1 INTRODUCTION The Comprehensive Disaster Risk Management Programme (CDRMP), a project formulated in accordance with the Nepal Risk Reduction Consortium (NRRC), aims to strengthen the institutional and legislative aspects of disaster risk management (DRM) in Nepal, by building the capacities of the central and local governments of to establish strategic linkages between DRM and development sectors. In the course of implementing the programme, UNDP took an approach of partnering with the government, NGOs, international agencies, and academic institutions and expand the institutional and knowledge base of DRM in Nepal.

To assist in providing the required solid and substantive technical support to the national partner agencies, CDRMP seeks to obtain services of professional organizations, under Long Term Agreement(s), in the following three areas:

Area A: PISU/RFP/004/2011 Institutional and legislative systems strengthening for mainstreaming DRR

Area B: PISU/RFP/005/2011 Support Quality and Implementation of Nepal National Building Code (NBC)

Area C: PISU/RFP/006/2011 Support Quality and Implementation of Risk Sensitive Land Use Plan (RSLUP)

National Society for Earthquake Technology-Nepal (NSET) in association with Asian Disaster Preparedness Centre (ADPC) has been awarded by a contract from UNDP for the “Area B: PISU/RFP/005/2011 Support Quality and Implementation of Nepal National Building Code (NBC)”.

This report is prepared by NSET and ADPC as the deliverable 5: " Development of Building Code Implementation Guidelines and Regulatory Mechanism for Five Municipalities in Kathmandu Valley". This initial draft guideline has been prepared on Nepali Language for initial discussion with different municipalities in Kathmandu Valley. Once the inputs are collected, it will also be translated in English for the report purpose.

2 OBJECTIVES The overall objective of this activity is to develop the building code implementation guideline for the municipalities in Kathmandu Valley. Following are the specific objectives of this activity:

• Prepare building code implementation guideline for municipalities in Kathmandu Valley • Evaluate building permit process and suggest for incorporating building code in building

permit process of municipalities in Kathmandu Valley • Suggest preparatory works for effective implementation building code

3 ACTIVITIES

3.1 Preparation of Draft Guideline

Preparation of draft guideline for building code implementation in municipalities of Kathmandu Valley has been prepared based on discussion with different municipalities. The

draft guideline will now be discussed with concerned municipalities and the final will be prepared based on inputs received.

The Draft Guideline has been given in Annex I of this report.

3.2 Identification of Preparatory Activities

Preparatory activities for effective implementation of the Building Code in Municipalities of Kathmandu Valley has been prepared for wider discussion among stakeholders. This will be further revised once the comments from the concerned stakeholders are received.

The report on suggested activities for effective implementation of building code has been given in Annex II of this report.
