El artículo de este mes en el Tico Times con respecto al final de la guerra en América Central me hizo hacer una pausa y reflexionar acerca de las razones por las cuales decidí mudarme a Costa Rica. Mi trabajo como Gerente General y Jefe del Oficial de Operaciones del Club Nacional de Prensa (NPC) en Was-hington D.C. me han dado una perspec-tiva única con respecto a la relación co-mercial con el responsable de los princi-pios para firmar el Acuerdo de paz de Esquipulas en 1987. Estos fueron tiem-pos turbulentos y una parte de mi res-ponsabilidad fue recibir no solo al Presi-dente Oscar Arias en aquellos tiempos y su esposa Margarita Penón pero también sus contrapartes de Nicaragua, Guatema-la, El Salvador, Honduras y muchos otros involucrados en este proceso. Co-mo el baluarte del Cuarto Estado, el NPC recibió a todos los grupos y mi

trabajo era el facilitar a nuestros invita-dos con audífonos y hacer los arreglos de logística detrás del escenario para sus conferencias con el Medio Nacional e

Internacional y la Institución Brookings. Trabajé al lado del equipo de sus respecti-vas embajadas y fue capaz de interactuar

con todos los grupos incluyendo el Minis-tro de Asuntos Exteriores Rodrigo Madri-gal y el Embajador Guido Fernández. De parte de los Estados Unidos he escuchado de primera mano los prospectos de los Presidentes Ronal Reagan y Bush, Wi-lliam Casey, Director del CIA, George Schultz y Jim Baker, Secretarios del Esta-do, Frank Carlucci y Casper Weinberger, Secretarios de Defensa y otros jugadores clave y fue ahí cuando decidi que era el momento para hacer una visita a Costa Rica como una parte de una misión de búsqueda de hechos y visité el Tico Times quien había roto la historia del secreto de la pista de aterrizaje Santa Elena en Santa Rosa, Guanacaste. Secretamente yo re-caudé dinero para el tiquete de viaje para traer a Violetta Chammoro de Houston a Washington D.C. para que se ocupara del Club Nacional de Prensa and luego de un tiempo ella se convirtió en la Presidenta de Nicaragua en un familia más dividida. En multiples ocaciones yo tuve la oportu-nidad de conversar con el Presidente Ge-

orge W. Bush y el Secretario de Estado Jim Baker acerca de mis impresiones mientras estaba en Costa Rica. Yo estaba muy al tanto de la seria fricción entre los Gobiernos Reagan y Arias pero no hice secreto el hecho de que tenía planes futu-ros de mudarme a Costa Rica porque estaba muy impresionado con la Admi-nistración de Oscar Arias, Costa Rica, su gente y su fantástica flora y fauna. Des-pués de tres años y de un excitante tiem-po político en Moscú como Presidente y Co-Fundador de la primer Club de Prensa en Moscú independiente, Rusia, en más de 80 años mi sueño se hizo realidad después de una corta estandía en Was-hington D.C. me mudé a Costa Rica. He

conseguido renunciar a la comodidad en Manuel Antonio y especialmente he sido capaz de compartir mis ricas experiencias para el beneficio de la comunidad como Presidente de nuestra Cámara de Comer-cio, Industria y Turismo y como Director de Ciudades Hermanas Internacionales de Quepos. Con frecuencia miro hacia atrás y recuerdo afectuosamente y lo ben-decido soy al haber experimentado de primera mano algunos de los momentos más importantes en la historia.

This month’s article in the Tico Times regarding the ending of the War in Cen-tral America gave me pause and had me

reflect about the reasons why I decided to move to Costa Rica in the first place. My job as General Manager & Chief Operating Officer of the National Press Club (NPC) in Washington D.C. had given me a unique perspective of deal-ing with the principles responsible for the signing of the Esquipulas Peace Agreement in 1987. These were turbu-lent times and as part of my responsibil-ity was the hosting of not only then President Oscar Arias and his wife Mar-garita Penon but also his counter parts from Nicaragua, Guatemala, El Salva-dor, Honduras and many others involved in this process. As the bulwark of the Fourth Estate, the NPC hosted all parties and my job was to facilitate our guest speakers as best I could and make the behind-the-scenes logistical arrange-ments for their press conferences with the National and International Media and at the Brookings Institution. I worked closely with the staffs of their respective embassies and was able to

interact with all parties including Foreign Minister Rodrigo Madrigal and Ambassa-dor Guido Fernandez.

