to pressure for reform fromPresident John F. Kennedy's administration, the shah named Ali Amini, a wealthylandlord and senior civil servant, as prime minister. Amini was known as an advocateof reform. He received a mandate from the shah to dissolve parliament and rule for
six months by cabinet decree. Amini loosened controls on the press, permitted theNational Front and other political parties to resume activity, and ordered the arrest ofa number of former senior officials on charges of corruption. Under Amini, the cabinetapproved the Third Development Plan (1962-1968) and undertook a program toreorganize the civil service. In January 1962, in the single most important measure ofthe fourteen-month Amini government, the cabinet approved a law for landdistribution.
The Amini government, however, was beset by numerous problems. Belt-tightening measures ordered by the prime minister were necessary, but in the shortterm they intensified recession and unemployment. This recession causeddiscontent in the bazaar and business communities. In addition, the prime ministeracted in an independent manner, and the shah and senior military and civilianofficials close to the court resented this challenge to royal authority. Moreover,although enjoying limited freedom of activity for the first time in many years, theNational Front and other opposition groups pressed the prime minister for electionsand withheld their cooperation. Amini was unable to meet a large budget deficit; theshah refused to cut the military budget; and the United States, which had previouslysupported Amini, refused further aid. As a result, Amini resigned in July 1962.
He was replaced by Asadollah Alam, one of Mohammad Reza Shah's closeconfidants. Building on the credit earned in the countryside and in urban areas by theland distribution program, the shah submitted six measures to a national referendumin January 1963. In addition to land reform, these measures included profit-sharingfor industrial workers in private sector enterprises, nationalization of forests andpastureland, sale of government factories to finance land reform, amendment of theelectoral law to give more representation on supervisory councils to workers andfarmers, and establishment of a Literacy Corps to allow young men to satisfy theirmilitary service requirement by working as village literacy teachers. The shahdescribed the package as his White Revolution and when the referendum votes werecounted, the government announced a 99 percent majority in favor of the program. Inaddition to these other reforms, the shah announced in February that he wasextending the right to vote to women.
These measures earned the government considerable support among certainsectors of the population, but they did not deal immediately with sources of unrest.Economic conditions were still difficult for the poorer classes. Many clerical leadersopposed land reform and the extension of suffrage to women. These leaders werealso concerned about the extension of government and royal authority that thereforms implied. For example, Ayatollah Sayyid Ruhollah Musavi Khomeini, areligious leader in Qom, was arrested after a fiery speech in which he directlyattacked the shah. The arrest sparked three days of the most violent riots thecountry had witnessed since the overthrow of Mossadeq a decade earlier. The shahseverely suppressed these riots, and, for the moment, the government appeared tohave triumphed over its opponents.

The U.S. State Department Central Files are the definitive source of Americandiplomatic reporting on political, military, social, and economic developmentsthroughout the world in the twentieth century. Surpassing the scope of the StateDepartment's Foreign Relations of the United States (FRUS) series, the Central Filesprovide extensive coverage of all political, military, social, and economic mattersrelating to a particular country and/or world event.
The State Department Central Files for 1960-January 1963 cover a crucial periodin U.S. and world history. Each part of the 1960-January 1963 series contains awide range of primary materials: special reports and observations on political andmilitary affairs; studies and statistics on socioeconomic matters; interviews andminutes of meetings with U.S. and foreign government officials and leaders; legal andclaims documentation; full texts of important letters and cables sent and received byU.S. diplomats and embassy personnel; reports, news clippings, and translationsfrom journals and newspapers; and countless high-level/head of state governmentdocuments, including speeches, memoranda, official reports, aide-memoire, andtranscripts of political meetings and assemblies.
In addition, these records offer new insights into the evolution of American foreignpolicy toward both allies and adversaries and into the shaping of the policies of thesecountries toward the United States. Of even greater importance for the study ofindividual countries is the comprehensive manner in which the Central Filesilluminate the internal affairs of foreign countries. ORGANIZATION OF THEU.S. DEPARTMENT OF STATE
DECIMAL FILING SYSTEM
From 1910 to 1963 the Department of State used a decimal classification systemto organize its Central Files. This system assembled and arranged individualdocuments according to their subject, with each subject having a specific decimalcode. The decimal system from 1950 to January 1963 consists of ten primaryclassifications numbered 0 through 9, each covering a broad subject area.
CLASS 0: Miscellaneous.
CLASS 1: Administration of the United States Government.
CLASS 2: Protection of Interests (Persons and Property).
CLASS 3: International Conferences, Congresses, Meetings, andOrganizations.

of America (UPA) has microfilmed the documents contained in Classes 7, 8, and 9.Within these classes each subject is defined by a decimal file number. The decimalfile number is followed by a slant mark (/). The number after the slant mark (/) refersto the date on which the document was generated. Documents within each decimalfile number are arranged in chronological order. The entire decimal file number isstamped on the right side of the first page of every document.
These classes are concerned almost exclusively with the internal matters ofindividual countries.
