Objective of Community Youth Football

With a constructive program of instruction in the sports of football and cheerleading for the youth of the community, our objectives are to:

1. Improve the physical health of our youth with a coordinated program of conditioning, training and exercise that emphasizes participation and safety.

2. Enhance the psychological well-being of our youth by stressing positive self-image, participation and fairness.

3. Teach our youth social skills such as teamwork, sportsmanship in competition, appropriate behavior and common decency.

4. Help our youth appreciate the value of personal effort and dedication to a team effort.

5. Show our youth how to judge others without bias.

Member Responsibilities

We, the adults who choose to join Community Youth Football, understand our success in working toward these objectives requires each of us to:

1. Encourage the greatest possible participation by each and every player and cheerleader.

2. Show fairness in all our words and actions.

3. Be an example of good sportsmanship.

4. Teach respect of officials and fair play.

5. Not to use profane or insulting language.

We know that:

1. We serve without financial compensation.

2. We must work with all other members of our team organization.

3. We must communicate both criticism and compliments to the other members of our team organization.

4. We must work out any differences when the children are not present.

5. We must remember our objectives.

SECTION 1: POLICIES AND PROCEDURES

Policies and Procedures of Community Youth Football League

League Organization

1. The league shall be named the Community Youth Football League and shall be organized under the Community Youth Football League, Inc. and shall operate under the direction of the Board of Directors of Community Youth Football League. In this book, CYFL shall mean Community Youth Football League, League Board shall mean the Board of Directors of Community Youth Football League, League shall mean Community Youth Football League and CYFL, Inc. shall mean Community Youth Football League, Inc.

2. The League shall consist of the teams chartered by CYFL, Inc., which shall include the five teams represented by the incorporators of the CYFL, INC., and any teams subsequently chartered by the League Board unless and until the charter of any team organization is revoked by the League Board under the procedures established in Policies and Procedures for CYFL, Inc. If the charter of a team organization is revoked that team shall cease to be a member of the League and of CYFL, Inc. from date of revocation. See page 8, Definitions, for incorporating towns and current chartered members.

3. Each team organization shall be responsible for determining the structure of its governance and operation. However, the policies, procedures and structure of each team organization must:

A. Be in accord with the philosophy and procedures of the CYFL, Inc.

B. Include a Board of Directors responsible for managing the business affairs of the team organization.

C. Have a treasurer responsible for maintenance of financial records, proper preservation and disbursement of any and all money in the team treasury.

D. Not allow the treasurer to also be an executive of the team, and

E. Manage available resources in a responsible manner to keep the organization in sound financial condition.

4. The League shall be governed by the League Board, which shall consist of two voting representatives from each team with a charter in good standing as a member of the CYFL. The selection of the two voting representatives shall be determined by the rules and regulations of each team.

5. No CYFL Executive Board member can represent a chartered team.

6. If a voting representative of a team is unable to attend a meeting, an alternate voting representative selected by the directors of that team can attend that meeting of the League Board and can vote in the stead of the absent representative. Absentee and proxy votes are not valid and shall not be included in the count of votes on any motion and shall not be included in the minutes of any meeting.

7. Attendance shall be recorded in the League Board meeting minutes. Attendance of at least one representative of a town is required at each scheduled meeting. If a town fails to send a representative, the first offense will incur a warning. If a town fails to send a representative to a second meeting, or any other meeting within in the same year (January till November), the team will be fined $50 (fifty dollars) payable to the CYFL, Inc.

8. The League Board shall be responsible for:

A. Managing the business affairs of the League.

B. Managing available resources in a responsible manner to keep the League in sound financial condition.

C. Preparing the League Rulebook.

D. Determining the interpretation of any rule or regulation in the League Rule Book.

E. Receiving any dispute or complaint alleging violation of League rules and/or standards.

F. Assigning to a neutral party the investigation of any dispute or complaint alleging violation of League rules and/or standards.

G. Adjudicating any dispute or complaint alleging violation of League rules and/or standards.

H. Imposing penalties, suspensions, dismissals, revocation or other penalties as provided for in this rulebook when it is determined by the League Board that an organization, an individual or a group of individuals has violate League rules and/or standards.

I. Referring to the board of directors of a team organization any dispute or complaint that does not violate League rules and/or standards but may violate the organization’s rules and/or standards.

J. Arbitrating any dispute or complaint within a team if requested to do so by all involved parties.

K. Setting requirements team organizations must meet to obtain and retain a League charter.

i) All requirements must be contained in the League Rule Book or on a written list available from the League secretary.

ii) Determining whether a team organization fulfills the requirements for obtaining or retaining a charter.

iii) Issuing a charter to each team that satisfies the requirements for retaining a charter.

iv) At the discretion of the League Board, issuing a charter to each team that satisfies the requirements for obtaining a charter.

L. Establishing by June 1 of each year, the schedule of times and locations of league games to be played for that year.

M. Setting requirements for practices, equipment, facilities and insurance required prior to and during team practice and during participation in any game or event associated with CYFL or CYFL, Inc.

N. Conducting player/cheerleading certification. During this process, 2 members, not from the team being certified, will verify that each team member’s application contains all the elements listed in the Registration: no. Section 5 Paragraphs B through F.

9. The League Board shall:

A. Conduct its meeting in accord with Robert’s Rules of Order.

B. Have a minimum of ten (10) meetings per year.

C. Elect officers including but not limited to president, vice president, secretary, treasurer, official’s coordinator, and insurance coordinator. The treasurer shall not be president or vice president. The term of the officers shall be twelve months from November 1 to October 31 of the following year.

D. Maintain a list of names, addresses and telephone numbers of League Board members.

E. Maintain a list of names, addresses and telephone numbers of members of team organizations to the extent possible with the cooperation of team organizations.

F. Not release to any non-affiliated individual, group or corporation the list of League Board members or the list of members of team organizations without prior approval by vote of the members on the respective list.

10. Complaints

A. The League Board shall receive and process complaints in a timely manner.

B. All complaints filed with regards to violations by a team or teams belonging to the CYFL must be submitted in writing to the President, with copies to the executive board and all parties involved.

C. A due process hearing will be held in accordance to the Due Process Hearing Section 10 of this rulebook.

D. If the infraction requires action, a due process hearing shall be held, dependent on the infraction, no more than 1 month after receipt of the complaint. In the case of Infractions, such as violation of participation rules, that impacts the season; a due process hearing shall be held within the week prior to the next game or activity.

11. Penalties Assessed by the CYFL

A. Teams found in violation of CYFL rules will be assessed a penalty commiserate with the offense. CYFL penalties are as follows:

i) Fines imposed by the CYFL shall be limited to attendance as set forth in paragraph 6 of this rulebook and Section 8, Rules for League Games, paragraph 10.

ii) Probation (1) Term: The term of probation will be no longer than one year and shall

consist of 12 months from time of assessment.

(2) Conditions: The team on probation must abide by CYFL rules and decisions. This is to include, but is not limited to:

(a) Zero Tolerance Policy

(b) Paying Charter, Insurance and any other fees to the CYFL in a timely

manner. Note: If unable to pay due to financial stress, notify treasurer in a timely manner.

(c) Abide by attendance rules at CYFL meetings

(3) If conditions of probation are met: A team on probation meeting all

requirements and not having any outstanding complaints at end of term will have probation removed.

(4) Consequences:

If the team is found to be in violation of probation, the following will occur:

(a) The team board, as well as all members of the CYFL governing board, will be notified, in writing of the violation.

(b) Due Process Hearing will be scheduled. Dependent on the infraction and impact as to the time of this meeting, however it shall be held no later than 1 month after the problem has been accessed.

(5) Violation of CYFL rules during probation can result in revocation of the team’s charter with the CYFL. However determination of violation and consequences will not be made until the due process hearing has convened.

iii) Suspension or revocation of a team’s charter

Definitions

CYFL, Inc. Community Youth Football League, Incorporated

Team Also referenced as Town, a football/cheerleading organization chartered under the CYFL.

Teams of Incorporation Avon, Caledonia-Mumford, Dansville, LeRoy, Livonia

Charter Teams Bath, Canisteo, Genesee Valley Bills, Hornell, Geneseo, Warsaw, Wayland-Cohocton, Wellsville, York

Division A group of teams, who by geographical proximity, are considered a group whose head to head competition determines what squad on the team participates in the championship game. A team’s division assignment shall be determined by the CYFL yearly.

Squad A set of participants who, by basis of age and weight, form a group of football or cheerleaders that compete against other groups with the same assignment.

SECTION 2: RULES OF AFFILIATION

Community Youth Football League Rules of Affiliation

1. On or before February 1, the Board of Directors of each organization shall submit to the League Board a completed official application for a charter, a list of the members of the Board of Directors and proof of adequate insurance coverage (See paragraph 9 of this section for required coverage).

2. The League Board shall not terminate or refuse to renew an organization’s charter except for reasons specifically included in this rulebook or for actions determined by the League board to be egregiously contrary to the purposes and/or philosophy of Community Youth Football.

3. On or before February 1, payment of the annual charter renewal fee is due in the amount established by the league Board. The annual charter renewal fee shall be the same for each team and shall not be determined by the size of an organization’s program or the enrollment in the program.

4. For any organization making an initial application for a charter from CYFL, Inc. payment of a charter origination fee in the amount of $450.00 shall accompany the application. For any organization making an initial application, payment of a charter renewal fee shall not be required for the first year of affiliation.

5. Each team organization shall select a board of directors to manage the business affairs of the organization and assure that all actions and activities of the organization are in compliance with this rulebook and consistent with the philosophy and goals of the Community Youth Football League. The method of selection of the board of directors shall be determined by the by-laws of the organization and shall be consistent with the philosophy of the Community Youth Football League. Each team organization shall provide the secretary of the League Board with a list of the names, addresses and telephone numbers of members of the organization’s board of directors with the application for a charter and shall notify the secretary of the League Board within two weeks of any changes in board members during the term of the charter.

6. A quorum of the board of directors of each organization shall meet to manage the business affairs of the organization a minimum of ten (10) times a year.

7. Each team organization shall be responsible for maintaining its fiscal integrity and financial solvency. For each team organization, the board of directors shall elect a treasurer who will be responsible for depositing all monies collected in the name of the organization in a federally insured financial institution, disbursing of those monies for expenses properly incurred by the organization and expressly approved by the organization’s board of directors, maintaining adequate financial records, reporting of any and all financial transactions at each official meeting of the organization board of directors, and having all financial records available for audit at the request of the organization’s board of directors within two weeks of receipt of the request.

8. The offering and/or sale of any product or service by any organization or individual

affiliated with CYFL shall be legal and ethical and shall accurately state the nature and cost of the product or service. All funds solicited, donated or collected in the name of a team organization shall be the property of that team organization and shall only be disbursed by the treasurer to individuals, corporations or other entities as approved by the board of directors of the team organization.

9. Each team organization shall obtain and have in effect adequate insurance coverage during any activity, which is, or may be associated with Community Youth Football, Inc. or any of its affiliates. The coverage shall include all players, cheerleaders, coaches, managers, and members of board of directors, sponsors and any other participants deemed necessary by the League Board. The type and amount of adequate insurance coverage shall be determined by the League Board and shall include:

A. Liability and insurance, including coverage for suits involving injury to participants in any League activity in the amount of one million dollars ($1,000,000) or more.

