Message from the Presidents desk
Dear Friends, When I took over as President along with my new team members in the month of April 2015, faced a few challenges like - !a) Outstanding payment for interior work, b) return of loans to members, c)No other source of regular income for the Chapter !and d) unresolved !Regulatory & Policy related issues. ! The other challenge which CREDAI was facing was one of image building. It is my endeavor to correct the image problem by actively participating in all the city development meetings held by
MCC, DC office or called by the MLA or the District Minister. The CSR activity has now begun in greater earnest which would make CREDAI visible in better light.
I have been emailing the excerpts of President’s dairy for the benefit of members’ detailing the work undertaken by the current team. The new team is extremely energetic and is willing to take up more challenges. Further, the support & enthusiasm of CREDAI members
and!the guidance received from the past Presidents!is worthy of praise.!
In order to have better interface between the Office Bearers and Members we felt the need to start with Quarterly Newsletter. Let me place on record my appreciation to Mr. Felix Albuquerque and team for
bringing out the first Newsletter at such a short notice. In the days to come we will have articles & writings on different taglines such as VAT, Income tax, ESIC, Professional Tax, Court Judgements, Innovation in Construction Industry, etc.
We have shown tremendous unity in our action for the common good of the industry. Our Prime Minister's goal is to improve 'ease of doing business'. But ironically,!we have lost one of our member Builder’s in Thane due to the corrupt and inefficient system we are working in. I feel it is time to stand up and fight for a clean and efficient system.
I hope this Newsletter will become a catalyst for the unity amongst members and help us in continuing our journey towards the vision – HOME FOR ALL.

As Aristotle said, ‘the whole is greater than the sum of it’s parts’, I believe, a group of individuals, with different skill-sets, working towards a common goal, achieve much more than what their individual strengths could achieve. We would like to ensure that we contribute to the common good of all of us by sharing best practices, innovations in real estate, technological know how et al.
An all inclusive growth is always better sustainable in the long run. We aim to highlight stories of positive change being brought about by our members. The newsletter reaches members of CREDAI, Architects, Engineers and general public too. You now have a single point of communication to your target audience in Mangalore. So, when you have a story of rain water harvesting or have just found out a new agency that uses ‘Internet of things’ to create ‘smart homes’, send in your story to feature in the newsletter and you instantly connect to the people that matter.
This is your space to fight for your rights to have a better system in place. Need better transparency in dealings or feel hampered by bureaucracy, send in your story and we will carry your voice to the right people.

New TDR amendments have been carried out in the Karnataka Town & Country Planning (Amendment) Act, 2015 under sections 2, 14A, 14B, 17, 18, 18A AND 69. A gazette notification to this effect has been published by the Karnataka State Government on 10-9-2015.
Mr. D. B. Mehta, President CREDAI, Mangalore & Mr. Dharma Raj from IDF were in the Committee that was constituted by the Chief Minister of Karnataka to propose amendments to TDR. Due to the best of efforts of the duo, the TDR has been increased to almost 380 to 500 sq. ft. for every 100 sq. ft. of land surrendered for development against the prevailing 150 sq. ft. TDR for 100 sq. ft. of land surrendered. As per the new TDR norms for every 100 sq. ft. of land surrendered you will be getting two times of notional land and your TDR will be two times the notional land multiplied by the FAR of your plot further TDR from one place can be used anywhere within the city. However the TDR will get adjusted based on the market value of the TDR plot against the market value of the TDR receiving plot.
What is a Smart City ????"Smart Cities are those that are able to attract investments." Everything else, such as good infrastructure and simple processes that make it easy to start and run businesses.
The core infrastructure elements for Mangalore as a Smart City would include: i Adequate water supply, ii. Assured electricity supply, iii. Sanitation, including solid waste management, iv. Efficient urban mobility and public transport, v. Affordable housing, especially for the poor, vi. Robust IT connectivity and digitalization, vii. Good governance, especially e-Governance and citizen participation, viii.Sustainable environment, ix. Safety and security of citizens, particularly women, children and the elderly, and x. Health and Education.
Implementation of Mangalore as a SMART City would drive economic growth and improve the quality of life of people by enabling local area development and harnessing technology, especially technology that leads to Smart outcomes. Area-based development will transform existing areas of Mangalore into better-planned ones, thereby improving liveability of the
New areas (greenfield) will be developed around cities. Application of Smart Solutions will enhance use of technology, information and data to improve infrastructure and services. Comprehensive development in this way will improve quality of life, create employment and enhance incomes for all, especially the poor and the disadvantaged, leading to Mangalore being an inclusive city.
The implementation of the SMART City project will be done by a Special Purpose Vehic le (SPV) created specifically for this purpose. The SPV may be given complete flexibility to implement and manage the SMART City project. The SPV will plan, appraise, approve, release funds, implement, manage,
operate, monitor and evaluate the Smart City development project.
The Smart City project would bring in an investment of Rs 1,000 Crore from the government to develop infrastructure. The thousand crore which government would invest over a period of 5 years could result in investments of over Rs 20,000 crore into city based projects. Experts claim that barring the Smart City project there is approximately over Rs 30,000 crore projects already sanctioned towards industries in Mangalore. The landscape of Mangalore is set to change, Mangalore is poised for rapid growth and has the basic requisites to become a Global City. The cumulative investment when taken into consideration would increase housing demand, improve job opportunities, generate new business opportunities, facilitate urbanization and improve lifestyle. The SMART City project if implemented right would be a boon for all the citizens and would make our future bright.
CREDAI Mangalore is in the forefront of SMART City initiatives. We are participating in all the Meetings, Conferences & Seminars that are convened by the District Administration and contributing its best to the SMART City initiatives. Apart from this CREDAI members have generously contributed to the fund that has been set up to meet the Expenses of Smart City programmes.

