PRE-PURCHASE INSPECTION SERVICES

AACILA provide you Pre-Purchase Inspection services of goods & products to ensure effective

sourcing of your Supplier and the process helps you to decide that potential vendor will stay a

serious partner in your business transactions. Pre-Purchase Inspection services fundamentally

contains two types of audits made at Supplier points. Factory Audit which assess the system used

by the factory to control quality and operate their business, later we make Social Audit to access

supplier compliance with safety and environmental standards. The decision of Pre-Purchase

Inspection helps companies to reduce potential risk in supply chain. The risk that your factory will

not produce the agreed & specified product at quality, price and lead time, which may suffer

your business later. Also the major risk that your factory will disappear with amount of your

deposit money or payment. However AACILA mitigate both risks because a legitimate

manufacturer, instead of broker or trading company, is less likely to disappear when there are

problems. In addition, a legitimate and OEM manufacturer always ensure quality controls and

backup systems to fulfill their orders from companies, and this is where AACILA checks in.

Most typical and frequently identified problems during supplier auditing occurs, fist, when

vendor is not actual production factory, but instead may be a trading company or other type of

agent. These agents undertake their own interests and do not want Buyers to visit the factory for

reason that Buyer would get a lower price or they lack an effective quality system which is likely

to get failed during audit. So sometime the intermediaries and agents do not allow us to visit the

factor plants, and we come with simple solution to find a new vendor.

Pre-Purchase Inspection services are very critical element in selecting new supplier. However due

to rapid changes in company ownership, management, customer bases and product focuses in

Afghanistan and neighboring countries of Import, we would recommend performing periodic

audits on all suppliers to ensure consistency in supply chain by our audit services. Some

companies may prefer to have their own on-site monitors at supplier locations but degree of

FACTORY VISIT ASSESSMENT SERVICES

AACILA conduct different types of visits to factory or plant and we accept any type of first party,

second party and third party ethical inspections and audits.

First Party Inspection & Audits : The inspection and audits performed within an organization by

the organization's own auditing sources (internal audit). This often highlight areas for

improvement which can be fixed before the visit from an external auditors from Buyer.

Second Part Inspection & Audits : Inspection & Audits of contractors/Suppliers undertaken by or

behalf of a purchasing organization and organization's products & goods by an auditor of AACILA.

These can be used to identify problems which can be worked on together.

Third Party Inspection & Audits : Inspections & Audits of organizations undertaken by an

independent certification body or registrar or similar third party organization. This is the most

commonly used audit for most AACILA members and is widely accepted as more impartial.

All of above inspection process are useful, but we get client's specific requirement before

check, audit and go thru a comprehensive checklist and rate each item like production capacity,

FIRST ARTICLE INSPECTION SERVICES

AACILA provides its clients, First Article Inspection Services, the Buyers who wants to know that

production is started on time, production started with right specified quality and who wants to

ensure that supplier really understood the product instructions.

When? The First Article Inspection usually happens right after the manufacturer starts producing

the first samples, the first mass production products, we send our Inspector when 1% to 10%

ordered quantity is produced.

Where? The First Article Inspection is usually performed at supplier's manufacturing factory or

plant, anywhere in Afghanistan, neighboring countries or worldwide.

What? The First Article Inspection includes check on quality of raw-materials and components

used in the production, first production samples according to your approved samples or

PRODUCT INSPECTION SERVICES

Product Inspection Services is performed by AACILA with laid down Quality Standards which

defines the sampling standard and acceptable Level of quality. This method is widely used to

decide whether to accept a production lot without checking every single item. This standard now

has equivalents in international renowned standardization organizations.

Following Quality Inspection Standards are followed during Product Inspection process.

Acceptable Quality Limit (AQL)

AQL is the worst tolerable process average in percentage or ratio, that is still considered

acceptable. An acceptable quality level is an inspection standard describing the maximum

number of defects that could be considered acceptable during the random sampling of an

inspection. The defects found during inspection are sometimes classified into three levels:

critical, major and minor. Critical defects are those that render the product unsafe or hazardous

for the end user or that contravene mandatory regulations. Major defects can result in the

product's failure, reducing its marketability, usability or scalability Lastly, minor defects do not

affect the product's marketability or usability, but represent workmanship defects that make the

product fall short of defined quality standards. Different companies maintain different

interpretations of each defect type. In order to avoid argument, buyers and sellers agree on an

laid down and mutually understood AQL standard, chosen according to the level of risk each

party assumes, which they use as a reference during pre-shipment inspection. During Product

Inspection, AACILA inspector follows all rules default and standard rules defined by ASQ

(American Society for Quality) and other Quality Standard Organizations.

