Declaration of Principles and Policies
It is the policy of the State to pursue a Comprehensive Agrarian Reform Program (CARP). The welfare of the landless farmers and farm workers will receive the highest consideration to promote social justice and to move the nation towards sound rural development and industrialization, and the establishment of owner cultivator ship of economic-sized farms as the basis of Philippine agriculture.
Scope The Comprehensive Agrarian Reform
Law of 1988 shall cover, regardless of tenurial arrangement and commodity produced, all public and private agricultural lands as provided in Proclamation No. 131 and Executive Order No. 229, including other lands of the public domain suitable for agriculture.
Schedule of Implementation
The distribution of all lands covered by this Act shall be implemented immediately and completed within ten (10) years from the affectivity thereof.
Retention Limits
Upon the effectivity of this Act, any sale, disposition, lease, management contract or transfer of possession of private lands executed by the original landowner in violation of this Act shall be null and void