The State Government has notified the proposed New Land & Building Guideline Value, and has called for objections from the citizens of Dakshina Kannada. The State Government has proposed to hike the values from 10-30% on the existing land & building guideline value. This hike is illogical, irrational, unrealistic & one-sided. In last two years the Government has increased the Land Value by 50% - 100%, while the truth is Real Estate prices have come down by almost 20% in the same period which is a well known and documented fact by the media & Government sources. Due to the latest proposed increase in the valuation in many instances actual market price is lesser than the proposed Government valuation. A logical, Rational and realistic Land & Building Value along with Maps & related charts was in fact prepared by the Committee constituted by the MLA, Mr. J. R. Lobo, with representatives from

Architects Association, & Bar Association and submitted to the Sub-Registrar for consideration. But for reasons unknown the proposal given by Mr. J.R.Lobo & Committee has been rejected. It appears that there is no place for reforms in the method of fixing the guideline value and the Government is relying on the unscientific method of fixing the Guideline Values. The Committee that has been constituted by the Government to look into revision of Land & Building valuation is headed by the Tahasildhar who is neither technically sound nor has vast experience in valuations of property. An Official in the rank of Deputy Commissioner or City Corporation Commissioner has to head the Committee to look into revision of Land & Building values.
CREDAI Mangalore has filed a detailed objection to the Notified Proposed Land & Building Guideline Value and has requested the Sub – Registrar to redo the working logically, rationally & realistically as per present market condition. CREDAI – Mangalore has also submitted a memorandum to the MLA, Mr. J. R. Lobo for his intervention in the matter.

Mangaluru City Corporation
invites Landowners to join hands
for DevelopmentMangaluru City Corporation (MCC) in its earnest efforts to make Mangaluru a Smart City is in the process of finalizing the various Pan City Projects and Area based Developments to be part of the Smart City Proposal which has to be submitted to the Central
Governments according to the guidelines of Smart City Mission.
Based on the various suggestions received from the Citizens of Mangaluru, MCC is proposing to develop a few Economic Growth Centers as Redevelopment and Green field projects. The most important of them are “Knowledge, Wellness & Sports city” “Finance & Tech city”, “Eco, Leisure & Entertainment city” “Beach & Back water Tourism Centre”, “IT Park”, “Cultural Centre”, “City Park”, etc.
MCC requests all the persons and establishments owning large properties within the city limits or contiguous to the city limits, who are interested in offering their properties on joint development for the development of these ambitious projects, to inform in writing to the Commissioner, MCC.
The owners of land holding of more than 25 Acres can offer their properties on joint development for redevelopment projects and those who have more
than 100 Acres can offer for Green field d e v e l o p m e n t p r o j e c t s . Members are free to offer their properties, if available on j o i n t development , f o r t h e development of t h e a b o v e
mentioned projects and participate in this ambitious proposal of developing Mangaluru as a ‘Smart City’.