Checking Criteria

AACILA general on-site product-checking consist of Quantity status, Product appearance,

Performance & function tests, Workmanship, Assembly, Accessories, Material, Colors, Logo, Size

& measurements, Weight, Assortment, Carton status, Barcode scan test, Packing & marking,

Shipping marks, Factory View and Container inspection. Besides the above, we can carry out a

tailor-made inspection according to your criteria.

A comprehensive report with photographic evidence is provided within 24hrs after inspection,

detailing the AACILA inspector's findings and outcome.

CARGO MEASUREMENT

AACILA’s inspections & surveyors in all major ports, warehouse, factories and anywhere are

measuring oversized cargoes for accurate dimensions. The aim is to provide a neutral

measurement result that all parties can agree on. Our inspectors usually measure the cargo,

CARGO VISUAL INSPECTION SERVICES

The objective of this service is to provide additional trust that the goods to be shipped are the

same or substantially similar to those described in the order form as being the object of a

transaction. Where available, buyers and / or vendors are offered the opportunity to order a

Visual Inspection of the goods after close of the sale transaction in order for the buyers and / or

vendors to obtain confidence that the goods presented for inspection are the same or

substantially similar to those purchased, i.e., described on the order. The inspector typically

performs the following operations of product visual inspection at the time of fabrication/

production:

This visual inspection also is performed at the time of fabrication and production determines if

the characteristics of units chosen at random (chosen accordingly to the sampling plan

appropriate for the product) match those which were declared on the purchase order’s product

description, product specification and features. Checks may also be made on packing, marking

and labeling. Product marking and packing details are checked to confirm that the goods are to

be shipped in suitable packaging for the transit. The inspector will check manufacture dates,

batch numbers, expiry dates (when these details are available), shipping marks, packing lists,

supplier certificates and labels. However product characteristics or quality parameters that

cannot be visually verified, e.g., steel grade, will be confirmed when the vendor supplies

documentary evidence. Unless otherwise stated, at no time will such documentary evidence

imply AACILA approval of documents. The inspector typically performs the following operations

of cargo visual inspection at the time of loading/discharging:

The object of this service is to establish that goods are loaded into carriers in sound condition

and are properly stowed for safe transport.

The service is applicable for all goods that are subject to damage or weight loss because of

improper handling.

To verify suitability for receiving the intended cargo; check cleanliness, dryness, ventilation,

cargo separation, etc.

Report markings, type packing (bulk, cartons/drums, etc.) and, if practical, count; check with

vessel to see if a clean Mate Receipt was granted

Report how and when goods were loaded and exact location (stowage) in receiving carrier;

discuss with vessel matters of stability, angle of repose, flow moisture point, shifting boards,

etc.

Report type, name and/or number of receiving carrier and where goods were located prior to

loading

Immediately report from the job site to the appropriate office any abnormalities such as

damage, loss of material, improper stowing, delays in loading, etc.; cameras may be used to

document the circumstances

Maintain a time log which should include time and date of loading, loading delays and reason

for delays, description of loading gear/apparatus, weather conditions, rainfall, dust

suppression, wind-waste, remainder on wharf, etc.

LOSS PERVENTION SERVICES

We are providing Loss Prevention Service to our valued clients. At AACILA, we are committed to

claims prevention for P&I, Underwriters, Insurance through Our supervision and inspection

actions. It is our goal and objective to provide P&I and their members.

AACILA's cargo claim surveys, loading cargo tally of bags, draft survey for cargo in bulk, unloading

supervision onboard for P&I, underwriters, fleet-owners, operators, management and Insurance

companies, others. We aim to provide the highest level of service on Loss Prevention. Our

adjusters and Surveyors are not only well experienced but also surveying experience, claims

matter etc.

CARGO LOSS PREVENTION

At the load port, recommendations include checking the condition of the cargo prior to loading,

taking draught surveys, quantity tally, weigh (gross, net), moisture measurement, watch keeping

of weather, broken and torn rejection, checking condition of ventilation of ship holds, holds

cleanness, watertight of hatch covers, and carefully agreeing a loading plan with the shippers and

terminal, lashing and securing supervision, stowage order in order, fumigation witness, sampling,

sealing etc., to control all of actions loading of cargo on board is to come “defect zero” .

Surveyors recommend to Crew, during the voyage, the lashing and stowage of the cargo should

be checked, bilges sounded regularly and ventilation maintained in accordance with chartered'

instructions and the needs of the particular cargo.

At the discharge port, an arrival draft survey is important and also discharging supervision,

quantity tally, weigh to collected spill cargo, collecting of out-turn report and cargo report),

calculating quantity of cargo received by consignee to B/L quantity. Hatches should not be

opened until the bill of lading has been produced and all other conditions have been agreed.