B. An Accident Insurance Policy acceptable to the league Board with coverage equal to or better than the coverage limits established by the League Board. Failure to have adequate insurance coverage in force during any activity, which is or maybe associated with CYFL, INC., is full and adequate reason for the League board to suspend and/revoke the charter of and League affiliation with any organization.

10. Each team organization shall select an insurance facilitator who shall be responsible for:

A. Submitting the League insurance coordinator of an accident report within seven days of the accident.

B. Obtaining any forms necessary for filing a claim against any insurance covering the Team organization or the League.

C. Assisting any claimant with proper and complete filing of a claim regardless of the merit of the claim.

D. Forwarding to the League insurance coordinator any forms filing a claim against any insurance coverage issued to the League and retaining a copy of each filed claim for a period determined to be appropriate by the insurance carrier.

E. Submitting to the appropriate insurance carrier any forms filing a claim against any insurance coverage issued to the team organizations and maintaining a copy of each filed claim for a period determined to be appropriate by the insurance carrier.

F. Denying access to any records relating to a claim except as determined to be appropriate by the League insurance coordinator and/or insurance carrier.

11. Each team organization shall establish in writing procedures for receiving and investigating any complaints or allegations of violation of either League or team rules and for arbitrating and/or adjudicating such complaints or allegations of violations of team rules and for referring allegations of violation of League rules to the League Board.

12. Each team organization shall register its name, colors and brief description of their

uniforms with the league Board. No two teams may have similar names or uniforms. The league Board shall resolve any disputes about team names or uniforms between two or more organizations. The decision of the League Board shall be binding on all parties involved.

13. The terms Community Youth Football, Community Youth Football League, CYFL and Community Youth Football League, Inc. are copyrighted, and no team, organization, group or individual with or without application or payment of fee shall claim or represent itself as associated with or affiliated with Community Youth Football until it has received an official charter and as long as the organization and its charter remain in good standing as determined by the League Board.

14. All patches, certificates, statues, plaques and insignia distributed by any representative of CYFL and the method of distributing same shall be consistent with the purposes and philosophy of Community Youth Football.

15. Except when giving an award or recognition to an entire football team, cheerleading squad or coaching staff, no organization or individual acting as a representative of Community Youth Football shall give any participant or group of participants an award or any other recognition without the approval of the League Board. Approval shall not be required for recognition given as acknowledgment for products or services donated to the team organization.

16. Each team organization shall prepare and submit addresses and telephone numbers of the program directors, coaches and helpers to the secretary of the League Board prior to beginning team practices.

17. Each team organization shall prepare for each team in the organization a roster of players who have completed required conditioning and training and are eligible to play if requirements at weigh-in and for equipment are met. The rosters shall be sent to the secretary of the League Board prior to the first game.

18. All towns will be required to turn a copy of their 990 tax return form to the league Treasurer by February 15th.

SECTION 3: OFFICERS

President or Chief Officer

Purpose: Coordinate all portions of your organization’s program.

Ensure that all members of your organization exemplify the objectives and philosophy of Community Youth Football.

Insure that all members of your organization support the rules and regulations of CYFL and of the team organizations.

Facilitate communications within your organization.

Keep members of your organization and parents involved and informed.

Methods: Listen.

Set a personal example of behavior and speech supporting the objectives and philosophies of Community Youth Football.

Direct any criticism of rules and regulations personally and by members of your organization to positive efforts to change those rules and regulations in a timely manner and democratic manner.

Use established procedures for proposing the change of any rule or regulation.

Publicly accept the democratically determined rules and regulations of the League and the team organizations and support their enforcement.

In concert with the board of directors, direct the investigation of any allegation of violation of CYFL and/or team rules and/or regulations.

If the investigation finds significant evidence to support the allegation of violation, call and chair a meeting of the board of directors to hear and consider testimony and evidence and adjudicate the allegation.

If the board of directors votes to sustain the allegation, enforce the decision of the board of directors with the appropriate reprimand, suspension or dismissal.

For the team organization presidents, notify the president of the League Board of any allegation and of any subsequent investigation, hearing and/or board decisions related to the allegation.

Hold at least ten (10) meetings of your board of directors each year.

Delegate as much authority and work to as many individuals as possible while maintaining control and direction of your organization.

Establish necessary policies and procedures in writing and post for or distribute to all members affected. Have informal conversations with members of the organization and with parents at practice sessions and during games.

Have informational meetings for and distributes informational handouts to coaches, board members, other volunteers and parents as needed to keep them informed and involved.

Use established procedures for receiving and responding to complaints from members of your team organization, from parents of your participants, from members of other team organization and from the public. Facilitate communication between complainants and individuals identified in the complaint.

Vice President or Assistant to Chief Officer

Purpose and Methods: Assist the president/chief officer in successfully performing his/her responsibilities.

Keep adequately informed about the business affairs of the organization to be able to assume the duties of the president/chief officer of the organization.

At the request of the president and or chief officer, or when instructed to by a formal vote of the board of directors, assume the position and responsibilities of the president/chief officer of the organization.

Secretary

Purpose: Facilitate the work of the officers and the board of directors of the organization.

Methods: Prepare and retain written records of meetings of the board of directors.

Accurately record motions brought before the board of directors and the votes on those motions.

Maintain current copies of League and team organization rules team by-laws, papers of incorporation, League charter and other significant documentation.

Maintain a current list of names, addresses and telephone of organization members.

Prepare and mail correspondence as directed by the president/chief officer or the board of directors. Retain copies of all correspondence.

Treasurer

Purpose: Assist the officers and board of directors in maintaining the fiscal integrity and financial solvency of the organization.

Methods: Maintain accurate and current records of receipts, disbursements, fund balances and obligations due.

Receive and safely deposit all monies collected in the name of the organization.

Receive and present to the board of directors all bills claiming payment due from the organization.

Upon approval of the board of directors, disburse funds in a timely manner for obligations of the organization properly incurred.

At each meeting of the board of directors, inform the members of the financial condition of the organization.

Advise the board of directors on the ability of the organization to meet due and/or proposed obligations.

Complete and submit necessary financial forms to governmental agencies. Within two weeks of a written request from the board of directors, submit all requested financial records of the organization to the board of directors in such form that they might be audited.

League Insurance Coordinator

Purpose: Expedite the filing and payment of appropriate insurance claims.

Assist participants and/or their parents in obtaining timely payment of justifiable claims.

Methods: Provide the insurance coordinator for each team organization with the forms necessary for filing a claim.

As requested, assist the team’s insurance coordinator with the proper completion

Act as a liaison between the League and the insurance carrier and/or agent.

Receive accident reports.

Respond to complaints about amounts or delays in payment of claims.

Receive and retain copies of forms completed and submitted for claims.

Notify the President of the League Board of any unusual pattern of injuries.

If a town fails to send their accident report, within three business days, the team will be fines $50 (Fifty dollars) payable to CYFL, Inc.

Cheerleading Coordinator Committee

Purpose: The committee reviews and makes recommendations to the CYFL on matters pertaining to the CYFL Cheerleaders.

Methods: Annually review all cheerleading rules against NHFS and Section 5 rulebooks.

Recommend cheerleading rules for adoption by the CYFL.

Methods: Organize the annual Cheerleading Competition.

Obtain at least 3 (three quotes) for each vendor.

Obtain facilities quotes, which include breakdown of cost and restrictions.

Recommend any changes to format and/or rules for annual Cheerleading Competition.

Present all quotes and recommendations to the CYFL governing board for approval, being prepared to explain in detail.

Coaches of Football Players and Cheerleaders

Purpose: Develop and nurture a positive attitude and a positive self-image in all players/cheerleaders.

Direct the conditioning and training of each player/cheerleader to improve their endurance, resistance to injury, physical health and coordination.

Improve each player’s/cheerleader understands of teamwork and sportsmanship.

Method: Require players to complete adequate conditioning prior to practices involving physical contact.

Supervise proper stretching and warm-up of players/cheerleaders prior to each practice and game.

Plan conditioning and practice appropriate for the weather.

For football, conduct conditioning and practice all of the Coaches on the practice

field is a certified EMT or is certified in American Red Cross First Aid. Training in American Red Cross or American Heart Associated adult/child CPR and AED is mandatory. This is mandatory for cheerleading warm-up and practice too.

Teach the proper use of equipment.

Provide the president and/or athletic director and/or cheerleading coordinator with a list of any defective or needed equipment.

Stress positive and constructive criticism with an emphasis on how to do it right, not how you did it wrong. If a player/cheerleader consistently makes the same mistake, discuss the problem with player/cheerleader after practice.

Compliment effort, dedication and improvement by even the poorest players/cheerleaders.

Encourage ball carriers and tacklers to compliment the other members of the team who made the play successful.

Encourage cheerleaders to compliment all of the members of the squad for the success of a routine.

Make the extra effort to treat all players/cheerleaders equally.

When the number of players is adequate, make each player the member of a squad.

Involve the other coaches, president and/or athletic director in solving any persistent behavioral problems with one or more of the participants.

Make your actions; language and dress during the game exemplify the ideals of CYFL.

Constructively criticize any player whose language and/or actions are not appropriate in CYFL football.

Notify an official of the League or the team organization if a spectator’s behavior is not appropriate.

If needed, know and use the proper channels for protesting actions by the other team or by game officials.

As required by either the League Board or governmental agencies, obtain necessary NYSCA certifications.

If required by either the League Board or governmental agencies, complete and submit a clearance form to the secretary of your organization to be forwarded to the New York State Department of Social Services.

Boundary Courtesy-If a child attempts to register in a town they do not live and there is an established team in their town of residence the team will provide the parents with contact information for the town the child resides, this will enable the family to make an informed decision. This is for new registrants only.

Head Coach

One required for each football team/cheerleading squad in the organization.

Purpose: Coordinate the activities of all the coaches for a team/squad.

Determine that the activities planned are appropriate for the condition and experience of the players/cheerleaders, the equipment available, the weather conditions and the teaching of the principles of CYFL.

Act as the representative of your team organization when your team/squad is on the playing field.

Facilitate communications within the team organization.

Method: Be of good moral character and at least 18 years of age for head football coach and at least 18 years of age for head cheerleading coach. However each local town may incorporate their own rule regarding the age of the head coach.

Meet with your assistant coaches and helpers prior to the first day of practice and outline objective for the year and the methods to be used to reach those objectives. Discuss and review the plan with the coaches and helpers.

Use your experience in coaching to determine what is appropriate for players/cheerleaders of the age and size of those on your team. If you are uncertain about any part of your program, discuss it with the president, the athletic director, and the director of cheerleading and/or coaches of the other teams in your organization.

Meet with your coaches and helpers before each practice to discuss the activities planned for that day. Be certain they are appropriate for the weather.

When your team/squad is on the playing field, maintain control of your team’s squad’s activities and the behavior of the players/cheerleader, the assistant coaches and helpers. Be the team’s squad’s representative in discussions with game officials, and be the only member to request a review of an official’s ruling during a game.

If you disagree with a decision, do not contest it during the game, but refer the problem to the president of your organization to request a formal review.

All coaches present at practices or games are required to be trained in First Aid and CPR / AED and the use of an AED.

Communicate the concerns of your coaches, helpers and players to the athletic director and/or president and board of directors of your organization and the concerns of the athletic director, president and board of directors to your coaches, helpers and/or players.

With the assistance of the other coaches, prepare a list of needed and desired equipment and submit it to the president of your organization.

Assist the president and/or athletic director in determining which coaches and helpers need or will need certifications to meet league requirements.

Provide necessary assistance to the president and board of directors in any investigation of any alleged violation of rules by a member of your team.

Athletic Director (optional) and Director of Cheerleading

If there is no athletic director, these responsibilities are assumed by the president.

Purpose: Coordinate the football programs or cheerleading program for your team organization.

Insure the programs under your supervision will effectively work toward the objectives of CYFL. Facilitate communications within your organization.

Methods: Good character, Athletic Director should be 21 or more and Director of Cheerleading should be 21 or more. Prior to the first practice session and periodically during the preseason and season, meet with the head coaches to discuss the progress and problems with the program for each team/squad.

Using your experience and that of the other coaches, provide each head coach with suggestions for dealing effectively with the problems.

Act as a liaison between the coaches and the president and board of directors of the team organization.

Provide the president with a list of the kinds and numbers of copies, needed of the regulation under which the team/squads are required to play/cheer, and distributes those copies to the head coaches. The team organization shall provide the copies needed.

Distribute to the head coaches any schedules, maps, announcements, circular, etc. to be provided to the players/cheerleaders.

Assist the president in prioritizing the proposed purchases of equipment and supplies for presentation to the board.

Attend the meetings of the board of directors as an ex officio member.

Assists the president and board of directors in the investigation of any allegation of violation of team and/or League rules and regulations.

Assist a head coach in the filing of a formal request for a review of a field official’s ruling.

Advise the president of any significant complaints by coaches, helpers, volunteers, parents or participants.

SECTION 4: ZERO TOLERANCE POLICY

In an effort to make youth football and youth cheerleading a more desirable and rewarding experience for all participants, the Community Youth Football League Board of Directors have instructed the participating local boards to adhere to certain points of emphasis relating to sportsmanship. This policy is designed to require all players, cheerleaders, coaches, helpers, officials, board members, administrators, parents and spectators to maintain a sportsmanlike and educational atmosphere before, during and after all CYFL functions (games, practices, competitions, etc.).

Thus, the following points of emphasis will be implemented:

PLAYERS / CHEERLEADERS

During games an On-Field Official or Judge will assess a Zero Tolerance un-sportsmanlike penalty whenever a player or cheerleader:

1. Openly disputes or argues any decision by an official or judge.

2. Uses obscene or vulgar language at any time, even if it is not directed at a particular person.

3. Visually demonstrates any sign of dissatisfaction with any official / judge’s decision.

1 Any time that a player or cheerleader persists in any of these actions, a game disqualification will be assessed and the appropriate paperwork will be submitted to the league president for further action. See Section 9 of this rulebook.

COACHES

2. Uses obscene or vulgar language in a boisterous manner to anyone at any time.

3. Visually demonstrates any sign of dissatisfaction with any official / judge’s decision, including intent to incite the officials, players or spectators.

OFFICIALS

Officials are required to conduct themselves in a business like, sportsmanlike, impartial and constructive manner at all times. The actions of officials must be above reproach. Actions such as baiting or inciting players or coaches are strictly prohibited.

On field officials are ambassadors of the game and must always conduct themselves with this responsibility in mind.

PARENTS / SPECTATORS

Parents / spectators will display appropriate behavior at all times. When parents / spectators display inappropriate and disruptive behavior that interferes with other spectators or the game, the game will be stopped for the purpose of removing the offender(s) from the spectator’s viewing and game area. Once removed, play will resume. Lost time will not be replaced and violators may be subject to further disciplinary action by the local governing board. This inappropriate and disruptive behavior shall include:

1. Use of obscene or vulgar language in a boisterous manner to anyone at any time.

2. Taunting of players, cheerleaders, coaches, officials or other spectators by means of baiting, ridiculing, threat of physical violence or physical violence.

3. Throwing of any object in the spectators viewing area, sidelines or playing field, directed in any manner as to create a safety hazard.

SECTION 5: REGISTRATION, AGE AND WEIGHT LIMITS

Registration

1. Prior to league roster certification, each team organization shall register young men and young women intending to participate as players or cheerleaders in CYFL. The general registration sessions shall include hours during the evening and/or during the weekend. Registrations of players/cheerleaders shall not be accepted after league certification except for registrants meeting guidelines established by the League Board.

2. Cheerleaders with one year prior experience at their age appropriate level are eligible to move up a squad level with approval of coaches and final approval from the Towns Head Cheer Coordinator. Example A flag Cheerleader with one year flag cheer experience can be moved up to Junior level, a Junior Cheerleader with one year cheer experience can move up to Senior level, a Senior Cheerleader with one year experience can be moved up to the Senior level. A senior cheerleader can be moved up to elite level with one year Senior Cheer experience. Keep in mind that ANY CHEERLEADER MOVED UP CAN NOT BE AN ACTIVE FLYER FOR THAT CHEER SEASON.

3. Registration of each young man or young woman shall be completed if:

A. One or more parents or legal guardians is present during the completion and submission of a registration form acceptable to the League Board, and

B. The applicant presents his/her birth certificate as proof of his/her birth date. A copy of this certificate shall be attached to the registration form

C. The applicant must provide a prior grade report or educational letter as proof of present grade.

D. The applicant submits a representative photo showing the face in adequate detail for identification, and

E. The parent or legal guardian of the applicant submits a signed consent form. The form shall be acceptable to the League Board and shall include acknowledgment of the risks associate with any sport involving physical contact or strenuous activities and shall indicate that the applicant’s school work has to be satisfactory, and

F. Physicals for participation in football or cheerleading may be scheduled at any time during the calendar year. To begin the season on August 1st, the participant most provide proof by submitting a form signed by a licensed physician or physician’s assistant stating in the physician’s opinion, the applicant is physically able to participate in football or cheerleading. The results of the physical shall be valid for a period of twelve (12) months. If the twelve-month period of the physical expires during the season, participants may complete the season and

G. The parent or guardian completes a form identifying any primary health/accident insurance coverage for the applicant, and

H. All fees have been paid in the amount specified on the schedule approved by the

board of directors of the team organization.

J. Each town team will be made up of players that are enrolled in that town’s school district. This will be called your “Home District” all other players must come from other “Open Districts, which are not represented by CYFL. If a player wishes to not participate for his or her “Home District”, but would like to play for a different CYFL team then he/she must obtain annual written consent signed by both towns and a copy filed with the league secretary. Players from “Open Districts” will not be allowed to change teams year to year without written permission from the town that the participant was registered to the previous season. This will be based on the 2010 and later certified rosters.

K. Any player that has moved into a district and was not participating in a CYFL organization, May registrar with a town after certification, must follow certification rules.

4. Prior to the first practice, each participant will be temporarily assigned to a football team or cheer squad.

The placement of a participant will initially be based on grade as determined by Table 1 Column 1. If a change of placement is necessary, it shall be within the limits set by Table 1 columns 2 & 3. Participants that are moved up a squad or team a grade early may not be moved back down for the remainder of their CYFL eligibility.

5. If requested by the parent or guardian and approved by the president of the team organization, a player may be assigned to another team only as a Bantam Player.

*An 8 year old in 2nd grade will be allowed to play Jr. Football or Cheerleading, providing they are 8 by November 30th.

*Pee wee program is up to each individual town

* Flag Football is to host and travel to all CYFL scheduled home and away games. Flag football is to follow all CYFL football rules.

~No member of the CYFL shall recommend or suggest that a participant lose weight to be eligible for a team or squad, and in no event shall participants be allowed to use rubber sweat suits, excessive layers of clothing, steam rooms, steam cabinets, hot tubs, medication, or significantly reduced water intake to reduce weight to be eligible to practice or play on any team.

~ Any child in weight 104 lbs. (Lock weight) or over for the Junior Squad and 129 (lock weight) for the Senior Squad must be given a interior lineman position and wear a number between 70 and 79. In event that more numbers are needed, use 90 series jersey. This must be noted on roster and monitor sheets.

6. Any assignment of a player not consistent with ages and weights defined in table 1 are not allowed. Children assigned to a squad not consistent with these specifications must be moved to the appropriate squad or that child is rendered ineligible to participate.

SECTION 6: FOOTBALL PRACTICE SESSIONS

Practice Sessions

For football, the regulations shall include:

1. Any formal meeting of the players for physical and/or mental training in the fundamentals of football shall be considered a practice session. Note: Football camps are not considered formal training sessions.

2. No practice session shall occur before the set date by CYFL.

3. No practice session shall occur without insurance in force as required under the Rules of Affiliation Section 2 Paragraph 9.

4. Each player shall have complied with all of the requirements of registration and have a satisfactory physical examination by a physician on file with the team organization as defined in the registration rules defined in Section 5 paragraph 4E.

5. All players shall be assigned to a team/squad as determined by REGISTRATION, SECTION 5,Table 1.

6. No player shall be excluded on the basis of tryout.

7. Practice sessions shall not exceed ten hours per week during the summer vacation and shall not exceed six (6) hours per week after Labor Day.

8. Games and scrimmages are not included in practice times.

9. Split sessions shall not be permitted.

Football Practice Sessions

For Practice Only

1. The board of directors for the team organization shall determine the maximum number of players assigned to each team but the number of players for each team shall not exceed fifty (50).

2. If the number of registrants for any team exceeds the permitted limit and if an adequate number of qualified assistant coaches and/or helpers can be assigned, the board of directors of the team organization may:

A. Direct the formation of a taxi squad. As members of a taxi squad, players are eligible to participate in pre-season and post-season scrimmages and games, but shall not play in scheduled League games. All members of the taxi squad must meet registration requirements and must be certified by the CYFL.

B. A member of the taxi squad may become a member of the regular squad of their age bracket only when a position becomes available on the regular squad due to injury or attrition renders a certified player unable to play for the remainder of the season.

3. A physician, Emergency Medical Technician or person currently certified in American Red Cross First Aid shall be present in the practice area.

4. Consistent with the requirements for play during games, practice shall be guided by the rules contained in the most recent edition of National Federation of State High School Associations Football Rulebook.

5. All equipment used shall meet or exceed the minimum requirements of New York Section 5, the latest edition of NFHS and the League Board.

6. All helmets shall have been reconditioned and recertified in accord with approved standards as defined by the manufacturer of the helmet.

7. Each player shall complete a minimum of ten (10) hours of conditioning practice prior to participating in practice involving physical contact. Any player with proof of recent participation in a contact sport under a recognized organization may be exempt from this requirement.

8. For all activities involving physical contact, all players shall be required to wear an approved helmet with attached mouthpiece, approved pads for shoulders, hips, kidneys, ribs, thighs and knees, pants, jockey briefs, practice jersey and either sneakers or shoes with molded or screw-in ½” cleats. The CYFL also recommends that the player wear an athletic supporter with cup.

9. All labels, writing, drawings and stickers on equipment shall be consistent with the philosophy and standards of CYFL. If helmet reward stickers are to be used, every player should receive an identical and equal amount

10. Any player participating in a modified school football program is ineligible for participation in the CYFL football.

SECTION 7: CERTIFICATION OF PLAYERS AND CHEERLEADERS

Teams requesting certification shall present the following:

A. Rosters at a minimum must have the following: All Rosters will be done on a uniform league wide roster form.

The town name and mascot (i.e.: Bulldogs, Knights)

Type of team (football or cheerleading)

Squad Assignment (Elite, Senior or Junior)

List of Head Coach, Assistant Coaches, Cheerleading Helpers, Water Boy, Ball Boy under the age of 16 (manager) and mascot with a minimum of their phone number, including area code, and their coaches certification number, or if a new member, expiration date of their certification. All levels of CYFL coaches must be certified. (elite, senior, junior, and flag)

* Helper for cheer must be 18 or under and in high school to be a Jr helper

Otherwise must certify as a coach

Alphabetical list of all players/cheerleaders with at a minimum address, phone number, date of birth and R-Regular Player and B-Bantam. Game jersey number and football player’s practice weight must be noted on roster.

B. Certification Paperwork:

Registration form with (see attachment 2) with all necessary signatures and insurance information.

Copy of certified birth certificate. Originals should not be used, as the certificate needs to be kept with team files.

C. Eligible Certification Persons:

League Board Members

Town Board Members and representatives pre-approved by the certifying teams and well advised of these rules.

D. Certification shall be held at a scheduled league board meeting prior to the first scheduled game.

E. Certification of Roster and individual players/cheerleaders

Town wishing to certify shall present roster and individual records to person(s) certifying the team. The league minutes for the month of August will include a list of all of the people who certify the rosters. The list will include which person certified which towns rosters.

The eligible person shall check each individual record for birth certificate, appropriate grade, and physical form against the team roster.

(1) If the player/cheerleader's paperwork is complete and there are no discrepancies, a check mark is put next to the player/cheerleader's name on the roster and the player's registration form is stamped certified and initialed.

(2) If there is a discrepancy between the roster and the child's individual registration paperwork (i.e. typographical errors), the person certifying shall alert that town's secretary to have the roster corrected.

If the birth certificate and physical form is missing or incomplete, that player/cheerleaders forms will be pulled out of the book or folder of the team, a note attached stating the discrepancy and a (I-incomplete) put next to the

participant's name on the roster.

If a birth certificate has been altered in any fashion, that child's record is to be pulled, and the town president and the certifying town's president should be notified immediately. This child is ineligible to play and the town may be subject to disciplinary action.

F. Once each individual on the roster has been certified, stamping the bottom of the roster and the person certifying the roster initialing it certifies the roster itself.

The certified town shall provide each town president, the league president, the league secretary and the league treasurer a copy of the certified roster.

A child not meeting certification requirements and hence meeting the requirements must be certified within 5 business days of roster certification. A town wishing to certify a child previously ineligible must present both the certified roster and the child in questions paperwork to a league representative of another town or one of the league executive board members for certification.

If the child in question meets certification requirements, the certifying member shall stamp that child’s registration form and cross off the “I” next to the child’s name on the roster and initial it.

No player/cheerleader can be certified after the 5 business days have expired. If a child does not become certified, that child's name should be crossed off (one line through ONLY) from the roster.

Once these changes are made, another copy of the registration will be made of the roster and given to the league treasurer, secretary and all towns

SECTION 8: SCHEDULE, REQUIREMENTS AND ELIGIBILITY

Game Schedule

Regular season games shall be played starting at 12:00 noon on the date indicated on the schedule prepared by the League board except:

1. When both team organizations agree to change the starting time, they must notify the League President and the CYFL Section 5 Representative in adequate time to arrange for coverage of altered schedule by game officials, or

2. When both team organizations agree to change the scheduled date to the Friday or Saturday night must receive League Board approval prior to September 1.

3. Games shall be played in the sequence ‘Jr’ squad and ‘Sr’ squad unless both team organizations agree to change the sequence and notify the League President in adequate time to arrange with game officials for the altered sequence. The only delays allowed between games are adequate time for stretching and warm-up exercises and for introduction of participants. Night games may only be scheduled on Friday or Saturday night, with start time at 6:00 P.M. with senior squad to follow.

Requirements for Playing Field

1. All games shall be played on a regulation field (rectangular 360-ft by 53-ft 4-in) marked out with straight lines of paint or other white substance that is not caustic or corrosive. The 360-ft sides of the rectangle shall be the sidelines and the 53-ft 4 in sides shall be the end lines. 30 feet from each end of the field shall be a goal line extending from sideline to sideline. Between goal lines, the field shall be marked off at either 15-ft or 30-ft intervals by lines extending from sideline to sideline.

2. Starting at the middle of 50-yard line in the field, lines at 30-ft intervals shall be labeled with sideline markers in decreasing increments of 10 yards. Goal lines may

be labeled either 0 or G. The yard markers shall not be hazardous to the participants. Goal posts are optional, and if used, must be placed at or outside of the end line. Parallel to each sideline, a line from 25 yard line to 25 yard line shall indicate the area where coaches and non-playing participants must remain whenever the game clock is running.

3. It is the responsibility of the home team to provide a satisfactory regulation field for each game. If weather or other physical conditions make the home teams field unplayable, the home team must either provide an alternate site with a regulation field or play at the visiting teams field. If an alternate site cannot be found or if the home field is not available for other reasons, the games shall be forfeited to the visiting team.

4. Foul Weather Rule

A. At the first sign of lightening or thunder practice or games will be halted and the session shall be delayed 30 minutes. You will restart the 30 minute clock after a lightning strike is witnessed, or thunderclap is heard. If, after the waiting period, there is still lightening present, the session will be suspended. Waiting period is a maximum of one hour from the time of stoppage.

B. Suspended games: The current CYFL rule states that if a game is suspended before half time, the game can be considered a bye. If a suspended game is interrupted after half time and cannot be rescheduled, the team with the most points is considered the winner.

C. Suspended games may be rescheduled, if referees can be obtained and is agreed by both teams. Games that have been suspended due to weather can be played at the point of interruption.

D. Games that were never played due to inclement weather may be rescheduled or considered a bye.

5. If a game is canceled, all reasonable effort shall be made to reschedule the game at the end of the season.

Additional requirements for the home team include:

1. Providing adequately trained, certified and equipped medical/first aid personnel available on the sidelines whenever the game clock is running. Adequate shall include certification in American Red Cross or American Heart Association adult/child CPR and either licensure as a medical professional with training in emergency care or certification as an EMT or certification in the American Red Cross modular first aid. All certifications must be current at the time of the game.

2. Provision of a game ball that complies with requirements established by the League Board and in acceptable condition. The visiting team may choose to use their own regulation ball (rubber or leather). Suitability of the ball(s) shall be determined by the Head Official. Each team must play the game with the same type of ball they started with. Example: If Team A starts with a rubber ball, they must play the whole game with a rubber ball.

3. Provide chain gang (minimum of 2 people) and a down marker. Placement of chains and down marker will be on the home team side.

4. For games, where the opposing teams are playing at a neutral field:

a. Opposing team Presidents should meet with the host team President to assure that all jobs in the game are filled.

b. The host team is responsible for providing concession workers, EMT, and announcer (if possible).

c. The visiting team must provide monitors to work with the host team monitors for both the home side and visiting side. The person who is physically checking off the monitor sheet must be a representative from the opposing team. The monitor should hold the monitor sheets at all times until all required plays are meant, this includes during half time. Coaches should have access to check to the status of the players but should never be given the sheet during half time.

d. There will be no more cameras allowed while monitoring.

Requirements for both teams

1. It shall be the responsibility of each team to provide adequate mature adult supervision to maintain control of the participants and spectators on its side of the field. This includes preventing the consumption of alcoholic beverages and the smoking of tobacco on or near the playing field.

2. Neither team shall permit towers, platforms, elevated stands, etc. except for adequately constructed and anchored structures used to announce, photograph or video tape the game. If only one team photographs or video tapes the game from such a platform, the other team shall be offered the opportunity to purchase copies of these photos or tapes at a reasonable cost for materials and processing.

3. The only permitted use of transmitting electronic or telecommunication devices at or near the field shall able to announce the game or by emergency medical personnel. The system for announcing the game may not be used to the advantage of one team and must be used in a manner consistent with the purpose, philosophy, rules and regulations of CYFL.

4. If a game cannot be played because one of the teams fails to meet the requirements for play, that team shall forfeit the game. The requirements include, but are not limited to, safe player equipment, adequate number of players to field an eleven player team, adequate insurance, and adequate adult supervision.

Eligibility of football players for League Games

To be eligible to participate in league games, each player/cheerleader:

1. Must have complied with all of the requirements of registration (See Section 5). Each team organization shall schedule with the President of the League Board an official certification of registrations. Each team organization is responsible for having adequate documentation of registration for each player/cheerleader at each game to prove eligibility.

2. Must be a member of a team/squad as permitted under REGISTRATION, Table 1.

3. Must have completed ten (10) hours of conditioning practice. Must not be participating in a modified or high school football program. Must have completed a minimum of six (6) hours of practice with his/her assigned team after completion of required conditioning practice.

4. Must be listed on team sheets for both the weigh-in and monitoring. If previously a member of a taxi squad, listing on the team sheets must have been approved by League Officials.

5. All towns will have electronic scales.

6. Junior division players must be available for weigh-ins (30) minutes prior to the published game time of the Junior Division game. Senior Division players must be available for weigh-ins one hour after the published start time of the Junior Division game and must be in compliance with the weight limits of Table1. The weigh-in shall be witnessed by one or more non-coaching officials of each of the competing team organizations. Provision of the official weight scales shall be the responsibility of the home team and failure to provide adequate scales shall be grounds for forfeiture of all games scheduled for that day. One weigh-in only. Sr players may weigh in at earlier weigh-in, but that will be their official weight for the day. No other weigh-in. The minimum amount of equipment required to be worn at the time of weigh-ins: athletic supporter with cup, if male or jockey briefs and girdle shell with pads, also T-shirt if female.

7. It is the team organization's responsibility to set forth rules governing eligibility of players and cheerleaders, based on practices attended, for league games and cheerleading competition.

8. It is the team organization’s responsibility to document the eligibility of each player. Any team found to have used an ineligible player in any game shall forfeit that game.

RULES FOR LEAGUE GAMES

During all League Games, the following rules shall apply:

1. All players and cheerleaders must have complied with all registration and eligibility requirements. All coaches on the field and on the sidelines must be in good standing with the League, with game officials and with the team organization.

2. The number of members on each team roster must not exceed the limits set in FOOTBALL PRACTICE SESSIONS, Section 5, and Paragraph 1.

3. All equipment shall meet or exceed the standards set by New York Section 5 and the most recent edition of NFHS.

4. All players eligible to participate must wear an approved helmet, a fitted mouth guard, approved pads for shoulders, hips, kidneys, ribs, thighs and knees, if male or jockey briefs, socks and either sneakers or shoes with molded cleats. The use of an athletic supporter with cup is recommended, but not required. Senior players will be allowed to wear ½” screw-in cleats made of plastic or rubber. No metal tips will be

allowed. Towns will notify each other at weigh in of any player wearing screw in cleats.