STATECON 2015STATECON is an Annual State Convention of CREDAI Karnataka. This time it was hosted by CREDAI Belagavi on 2nd and 3rd of September 2015 at KLE Centenary Convention Center, Belagavi.
The convention was inaugurated by the Hon UD Minister of Karnataka, Mr. Vinay Sorake and Hon Dist Minister Mr. Satish Jarkiholi, in the presence of Mr. Kiran Sayanak, Mayor of Belagavi City.
Around 600 people attended the convention consisting of CREDAI Karnataka City Chapter members, distinguished guests, BAI Members, Prominent Engineers, Contractors, Architects, Planners, Architecture & Engineering Students, Sponsors, & Construction Material Manufacturing Company representatives.

Mumbai
As many as 40 builders from Mangaluru and Udupi converged at Bantara Bhavana, Kurla East Mumbai for the Property Expo 2015, organized by the Mangaluru CREDAI, from 11th- 13th of September 2015.
The three-day Property Expo 2015 was inaugurated by Mr. Sudhir V Shetty, Chairman, Charishma Builders, Mumbai, Mr. Karnire Vishwanath Shetty, President, Buntara Sangha, Mumbai, Mr. Adarsh Shetty, President, AHAR Mumbai were Guests of Honour. The Property Expo 2015 was successful in showcasing the development of Mangalore.
D B Mehta, P r e s i d e n t , C R E D A I , M a n g a l u r u presided over the i n a u g u r a l ceremony. He said, "This is the first p r o p e r t y exhibition after Mangaluru was selected for Smart City Mission. In fact, the idea to stage a Property Expo in Mumbai was planned instantly, once Mangaluru was chosen as Smart City, in order to offer the best opportunity to the South Kanara people residing in Mumbai. Mangaluru and Udupi are great investment destinations and people from South Kanara in Mumbai should make the best use of this opportunity".
He also emphasized that the Smart City tag will enable the city to have 24x7 power and water facilities and better civic infrastructure. "Mangaluru will be well equipped to handle solid waste management and sewage water treatment in this initiative too," he added. He also pointed out that the city will get equipped with e-governance, IT Park, Tourist hubs, state-of-art infrastructure and technology-driven interfaces. Investments will flow to Mangaluru like never before with rapid development of the city. He added, “This is the right time to invest in residential properties in Mangaluru and Udupi and become a part of the emerging smart metropolis”.
A meet with Chartered Accountants of Mumbai hailing from Mangaluru and Udupi was held at the venue on September 12th and a brokers' meet was held on September 13 at the Expo venue to evolve better strategies for promoting Mangaluru and Udupi projects in Mumbai.

The Event and Our AssociationCREDAI Mangalore will be associated with this year’s edition of Guiding Stars, a treasure hunt specially designed for Visual and Speech Impaired children. The uniqueness of this event lies in the fact it involves significant public participation and participants get an opportunity to interact closely with these children.
Mutually BeneficialMembers and associates of CREDAI have been invited as special guests to witness and experience this event. Such an association will be mutually beneficial for CREDAI Mangalore and Round Table as the event generates tremendous goodwill and positive publicity through awareness among citizens and leader of Mangalore city. Funds generated in excess of the costs of this event, have been utilized towards Round Table Mangalore’s “Transforming Public Education” campaign through school adoption. CREDAI - On 29th September, 2015, Zen engineering one of the pioneers in Waste Water Management had a small Introduction/Seminar along with CREDAI Mangalore for its members at Deepa Comforts. Zen Engineering operating approximately in 35 countries are industry leaders in Design, Manufacture and Exporter of water and solid waste Treatment Equipments. Customized Treatment Solutions to builders and other industries like, Pharmaceuticals & Food Processing, Beverages & Mineral Water (Package Drinking Water, Colas, Synthetic Ready to drink juice etc) & Chemicals & Packaging etc. They also provide solutions for solid waste and
water projects on Turnkey Design, Procurement, Installation and Commissioning.
CREDAI – On 13th October, 2015, Mangalore held a press meet at the Press Club at 11 a.m., and later submitted Memorandum protesting against the corrupt and inefficient administration. We lost the life of Mr. Suraj Pasmar, President CREDAI, Thane, due to harassment he suffered from the administration and politicians. A Memorandum was submitted to Shri. Mohammed Nazeer the MUDA Commissioner, Dr. H. N. Gopalakrishna, the Commissioner, Mangalore City Corporation and Shri. A. B. Ibrahim, I.A.S., Deputy Commissioner, Mangalore, Also, to Shri. J.R.Lobo, MLA, Mangalore South Constituency. The Members had shut their office, Construction Sites and Registration activities on 13-10-2015 to register their protest and solidarity.
CREDAI - On 6th April, 2015, the new Executive Committee of CREDAI - Mangalore was installed in a function held at Hotel Deepa Comforts. Mr. D.B.Mehta along with his team took the oath of office.

