Policy ObjectivesPolicy Objectives
Identify drivers that represent a threat to road safety or to the integrity of the road network, and then intervene by contacting them.
Send to the Commission des transports du Québec the records of drivers exhibiting unsafe conduct so that it can analyze their conduct.

Who Is Subject to the Who Is Subject to the Policy?Policy?
The Policy applies to all drivers who hold a driver's licence issued by the Société de l'assurance automobile du Québec and who operate in Québec or elsewhere in Canada driving a heavy vehicle registered in Québec.

Driver RecordDriver Record
All events that occur when a driver is operating a heavy vehicle are entered in driver records. These events include:
– offences– “driver” out-of-service orders– accidents

ASSESSMENT PERIOD: 24 months
WEIGHTING OF EVENTS:
Each event is assigned a weighting based on its degree of severity with respect to road safety and the integrity of the road network.

vehicle drivers who hold a driver’s licence issued by the SAAQ and who operate in Québec or elsewhere in Canada using a heavy vehicle registered in Québec.

How to RegisterHow to Register
To have excellent conduct recognized, drivers first have to complete the registration form, apply for one of the four levels of excellence, and meet the eligibility requirements.

Eligibility RequirementsEligibility RequirementsFor the period corresponding to the experience required for the applicable level, drivers:
– must have travelled 10,000 km each year as heavy vehicle drivers;
– must not have committed offences while driving a heavy vehicle;
– must not have been responsible for an accident while driving a heavy vehicle;

– must not have accumulated more than 3 demerit points in their record (for any type of vehicle), for a period of 24 months;
– must not have been the subject of criminal charges related to driving or their employment duties.

Publishing the Excellence Publishing the Excellence ListList
The SAAQ will publish and update a list of drivers with recognized exemplary conduct, along with their level.
If drivers want to stay on the list, they must maintain the requirements for their recognized level of excellence. If not, they will be withdrawn from the Excellence List.