5. All players and cheerleaders shall be attired in team and squad uniforms and/or colors.

6. The home team shall arrange for a physician, an emergency medical technician, an individual certified in American Red Cross First Aid or an ambulance with crew to be in the immediate area of the playing field at all times until completion of the last game.

7. The Flag and junior squads will use a K-2 or pee wee size football. The senior teams will use TDJ or JR size footballs. If the towns chose to use a larger football they can. Each Team may use their own footballs during games.

8. Play shall be under the rules in the most recent edition of the National Federation of High School Associations Football Rulebook except as indicated otherwise in the League Rulebook. In addition to NFHS rules, a five (5) yard penalty and automatic first down shall be awarded to the offended team when head tackling has been called.

9. All Senior Division games shall be officiated by two or more registered collegiate, high school or college officials. The League shall be responsible for providing two or more qualified officials for each Senior Division game. Junior Division may be officiated by two or more registered officials, officials in training or members of the opposing team organizations.

10. The home team shall be responsible for paying the game officials the amount negotiated by the League Board. If the home team fails to pay the game officials, the League shall pay them and impose on the home team organization a fine equally to the payment to the officials plus one hundred and fifty ($150) dollars. Failure of a team organization to pay such a fine within thirty (30) days is full and adequate reason for the League Board to suspend or revoke the charter of the team organization.

11. The home team shall be responsible for offering a copy of this rulebook to each game official. The League Board shall be responsible for providing to each team organization the necessary number of copies of this rulebook for game officials.

12. Each game shall consist of four quarters, each of ten (10) minutes duration. Times shall be “stop and go” and a running clock is not permitted.

13. For every eligible and physically able player, the minimum level of competitive participation in a League game shall be ten (10) plays except it shall be eight (8) plays if the number of eligible players for a team in the game is twenty-six or more. The count shall include all plays from a line of scrimmage except for dead ball penalties, such as off side’s and illegal motion. All players must have the required number of plays at the end of regulation time, not to include overtime.

14. Each team shall be responsible for providing at least two adults per game to accurately observe and record the numbers of plays completed by each player on the opposition team. At half-time and at the end of the third quarter, these monitors shall inform the head coach of his/her designated representative of the name and

number of each player who has not completed the required number of plays and the number of additional plays needed. Each team will provide two monitors. This shall be one for each team.

15. At the end of each game, the checklist shall be signed by the monitor and given to the president of the team organization or his/her designated representative. The president or his/her designated league representative shall be responsible for retaining copies of the checklists for the team’s files and forwarding the originals to the League representative within three (3) days of the game.

16. If a team fails to send in their monitor sheets, with in three business days, the team will be fines $50 (fifty dollars) payable to CYFL, Inc.

17. If the president or his/her designated representative alleges a violation of the minimum participation rule, he/she must notify the President of the League Board and the president of the other team organization within forty-eight (48) hours and send to the League secretary with the checklists, copies of the lists with the alleged violations circled. If the signed, official monitor sheet reveals that any 1 or more player failed to participate in the required number of plays, the offending team will be automatically penalized 2 points in the team standings, as described in these rules. If both teams are in violation, both teams will be so penalized.

18. The League Board shall meet in special session to hear and adjudicate the alleged violation. If requested by the president of the accused team organization or if deemed necessary by the League Board, an independent investigator shall be appointed by the League Board to gather evidence and present such evidence before the special session of the League Board reconvene within thirty (30) days. If the League Board meeting in special session sustains the allegation, the penalties imposed on the violating team organization shall include forfeiture of the game and may also include reprimand, suspension or dismissal of the head coach and/or the president of the team organization. Subsequent violations may also result in forfeiture of all games for the season or in revocation of the team charter. The decision of the monitors and the information contained on the official monitor sheets is final. No protest will be allowed contesting the monitor’s information. If the president or his/her designated representative allege a violation of the minimum participation rule was flagrant and/or deliberate he/she must notify the President of the League Board and the President of the other team organization, within 48 hours, and send to the League Secretary a narrative statement and any other additional information to substantiate the allegation.

19. During League games for teams in the senior category, coaching shall be done from the sideline in accord with New York Section 5 rules.

20. During League games for teams in the junior category, the head coach or his/her representative may be present on the playing field. The head coach or his/her representative shall not assist or interfere with the progress of the play. Verbal and physical instruction from coach on the field will cease when offensive team is in set position. Un-sportsman like conduct on the coach will be called:

1. Defense-1st offense result a 5 yard, 1st down penalty will occur. The second offense will result in a 15 yard penalty and 1st down. Third offense, the guilty

coach will be removed from the field.

2. Offense: 1st offense results in loss of down and 5 yard penalty. Second offense will result in loss of down and 15 yard penalty. Third offense, the guilty coach will be removed from the field.

21. Each team shall be responsible for limiting the access of people to the area immediately adjacent to the side of the playing field. Permitted access shall be limited to 25:

A. President/Vice President (2)

B. Players (including eligible, ineligible and taxi squad).

C. Coaches and assistant coaches (maximum total of six).

D. Water and ball boys (maximum of one each, with an age of 6 - 16).

E Cheerleader coaches (maximum of six)

F. Team Mascot (1)

G. Emergency Medical Personnel and equipment. (2)

H Crews for chain and down marker. (3)

I. Newspaper or photographer. (1)

J. Team monitors. (2, one person for each team)

K. Cheerleading Coordinator (1)

Failure to make reasonable effort to enforce this rule shall result in the team being penalized for delay of game.

22. Points scored by a team shall be for each:

Touchdown six (6) points Conversion after touchdown two (2) points (Passing or running) Kick after touchdown Two (2) points Field Goal Three (3) points Safety (credited to defensive team) Two (2) points

23. If the score is tied at the completion of regulation play, overtime will be played under Kansas Tie Breaker Rules the game shall be recorded as a win or a loss.

Coin Toss will determine possession of the ball. The ball will be spotted on the 10-yard line. The team in possession of the ball will have 4 plays to score, including field goals if the team so chooses. Once the 4 plays are completed, the other team has 4 plays to score. Equal possession of the ball will continue until tie has been resolved. If the tie has not been resolved after 2 sets of downs, move to 2 yard line with PAT, run or pass (no kick).

24. Officiating of Overtime:

A. Overtime will be part of the contractual agreement between the CYFL and Section V Officials.

i) Overtime scores will not be used during the season to determine division standings. However, if two teams in the same division end the season with a record tie, the team to participate in the championship game will be determined by their head to head record which could include a season tie breaker score between the impacting teams. Both teams will be rewarded with a co-divisional championship title.

25. In the event of forfeiture

A. If the offended team was losing or the score was tied, the offended team wins by a recorded score of 1 to 0.

B. If the offended team was winning, the actual score is recorded.

26. Junior Team will not kick off at any time. Team chosen for first possession will begin at their own 35-yard line. After each touchdown or field goal, opposing team will receive the ball at their own 35 yard line. After a safety, defensive team will receive ball at the 50-yard line.

27. Junior Team will be allowed to punt. However, unlike the Senior Team, the offense team will line up in a tight formation and the receiving team cannot move forward until the ball is kicked. If the snap is off, the ball is returned to the original position.

28. Any Junior Division player over 104 lbs. will be assigned #70-79.

29. Any Senior Division player over 129 lbs. will be assigned #70-79.

30. Players with #70-79 will be required to play tackle to tackle on offense and defense. Any defensive players can advance any turnover. The Junior and Senior Division players with these assigned numbers can kick for extra points (kicking a extra point is a dead ball no blocking). These kicks are worth 2 points. These players however will not participate on kick-offs or kick returns and will not be allowed to advance the football on offense.

31. Unbalanced Line can be used, as long as the tackles are covered with a non 70 number, if using a 90 number due to lack of 70 numbers same rule applies

32. Teams will be allowed to have up to a total of six Captains on the field for the coin toss

33. Unlimited weights with restrictions – between tackles, running back stays the same

34. Players with # 70 or # 90 and noted on roster, jersey number goes outside of the tackles,

First infraction results in a 15 yard penalty and a loss of down

9A. Disqualification of Player

a) Immediate Disqualification and Ejection from the game (Guidelines Found in NFHS Rulebook, Rule 9):

i) Fighting, striking, kicking or kneeing, or intentionally contacting an official.

ii) Fighting with another player or non-player participant or spectator.

iii) Flagrant un-sportsmanlike physical contact that may or does result in physical injury of another player or non-player.

iv) Flagrant throwing of an object or objects on the playing field with the intent of disrupting play or causing a coach, player or cheerleader physical injury.

b) Potential Disqualification and Ejection from the Game:

i) The following constitutes non-contact un-sportsmanlike conduct by players. An official may issue an un-sportsmanlike conduct foul with a penalty of 15-yards. A second un-sportsmanlike foul by the offending player or cheerleader will constitute disqualification and ejection from the game. (Guidelines Found in NFHS Rulebook, Rule 9)

(1) Baiting, taunting acts or words or insignia worn, which engenders ill will. In the case where an insignia or sign is displayed, the player must remove the offending item before he is allowed to participate.

(2) Using profanity, insulting or vulgar gestures.

(3) Any delayed, excessive or prolonged act by which a player attempts to focus attention on his / herself.

(4) Using disconcerting acts or word prior to the snap in an attempt to interfere with signals or movements.

(5) Leaving the field between downs to gain an advantage unless replaced or unless with permission of an official.

(6) Refusing to comply with an official.

(7) Using tobacco or smokeless tobacco.

Disqualification of a Coach, Substitute or Other Team Attendant

a) Immediate Disqualification and Ejection from the game (Guidelines Found in NFHS Rulebook, Rule 9):

i) Fighting, striking, kicking or kneeing, or intentionally contacting an official.

ii) Fighting with a player, cheerleader or non-player participant or spectator.

iii) Flagrant throwing of an object or objects on the playing field with the intent of disrupting play or causing a player or cheerleader physical injury.

b) Potential Disqualification and Ejection from the Game:

i) The following constitutes non-contact un-sportsmanlike conduct by Coach, Substitute or Other Team Attendant. An official may issue an un-sportsmanlike conduct foul with a penalty of 15-yards. A second un-sportsmanlike foul by the offending player or cheerleader will constitute disqualification and ejection from the game. (Guidelines Found in NFHS Rulebook, Rule 9)

(1) Using profanity, insulting or vulgar language or gestures.

(2) Attempting to influence a decision by an official.

(3) Disrespectfully addressing an official.

(4) Indicating objections to an official’s decision.

(5) Use of illegal communication equipment.

(6) Holding an unauthorized conference. Note: Between downs, communications between players and coaches near the sidelines are not an unauthorized conference. Also please note that the Junior Squad offense and defense coaches for both teams are allowed on the field prior to and during play.

(7) The failure of a team to be ready to start either half.

(8) The failure of the head coach, following verification, to have his player(s) wears legal and/or required equipment.

(9) Using tobacco or smoke-less tobacco.

(10) Being outside the team box, but not on the field.

c) A disqualified member of the coaching staff shall be ejected from the stadium area and be prohibited from any further contact, direct or indirect, with his team during the remainder of the game. For failure to comply, the referee may forfeit the game.

