1 INTRODUCTION

1.1 Who we are

SAL Consult Limited is a multidisciplinary water and environmental consultancy company based in

Accra, Ghana. It operates as an independent consultant with extensive expertise and solid

management support making it one of the best organized consulting firms in the country.

Our history is rooted in the water and environment sectors with considerable experience from

successful participation in the planning, design, implementation, operation, monitoring and

evaluation of numerous clients’ projects and programmes. We also have expertise in social surveys,

community entry and sensitization, policy and institutional analysis.

SAL Consult has evolved from AY&A Consult Limited of Accra and its staff comprise the main core of

directors and consultants previously with AY&A Consult. It is clear that, the 10 years and over

experience gathered from the execution of varied projects under AY&A is therefore still available to

our clients, but in a more professionally organized, flexible and competent organizational

environment. SAL Consult can therefore boast of almost 20 years of consultancy experience and

annual turnover in millions of Ghana Cedis.

We are a group of committed and experienced consulting policy analysts, water and environmental scientists and engineers operating throughout the African continent

SAL currently has twenty-five (25) full time professional and support staff with high integrity. Our

main office is located in Accra, Ghana, with ongoing plans to set up project offices in Sierra Leone,

Liberia and the Gambia.

numerous EIA and SEA projects including social impact assessments for numerous clients.

Environmental Management Plans (EMP)- Our consultants have been involved in the preparation of

numerous Plans for clients such as Ghana Oil Palm Development Company, Baker Hughes Ghana,

National Oilwell Varco Ghana (NOV), Coca Cola, Guinness Ghana Breweries Group, Textiles Limited

etc (some of these assignments were carried out under our previous company, AY&A)

Environmental Inventories- Our consultants have been involved in preparation of environmental

inventorising and closure plans like for the Bonte Gold Mine

Environmental/ biodiversity monitoring and surveys- our consultants have the capability to

implement water, noise, soil, air quality and sediment monitoring and testing, and have carried out

such assignments for clients such as Newmont Ghana Gold Limited, Azumah Resources- Wa Gold

Project, Water Resources Commission (WRC), Coca Cola, Fan Milk, Accra Brewery, Ghana Oil Palm

Development Corporation, Environmental Resource Management (ERM) of the UK and so on.

Environmental modeling- we have capacity for modeling of water, air quality and noise. We have

undertaken many assignments including recent power projects for the Volta River Authority (VRA)

and Chrispod Limited. We have capability to use such software as DISPER for air quality and CUSTIC

for noise pollution modeling.

2.1.2 Experience with International Standards

SAL Consult Ltd has followed best practices to carry out numerous environmental and social

assessment studies and prepared safeguard reports meeting international standards, such as:

World Bank Safeguard Policies- OP4.01, OP4.04, OP4.09, 094.11, OP4.12, etc on environmental

assessment, protection of natural habitats, pest management, protection of physical/ cultural

resources, involuntary resettlement, Examples: Environmental and social assessment for the West

African Regional Communication Infrastructure Project (WARCIP) in Sierra Leone and the Gambia,

and numerous projects in Ghana.

International Finance Corporation (IFC, World Bank)-. We have prepared reports satisfying

Performance Standards (PS) on Assessment and Management of Environmental and Social Risks and

Impacts; Resource Efficiency and Pollution Prevention; Community Health, Safety, and Security; Land

Acquisition and Involuntary Resettlement; and Biodiversity Conservation and Sustainable

Management of Living Natural Resources. Our assignments have included 186MW thermal power

project for the VRA at Takoradi and Resettlement Audit of Wayleave Compensation Plan for Power

Distribution Project in Aba, Abia State, Nigeria, among others

Equator Principles- risk management framework, adopted by financial institutions, for determining,

assessing and managing environmental and social risk in projects and is primarily intended to

provide a minimum standard for due diligence to support responsible risk decision-making. Eg.

and Tiassale in Cote d’Ivoire for the Dekel Oil Company, and others

2.1.3 Experience with In- country environmental systems and procedures

We have been involved in international projects in Nigeria, Cote d’ Ivoire, the Gambia, Liberia and

Sierra Leone which required us to follow national assessment procedures to obtain environmental

permits for development projects in those countries.

