She agreed to walk behind units nr Girls Inc, look for source(s). 11.10.09 RP reports "chronic"; talked to HOA as she saw source is likely condos. Reco'd reduced frequency, change sprinkler heads, get ET controller. 2/25/10 site visit with MB and DC. Source is entirely condos irrigation. All parties agreed no pollution. No further action from PCW - case closed.

Response/Action Contacted Alex Rozhko (637-1369) owner of 570 Ronda.He had been testing his storm drains from backyard using hose on the prior evening. I explained the neighbor's concern and problem. He agreed to avoid contributing to their ponding problem.

Brian T. believes the labels and soil were washed into channel from either over-irrigation of recently-planted Montery cypress or moving hose across channel. Otherwise, nursery water would not exit this 30" CMP which conveys water from offsite/uphill.

Response/Action Inadvertent blow-out from residential sewer clean-out port caused by pressure in system during maintenance. RP spoke to driver onsite and requested immediate clean-up, which occurred. Several gallons were wet-vac'd where it had pooled in gutter due to accumulated leaf litter. Outcome included immediate abatement. Incident was accidental.


Follow-up Detail PCW called Roto Rooter and spoke to manager who was aware of incident. PCW staff suggested they use preventative measures in future. Manager says they would always contain and clean up any discharges. Manager contact: Glen Allen (dispatch: 617-0920).

Varying intensity, but chronically wet unless he's not at home. Has had three plumbers inspect; no source found. Ran camera up the 3" line, did not find source. Homeowner is very motivated to abate. EHS performed dye test, confirmed sanitary connection.

Delay in resolution due to infrequent and very light flows, and frequent rain events during this period. No NOV b/c of effort to investigate, cooperation, and immediate correction by owner.

Discharge Pond dewatering and muck.

Response/Action Site visit 4/17, tracked to source at Patrick Nesbitt property. A stream of black, anearobic sediment had discharged to ocean. At that time, pond dewatering effort mostly complete. Told ranch manager that in future, dewatering okay but solids from pond cannot be discharged.

Follow-up Detail Staff verified work was completed later that day. Explained that dewatering at this time (recent rain) is a pollutant. In future, must dewater the solids and dispose properly. Preferable to discharge pond water to adjoining lawn, but storm drain okay in low velocities. Only clean, clear, chemical-free pond water could be discharged.
