BPSAA Legislation

• Came into effect on March 31, 2012 and remains in place until the Province ceases to have a deficit.

• Applies to Directors of Education, Superintendents and any other person holding an executive position (e.g. Associate Director, Director of Human Resources) with a school board earning $100,000 or more annually.

• For these identified individuals, all aspects of compensation plans are frozen during the restraint period.

Sector Compliance with BPSAA

• 2015:B2 memo issued on February 10th

• Three requirements are due on March 6, 2015:1) Compliance Report for the Employer (April 1, 2013 – March 31, 2014)

2) Organizational Compliance Report (April 1, 2012 – date the document is signed)

3) Information to support current Director of Education desk audits

• One requirement is due on April 2, 2015: 1) Corrective Action Plan (where school boards have identified non-compliance

with item # 2 above)

• Random compliance audits of Superintendents and Other Executives– School boards will be contacted in March– Same elements that are being requested for Directors of Education will be

requested for these individuals (employment contract, T4s, payroll journal details)
