Creek El Toro

Location ??

Discharge Water in creek, periodic.

Response/Action Alleged from 545 Toro Canyon Road Valleyheart Gardens. RP hears water "from a pipe at various times during the week, sometimes Saturdays". VHG not likely but possible. Normal over-irrig water flows to onsite detention pond, cannot physically discharge through either two CMP outfalls.

Date(s) Follow-up 9/10; 9/25/; 9/30

Follow-up Detail Site visit VHG 9/10/09 (Endsley); creek walk 9/25 (Garnand/Brummett); site visit VHG 9/30/09 (Garnand). Possible from VHG watering recently-planted Monterey Cypress along northern property line, but that doesn't explain "various during the week". RP doesn't want further contact from County staff. See follow-up ltr 9/30 to VHG - not a code violation.

Creek Toro

Location 545 Toro Canyon Rd (Valleyheart Gardens)

Discharge Plastic plant labels (Valleyheart Nursery) and potting soil

Response/Action Contact Brian Tappeiner. Labels are picked up.

Date(s) Follow-up 10/30/09

Follow-up Detail Met onsite with Brian Tappeiner of Valleyheart. Second site visit (see complaint 09-008). Since there is evidence of nursery material in creek, there is occasional discharge through 30". At both times of visits, however, nursery was neat & orderly. Brian T. believes the labels and soil were washed into channel from either over-irrigation of recently-planted Montery cypress or moving hose across channel. Otherwise, nursery water would not exit this 30" CMP which conveys water from offsite/uphill.

Discharge Unknown intermittent from 2" PVC line discharges onto street from under driveway.

Response/Action Met homeowner. He has no idea the source whatsoever. Discharges started about 2 mos ago from 3" drain located under driveway and discharging onto street. Varying intensity, but chronically wet unless he's not at home. Has had three plumbers inspect; no source found. Ran camera up the 3" line, did not find source. Homeowner is very motivated to abate. EHS performed dye test, confirmed sanitary connection.

Carroll plumbing ultimately found broken clay sewer connection under the walkway which was making it’s way to the French drain and out to the street (resolved 3/26/10). Delay in resolution due to infrequent and very light flows, and frequent rain events during this period. No NOV b/c of effort to investigate, cooperation, and immediate correction by owner.
