Project and Activity Background The United Nations Human Settlements Programme (UN-Habitat) is implementing a 3-year International Climate Initiative (IKI)-supported project entitled “Building Climate Resiliency through Urban Plans and Designs.” The project aims to strengthen the capacities of national government agencies (NGAs) to promote and integrate urban adaptation planning and designs in the institutional policies and regulations to support local government actions and enhance the skills of local government units (LGUs) in developing resilient urban plans and designs. One of the key outputs of this project is the development and implementation of a capacity development plan that aims to enhance the knowledge and skills of national partner agencies and local governments in promoting urban adaptation planning and designs. In response, a Capacity Needs Assessment (CNA) was conducted by UN-Habitat for the Housing and Land Use Regulatory Board (HLURB), the Department of the Interior and Local Government (DILG), the Climate Change Commission (CCC), and the National Economic and Development Authority (NEDA). Results of the assessment revealed a wide diversity of findings, which point to both strengths and weaknesses of key partner agencies in terms knowledge and skills on urban plans and designs for climate change. Majority of the respondents have not received any form of training in terms of urban design despite the fact that this topic was found to be very important to the performance of their jobs. The need for a comprehensive course on urban plans and design was emphasized. Based on the CNA results, UN-Habitat developed a capacity development plan, which aims to:

a. Update planners on emerging climate change scenarios and their implications on planning b. enhance skills in climate change action planning, including risk and opportunity assessment c. introduce urban design concepts and techniques as elements of climate action d. enable planners to incorporate planning and design concepts into policy and regulation e. develop leaders and duty bearers within each NGA f. improve skills and capacity in coordination, data management, and communication

An integral path to achieving the intended outcomes is enhancing planners’ technical capacity for urban plans and design, specifically urban design that builds climate resilience. The training package for Climate Resilient Urban Plans and Design is divided into three (3) modules: The Basic Module (Module 1) covers elements, concepts, and principles and basic urban plans and design applications. The Intermediate Module (Module 2) involves more detailed content on typologies, scale, and approaches to achieve climate resilience, particularly for vulnerable sectors as well as other special areas. It includes an introduction to tools for design analysis, development and presentation. The Advanced Module (Module 3) will guide participants in translating policy, development controls, building guidelines and related regulation into urban design. It also includes more intensive use of design tools (modelling, simulation, visualization), materials, and applications. This third module focuses on the tools and instruments for implementation of climate resilient urban design projects.

The modules take off from the HLURB’s Training Guide on Urban Design and Development. The said guide was made to “provide LGUs an overview of the basic principles and concepts of urban design, as well as urban design assessment to come up with a unique character and detailed development strategies for selected areas that is reflective of the CLUP’s development goals.” The module development also considered the planning process of Comprehensive Development Plan (CDP) to make the topics and exercises more responsive to the needs of the local government units. The training series on resilient Urban Design builds on this and expands it to include emerging concepts and trends on climate change, climate risks and opportunities, and resilience. The “Training on Climate Resilient Urban Plans and Design Tools, Module 3” is an integral part of overall training package of the BCRUPD Project. It is a two-day intensive and interactive training that has adopted the methodology of “Training of Trainers”.

Learning Objectives: At the end of the training, the participants should be able to:

1. Deepen understanding of design implementation approaches and tools to achieve climate resilience;

2. Understand financing strategies for climate resilient projects; and, 3. Identify policy reforms that should improve existing implementation instruments particularly

the zoning ordinance, building and design codes, local development investment planning and other related legislation and policies.

Target Participants: The target participants for this training are 50 planners/technical officers/personnel of the following national government agencies:

• Housing and Land Use Regulatory Board • Department of the Interior and Local Government • National Economic and Development Authority • Climate Change Commission • League of Cities of the Philippines • Housing and Urban Development Coordinating Council
