I. INTRODUCTION Conejo Valley Unified School District (ʺSchool Districtʺ), serves students in grades transitional kindergarten (ʺTKʺ) through 12 residing within the City of Thousand Oaks (ʺCityʺ) and a portion of the unincorporated County of Ventura (ʺCountyʺ). The School District’s facilities consist of 15 elementary schools serving grades TK through 5, one (1) elementary magnet school serving grades kindergarten through 5, one (1) school serving grades kindergarten through 8 (ʺK‐8 Schoolʺ), four (4) middle schools serving grades 6 through 8, three (3) high schools serving grades 9 through 12, and two (2) alternative education facilities serving students in grades 9 through 12 (please refer to Map 1 on the following page for a geographic profile of the School District). Since the 2005/2006 school year, the enrollment of the School District has decreased by 3,456 students, with an average annual decrease of approximately 314 students per year over that period. In order to determine the estimated growth or decline of the student population over the next ten (10) years (ʺStudy Periodʺ), the School District has retained the services of Cooperative Strategies to review data and projections provided by the School District and to prepare an Enrollment Projection Study (ʺStudyʺ). In school year 2016/2017, the enrollment of the School District was 19,000 students. Based on the information contained in the Study, the enrollment of the School District is expected to continue to decline through the end of the Study Period As is the case with any long‐term projection of student enrollment, the School District should keep in mind that the Study is a living document based on information gathered during the first quarter of 2017. Due to fluctuations in population, changes in residential development, unforeseen economic conditions, and alterations in School District enrollment policy, adjustments to this Study will be necessary as fluctuations in population, economy, and housing market take place over the Study Period.

While the Study’s mission is to provide future student enrollment projections, it is also valuable to analyze historical and current trends. The following is an outline of the Study’s six (6) subsequent sections: Section II reviews the historical enrollment trends of the School District. Section III identifies the current attendance boundaries and Study Area Zones of the
School District Section IV provides the inputs and methodologies used to project the number of
students in the School District over the Study Period. This section includes a discussion of cohort survival factors, birth rates, and the method used to project future student enrollment.
Section V projects the districtwide enrollment for the School District over the Study
Period for each school by attendance area.
Section VI summarizes the findings of the Study.

II. OVERVIEW OF HISTORICAL ENROLLMENT To analyze the total districtwide enrollment, Cooperative Strategies utilized data from the California Department of Education (ʺCDEʺ) for school years 2000/2001 through school year 2015/2016 and the School District enrollment database for school year 2016/2017. In order to analyze the enrollment trends by grade level and region, the School District provided Cooperative Strategies with a database of the enrolled students for school years 2013/2014 through 2016/2017 (for more information on this process, see Section III.A.). This allowed Cooperative Strategies to assess the concentration of where students reside within their respective attendance boundaries regardless of which school the student attends. A. Enrollment Trends
The School District experienced growth in student enrollment from school year 2000/2001 to school year 2005/2006. In school year 2006/2007, the School District experienced a sharp decline in student enrollment at the elementary school level which has has continued through to school year 2016/2017. The decline in student enrollment at the elementary school level subsequently lead to the decline at the middle school and high school levels as smaller classes matriculated through. The historical enrollment of the School District is shown on Graph 1 on the following page while the annual change of student enrollment is shown in Table 1. The enrollment shown on Graph 1 is based on the current school level configuration of the School District where elementary schools serve students in grades TK through 5, middle schools serve students in grades 6 through 8, and high schools serve students in grades 9 through 12.

As shown in Graph 1 and Table 1, the School Districtʹs enrollment has declined by 9.52 percent (1,999 students) since school year 2000/2001. Currently, there are a lower number of students per grade at the elementary school level relative to the high school level. As those elementary students progress to the high school level, future high school enrollment would be expected to decline. However, the School District has experienced growth as elementary school and middle school students progress to the next grade level. More information regarding the matriculation of students can be found in Section IV A.

B. Transfer Trends
Each year the School District enrolls a number of incoming students that reside outside of the School District boundaries. Incoming students that attend the School District but reside in another school district are referred to as incoming interdistrict transfers (ʺIDTsʺ). Overall, the number of IDTs has declined from school year 2013/2014 to school year 2016/2017. In conjunction with the decline in total student enrollment, the percentage share of the student enrollment as IDTs has also declined. Table 2 shows the number of IDTs in each year, the total enrollment of the School District, and the percentage of incoming IDTs from 2013/2014 through 2016/2017.