From the U.S. side I heard first-hand the perspectives of the Presidents Ronald Reagan and Bush, William Casey, Director of the CIA, George Schultz and Jim Baker, Secretaries of State, Frank Carlucci and Casper Weinberger, Secre-taries of Defense and other key players and it was then I decided that it was time for a visit to Costa Rica as part of a fact-finding mission and visited the Tico Times who had broke the story on the secret Santa Elena Airstrip in Santa Rosa, Gua-nacaste. I secretly raised money the funds for a plane ticket to bring Violetta Cham-moro from Houston to Washington D.C. for her to address the National Press Club and she later became President of Nicara-gua in a much divided family. On several

occasions I had the chance to talk to President George W. Bush and Secretary of State Jim Baker about my impressions of Costa Rica and told them about the warm welcome I had received and my

impressions while in Costa Rica. I was very much aware of the serious friction

between the Reagan and Arias Govern-ments but made no secret of the fact that I had future plans on moving to Costa Rica because I was very much impressed with the Administration of Oscar Arias, Costa Rica, its people and it fantastic Flora and Fauna.

After three years and an exciting political time in Moscow as President and Co-Founder of the first independent Press Club in Moscow, Russia in more than 80 years my dream came true and after a short stay in Washington D.C. I moved to Costa Rica. I have gotten quit comfortable in Manuel Antonio and es-pecially able to share my rich experi-ences for the benefit of the community as President of our Chamber of Commerce, Industry and Tourism and as Chairman of Sister Cities International Quepos. I often think back fondly on how blessed I am to have experienced some of the most im-portant times in history first-hand.

Punto de Vista

Qué difícil es escribir acerca de uno, me refiero a que estoy personalizando la CAMARA, por esa razón voy a tratar de comunicarme con ustedes a través de este boletín. Todos los días, meses, año tras año oímos que no hay turistas durante los últimos meses del año: Septiembre, octubre, noviembre y los primeros días de di-ciembre.

También escuchamos sobre la inseguridad, la falta de educación, oportunidades para los jóvenes, la falta de inversión pública que venga a mejorar nuestra infraestructura, nuevas fuentes de empleo etc., etc., etc.

Sabía usted, que desde 1980 en nuestro cantón no ha habido un proyecto de importan-cia, gestado desde la función pública. La verdad seguimos iguales, con la diferencia que nuestro entorno ha seguido desmejorándose.

En nuestro cantón tenemos alrededor de 1500 patentados, pero son muy pocos los que se involucran en participar en un cambio. Esto lo podemos entender, la mayoría vive muy ocupa-do tratando de salir adelante en sus negocios o inversiones otros como que no es conmigo, que me importa a mi

La desidia, la falta de interés, hacen que nuestro cantón siga igual o peor, y me inclino a pensar que peor.

Como lo dije antes, la falta de tiempo, y otras razones hacen que no se participe en bus-car los cambios que nuestro cantón necesita. De ahí, los invito a que le deleguemos esas funcio-nes a la CAMARA DE COMERIO INDUSTRIA Y TU-RISMO, para que los represente y luche por estos males. Pero, para ello, necesitamos que usted, estimado colega hotelero, comerciante, indus-trial, se afilie a la CAMARA, quien es la que día a día, sigue un proyecto hormiga para influir en las

autoridades de gobierno local como al gobierno central en la lucha de los cambios que necesita nuestra economía.

Tengo 16 años de haber sido creada y duran-te todos esos años hemos venido representándo-los .Actualmente nos encontramos en una etapa de rejuvenecimiento en otras palabras, estamos en una proceso de cambio para beneficio de todos ustedes. Pero, no podremos seguir sin el apoyo de ustedes, es necesario que se nos afilien más co-merciantes, hoteleros, industriales de la zona, a fin de poder mantener una estructura administrativa laborando para ustedes. NO es nuevo hacer men-ción de que la: UNION HACE LA FUERZA.

La economía mundial, no arranca, no se ve ningún repunte a mejorar, yo diría que nos encon-tramos en un punto muerto. Por eso, creemos que podremos mejorar todos juntos, nuestro producto DESTINO, con el fin de promoverlo para competir con un mejor nivel mundial.

Tenemos identificados los problemas más importantes que nos golpea nuestros bolsillos y si la empresa privada que es la que genera la riqueza de este cantón se va a pique, los problemas socia-les crecerán y esto caería en una espiral sin prece-dentes.

Actualmente, me pueden encontrar en el segundo piso del Centro Comercial La Garza, más cerca de ustedes , con el fin de invitarlos a que se afilien y también traigan a sus amigos y colegas para que nos unamos alrededor de la Única Cáma-ra seria y reconocida por el gobierno local y central de Costa Rica.

Point of View

How difficult is to write about yourself, I mean that I am personifying The Chamber, for this reason I am going to try to communicate with you through this newsletter. Every day, month, year after year we hear that there is lack of tourist people during the last months of the year: September, October, November and the first days of December.

We also hear about insecurity, lack of edu-cation, opportunities for the youth, lack of public investment that comes to improve our infra-structure, new sources of employment, etc, etc, etc.

Did you know that since 1980 there has not been an important project, gestated from the public function. The truth is that we are in the same position with the difference that our envi-ronment continued to become worse.

In our Canton we have around 1500 pat-ented companies, however only a few get in-volved in participating for a change. We can un-derstand this, the majority lives very busy trying to get ahead with their businesses or other in-vestments like this is not with me, I don´t care.

The negligence, the lack of interest, makes our Canton continue to be the same or worse and I tend to think is worse.

As I mentioned before, the lack of time and other reasons creates no participation in looking for the changes our Canton needs. From there, I invite you to delegate those functions to The Chamber of Commerce, Industry and Tourism, for them to represent you and fight for these bad things. But, for that we need you, our dear hotel colleague, business man, industrial, affili-ates to The Chamber, who is the one that day by day continues an ant project to influence in the decisions of the authorities of the local govern-

ment like the central government in the fight of the changes that the economy needs.

It has 16 years of being created and during all these years we have come representing you. Today we find ourselves in a stage of rejuvenation, in other words we are in the process of a change for the benefit of all of you. However, we cannot continue without your support, it´s necessary that more business men, hoteliers, industries of the zone become a member, with the end of being able to keep an administrative structure working for you. It is NOT new to mention that: UNITY IS STRENGTH.

The world economy does not start, we can-not see an upturn, I would say we are in a dead point. Reason why, we believe we can all improve together, our product is DESTINATION, with the end of promoting it to compete with a better worldwide level.

We have identified the most important prob-lems that hit our pockets and if the private sector who is the one who generates the richness goes down, our social problems will increase and this will fall into a no precedent spiral.

Now a days, you can find me in the second floor of the Commercial Center La Garza, closer to you, with the end to invite you to affiliate and to also bring your friends and colleagues so we can all unity around the Only serious and well known Chamber, recognized by the local and central gov-ernment of Costa Rica.

In Quepos we count with four classified young guys for the worldwide tournament and with this trainings they get prepared for the representa-tion of Costa Rica in Margarita Island, Venezuela, November 25 – December 3rd of the pre-sent year. These young men and their families have done some great efforts through different activities to raise funds to go to the worldwide tournament. We were competing all year in the national circuit were we achieved to be clas-

sified for the worldwide tour-nament and he hope that with the support of the pri-vate sector we will raise the funds to make the trip to Isla Margarita, said Richard Marín. Besides we need to continue training and what is the best way of doing it that inviting all the sport lovers to these two tournaments that we do in Playitas, added Car-

From the Security Committee

I am sure you have seen the increased law en-forcement activity in the area due to pressure from both the Chamber and the National Media. Investigative Units of Channel 7 and the Ministe-rio de Seguridad Publica did several interviews based on complaints from national and international tourists that they were intimidated, paid sharply inflated rates for tours and sometimes were physically abused by illegal tour guides in the area of Manuel Antonio. The prob-lem has become so large that area tourism has been af-fected and has motivated

several travel agencies to send their clients to different desti-nations. As mentioned before the Chamber supports the idea of issuing concessions in Manuel Antonio Beach to eligible in-dividuals because we feel ser-vices are needed. We have lobbied the Municipality for several years now to have the Plan Regulador allow these types of activities (parking, souvenir sales, tour sales, um-brella rentals, etc.) and use these funds for the Ocean Rescue Program, the construc-tion of public restroom facili-ties, public safety programs and beach clean-up.

Besides a sharp de-crease in crime in the Canton de Aguirre, thanks to the combined efforts of the Fuerza Publica, Policia Mu-nicipal, the Church of the Vencedores and the Hosanna Church we have also seen as sharp decrease in the number of homeless people in the Quepos area. From around 90 we now have approximately 40 and these efforts continue. Your Chamber Security Committee played an impor-tant role to finally get the key organizations to communi-cate and to look for integrated solutions to this human prob-lem.