Game Forfeiture

The referee enforces any penalty he considers equitable including the award of score. In the case of repeated fouls, the game may be forfeited.

a) Unfair Acts: A player, cheerleader, non-player or person not subject to the rules shall not hinder play by an unfair act, which has no specific rule coverage.

b) No teams shall repeatedly commit fouls, which halve the distance to the goal line.

c) Neither team shall commit any act, which, in the opinion of the referee, tends to make a travesty of the game.

SECTION 9 B: Disqualification Procedure

Player

a. The grounds for disqualification when a player is un-sportsmanlike are set forth in Section 9A of this rulebook. Once disqualification of a player is deemed necessary, the following steps must be taken, for both the participants’ safety and in the interest of fair play.

b. The disqualified player will not be allowed to participate in the next game, or league function (such as cheerleading competition), including (if the end of the

season), the first league function in the next season. The League and/or due process hearing may change this ruling, after further investigation.

c. The Game Official should complete the reporting form (see attachment 6 of this rulebook) and file it according to the listed guidelines.

d. The President or highest ranking board member of the town representing the player or cheerleader will be expected to investigate the disqualification report and respond to the League President on the form (See Attachment 8 of this rulebook) provided within five (5) school days after receiving the report.

e. In the event that the League is not satisfied with actions taken by the offending school, the League can hold a due process hearing (see Section 10 of this rulebook).

f. If the offending team is not satisfied with the decision of the League, a due process hearing could be requested (see Section 10 of this rulebook).

Coach, Substitute or Other Team Attendant

a. The grounds for disqualification when a coach, substitute or other team attendant is un-sportsmanlike are set forth in Section 9 of this rulebook. Once disqualification of a coach, substitute or other team attendant is deemed necessary, the following steps must be taken, for both the participants’ safety and in the interest of fair play.

b. The disqualified a coach, substitute or other team attendant will not be allowed to participate in the next game, or league function (such as cheerleading competition), including (if the end of the season), the first league function in the next season. The League and/or due process hearing may change this ruling, after further investigation.

c. The Game Official should complete the reporting form (see attachment 7 of this rulebook) and file it according to the listed guidelines.

d. The President or highest ranking board member of the town representing the coach, substitute or other team attendant will be expected to investigate the disqualification report and respond to the League President on the form (See Attachment 8 of this rulebook) provided within five (5) school days after receiving the report.

e. In the event that the League is not satisfied with actions taken by the offending school, the League can hold a due process hearing (see Section 10 of this rulebook).

f. If the offending team is not satisfied with the decision of the League, a due process hearing could be requested (see Section 10 of this rulebook).

SECTION 10: Format for Due Process Hearing

Any complaint brought forward to the CYFL Executive Board must be in written format and signed within thirty (30) days of notification from local town Board in order to be considered.

To be used in due process hearing where appeal has been made concerning disqualification of player or coach. A due process hearing will also be called to adjudicate a dispute between two teams or to investigate an alleged violation of the CYFL rules.

1. The request for a hearing is to be made to the President of the CYFL within five (5) school days following receipt of the action taken against offending school.

2. The President will notify CYFL Governing Board of the hearing request.

3. The President will schedule a hearing date and time with the CYFL Board.

4. The following people will be invited to the hearing:

a. The offending town’s president, athletic director and coach of the disqualified player/cheerleader or disqualified coach.

b. Any official(s) involved in the disqualification.

c. The President of the League will act as hearing officer, unless prior association with the offending player, cheerleader or coach (such as relative or member of town of origin) renders President partial. In this case the next highest-ranking CYFL officer, not associated with the offending party shall preside as hearing officer.

d. The hearing officer will determine whether it is appropriate for the disqualified player, cheerleader or coach to be in attendance at the hearing or be available to testify at the proceedings.

5. Within 48 hours, the President will notify all involved of the decision of the CYFL.

6. The offending town may request one additional appeal, in writing, signed by the executive officers of the town, within five (5) school days upon receipt of the decision.

7. All CYFL Governing Board members must review requests for appeal of a due process hearing and decision must be rendered by two-thirds majority on the appeal.

MISCELLANEOUS

Team Standings

The total points accumulated by each team will determine team standings. The point earned will be:

Forfeit = -2 points

Definition of Forfeit:

1. Not getting all the necessary plays for each player within regulation time

2. At the end of regulation time and one team has forfeited the game, there will be no overtime played

Team standings shall be tallied weekly, by the CYFL President or designated CYFL representative and presented to each town president. At the end of the season a divisional champion will be determined based on accumulation of divisional points. If two or more teams are tied, the division champion will be determined by the results of any games ending in a tie. A three way tie will go to overall and then to head to head.

Championship Game

A CYFL championship game for each squad will be held at a pre-season designated site between the top two divisional champions.

The CYFL will pay five hundred dollars ($500) to the town hosting the championship games. The host town will pay all other expenses.

Sportsmanship Award

The CYFL Sportsmanship Award is presented to the team who demonstrates good sportsmanship. Scores received on special forms filled out during all scheduled games determine good sportsmanship. Sportsmanship should be based on the organization as a whole to include players, cheerleaders, fans, coaches, monitor….. The annual CYFL Sportsmanship Award is presented at the CYFL Championship game.

Exhibition Games and Scrimmages

Exhibition games shall only be played with non-affiliated teams or between taxi squads.

Exhibition games may be scheduled at any time after conditioning has been completed except for Sunday nights, school days and times that conflict with scheduled games.

Scrimmages between CYFL teams are permitted.

Any exhibition game or scrimmage must be in compliance with any requirements of the team organization’s insurance coverage.

Any CYFL team organization must obtain prior approval from the League Board for any exhibition game or scrimmage with a non-affiliated team. The request for approval must be submitted to the President of the League Board at least thirty (30) days prior to the date planned of the game or scrimmage and scheduled meeting of the League Board.

Any two CYFL team organizations planning a scrimmage shall notify the President of the League prior to the date planned.

Unscheduled Games

Games between CYFL teams shall be permitted only if part of the game schedule prepared by the League Board.

There shall be no All-Star Game.

TEAMS ARE EMPOWERED TO ENFORCE MORE RESTRICTIVE PLAYING AND ORGANIZATIONAL RULES AT THE LOCAL LEVEL THAN ARE PROVIDED BY THIS RULEBOOK. THE CYFL BOARD WILL BE ADVISED OF ANY LOCAL CHANGES IMPLEMENTED AS A RESULT OF THIS PROVISION.

The use of magnetically or electronically recorded evidence shall not be permitted as any portion of a protest or contest of a decision, or ruling of any referee, prior to, during, or following any game or competition.

SECTION 11: CHEERLEADING

CHEERLEADING PRACTICE SESSIONS

Practice Sessions

For cheerleading, the regulations shall include:

1. Any formal meeting of the cheerleaders for physical and/or mental training in the fundamentals of cheerleading shall be considered a practice session. Note: Cheerleading camps are not considered formal training sessions.

2. No practice session shall occur before the set date by CYFL.

3. No practice session shall occur without insurance in force as required under the Rules of Affiliation Section 2 Paragraph 9.

4. Each cheerleader shall have complied with all of the requirements of registration and have a satisfactory physical examination by a physician on file with the team organization as defined in the registration rules defined in Section 5 paragraph 4E.

5. All cheerleaders shall be assigned to a team/squad as determined by REGISTRATION, SECTION 3, and Table 1.

6. No cheerleader shall be excluded on the basis of tryout.

7. Consistent with the requirements for cheerleading during games, all practice shall follow the New York State Section 5 Cheerleading Safety Regulations, the current NFHS Rulebook and the CYFL Cheerleading Rules. Practices shall not include the use of trampolines or pyramids exceeding two people.

8. The number of cheerleaders on each squad shall be limited only by the decision of the team organization and the limitations of the coaching staff. No tryouts are permitted.

9. For each squad, there shall not be more than three (3) assistant coaches.

10. For each squad, there may be as many helpers as necessary to assist the coaches. Each helper must be registered with CYFL and be fourteen (14) years of age or older. Each squad may be allowed one mascot. If the team wishes to have more than one mascot, it must be approved by the CYFL.

11. The team organization shall provide all cheerleaders assigned to a class with matching uniforms, which display the colors of the team organization.

12. Each cheerleader shall complete ten (10) hours of conditioning practice.

Eligibility Cheerleaders for League Games

To be eligible to participate in league games, each cheerleader:

1. Must have complied with all of the requirements of registration (See Section 6). Each team organization shall schedule with the President of the League Board an official certification of registrations. Each team organization is responsible for having adequate documentation of registration for each player/cheerleader at each game to prove eligibility.

2. Must be a member of a team/squad as permitted under REGISTRATION, Table 1.

3. Must have completed ten (10) hours of conditioning practice. Must not be participating in a modified or high school football program. Must have completed a minimum of six (6) hours of practice with his/her assigned team after completion of required conditioning practice.

4. It is the team organization's responsibility to set forth rules governing eligibility of cheerleaders, based on practices attended, for league games and cheerleading competition.

5. It is the team organization’s responsibility to document the eligibility of each player. Any team found to have used an ineligible player in any game shall forfeit that game.

6. It is mandatory that all cheerleaders attend all home and away scheduled home and away games, if a team does not comply with this rule may not attend any cheer competitions.

Half Time:

1. All cheerleading shall be in compliance with the most recent edition of the NFHS Cheerleading Safety Regulations. There shall be no use of trampolines, and no pyramids exceeding two cheerleaders.

2. Line up cheers shall only be done on the sideline during the game or half time.

3. Cheerleading squads representing opposing teams shall not cheer simultaneously on the field during half time.

4. At half time, the cheerleading squad representing the visiting team shall have the privilege of cheerleading first during half time. An equal amount of time on the field shall be allowed for each cheerleading squad during half time.

Definitions:

BASE - any person in contact with the floor and actively involved in the stunt.

BASKET TOSS – a toss initiated by two or more people forming a cradle. (Elite only), (no quick toss)

BRACER- A top person who stabilizes and/or assists another top person.

BEAR HUG DISMOUNT – a flyer steps off a mount and is caught by the base around

the waist…it is illegal unless there is third person contact at all times, i.e. as in a dismount used with a single person prep.

CRADLE CATCH – all cradles require three catchers, one on each side, and one behind the flyer to support the shoulder and head. (No Flag)

DISMOUNT- Ending a stunt by releasing a top person to the performing surface or releasing to a cradle.

DIVE ROLL- A airborne forward roll. (Not allowed any level)

DOWNWARD INVERISION- A stunt or pyramid in which an inverted top person’s center of gravity moves toward the performing surface. (Not allowed any level)

EXTENSION- An extended stunt in which the top person has both feet in the hands of

the base(s).

FOLDOVER STUNT- An inverted stunt in which the top person bends at the waist and

is caught on his/her back by multiple catchers while one or both of the top person’s ankles/feet remain in the grip of the base(s) (e.g. yo/yo, pancake, etc) (Not allowed any level)

FLYER – person on top of a partner stunt or pyramid.

FREE FALLING FLIP – an unassisted aerial rotation where the person flipping is not in constant contact with the base or spotters. (Illegal)

HANDSTAND- An inverted position in which the arms are extended beside the head

and the hips are directly over the head and the shoulders.