III. ATTENDANCE BOUNDARIES AND STUDY AREA ZONES Attendance boundaries are defined as geographic areas within a school district that serve the students assigned to a particular school. Currently, there are 16 attendance boundaries at the elementary school level, seven (7) at the middle school level (including two (2) optional attendance areas), and four (4) at the high school level (including one (1) optional attendance area). Attendance boundaries allow the School District to effectively control enrollment at each facility and will be shifted as (i) new schools are constructed within the School District and/or (ii) student population distribution necessitates it. The existing elementary school, middle school, and high school attendance boundaries are shown on Maps 2, 3, and 4, respectively. In order to more accurately project the number of students generated from existing and future residential units, the Study incorporates the School District’s boundary zones, hereafter referred to as Study Area Zones (ʺSAZsʺ). A SAZ constitutes a region of residential units with similar characteristics such as land use (e.g., single family detached (ʺSFDʺ) units or multi‐family attached (ʺMFAʺ) units), elementary school, middle school, and high school attendance boundaries, access to major roads, and other characteristics. In addition to identifying the exact location of future residential units, SAZs promote a more accurate analysis of demographic trends and projections of student enrollment. Map 5 illustrates the boundaries of the School District with all 352 SAZs. Each SAZ belongs to one (1) elementary school, middle school, and high school attendance boundary (this includes option areas where students may have a choice between multiple schools at each school level).

IV. INPUTS AND METHODOLOGY This section identifies the components used by Cooperative Strategies to project student enrollment by grade level and location for the School District. Cooperative Strategies identified and analyzed various connections or linkages between (i) the existing housing stock and (ii) future student enrollment. The primary linkages identified by Cooperative Strategies include:
Cohort Survival Factors (i.e., the percentage of students that progress from one grade level to the next),
Birth Rates Student Generation Factors (ʺSGFsʺ) Residential Development
These enrollment projections are based on each student’s school of residence, not where they attend. A. Cohort Survival Factors
Cohort survival factors represent the number of students that progress from one grade to the next (e.g., the number of first graders who become second graders, etc.). In order to compute cohort survival factors, Cooperative Strategies analyzed the enrollment of the School District for school years 2013/2014 through 2016/2017. A cohort survival factor greater than 100% indicates that student enrollment is increasing from one grade to the next. Conversely, a cohort survival factor less than 100% indicates that student enrollment is decreasing from one grade to the next. Cooperative Strategies calculated the grade‐to‐grade progression of students over past four (4) school years within each elementary school, middle school, and high school attendance area, which are summarized in Table 4.

B. Birth Rates
In order to project transitional‐kindergarten/kindergarten (ʺTK/Kindergartenʺ) enrollment during the Study Period, information on actual births by ZIP code was obtained from the County and projected births within the were obtained from the California Department of Finance (ʺDOFʺ). A summary of the actual and projected birth rates are shown in Table 5.

C. Student Generation Factors In order to project the impact on the School Districtʹs student enrollment from Future Units, Cooperative Strategies calculated SGFs for SFD and MFA units (which include condominiums, townhomes, duplexes, triplexes, and apartments) by cross referencing the student enrollment data provided by the School District against the County Assessorʹs residential data. Sorting and extracting the County Assessor records by land use, Cooperative Strategies developed a database consisting of 44 SFD and 44 MFA units constructed within the last five (5) years. This database was then compared with the student enrollment database to identify the propensity for future residential units to generate students. These SGFs are shown in Table 6.

D. Residential Development
Based on information provided by the Cities, County, and local developers, the School District currently has 354 residential units planned within its boundaries through 2026, excluding age‐restricted residential units. Table 7 shows the projected absorption of residential units by year for the next 10 years, while Map 6 details the residential projects and the number of units planned with respect to each project within the School District. (Please note that residential development is expected to continue beyond the period of this Study.)

V. DISTRICTWIDE ENROLLMENT PROJECTION All of the items analyzed in prior sections were employed to project the number of students within the School District in the Study Period.
Cohort survival factors were incorporated to determine the percentage of students in any given year who matriculate to enter the next grade in the following year. Secondly, kindergarten rates and new residential development were incorporated into the projection to project new students entering the School District. Utilizing these inputs and methods, the total student enrollment of the School District is projected to continue to decline through school year 2026/2027. As shown in Graph 2 on the following page, the student enrollment of the School District is projected to decrease by 10.66 percent to 16,976 students by the end of the Study Period.