Estoy seguro que ustedes han visto el aumento de la actividad de reforzamiento de la ley en el área debido a la presión por parte de ambos La Cámara y Los Medios de Comunicación Nacional. Unidades investigati-vas del Canal 7 y del Ministe-rio de Seguridad Pública rea-lizaron numerosas entrevistas basadas en quejas tanto de tu-ristas nacionales como interna-cionales que fueron intimida-dos, que pagaron tarifas infla-das bruscamente para diferentes tours y algunas veces fueron físicamente abusados por guías turísticos ilegales en el área de Manuel Antonio. El problema se ha hecho tan grande que el área del turis-mo se ha visto afectada y ha

motivado a numerosas agencias de viajes a enviar a sus clientes a destino diferentes. Como mencionado ante-riormente la Cámara apoya la idea de tramitar concesiones en la Playa de Manuel Antonio a los individuos elegidos porque noso-tros sentimos que los servicios son necesarios. Hemos ejercido presión a la Municipalidad por varios años ya para que el Plan Regulador permita estos tipos de actividades (parqueo, ventas de souvenirs, ventas de tours, renta de sombrillas, etc) y utilizar es-tos fondos para el Programa de Rescate Acuático, la construc-ción de facilidades para servicios públicos, programas de seguri-dad públicos y la limpieza de la playa.

Además de una fuerte disminución del crimen en el Cantón de Aguirre, gracias a los esfuerzos combinados de la Fuerza Pública, Policía Munici-pal, la Iglesia de los Vencedores y la Iglesia Hosanna también hemos visto una intensa dismi-nución en el número de los indi-gentes en el área de Quepos. De alrededor de 90 ahora tenemos aproximadamente 40 y estos esfuerzos continúan. Su Comité de Seguridad de la Cámara jugó un papel importante para finalmente obtener que las orga-nizaciones clave se comunicaran y buscaran soluciones integrales a este problema humano.

Initiation Fees will be earmarked for Chamber Building Fund 2. A Reinstatement Fee of two months dues in the ap-plicable category will apply Dues can no longer accumulate beyond 60 days – mem-bership will be suspended after member is notified twice

Cuotas de inscripción serán destinadas para el Fondo de la Construcción de la Cámara 2. Un pago por Reintegración de dos meses en la cate-goría correspondientes aplicará a partir de la misma fecha. Las cuotas no podrán acumular más de 60 días de mora – la afiliación será suspendida después de que se ha notificado al socio dos veces. 3. Las cuotas serán solamente se podrán pagar mensual-mente con un cargo automático por medio de una tarje-ta de crédito.

4. Las cuotas se facturarán Semestralmente

Las cuotas canceladas anualmente recibirán un 10% de des-cuento. 5. La Junta Directiva se reserva el derecho de eliminar los pagos de Inscripción durante Campañas Especiales de Membrecías. 6. El Comité de Membrecías revisará el estado de las cuo-tas de cada miembro para asegurar que se encuentren en la categoría correcta de pago de cuotas.

Hasta el pasado mes de Se-

tiembre, Titi Conservation Alliance

(TCA) había logrado implementar en

un 70% su Plan de Trabajo Anual

(educación ambiental, 5.000 árboles

reforestados, programa de volunta-

riado completo, puentes esperando

ser usados, ferias). En el tiempo res-

tante, estaremos trabajando la im-

plementación del componente de

capacitación a empresas.

Después de muchos viajes a

San José, negociación, tiempo y es-

fuerzo, hemos conseguido traer dos

talleres excelentes para la región.

En boca de nuestros exposito-

res estará la diferencia. El Presidente

de Cayuga Sustainable Hospitality, el

Gerente de Expedia, el Director del

CNP+L (Centro Nacional para Pro-

ducción Más Limpia). El conoci-

miento de calidad ya no se queda

en SJ o en el extranjero, sino que

viene de visita con estos talleres, y

nos trae la oportunidad de atender

nuestro talento y enaltecer nuestra

nuestra Alianza “Reducción de la

Huella de Carbono en Quepos/

MA.” Pero por el momento, la pro-

Until the past month of September, Titi Conservation Alli-ance (TCA) had achieve to imple-ment in a 70% it´s Annual Work Plan (environmental education, 5000 reforested trees, complete volunteering program, bridges waiting to be used, fairs). In the remaining time, we will be work-ing in the implementation of the training component for compa-nies. After many trips to San Jose, negotiation, time and effort, he have acquired bring two excellent workshops for the region. The difference will be on the mouth of our expositors. The Cayuga Sustainable Hospitality President, the Expedia Manager, CNPM (National Center for a Cleaner Production). The quality

knowledge does not stay in San Jose or overseas anymore, it comes for visit with these work-shops, and brings us the oppor-tunity to respond to our talent and praise our creativity. Ein-stein said it better ¨There are no challenges without crisis¨. With-out challenges, life is just an-other routine, a slow agony. ¨The one that respects the solu-tions more than the problems loses more¨