HANGING PYRAMID- A pyramid in which a top person(s) is suspended by another top

person(s) who is/are in a shoulder stand. (Illegal)

HELLICOPTER- A top person in a horizontal position is popped then rotates like a helicopter blades in a horizontal plane before being caught by the original base. (Not allowed any level)

INVERTED POSITION- Shoulders are below the waist. (Not allowed any level)

KNEE/SEAT/THIGH/DROP– dropping the knee(s), seat or thighs on the performing

surface. (Hands must hit the ground)

LEAPFROG- A stunt in which the top person moves over a front or back post while

maintaining hands-to-hands contact with the post; or, a skill in which a participant on the floor places hands on the back of another person on the floor, vaults over his/her back in the straddle and returns to the floor. (Not allowed any level)

LIBERTY- A one-leg stunt (usually extended) that may include variations such as a

hitch, a torch, a heel stretch, and arabesque, a scorpion, etc – toes down.

PITCH- A toss in which the base (s) push upward on a single foot or leg of the top

person. (Illegal)

POST- A person in direct weight-bearing contact with the performing surface who

temporarily supports a top person during the execution of a stunt.

PRONE POSITION- Face-done straight body. (Not allowed any level)

QUICK TOSS – A toss that begins with the top person in weight-bearing contact with the performing surface and ends in a partner stunt or pyramid. (Elite Only)

RELEASED STUNT- Any stunt in which the top person becomes free of contact from all personnel on the performing surface. (Not allowed any level)

SPLIT DROP – dropping to the floor from a jump or stand landing with the legs extended at right angles to the trunk.

SPOTTER – a person who assists with any tumbling stunt or assists in the building of or dismounting from a partner stunt or pyramid; watches for safety hazards and acts to prevent injuries with special emphasis on the head, neck and back areas; not actually part of the stunt.

SUSPENDING ROLL – rotation where the top person is continuously assisted by maintaining contact with the base and/or spotter(s).

TENSION DROP – a stunt or pyramid I which all persons simultaneously lean in formation until the people on the top leave their base. (Illegal)

TORCH – a liberty variation where the upper body twists…it must be brought back to a liberty before proceeding to the next move.

TWIST DOWN – a complete 360-degree rotation of the flyer upon their axis during a cradle catch dismount. (Not allowed any level)

TWO-HIGH PYRAMID/MOUNT – all individuals in the pyramid/mount who are not in

contact with the floor or ground must be supported by one or more individuals who are in direct contact with the floor or ground; diamond head and hanging mounts are illegal.

GENERAL RULES

IMPORTANT NOTE: Coaches should receive proper instructions before

attempting any cheerleading stunts with their squad. Many injuries occur because cheerleaders attempt stunts without being properly taught the correct basic techniques and safety methods.

1. If a town has an Elite Squad cheerleading team, the cheerleaders may cheer for the home school’s modified football team. This may be allowed only if written permission is given by the school district, an insurance binder is on record with the school district and the cheerleaders may only cheer at home games.

2. All jewelry is prohibited with the exception of medical medallions. Medic alert emblems shall be taped to the wrist with the medic alert insignia showing. NO other jewelry can be taped or covered with Band-Aids.

3. Bobby pins and gymnastics clips are the only items allowed to secure loose hair.

4. No nail polish is allowed. No gloves may be worn.

5. Make-up is allowed only if it has a ‘clean’ look. No body, face or hair glitter.

6. Mini-trampolines, springboards, and any other mechanical device or person used to project free flight either horizontally or vertically through the air is prohibited.

7. All pyramids and/or mounts are limited to two people high; i.e. the base(s) is in direct contact with the floor or ground at all times.

8. Falls, jumps, flips, handsprings, walkovers, cartwheels, round-offs, basket tosses, and swan dives are not allowed from the top of mounts or bases to the floor.

9. Toe and thigh pitches are not allowed. Either hands or feet need to be in direct contact with the floor.

10. All types of drops are not allowed. Either hands or feet need to be in direct contact with the floor.

11. Stunts are allowed as long as the flyer remains in constant body-to-body contact with the base until the feet of the flyer make contact with the floor.

12. Cradle catches may be performed with two original bases and a third spotter at the head and shoulder area. It can only be used as a dismount from prep, full extension, liberty, liberty-heel stretch and a straddle sit.

13. Dive forward rolls are not allowed.

14. An active spotter is required behind all stunts. The spotter may be touching the calves or ankles of the flyer or the base’s wrists, but cannot be supporting the flyer under the arches during the mount. (except shoulder sit)

15. When performing a torch or other variations, the flyer must return to the original position and use the original bases prior to the cradle catch.

16. The spotter should always be watching the flyer’s head, neck and hips in case of a

fall.

17. Tumbling and partner stunts should not be performed on wet surfaces, concrete or other similar surfaces.

18. A pom may be picked up and moved during a performance without any deductions.

19. CYFL prohibits moving mounts of any kind except for Elite squad level.

20. Tumbling and partner stunts should not be performed off the mat.

21. Cheerleaders who are wearing padded braces are allowed to practice and compete in the CYFL. As per National Federation of High School Specification 9section 2-2 page 15 in the 2015 sprit book).

GUIDELINES FOR TUMBLING, PARTNER STUNTS AND PYRAMIDS

GENERAL GUIDELINES:

1. Cheerleading squads should be placed under the direction of a qualified and knowledgeable coach.

2. All cheerleaders should receive proper training before attempting any form of cheerleading gymnastics (tumbling, partner stunts, and pyramids).

3. All practice sessions should be supervised by the coach and held in a location suitable for the activities of cheerleading (i.e. use of tumbling mats, away from excessive noise and distractions, etc.)

4. All cheerleading squads should develop a conditioning and strength-training program.

5. A structured stretching exercise and flexibility routine should precede and follow all practice sessions and precede all pre-game activities, pep rallies, etc..

6. Coaches must recognize their squad’s specific ability level and limit the squad activities accordingly. “Ability level’ refers to the squad’s talents as a whole. Individuals should not be pressed to perform activities until safely perfected.

7. An active spotter is required behind all stunts. The spotter may be touching the calves or ankles of the flyer or the base’s wrists, but cannot be supporting the flyer under the arches during the mount.(except shoulder sit)

8. Cheerleaders that are moved up a grade early may NOT BE ACTIVE FLYER DURING THAT CHEER SEASON.

9. League town President and Cheer Coordinator must look over routine to make sure routine is appropriate.

TUMBLING:

1. All new tumbling activity should be reviewed and approved by the coach prior to execution.

2. In practice situations, tumbling tricks should not be executed without the use of a spotter unless they can be performed consistently without difficulty and approved by the coach. New tumbling skills should be mastered on a mat whenever possible. If a mat is not available, “over spotting” should be employed. New tumbling skills should not be

learned on concrete or hardwood surfaces.

MOUNTS: Dismounts 1 – Juniors – Traditional cradle dismounts only, no tosses of any kind 2 – Seniors – No Basket Tosses, other dismounts at coach’s discretion 3 – Elite – Moving stunts okay, basket tosses with qualified coach

4 – Flag – No Stunts above thigh stand level are allowed and thigh stand level must have a front and back spotter

*No twisting dismounts (All Squads) *No inversions of any kind (All Squads)

COMPETETION RULES

1. Format:

Order of performance will be drawn at a Coordinator’s Meeting prior to competition.

2. Cheer/Dance:

Both a cheer and a music dance must be performed. There is no time limit on the amount of cheer or dance each team does, as long as the total does not exceed 3 minutes. This will be strictly enforced. (See Attachment 12) A unison jump is required for the entire team. No specific jump is required. Mounts are not required, but are allowed as long as they are safe, sturdy, and follow the CYFL Safety Rules. Remember that you will be judged on execution not level of difficulty. Only perform stunts and mount that your team is physically capable to do. Routine may be performed on a 42x42 mat, if available.

*Juniors, Seniors and Elite all routines must be a minimum of 2:30 and a max of 3:00

3. Props:

Poms, megaphones and signs are allowed. Signs must be kept to 3’x2’ or smaller and NO GLITTER!!! Poms may be dropped as often as desired and returned to hands BUT they must not go under foot or hand. ‘Kick-aways’ are considered ‘under foot’. (See attachment 12) Props of any kind are not a requirement.

No pre set-up of poms will be allowed on the floor prior to the team entrance. Squads must clear their poms from the floor after their routine.

4. Divisions:

All squads will compete against their own class. For example, all ‘Junior’ teams (ages 8-9) will compete against each other, likewise ‘Senior’ (ages 10-11) and ‘Elite’ (ages 12-13).

5. Awards Presentation:

The judges will select a team in each division for the any of the following categories:

All teams will receive a medallion for participation. First, second, third, fourth place squads will receive ribbons.

6. Violations/Deductions:

See the Score Sheet (Attachment 11) and Safety Sheet (Attachment 12) for details.

Use of props outside of the guidelines noted above will result in an automatic disqualification. The Cheer Coordinator Committee will make this decision.

Any violations from the Safety Judges CAN NOT BE DISPUTED.

The timing of the routine will begin immediately when the captain says ready or the music starts. The timing will end when the cheer/music has been completed. The time does not include squad introductions or orderly exits from the floor.

ANY person found harassing a judge would be asked to leave. Any relative of this person participating in the competition will not be allowed to participate in the competition next year. Judges have the last say NO MATTER WHAT!!!!

Automatic Cheer disqualification if any team uses any illegal and or inappropriate moves stated on the New safety rule sheet.

7. Music:

All music should be in good taste. No abusive language will be tolerated. Clearly mark your cd with the team name and squad (Elite, Senior or Junior,flag) for the DJ. If you have special instructions, make sure that the DJ understands them. If there is any uncertainty AT ALL, you must have a representative of you team to be available to run music for you team. A back-up cd is highly recommended.

8. Attending other Competitions:

1. You must notify the league that you will be attending specific locations this way

you can be covered under the league insurance. 2. You must follow CYFL rules when attending competitions at other locations or

the league insurance will not cover any accidence. As well as during practices you must only do stunting that is governed by CYFL.

SECTION 12A: DISQUALIFICATION GUIDELINES

The following guidelines defines what constitutes the formal method of submitting

grounds for disqualification and what is considered breach of conduct for coaches and players that requires submission of a disqualification form (see Section 10 of this rulebook):

Disqualification of Cheerleader

a) Immediate Disqualification and Ejection from the game (Guidelines Found in NFHS Rulebook, Rule 9):

i) Fighting, striking, kicking or kneeing, or intentionally contacting an official.

ii) Fighting with another cheerleader or non-player participant or spectator.

iii) Flagrant un-sportsmanlike physical contact that may or does result in physical injury of another cheerleader or non-player.

iv) Flagrant throwing of an object or objects on the playing field with the intent of disrupting play or causing a coach, cheerleader physical injury.

b) Potential Disqualification and Ejection from the Game:

i) The following constitutes non-contact un-sportsmanlike conduct by players and cheerleaders. An official may issue an un-sportsmanlike conduct foul with a penalty of 15-yards. A second un-sportsmanlike foul by the offending player or cheerleader will constitute disqualification and ejection from the game. (Guidelines Found in NFHS Rulebook, Rule 9)

(1) Baiting, taunting acts or words or insignia worn, which engenders ill will. In the case where an insignia or sign is displayed, the player or cheerleader must remove the offending item before he is allowed to participate.

(2) Using profanity, insulting or vulgar gestures.

