Robredo inaasahan ni P. Noyna mapapaganda ang local government

ANG target na dapat makolekta ng Bureau of Internal Revenue (BIR) sa ngayong katapusan ngtaong 2010 ay P830 bilyon.

Ito ay itinakda ng Department of Finance (DoF)para sa BIR. Hindi na ito babaguhin ng bagongpinuno ng BIR na si Commissioner Kim Jacinto-Henares dahil kumbinsido siyang may batayanang nasabing tudla.

Idiniin ni Henares na ang dapat gawin ng BIRay gawin ang lahat ng paraang aprubado ng batasupang makamit ang P830 bilyon.

Isa na rito ang pagpapahusay sa pamamahalang Large Taxpayers Service (LTS) ng BIR. Ang LTS

ay unit sa BIR na ang focus ng trabaho aykolektahin ang buwis na ibinabayad ng mga  bilyonaryo at milyonaryo.

Malaki ang naitutulong ng LTS, ito ay dahil  bulto ng kita sa buwis ay galing dito.

Ang gustong mangyari ni Henares ay ayusinang datos nito. Ibig sabihin, idagdag sa listahanng LTS ang mga bilyonaryo at milyonaryong walasa nasabing listahan kabilang na ang mga artistaat mga may-ari ng mga bahay-aliwan.

Ang isa pang paraan ay ang pagtigil sakurapsiyon sa pamahalaan kabilang na sa BIR.Tiyak ako na malaking halaga ang makukolektang buwis.

Ang BIR ay ang pangunahing organo ngpamahalaan sa pangungolekta ng buwis.

Malaking hamon ito sa mga taga-BIR.Ngunit ang mas malaking hamon sa kanila ay

ang mismong paglilinis ng sariling bakuran, angpagtanggal ng kurapsiyon sa BIR, ang paghahablasa mga magnanakaw sa BIR.

Sa totoo lang, ito ang gusto ni PangulongBenigno Simeon Cojuangco Aquino III—angmatanggal ang kurapsiyon sa pamahalaan.

Ito’y dahil lubos na niniwala si Aquino na kungmawawala ang kurapsiyon, mawawala na rin angmahihirap.

Ibig sabihin, sa halip na mapunta sa kamayng mga magnanakaw sa pamahalaan ang kabangyaman ng gobyerno ay ilaan sa mga programa atproyekto ng administrasyong Aquino upangmaiangat ang buhay ng mga mahihirap.

Madali bang sabihin, ngunit mahirapmaisakatuparan tulad ng pinaniniwalaan ngmarami?

Hindi. Ang dapat lang gawin ni Henares aytututuhanin niya ang paglaban sa mga corrupt.

LET’S put it in a simple phrase: Vegetable smug-gling kills local farming industry.

It’s that easy. Onion and vegetable farmers in cen-tral and northern Luzon have expressed optimismthat newly appointed Agriculture Secretary Proceso

Alcala will protect the interests of local farmers andadopt an “iron-fist” in dealing with  big-time smugglers who have been  blamed for destroying the livelihoodof more than 500,000 farmers andtheir families.

The farmers also lauded President Noynoy Aquinofor appointing Alcala, a farmer himself and formergovernor of the province of Quezon, whom they de-

scribed as “an official with a proven-track record of incorruptible pubic service and who understandsthat “the livelihood of farmers is the backbone of oureconomy.”

Magtanggol Alvarez, founding president of the

Union of Growers and Traders of Onions of the Phil-ippines (UGAT), said his group aswell as vegetable growers all overLuzon and the Ilocos region werehopeful that Alcala will be their ally

in fighting the well-entrenched smugglers and cor-rupt Customs officials whom they called as the “in-curable pests” that is killing the onion industry.

Alvarez, who hails from Bongabon, Nueva Ecija,considered as the onion basket of the country, be-lieve that Alcala will succeed where his predeces-sors have failed—put an end to the corruption andirregularities in the issuance of import permits bythe BPI.

In the past few years, thousands of metric tons of smuggled onions from China and India aboard 40-footer container vans have been intercepted at theManila International Container Port (MICP), South

Harbor including the ports in Subic and Batangas  but ultimately found their way to Divisoria and otherpublic markets of the country.

This unabated smuggling and dumping of sub-standard onions that have not passed quarantineand phyto-sanitary inspection for their harmful

pests residues are blamed by local farmers for theabnormally depressed price of onions that deprivethem of profits from their hard labor in growingtheir crops.

Alvarez believes that with Secretary Alcala, theonion industry and the vegetable growers in theCordilleras will be able to recover this year and see amore stable future for their families.

Yield arms before peace talks – gov’tDEFENSE Secretary Voltaire Gazmin bared

that peace talks would not resume unless thecommunist New People’s Army (NPA) rebels

lay down their arms and yield to the govern-ment.

Gazmin said there would always be athreat as long as the other side has firearms.

“Let’s proceed the talk without arms,”Gazmin stressed.

He admitted that the NPA remained a threatto the government.