2.2 Water and Sanitation Group (The ‘Blues’)

The Group’s major interests are in:

Hydrology and water resource assessments

Water supply and sanitation studies

Hydrogeology and rural water supply

Hydrology and Water Resource Assessment- Consultants in this Group have undertaken

assignments for mining companies, water supply projects, major industrial projects such as sugar

cane complex project in the Northern Region etc.

We have carried out Dam assessment studies on behalf of the Ghana Water Resources Commission

(WRC) as well as prepared various Integrated Water Resources Management (IWRM) Plans for some

important river basins in the country. Our assignments have also included Baseline Studies

encompassing the entire country for the Water Resources Commission.

Water Supply and Sanitation- Our consultants have been involved in small towns water supply

projects in many regions of the country as well as sanitation assessment programmes funded by the

World Bank and Danida. We have also provided services for water supply improvement schemes for

the Tema Export Processing Zone of the Ministry of Trade and Industry.

The Community Water and Sanitation Agency (CWSA) has been our technical partners in the

implementation of numerous water supply and sanitation projects such as the:

Small Towns Water Supply and Sanitation Project (STWSSP) comprising over 20 systems in the

Upper East and Western Regions of Ghana;

Also, we have worked with the Ministry of Local Government and Rural Development (MLGRD) with

funding from Danida to implement sanitation projects in the Volta Region, especially the:

Environmental sanitation assessment and audit for four (4) small towns in the Volta Region; and

Detailed engineering design and construction supervision of environmental sanitation

infrastructure for Penyi in the Ketu North District

We have participated in audit assignments funded by the USAID such as the preparation of the:

Hydrogeology and Rural Water Supply- Consultants in this Group have sited over 1200 boreholes all

2.3 Geotechnical Group (The Yellows)

Our experts employ state- of- the- art equipment and approach to conduct geotechnical

Investigation and to provide recommendations on the most cost efficient design and construction

method for any given infrastructural development. This is done through the detailed assessment of

the geological, geotechnical and geo-environmental characteristics underlying, overlying and

surrounding proposed development sites.

Detailed Subsurface investigation include determination of type of soils and profiles, depth to the

bedrock, depth to the groundwater table etc., determination of strength of materials, and suitability

or otherwise of soil as foundation material for any development.

We carry out the geotechnical investigation in accordance with the BS 5930 standard code of

practice for site investigations.

Research- Our consultants have embarked on various field research activities including social surveys

and mapping, pro- poor studies, water quality investigation etc, and have extensive knowledge in

the design of research experiments, and their implementation. We have applied appropriate

statistical methods to choose significant sample sizes for household surveys during numerous social

investigations and are conversant with numerous statistical software applications including SPSS.

3 OUR STRATEGIC PARTNERS

Our Consultants have enormous understanding of international best practices through association

with international partners from Europe, UK, South Africa and the USA, and are fully aware of

environmental and social safeguards required by financial institutions such as the World Bank and

African Development Bank. The consultants have also participated in projects funded by the

European Union, USAID etc.

Our home base in Accra means a close link with the Ghana EPA, and an in- depth understanding of

the requirements of the Ghana environmental assessment procedures to obtain environmental

permits to invest in, and implement developmental projects in Ghana.

We have been privileged to work on policy issues with national bodies like the Environmental

Protection Agency, Water Resources Commission and Minerals Commission and we maintain close

link with others such as the Forestry Commission.

4 OUR MANAGEMENT AND STAFF

The company is governed by a five- member Management Board.

SAL consult has its full time staff consisting of both experienced and young and smart engineers/

scientists, who are supported as and when necessary by seasoned professionals from the University,

Council for Scientific and Industrial Research (CSIR) and other institutions of academic excellence in

Ghana. Our current full time staff strength stands at Twenty-Five (25) comprising 14 Consultancy

staff and 11 Support staff. The technical staff includes engineers (civil, water and sanitation,

environmental, chemical, mining), scientists (chemists, environmental scientists, ecologists),

hydrogeologists and social scientists.

SAL owns a list of equipment to facilitate its work, and to provide timely input for the

implementation of its projects. Such equipment comprises:

Company vehicles (Two (2) saloon and Seven (7) cross- country);

Water quality testing equipment such as field kits for pH, conductivity, TDS, DO and turbidity

measurements in-situ;

Castle 1900 type A Precision Sound Level Meter;

Aeroqual, (AQM) 60 for air and particulate matter (on rent);
