Role Purpose

To ensure all HWRCs are being operated and maintained in a safe and professional manner, in accordance with their Waste Management Licences, Planning Permissions, FCC policies and contractual requirements between FCC

and Barnsley, Doncaster and Rotherham Councils, along with any schemes or initiatives brought in by FCC and the BDR Partnership.

Key Responsibilities

To ensure that all operations are carried out in a safe manner and in adherence to company and H&S legislation.

Ensure all legislative Duty of Care, Waste Carriers Certification and Consignment Note requirements/checks, along with the associated paperwork, is completed properly.

To control and co-ordinate the safe and efficient operation of the sites in accordance with management instructions, Health and Safety and legislative requirements.

To coordinate all site activities so as to ensure that operations are delivered efficiently, including the management of sub-contractors on site.

To manage and coordinate site staff so as to ensure that the sites are appropriately manned at all times including:

a) Staff rosters and the provision of cover for planned/unplanned absenceb) Induction of temporary labour and visitorsc) Employee relations issues

To ensure that the Contract reporting requirements and procedures are adhered to at all times.

To ensure that all plant and equipment at the Centres are safe, appropriate and maintained in accordance with all health and safety regulations, as well as ensure that all daily checks and records are carried out.

To report to the Contract Manager and /or Area Manager any breach of rules, act of dishonesty, malpractice or corruption by any Contractor, visitor, or member of staff.

To manage and report the Contract performance in line with the Performance and Unavailability Framework as set out in the Contract

between FCC environment and the BDR Partnership for the operation of the Household Waste Recycling Centres.

To monitor and ensure that all site personnel use the contract iPad devices.

To ensure that all reporting systems are followed including the recording of all operational staff working hours.

To ensure that all sites are operated and managed in line with company systems and procedures.

To actively work with site operational staff to increase recycling rates at the sites.

To monitor and control all operational spend so as to ensure that budgets are not exceeded.

To liaise with Council Officers so as to ensure that the service provided to the Council is in line with the Contract specification.

To ensure that all accidents, near misses or dangerous occurrences are recorded and investigated in accordance with FCC’s procedures, including any violence, threats or acts of intimidation.

Ensure regular meetings/toolbox talks take place with employees to encourage feedback and to share new ideas in a consistent way

Identify any training needs in liaison with the Health & Safety and Training Department.

To ensure that all site personnel are wearing issued uniforms and the correct PPE at all times.

Qualifications and Experience (preferred)

At least 3 years experience of the waste management industry.

3 years in a supervisory role (desirable).

Qualified to A Level standard or equivalent.

Must hold a current driving licence.

Other Information

Location – BDR HWRC’s – The post holder will be required to oversee 6 or more HWRC’s within the Doncaster, Barnsley and Rotherham Area. The post holder will be primarily responsible for the Doncaster HWRC’s but will cover the Barnsley & Rotherham HWRCs as required.

This job title and job description are a generalised indication of your duties, but these are not intended to be restrictive and on occasions you may be required to undertake such other duties which Management feels are within your capability but beyond the confines of your normal job.

It will be a condition of your employment that you will work reasonable overtime if required to do so.

Training will be required & provided for this role and the post holder will be expected to attend training as deemed necessary for the safe and efficient operation of the site.

You may be expected to work on different FCC sites during your employment as deemed reasonable by management.

Direct reports - HWRC Site operatives (Doncaster) and HWRC Team Leaders (Doncaster).
