FOREWORD FROM

MINISTER OF TOURISM, CULTURE AND ENVIRONMENT, SABAH My heartiest congratulations to the three universities- Universiti Putra Malaysia, Universiti Sains Malaysia and Universiti Malaysia Sabah for its effort and initiative in organising the INTERNATIONAL CONFERENCE ON NATURAL RESOURCES, TOURISM AND SERVICES MANAGEMENT 2015.

Sabah, Malaysia is indeed blessed with attractive natural resources and these are our valuable assets and attractions for the tourism industry. Our strategic location with good air links and excellent airport facilities with upcoming convention centre, economic stability and tropical weather as well as the best of multi-cultural hospitality make the state a premier tourist destination for both leisure travellers and business events. Nevertheless, this needs good management to ensure the sustainability of our natural resource and continuous improvement in providing quality services to our tourists. In this manner, Sabah will be a competitive tourist destination and able to sustain the growth of tourism. Thus, I consider this conference serves as an excellent platform for the researchers and practitioners to exchange knowledge and to discuss and debate the critical issues that affect related natural resources and services management through the keynote and panel discussion sessions.

Besides taking advantage of the learning and networking opportunities during the conference, I hope the speakers and participants will take this opportunity to experience some of the key attractions in Sabah and enjoy our fresh seafood. We have a great wealth of natural and cultural resources, our million-year-old rainforests, beautiful islands and Kinabalu National Park as a world heritage icon.

Foreword - Vice-Chancellor of UMS

It is my great pleasure to welcome you to the land below the wind, Kota Kinabalu, Sabah; and to the

INTERNATIONAL CONFERENCE ON NATURAL RESOURCES, TOURISM AND SERVICEs MANAGEMENT

2015 jointly organised, for the first time, by Universiti Putra Malaysia, Universiti Sains Malaysia and

Universiti Malaysia Sabah, an excellent collaboration and partnership.

The conference addresses key issues in the tourism industry, namely natural resources, tourism and

services management. These areas are indeed vital components in the tourism industry, in particular

Sabah, Malaysia. We must ensure sustainability and excellent service quality in the delivery of tourism

products through the proper management and conservation of our natural resources. Sabah is blessed

with a range of natural resources from the forest and sea that are pertinent to our tourism industry. Thus,

in order for tourism industry to sustain its growth and making Sabah a globally competitive tourist

destination, the issues relating to natural tourist attractions and service management can no longer be

ignored. Indeed, tourism has been identified as one of the niche areas of research in Universiti Malaysia

Sabah and there are endeavours to contribute significantly to this research area.

I consider this conference timely and relevant to be held in Kota Kinabalu, as it serves as an important

platform for researchers to disseminate a wide range of pertinent findings as well as hold constructive

discussions with the practitioners in the tourism industry. Thus, it serves as a quest towards competitive

tourism destination through sustainable natural resource and service management.

The conference would not have been possible without the cooperation from the three Universities and

with the support from the Long Term Research Grant JPT.S(BPKI)2000/09/01/015Jld.4(67). My

heartiest congratulations to the three universities for their efforts and initiative in organising this very

prominent international conference held in Kota Kinabalu, Sabah!

Foreword - Vice-Chancellor of USM

It is indeed my privilege and honour to welcome distinguished speakers and delegates to the

“International Conference on Natural Resources, Tourism and Services Management 2015”, which is co-

organised by Universiti Putra Malaysia, Universiti Malaysia Sabah and Universiti Sains Malaysia. This

conference offers distinctive opportunities for academic researchers, experts and consultants to exchange

ideas, knowledge and experiences, so that they are kept abreast with the latest trends that are taking place

in the fields of natural resources, tourism and services management. There has always been a rising

demand for specialised knowledge and expertise in these three areas, and the industry continually offers

creativity, innovativeness and entrepreneurship development in the related activities.

In recent decades, growing awareness among researchers of the relations between tourism and natural

resource management has resulted in a substantial body of academic literature examining tourism issues

under a relatively new set of tourism concepts. Seemingly new forms of tourism, such as nature-based

tourism, ecotourism, and sustainable tourism, now are advocated as an environmentally safe basis for

economic development in many rural locations worldwide. This form of tourism development changes our

relationship to the natural environment and moves our perception of it from viewing the environment as

an attribute to regarding it as a resource. Our goal is to foster tourism in environmentally sensitive areas

in a manner which is conservation supportive, ecologically friendly and environmentally educative. If this

is fostered and coupled with an excellent service management, then the promise of the symbiotic

relationship between tourism and the environment will begin to be achieved.

In their diversity, the papers to be presented at this conference cover a broad range of topics, take a

variety of perspectives, crossing the full methodological spectrum and illustrating many different

applications. The critical part is to reflect upon how each paper advances our knowledge of the problem in

question, where it fits into the bigger picture and contributes to our broader understanding of the

respective fields.

Last but not least, I am very appreciative of the remarkable effort by members of the Organising Committee and congratulate them for their outstanding organisational ability in making this conference a successful accomplishment. I am confident that this conference will be an excellent venue for all participants to share knowledge and experiences and to build a larger social network. Welcome from the Chairperson of ICNTS 2015

Welcome to the International Conference on Natural Resources, Tourism and Services Management

(ICNTS2015). This conference is jointly organised by the Institute of Agricultural and Food Policy Studies

(IKDPM), Universiti Putra Malaysia, The BIMP-EAGA Unit for Tourism Development (BE-UTD), Universiti

Malaysia Sabah and Sustainable Tourism Research Cluster (STRC), Universiti Sains Malaysia.

This international conference is organised aiming to bring together academicians, researchers, industry

players and policy makers for knowledge sharing in the various transdisciplinary areas of Natural

Resources, Tourism and Services Management. The ICNTS2015 serves as a good platform for all

stakeholders to meet with each other and to exchange ideas.

The objectives of the conference are:

1. to present the most recent discoveries in Natural Resources, Tourism and Services Management from a

transdisciplinary context;

2. to serve as a platform for knowledge and information interchange between the experts from industries,

academic sectors and policy makers;

3. to identify potential collaboration among the participants.

The diverse topics covered by papers presented in this conference reflect the current and future trends

that require transdisciplinary initiatives in search of ideas and solutions towards sustainable

development. We hope that the ensuing discussions and networking will benefit all in their future

research and decision making.

The organising committee is most indebted to the Ministry of Education, Malaysia for providing us the

opportunity through the Long-term Research Grant Scheme (LRGS) to engage and disseminate our

research findings in ICNTS2015 on responsible tourism to stakeholders locally and abroad. We take this

Conference parallel sessions are divided between the Melati Room where the Natural

Opening Keynote

Profile of Mr Albert Teo Chin Kion (Managing Director)

A graduate in Economics (Honours) from the University of London in 1977, Albert Teo has been in the tourism industry for the last thirty seven years.

A keen photographer, he has trekked over 1,000km in Borneo, published ten books including the best selling Sabah -Land of the Sacred Mountain, Journey through Borneo, Saving Paradise-The Story of Sukau Rainforest Lodge authored with Carol Patterson and the latest book, A Souvenir of Sabah Malaysian Borneo.

His companies Borneo Eco Tours and Sukau Rainforest Lodge ( a Charter Member of National Geographic Unique Lodges of the World) have won numerous international ecotourism awards including Asia’s Leading Green Hotel at the 17th World Travel Award 2010 and the 2012 SKÅL International Sustainable Development in Tourism Award for Tour Operator at the 73rd SKÅL International Congress in Korea. http://www.borneoecotours.com/about-us/awards.php

Albert Teo has organized five highly successful international ecotourism conferences in Malaysia including World Ecotourism Conference and Field Seminars 1999, Borneo Ecotourism Conference BEC2005 and Borneo Tourism Conference BTC2007 in Kuching and Asia Pacific Ecotourism Conference APeco2002, APeco2014.

