Summary of Areas of Concern:
• Low airflow at Administration building, particularly the Principal and vice principal offices. This is most likely due to
the length of ductwork and the distance from the rooftop unit.
• The insulation at the refrigerant lines for the rooftop condensers is in poor condition and should be replaced.
• Thermostats need to be moved away from heat sources, away from obstructions, and closer to the return grilles.
The thermostats for the Reznor unit heaters are attached to the unit, and not at the locations called for on the
mechanical plans.
• The roof penetrations and roof curbs show signs of water damage and should be replaced.
• The supply fans providing make-up air for the split system furnaces have filters that need to be replaced.
• The thermostats for the Reznor unit heaters at building D need to be placed at the locations indicated on the
mechanical plans.
Overall Campus Site Assessment:
The Administration building has two rooftop packaged units conditioning the interior (see figure 1). The classrooms are
mostly conditioned using split systems, with the forced air unit suspended within the ceiling space; the fau and
ductwork are in good condition (see figure 2). These split systems replaced old gas furnaces that were ducted into the
classrooms. There is no hot water at the locker rooms, and the boilers at that building are no longer operational (see
figures 3 & 4). The packaged rooftop units at other classrooms are in good condition and are high efficiency models.
The classroom space at building J has been reconfigured, but kept the same square footage. There are (8) Carrier
cassette units within building J. The rooftop unit and heat condensers are in good condition (see figure 5). Building K
has a roof top packaged unit conditioning the space which is in good condition. At building D the Reznor unit heaters at
the showers and lockers have their thermostats attached to the unit, and not at the locations shown on the
mechanical plans. Building L contains a 30 gallon water heater that is almost 30 years old, and it should be replaced.

Summary of Areas of Concern:
• The wall mounted hydronic units on levels 1 and 2 of building A are old, damaged, and in many places non-
operational.
• The original hydronic system at building A may not be designed to handle the additional load from the basement
hydronic fan coils that were installed at a later date.
• The multi-section air handler that conditions the Auditorium space of building A is almost 20 years old and is in
poor condition.
• The ductwork in the basement mechanical room of building A is old, the filters are missing, and the joints have
come loose. There is also about an inch of water in some areas of the mechanical room.
• The rooftop packaged units and unit heaters for building ‘D’ are in poor condition. There is also an unidentified
rooftop unit that is iced over at the roof penetration.
• HVAC systems at the Gym are old and could be updated.
Overall Campus Site Assessment:
The main campus building ‘A’ is served by (3) different types of hydronic systems: ceiling fan coils, wall mounted
hydronic units (see figure 1), and a multi-section air handling unit (see figure 2). All equipment is almost 20 years old.
The building consists of a basement, level 1 and level 2. The chillers (see figure 3) are used with (2) boilers located in

the basement (see figure 4). The basement classrooms are conditioned by ceiling fan coil units, and the first and
second floors are conditioned using wall mounted hydronic units. The Auditorium (see figure 5) is served by the air
handling unit located in the basement. The wall mounted units on levels 1 and 2 are in poor condition, and many of
them are not operational (see figure 6). The ductwork in the basement mechanical room which is part of the
Auditorium system is old, the filters are missing, and the joints have come loose. There is also about an inch of water in
some areas of the mechanical room.
Buildings K, H, R, and S are conditioned using Carrier 94% AFUE split systems with condensing units on the roof or on
grade. The split systems are for the most part in good working condition (see figures 7, 8), but some areas require
maintenance (see figures 9, 10). There is also no EMS systems at the school campus, with most thermostats having
twist timers (see figure 11). Buildings E, F, G, J, W and Z are conditioned using Carrier 82% AFUE rooftop packaged
units. The rooftop equipment at these buildings is about 10 years old and looks to be in good condition (see figures 12,
13, & 14). The rooftop equipment at building D is older (1999) and in poor condition (see figures 15, 16). There is also a
single packaged system that is damaged; it is iced over at the roof penetration and should be removed (see figure 17)
Building D also contains unit heaters at the radio station room; these look to be either damaged or not operating as
intended (see figure 18). Buildings X and Y are conditioned using heat pumps located grade and ducted into the
classrooms. These systems are in good condition (see figure 19). The Gymnasium building ‘M’ is conditioned using (6)
duct furnaces, each at 400 MBh, and cabinet fans. There is also an exhaust system which provides for ventilation (see
figure 20).
The main problem at this campus is with the building ‘A’ HVAC systems. The wall mounted hydronic units on levels 1
and 2 are old, damaged and in many places non-operational. The earliest design drawings show these wall mounted
units, but no systems at the basement level. A later set of drawings shows the hydronic fan coils at the basement
classrooms, but the same chiller as before, and the same boilers. It is very likely that the original hydronic system was
not able to handle the additional load from the basement hydronic fan coils. The multi-section air handler that
conditions the Auditorium space is almost 20 years old and is in poor condition. The duct connections at the basement
level are loose in several places, particularly the return side. The ductwork on the supply side is completely open, and
the ductwork is dirty inside. Several classrooms and administration rooms are using small electric packaged units
where the hydronic systems are no longer working. It was not clear how the library space is conditioned, since the
hydronic units there are not operational. The mechanical room itself needs to be cleaned out, and requires general
maintenance work because there have been unauthorized visitors to the mechanical room (see figures 21, 22, & 23).