“Everything should be within the frame-work of the Constitution. That’s non-nego-tiable,” said Gazmin, former chief of the

Philippine Army.Gazmin said President Aquino's march-

ing order was to “really sit down and talk,

continue until such time peace is sustained.”“What we will do is to really sit down

with the opposing forces, rebels, and get tothe bottom of what is happening, what theywant, what is needed to accomplish the mis-sion, the peace that we are longing for,”Gazmin explained.

He said he was hopeful that the peace talkswould move, despite obstacles the negotia-tions encountered in the past administration.

Aquino may tap nuclear energyPRESIDENT Aquino will

look into the possibility of tap-ping nuclear energy for power.

During his first commandconference in Quezon City yes-terday, Aquino said he stillawaits the recommendation of the Department of Energy (DOE)about the possibility of the coun-try going nuclear for energy.

He acknowledged receivingreports that a foreign entity isinterested in helping bring

nuclear power to the Philip-pines.He manifested openness to

tapping nuclear energy as pro-  jections show the country’spower demand will increase inyears to come.

Authorities already cau-tioned against totally depend-ing on hydropower noting thefluctuating supply of waterneeded to produce power.

Environmental experts noted

that global warming and natu-ral phenomenon like El Niñoaffect the supply of water forpower generation and house-hold use.

Experts are also discourag-ing the production of powerfrom coal plants to lessen envi-ronmental pollution.

Aquino said he is not keenabout ordering the operation of the mothballed Bataan NuclearPower Plant (BNPP). He cited

BNPP’s proximity to Mt.Pinatubo raises concern aboutthe safety of the facility.

Mt. Pinatubo erupted in theearly 1990s after being dormantfor over 500 years. Its explosionaltered the landscape of Cen-tral Luzon and spewed ash thatspread across the world.

Experts consider this explo-sion as the world’s secondstrongest in the 20th century.

PRESIDENT Aquino hasplaced on priority list the sol-diers’ welfare and benefits ashe presided over his first com-mand conference with theArmed Forces of the Philip-pines (AFP) yesterday atCamp Aguinaldo.

The president conveyed tothe AFP leaders his concernsover the pace of delivery of sol-diers’ benefits especially forthose personnel killed in action.

He said that as far as he

knew there were arrears in  benefit payments fromMalacanang, which has setaside portions of thePresident’s Social Fund asassistance to AFP members

killed while on duty.He said he was meetingwith the heads of the Depart-ment of Budget and Manage-ment and the PresidentialManagement Staff to deter-mine the status of undeliv-ered assistance to slain sol-diers and their families anddependents.

in action. This was promisedin 2000 and is now a sizeableamount. I will be consultingwith the DBM this afternoonand the PMS that managesthe fund to ensure na ‘yung

During the command con-ference, the president alsotackled the issue of the AFPmodernization, assuring themilitary that he is now look-ing into the problems that are  besetting the program, par-ticularly those that hinder itsfunding.

QUEZON City Mayor HerbertBautista has ordered the imme-diate declogging of the city’swaterways to prevent massiveflooding during heavy rains.

Bautista issued the order to theCity Engineering Departmentand Environment Protection andWaste Management Departmentstressing the need to fast tracktheir cleanup efforts, particularlyin the flood-prone areas, to keepthe city safe from flashfloods.

He said a cleanup of thewaterways is the best prepa-

ration for flood control in thelow-lying areas.During his term as vice mayor,

Bautista created the RiverwaysSanitation Services and SagipBatis, which were both aimed atimplementing on a regular ba-sis the removal of solid wastesthat had accumulated or weredumped on the waterways.

Luistro vows to streamlineDepEd to save funds

EDUCATION SecretaryBro. Armin Luistro vowedto streamline the bloated

 bureaucracy at the Depart-ment of Education (DepEd)to implement an efficientand effective spending of public funds and to maxi-mize the use of the limited  budget of DepEd.

Luistro said the stream-lining were among the ar-eas and issues that is nowthe subject of review andstudy of his administration.

This is aside from themarching order he got from

President Aquino to ad-dress within two years theshortages in classrooms,

teachers and schools’ sani-tary facilities.

Luistro acknowledged

that the bulk of DepEd bud-get or more than 80 percentgoes to salary and wages of personnel that include al-most half a million teach-ers and almost 50,000 non-teaching personnel, includ-ing officials and rank-and-file employees.

Earlier, Lawyer DomingoAlidon, president of the40,000-strong DepEd – Na-tional Employees Union(NEU), disclosed that there

have been attempt to perpe-trate “midnight appoint-ments” at DepEd.

Apparently, both the victim and kill-ers had known each other and “werefriends,” Conejos said.

The victim had just availed a loan

God expected this kind of generosity from Hispeople. In Deuteronomy 15, Moses emphasizedthe reality of poverty and how the more affluentmust deal with it. They were warned of four dan-gers:

A hard heart, ignoring the needs of the poor(v.7).

A closed hand, withholding what the poor lacked(v.7).

An evil thought, hesitating or refusing to loanmoney to the poor because the year of cancelingdebts was nearing (v.9).

A grudging spirit, a reluctance to satisfy theneeds of the poor among them (v.10). Not onlywere they warned about selfishness, but moreimportant, they were encouraged to be spontane-ously generous (vv.8,10,11).

Among God’s people, there must always be aspirit of generosity toward the poor. Let’s open ourhearts and our hands.