Albert is presently focusing his energy on developing social entrepreneurship through his community/environment foundation, Borneo Ecotourism Solutions and Technologies or BEST Society. www.bestsociety.org . In 2014, BEST Society received the UNWTO Ulysses Award for excellence and innovation in tourism in NGO category at Madrid, Spain. Among the projects is Camp Lemaing, www.lemaing.com, owned by members of the community.

Albert has served in various positions in the tourism industry including Sabah Chapter Chairman of Malaysian Association of Tours and Travel Agents MATTA, Chairman of Sabah Tourist Association 1985/86, Board of Advisor of The International Ecotourism Society TIES, USA(1991-2014), Marketing Committee, Rural Tourism product development committee of Sabah Tourism Board. Albert was also a member of the finalist selection committee for the Tourism for Tomorrow Awards of World Travel and Tourism Council WTTC for five years.

In October 2006, Albert was appointed Adjunct Lecturer by Edith Cowan University, Australia for his contribution to the ecotourism industry. In 2012, Albert was conferred a Fellow of Edith Cowan University for his work with the university as well as his philanthropy, community and social work.

Closing Keynote

Profile of Prof Tom Baum (University of Strathclyde)

Personal Statement

My academic interests address the social and strategic contexts of low skills employment, with

particular focus on hospitality and tourism. This interest stems from over 30 years of experience

in the strategic planning and development of vocational and professional education and training,

as a research director within the public sector, as an educator in universities and as consultant

to the private sector and to public sector, internationally funded projects across five continents.

A key focus of my work addresses the role of public and private stakeholders in planning and

HRD for the diverse employment environment of hospitality and tourism. Much of my strategic

development work in this area has been located in developing country contexts in Asia and

Africa. I also collaborate in research which addresses related areas of employment including

migrant work and episodic, events volunteering.

I spent seven years as a head of department within SBS and was the initial Programme Director

for the University’s innovative Executive Masters in Leadership, developed in partnership with

the tourism industry in Scotland. I led the development of overseas partnership programmes in

Hong Kong and Iran and am currently Programme Director for the MSc in International HRM in

Glasgow and Singapore. I have published extensively on themes relating to people and work

within hospitality and tourism and am regularly invited to address international conferences

worldwide. I has also supervised in the over 30 successful PhD students working in this and

related areas of HRD in tourism and hospitality and has been an examiner for over 50

candidates. I hold or have held visiting appointments to universities in Australia, Estonia,

Finland, France, Hong Kong, Ireland, Italy, Spain and Switzerland and have been a panel member

for institutional and programme reviews in 12 countries.

Research Interests

My research focuses on a range of workforce themes and issues in the context of low skills

employment. My work places such work in its wider socio-cultural, economic and political

contexts. I currently collaborate with colleagues in Australia, China, Hong Kong and New Zealand

on projects relating to the first job experiences of teenagers; the future of tourism/ hospitality

skills and work; the influence of culture on aspects of management theory; migrant labour in low

skills work; gendered work in tourism; and volunteer work in tourism and events.

Industrial Relevance

My work has a strong application focus. Having worked in the management of labour market and

skills research in tourism and hospitality at a national level (in Ireland), I have been able to fuse

this experience with academic skills to develop expertise which is widely recognised

internationally within by governments, the private sector and by global organisations. I recently

completed a series of three position papers on tourism workplace themes for the International

Labour Organisation, focused on the impact of technology, migrant work and gender

opportunities. I have applied these core skills, professionally, in over 40 countries and my work

has been supported by a wide range of international agencies, including UNDP, the ADB, the EU,

the World Bank and a range of other NGOs and national donor agencies.

Academic / Professional qualifications

I hold BA(Hons) and MA degrees in Education from the University of Wales, Aberystwyth, an

MPhil in Training and Development obtained while working with Nottingham Trent University

and a PhD in Tourism Labour Market Studies from the University of Strathclyde.