Summary of Areas of Concern:
• HVAC system is controlled remotely; there are no usable thermostats inside any of the classrooms. The main
control system at the site or any remote temperature probes at the classrooms could not be located.
• The rooftop equipment is in poor condition with filters missing, access panels that have been forced open and
rusted/broken equipment isolation frames.
• The metal shop and wood shop have been turned into storage space, and the rooftop heating ventilation units
serving this space are oversized for this application.
• Octagon and Weather-Rite rooftop units need to be replaced with newer, high-efficiency systems.
• Boilers and storage tank at section A that previously supplied hot water to the kitchen and showers are not
operational. The kitchen currently has hot water through the use of (2) 100 gallon water heaters.
Overall Campus Site Assessment:
The campus is divided into (9) sections, and the HVAC system is controlled remotely; there are no usable thermostats
inside any of the classrooms. The classrooms and other areas are conditioned using Octagon packaged multi-zone
units, and Weather-Rite heating ventilators (see figures 1, 2, and 3). Both types of systems are over 15 years old and
existed before the most recent modernization in which the existing ductwork and registers were replaced, but the
thermostats were reused. At some point after the most recent modernization the thermostats were removed from
each classroom and replaced with remote temperature sensors. The facility personnel informed us that the
mechanical equipment operation is now controlled remotely; however the remote temperature sensors or any sort of
central control panel could not be located.
The rooftop equipment is in poor condition with filters missing, access panels that have been forced open and
damaged equipment isolation frames. The boilers and water storage tank in section ‘A’ room A121 are in poor
condition, and are not operational; the insulation at the storage tank is also falling apart (see figures 4 & 5). Within that
boiler room there are (2) water heaters that are in good condition (see figure 6). The water heaters provide hot water

to the locations the kitchens; there is no information about anything within the boiler room on the mechanical plans or
the plumbing plans that were available for review.
The metal shop and wood shop rooms have been converted to storage space. The dust collector for the wood shop is
not operable and not connected to the building. The bathrooms on the campus have hot water through the use of 12
gallon water heaters and instant water heaters (see figures 7 & 8); the boys and girls showers do not have hot water.
The Octagon and Weather-Rite rooftop units need to be replaced with higher efficiency systems or perhaps there is
the option to repair them. Both types of systems are at least 15 years old, and the Octagon multi-zone units are likely
older, but an installation date could not be found. The Octagon units have panels that have been forced open and
exposed internal components. The boilers and hot water storage tank in boiler room A121 are not working, and the
tank insulation is falling apart. There are no usable thermostats inside the classrooms or anywhere on the campus. The
HVAC systems are controlled remotely, but we were unable to locate the main control system at the site or any
remote temperature probes at the classrooms. The metal shop and wood shop have been turned into storage space,
and the rooftop heating ventilation units serving this space are oversized for this application.