A. Elementary School Enrollment Projection
At the elementary school level, enrollment is projected to decrease from 7,360 students in School Year 2016/2017 to 6,805 students in school year 2026/2027, equating to a 7.54 percent decline. Based on facilities capacity information provided by the School District, the elementary schools have a combined maximum capacity of 9,600 students and a utilized capacity of 7,357. Table 8 shows the projected elementary school enrollment in school year 2026/2027 by grade while Graph 4 below shows the projected student enrollment against both maximum and utilized facilities capacity (Please see Exhibit D for the School Facilities Capacity). Tables 9 through 26 and graphs 5 though 22 show the projected elementary school enrollment for each school and may not sum due to rounding.

1. Acacia Elementary School
The enrollment for Acacia Elementary School (ʺAcacia ESʺ) is projected to decrease from 338 students in school year 2016/2017 to 337 students in school year 2026/2027. Based on data provided by the School District, Acacia ES has a maximum capacity of 430 seats and a utilized capacity of 320 seats. 2. Aspen Elementary School
The enrollment for Aspen Elementary School (ʺAspen ESʺ) is projected to decrease from 375 students in school year 2016/2017 to 348 students in school year 2026/2027. The enrollment for Banyan Elementary School (ʺBanyan ESʺ) is projected to decline from 440 students in school year 2016/2017 to 428 students in school year 2026/2027. 4. Conejo Elementary School
The enrollment for Conejo Elementary School (ʺConejo ESʺ) is projected to decline from 366 students in school year 2016/2017 to 342 students in school year 2026/2027. Based on data provided by the School District, Conejo ES has a maximum capacity of 660 seats and a utilized capacity of 291 seats. The enrollment for Cypress Elementary School (ʺCypress ESʺ) is projected to decline from 338 students in school year 2016/2017 to 305 students in school year 2026/2027. Based on data provided by the School District, Cypress ES has a maximum capacity of 540 seats and a utilized capacity of 303 seats. 6. Glenwood Elementary School
The enrollment for Glenwood Elementary School (ʺGlenwood ESʺ) is projected to decline from 344 students in school year 2016/2017 to 291 students in school year 2026/2027. Based on data provided by the School District, Glenwood ES has a maximum capacity of 620 seats and a utilized capacity of 367 seats. The enrollment for Ladera Elementary School (ʺLadera ESʺ) is projected to decline from 305 students in school year 2016/2017 to 255 students in school year 2026/2027. Based on data provided by the School District, Ladera ES has a maximum capacity of 440 seats and a utilized capacity of 304 seats. The enrollment within the Lang Ranch Elementary School (ʺLang Ranch ESʺ) is projected to decrease from 666 students in school year 2016/2017 to 528 students in school year 2026/2027. Based on data provided by the School District, Lang Ranch ES has a maximum capacity of 730 seats and a utilized capacity of 679 seats. VI. CONCLUSION Based on the projections provided in the Study, total student enrollment is expected to decline throughout the the Study Period. Major contributors to the decline in student enrollment includes smaller class sizes at the elementary school, a low number of future residential projects within the Study Period, and a low propensity for newly constructed residential units to generate students. As shown in Graph 1, the School Districtʹs elementary school enrollment has declined significantly since school year 2005/2006. The Study projects this decline to continue for the next ten (10) school years to approximately 6,805 students by the end of the Study Period. Consequently, as the smaller elementary school classes matriculate into the middle school and high school levels, the total enrollment at each level is projected to decline. While the Study indicates that a modest number of future residential developments are projected to be constructed within the Study Period, it is important to note that the impact of future residential development is hampered by the low estimated propensity to generate students. As indicated in the Study, the impact of future residential development is closely associated with the unit type of the home. As mentioned in Section I, the Study is a living document based on the information gathered during the first quarter of 2017. Fluctuations in population, economy, and the housing market are expected to occur over time and may require reevaluations of and/or adjustments to the Study. It is, therefore, important for the School District to monitor the enrollment on an annual basis and evaluate any changes in trends that may occur.
