The updated application materials were submitted on October 14, 2013 in response to an Incompleteness Letter dated July 22, 2013. Upon review of the updated application materials, the application is deemed “complete .Based upon review of the updated application materials, the proposed project would not qualify for a Categorical Exemption as defined by the Ca lifornia Environmental Quality Act (CEQA) Guidelines (Sections 15301 through 15332). Therefore, the City of Ojai will be preparing an Initial Study (pursuant to Section 15063 of the CEQA  Guidelines) to determine whether the proposed project may have a significant effect on the environment. It is anticipat ed that all potential environmental impacts associated with project would be less than significant or less than significant after mitigation and therefore an Initial Study/Mitigated Negative Declaration (IS/MND) will be prepared to satisfy CEQA. Following the completion of the IS/MND, the d ocument will be circulated for a period o f either 21 or 30 days. After the close of the public review period, City Staff will prepare responses to any comments and a Final IS/MND will be prepared. The City’s Environmental Consultant (Rincon Consultants, Inc.) has prepa red a proposal to complete the IS/MND, which is attached to this let ter. Based upon costs outlined in this proposal, please r emit  payment to the City of Ojai in the amount of $9,553 to cover the cost of CEQA document preparation. Community Development staff will continue processing your development proposal and schedule a hearing before the Planning Commission for their consideration of the Design Review Permit and Conditional Use Permit at the earliest possible date. Based upon the above-described CEQA document  preparation schedule, we presume that the first available Planning Commission meeting for

Dear Mr. Ambrose:
