Indian Electricity Grid Code (IEGC)

• Indian Electricity Grid Code (IEGC) defines the relationship between RLDC/SLDC with various interstate TSUs. IEGC is aimed at regulating inter state transmission systems and sets out roles of different entities along with grid code for planning, connectivity conditions and operation etc. Quality objectives are as follows:

• 1) To enhance overall operational economy and reliability• 2) To monitor real time system operation within accepted parameters• 3) To derive maximum benefits from integrated operation and equitable

sharing of obligations.• 4) To ensure system security and integrity using AGC, Reactive power

management, Voltage control and Automatic / manual Load Control• 5) To plan for outage, operation, demand forecasting and scheduling of

requirement in merit order.• 6) To plan for quick restoration of system after partial or total black out

• . IEGC sections also dealt with operating policy, system security aspects, demand estimation for operational purpose, dispatch scheduling, demand control, operational liaison, outage planning procedure etc particularly with reference to Regional Grid and Inter-State operations.

Part-A GENERALRegulation shall apply to STU, SLDC, TL, User of InSTS.

Existing TL of InSTS is given maximum one year period for compliance:

Entering into Connection AgreementProviding required Protection SystemsProviding necessary Communication FacilitiesProviding Recording InstrumentsDeveloping Single Line DiagramsDeveloping Site Common DrawingsInstallation and operation of Meters

STU, SLDC to put up State Grid Code on website and provide it on request at reasonable price.

Part-A GENERAL

5) Establishment of Grid Coordination Committee (GCC) for facilitating implementation and review of SGC: Shall be constituted by STU within 30 days from notification.Structure of GCC and Members (STU to manage the functioning)

1) State Transmission Utility – Chairperson (Director)2) State Load Dispatch Centre- Head of SLDC (Convenor)3) Generating Companies in the State- Rotationally (one year)4) Transmission Licensees in the State- (Senior position in org)5) State owned Distribution Licensees in the State-6) Privately owned Distribution Licensees in the State-7) Electricity Traders in the State-8) Western Regional Load Dispatch Centre-9) other persons as may be nominated by MERC-

Part-B PLANNING CODE

8.1) STU to publish on web the transmission Plan for InSTS (5 years) and update every 30th September and approved investment plan as prescribed.

9) Planning Criterion – security and stability on contingency outage studies, adequate redundancy, one spare converter transformer for HVDC, reactive power compensation studies.

Maintain Standard and Detailed Planning data from TL and Users.

28.1 Development of detailed procedure for restoration after partial/total SLDCblack out and its review in coordination with WRLDC, Users and TL

28.4 List of black start facility, inter-state/inter-regional ties, syn. Points, SLDCand essential loads to be restored on priority.

29 Event Reporting by SLDC, TL and Users and by SLDC to Commission SLDC on event30.1 Procedures and Processes for SLDC-Sub-LDC, TL, Users for Roles SLDC30.2 and responsibilities, communication facilities, information flow etc

Part-E: SCHEDULING & DISPATCH CODE

MERC shall specify Scheduling and Dispatch Code within 6 months in consultation with SLDC and after calling public comments on draft

Objectives Action and responsibilities of SLDC and Users in daily scheduling process Modality of flow of information between SLDC and Users for Scheduling and Dispatch, SLDC and TL SLDC and RLDC

Part-F METERING CODE

STU shall develop a Metering Code and submit to MERC for approval within 60 daysCovers: Minimum requirement and standards for installation and

operation of meters to be provided by TL or Users at the connection point

Provisions for location, Specification and accuracy limits Rights, responsibilities and procedures related to data recording, storage and transfer from meters Calibration procedure Maintenance, access and inspection Address metering discrepancies and defects, failures

Part-G MISCELLANEOUS

Dispute if any may be referred to MERC or forums as specified by the Commission.

STU shall be responsible for monitoring the compliance of the Users, TL for the rules and procedures developed under Part B,C,F of SGC.

SLDC shall be responsible for monitoring the compliance of the Users and TL for the rules and procedures developed under Part D,E of SGC.Non-compliance shall be reported to the Commission.Directions of the WRLDC to any TL, Users of InSTS shall be issued through SLDC for compliance.SLDC may issue direction and exercise such supervision required for achieving maximum economy and efficiency of integrated grid operation.Dispute if any, regarding quality, security and integrated operation of State Grid shall be referred to MERC. Pending the decision ,SLDC instructions shall be complied.Failure in compliance of Grid Code by the Users, TL may lead to disconnection.