April 2015: The President along with team
presented a charter of demands memorandum to the
MP Mr. Nalin Kumar Kateel, MLA’s Mr. J.R.Lobo and
Mr. Mohideen Bawa, the MLC Mr. Ivan D’souza and
Mayor Mrs. Vijaya Alfred. The recipients agreed to
consider the memorandum. A meeting was conducted
under the aegis of CREDAI attended by various other
associations like, Architects guild, Engineers’ assn.,
DSIA, KSIA, KBA and Hotel Owners’ assn. to discuss
the exorbitant hike made in SWM cess. A detailed
memorandum of objections was submitted to the
MCC Commissioner with a copy to the local MLA Mr.
J.R.Lobo. The Committee met the MLA Mr. J.R.Lobo
for voicing displeasure on the proposed Land &
Building guideline value and prepare plan of action.
The MLA Mr. J.R.Lobo assured the CREDAI team of
convening a meeting of Registrars and other officials
to discuss the notification. CREDAI – Mangalore filed
objections to the proposed land and building
guideline with Sub-Registrar.The President along with
the Secretary attended a meeting at New Court
Complex at the office of Senior Civil Judge & Member
Secretary of DLSA Mr. Ganesha B and also attended
by the officials of Labour department to discuss the
Registration process of Construction site Labourers.
The President agreed to support the issue as the
matter was under High Court supervision. Officials
from the Labour Department were able to do 1006
Registration with the help of member builders.The
President along with other members of CREDAI
attended the meeting called by Mr. J.R.Lobo at City
Corporation committee hall to discuss the proposed
new land and building guideline value. The President
and Mr. Dharmaraj explained the loopholes and
discrepancies lying in the notified Guideline value
and said that a scientific calculation is required. The
MLA and other officials agreed to map the

May 2015: The President along with the
Hon. Secretary attended the Executive Committee and
Governing Council Meeting of CREDAI – National
and CREDAI – Karnataka at Bangalore. It was decided
in the meeting that CREDAI will function as one unit
and try to solve each and every issue affecting the
functioning of member community. Several Sub –
Committees were constituted to oversee the issues
affecting members and find suitable solutions.
The President and the Hon. Secretary attended the
Felicitation and closing ceremony of the 19th Federation
Cup 2015 held at Mangala Stadium, Mangalore. CREDAI
– Mangalore was a co-sponsor of the event. The
President and the Hon. Secretary along with builder
members attended the development meeting held at the
council hall of Mangalore City Corporation. The
Developmental meeting was chaired by the Hon. UD
Minister Mr. Vinay Kumar Sorake and was attended by
MLA Mr. J. R. Lobo, Corporation Commissioner, MUDA
Commissioner, Mayor, Dy. Mayor, Corporators and
others. The President voiced against the inadvertent
delay happening in issuing of License, Occupation
Certificate, Refund of Security Deposit, Water Connection
deposits and SWM Cess. The UD Minister directed the
Commissioner & the concerned officials to expedite the
pending issues and streamline bottlenecks on priority.
Former Mayor, Mr. Shashidhar Hegde informed the
gathering that a committee has been formulated to go
study the SWM Cess issue and assured that the cess
would be brought down in the next FY. The President
and Hon. Secretary attended the meeting of member
Associations and renowned IT personalities held at Mr.
Dharmaraj’s Office to discuss and plan the steps to
develop IT Sector in Mangalore. Ex-Infosys Official Mr.
Ramdas Kamath pledged his full support to the initiative.
It was unanimously decided to form a committee headed
by the CREDAI President with representation from other
associations and take the matter forward. The President
and the Hon. Secretary attended the meeting called by
Mr. J.R.Lobo at the council hall of City Corporation to
discuss on formation of committee to amend ZR &
Building bye laws. The gathering decided to form a
standing committee with representatives from all stake
holders and commence the work at the earliest. The
gathering also discussed about the utilisation of Premier
FAR Funds for road widening in appropriate manner. The
President suggested that the Premium FAR funds have to
utilise for the purpose it is meant for and as per the laws
binding it.
June 2015: The President, Vice – President, Mr.
Vinod Pinto, Mr. Lakshmish Bhandary, Mr. Guru M.Rao,
attended the meeting involving District In-charge
Minister, Mr. Ramanath Rai, MLC Mr. Ivan D’Souza, The
DC, ADC and Mines officials. CREDAI along with its
member associations updated the Minister with regard to
acute shortage of Sand for projects in Mangalore and
actual amount of sand supplied to other Districts vis-a-vis
Government order.!

The Minister heeding the request directed the
District Administration to ban inter District sand
supply till 15th June 2015 with immediate effect and
make the excavated sand available to the local market.
The President brought to the notice of the District In-
charge Minister and the Deputy Commissioner that
CRZ Ban is not applicable to fresh water mining and
sand mining can be done in non -CRZ Areas. The DC
informed the delegation that they have already
identified 17 fresh sand blocks in non-CRZ areas and
the same would be notified and put into auction for
mining. The DC also suggested that the District
Admin is open to grant sand mining license to
CREDAI nominated sand miners with an implied
understanding that such mining will be supplied only
to CREDAI members. The President took part in the
meeting held at MLA Mr. J. R. Lobo’s office convened
for reworking of Land & Building Guideline Value
scientifically and took active part in the pricing of land
value locale-wise. Mr. Vinod Pinto, Jt. Secretary also
took part in the activity. The activity now is in the
finishing stage and would be submitted to the IGR
through the MLA Mr. J. R. Lobo for consideration.
The In-charge President, Secretary, Mr. Vinod Pinto
& Mr. Lakshmish Bhandary attended the meeting
convened at DC office to discuss about sand shortage
and stop gap arrangements.
July 2015: The President & Secretary attended
the Tourism department meeting convened at the DC’s
Office to discuss Tourism Development in Mangalore.
The President & the Secretary chipped in with
valuable suggestions. The Hon. Secretary in the
absence of the President attended the EC-GC meeting
held at Mumbai on 24th & 25th of July. The GC
discussed in detail the CSR & Skill development
programme schedules.
August 2015: The President led a
delegation of CREDAI_ Mangalore to DG – Fire at
Bangalore and had lengthy meeting with matter
related to non-issuance of Fire NOC to Mangalore
Builders. The President Submitted Court Judgements
and related documents substantiating the stand and
requested the DG – Fire to issue NOC based on
Mangalore Zonal Regulations. The President
attended the meeting of VAT/IGR convened by
CREDAI – Karnataka at Bangalore. The President
interacted with Mr. Ritvik Pandey, Commr. of
Commercial Taxes & Mr. Manoj Kumar Meena, IGR –
Registration & Stamps.
September 2015: The President and the
Committee Members met the DG – Fire at Bangalore and
had second round of discussion with regard to issuance
of Fire – NOC. The delegation prevailed upon the DG –
Fire and the DG – Fire agreed upon to issue the Fire –
NOC based on Mangalore Zonal Regulations. The
President attended the Smart City initiative meeting that
was convened at the DC office to discuss the plan of
action. The President chipped in with useful suggestions
& observations. The President & the Hon. Secretary
attended the meeting with UD Minister convened by
CREDAI – Karnataka at Vidhana Soudha, Bangalore. The
President & Secretary voiced their concerns & demands
with the UD Minister and were assured of needed action.
The President & the Secretary attended the meeting of
Smart City convened at Hotel Ocean Pearl by the
member Associations. The President & Secretary agreed
to the take lead in raising funds required for Smart City
preliminaries.
October 2015 : The President attended the
EC-GC meeting held at Jaipur on 9th & 10th of October
2015. There was extensive discussion on matters related
to CSR & Skill development and the GC agreed upon to
expedite the process of resource mobilisation for CSR
activity. The President chaired a meeting of Executive
Committee Members called upon to discuss the notified
Land & Building Guideline value and the Committee
decided to file an objection to the proposed values with
the Sub- Registrar. The Committee also decided to take
up the matter with the MLA Mr. J. R. Lobo. The
Committee discussed about the notification of State
Government on Existing Structures and in principle
decided to take up the issue legally. The Secretary in
absence of the President attended the meeting convened
at the office of IGR at Kandaya Bhavana to discuss the
notified proposed Land & Building guideline Value.