(3) Any delayed, excessive or prolonged act by which a player or cheerleader attempts to focus attention on his/herself.

(4) Using disconcerting acts or word prior to the snap in an attempt to interfere with signals or movements.

(5) Leaving the field between downs to gain an advantage unless replaced or unless with permission of an official.

(6) Refusing to comply with an official.

(7) Using tobacco or smokeless tobacco.

Disqualification of a Coach, Substitute or Other Team Attendant

a) Immediate Disqualification and Ejection from the game (Guidelines Found in NFHS Rulebook, Rule 9):

i) Fighting, striking, kicking or kneeing, or intentionally contacting an official.

ii) Fighting with a player, cheerleader or non-player participant or spectator.

disrupting play or causing a player or cheerleader physical injury.

b) Potential Disqualification and Ejection from the Game:

i) The following constitutes non-contact un-sportsmanlike conduct by Coach, Substitute or Other Team Attendant. An official may issue an un-sportsmanlike conduct foul with a penalty of 15-yards. A second un-sportsmanlike foul by the offending player or cheerleader will constitute disqualification and ejection from the game. (Guidelines Found in NFHS Rulebook, Rule 9)

(1) Using profanity, insulting or vulgar language or gestures.

(2) Attempting to influence a decision by an official.

(3) Disrespectfully addressing an official.

(4) Indicating objections to an official’s decision.

(5) Use of illegal communication equipment.

(6) Holding an unauthorized conference. Note: Between downs, communications between players and coaches near the sidelines are not an unauthorized conference. Also please note that the Junior Squad offense and defense coaches for both teams are allowed on the field prior to and during play.

(7) The failure of a team to be ready to start either half.

(8) The failure of the head coach, following verification, to have his player(s) wears legal and/or required equipment.

(9) Using tobacco or smoke-less tobacco.

(10) Being outside the team box, but not on the field.

c) A disqualified member of the coaching staff shall be ejected from the stadium area and be prohibited from any further contact, direct or indirect, with his team during the remainder of the game. For failure to comply, the referee may forfeit the game.

Game Forfeiture

The referee enforces any penalty he considers equitable including the award of score. In the case of repeated fouls, the game may be forfeited.

a) Unfair Acts: cheerleader, non-player or person not subject to the rules shall not hinder play by an unfair act, which has no specific rule coverage.

b) No teams shall repeatedly commit fouls, which halve the distance to the goal line.

c) Neither team shall commit any act, which, in the opinion of the referee, tends to make a travesty of the game.

SECTION 12B: Disqualification Procedure

Cheerleader

a. The grounds for disqualification when a cheerleader is un-sportsmanlike are set forth in Section 12 of this rulebook. Once disqualification of a player is deemed necessary, the following steps must be taken, for both the participants’ safety

and in the interest of fair play.

b. The disqualified cheerleader will not be allowed to participate in the next game, or league function (such as cheerleading competition), including (if the end of the season), the first league function in the next season. The League and/or due process hearing may change this ruling, after further investigation.

c. The Game Official should complete the reporting form (see attachment 6 of this rulebook) and file it according to the listed guidelines.

d. The President or highest ranking board member of the town representing the player or cheerleader will be expected to investigate the disqualification report and respond to the League President on the form (See Attachment 8 of this rulebook) provided within five (5) school days after receiving the report.

e. In the event that the League is not satisfied with actions taken by the offending school, the League can hold a due process hearing (see Section 10 of this rulebook).

f. If the offending team is not satisfied with the decision of the League, a due process hearing could be requested (see Section 10 of this rulebook).

Coach, Substitute or Other Team Attendant

a. The grounds for disqualification when a coach, substitute or other team attendant is un-sportsmanlike are set forth in Section 9 of this rulebook. Once disqualification of a coach, substitute or other team attendant is deemed necessary, the following steps must be taken, for both the participants’ safety and in the interest of fair play.

b. The disqualified a coach, substitute or other team attendant will not be allowed to participate in the next game, or league function (such as cheerleading competition), including (if the end of the season), the first league function in the next season. The League and/or due process hearing may change this ruling, after further investigation.

c. The Game Official should complete the reporting form (see attachment 7 of this rulebook) and file it according to the listed guidelines.

d. The President or highest ranking board member of the town representing the coach, substitute or other team attendant will be expected to investigate the disqualification report and respond to the League President on the form (See Attachment 8 of this rulebook) provided within five (5) school days after receiving the report.

SECTION 13: Format for Due Process Hearing

Any complaint brought forward to the CYFL Executive Board must be in written format

and signed within thirty (30) days of notification from local town Board in order to be considered.

To be used in due process hearing where appeal has been made concerning disqualification of player or coach. A due process hearing will also be called to adjudicate a dispute between two teams or to investigate an alleged violation of the CYFL rules.

8. The request for a hearing is to be made to the President of the CYFL within five (5) school days following receipt of the action taken against offending school.

9. The President will notify CYFL Governing Board of the hearing request.

10. The President will schedule a hearing date and time with the CYFL Board.

11. The following people will be invited to the hearing:

a. The offending town’s president, athletic director and coach of the disqualified player/cheerleader or disqualified coach.

b. Any official(s) involved in the disqualification.

c. The President of the League will act as hearing officer, unless prior association with the offending player, cheerleader or coach (such as relative or member of town of origin) renders President partial. In this case the next highest-ranking CYFL officer, not associated with the offending party shall preside as hearing officer.

d. The hearing officer will determine whether it is appropriate for the disqualified player, cheerleader or coach to be in attendance at the hearing or be available to testify at the proceedings.

12. Within 48 hours, the President will notify all involved of the decision of the CYFL.

13. The offending town may request one additional appeal, in writing, signed by the executive officers of the town, within five (5) school days upon receipt of the decision.

14. All CYFL Governing Board members must review requests for appeal of a due process hearing and decision must be rendered by two-thirds majority on the appeal.

Team standings shall be tallied weekly, by the CYFL President or designated CYFL representative and presented to each town president. At the end of the season a divisional champion will be determined based on accumulation of divisional points. If two or more teams are tied, the division champion will be determined by the results of any games ending in a tie. A three way tie will go to overall and then to head to head.

TEAMS ARE EMPOWERED TO ENFORCE MORE RESTRICTIVE PLAYING AND ORGANIZATIONAL RULES AT THE LOCAL LEVEL THAN ARE PROVIDED BY THIS RULEBOOK. THE CYFL BOARD WILL BE ADVISED OF ANY LOCAL CHANGES IMPLEMENTED AS A RESULT OF THIS PROVISION.

The use of magnetically or electronically recorded evidence shall not be permitted as any portion of a protest or contest of a decision, or ruling of any referee, prior to, during, or following any game or competition.

Cheerleading Competition

As approved by the League Board and under the rules acceptable to the League Board, an annual cheerleading competition may be held. All team organizations must be invited to the competition. See Section 9 of this rulebook for cheerleading rules.

Cheer Rally will be held at the end of the regular scheduled football season.

The CYFL will reimburse the host town up to five hundred dollars ($500) any expenses incurred by the host town for the use of the host town’s facility. The host town will pay all facility expenses above $500.

ADDITIONS, DELETIONS AND/OR REVISIONS OF THIS RULEBOOK

Any additions to, deletion from or revision of the rules, regulations and sections of this book shall be made upon completion of the following steps:

1. The proposed addition, deletion or revision shall be submitted in writing to the President of the League Board. The submission must include the exact wording of the change proposed and must indicate the location in the rulebook for the change. It is recommended that the submission so include arguments for and/or against the proposed changes.

2. At the next meeting of the League Board, the President shall present the proposal verbatim to the League Board during new business. Each member of the Board shall be given a written copy of the whole submission without alterations.

3. If requested by one or more Board members, the proposal shall be discussed before

the Board meeting. There shall be no vote and the proposal cannot be referred to committee at this time. Following any discussion, the proposal shall be tabled until the next scheduled meeting of the League Board.

4. If no members of a town organization are present at the meeting of the League Board, the League Secretary shall send a copy of the submission to the president of the town organization. The League Board members from each team organization shall present the proposal to the next meeting of the board of directors of their team organization. The team organization meeting shall occur before the next scheduled meeting of the League Board. The board of directors of the team organization shall vote on the proposal. The vote shall be in favor of the change, opposed to the change or request for a one-month delay in the vote. The vote shall be binding on the member of the League Board from that organization.

5. At the next meeting of the League Board with a quorum present, the proposal shall be placed on the floor as a motion under old business. IF not introduced from the floor, the President and Vice-President shall make and second the motion.

6. If a majority of the members present vote to request a one month extension to allow further consideration by the boards of the team organizations, the motion shall be tabled until the League Board meeting closest to 30 days forward of that date. The proposal shall be taken back to the next meetings of the boards of directors for the team organizations. At this meeting, the board of directors of the team organization shall vote for or against the proposal. The motion for the proposed change must be returned to the floor during the next meeting of the League Board and must be voted on at that time.

7. If the League Board does not vote for a month extension, the motion shall be voted on immediately following discussion of the proposal.

8. In both cases, if two-thirds of the members present vote in favor of the change, it shall be entered into and be part of the rulebook. If less than two thirds of the members present vote in favor of the change, it shall not be entered into the rulebook. All rule changes approved by the CYFL, Inc. will be considered enforce for 1 year from time of approval. All votes other than rule book changes will be voted and the majority rule will apply.

Separability

If any regulation, rule or section of this rulebook is held to be invalid, such invalidity shall not invalidate or alter any other regulation, rule or section, which shall be given effect without the invalid regulation, rule or section.

Whistleblower Protection Policy

Community Youth Football League (CYFL) requires directors and

officers to observe high standards of business and personal ethics

in the conduct of their duties and responsibilities. As

representatives of the Community Youth Football League we must

practice honesty and integrity in fulfilling our responsibilities and

comply with all applicable laws and regulations. Reporting Responsibility

This Whistleblower Policy is intended to encourage and enable all

others to raise serious concerns internally so that Community

Youth Football League can address and correct inappropriate

conduct and actions. It is the responsibility of all board members,

officers and volunteers to report concerns about violations of

Community Youth Football League code of ethics or suspected

violations of law or regulations that govern Community Youth

Football League operations. No Retaliation It is contrary to the values of for anyone to retaliate Community

Youth Football League against any board member, officer or

volunteer who in good faith reports an ethics violation, or a

suspected violation of law, such as a complaint of discrimination, or

suspected fraud, or suspected violation of any regulation governing

the operations of Community Youth Football League any officer or

director who retaliates against someone who has reported a

violation in good faith is subject to discipline up to and including

termination of office. Reporting Procedure Community Youth Football has an open door policy and suggests

that anyone to share their questions, concerns, suggestions or

complaints with their officer. If you are not comfortable speaking

with your officer or you are not satisfied with your officers response,

you are encouraged to speak with an executive director or a board

member, if the organization is very small and involving the board

would be appropriate. Officers or presidents are required to report

complaints or concerns about suspected ethical and legal violations

in writing to the Community Youth Football League or executive

board member, who has the responsibility to investigate all reported

Appendix A: Conflict of Interest Policy

Article I Purpose

The purpose of the conflict of interest policy is to protect this tax-exempt organization’s Community Youth Football League’s interest when it is contemplating entering into a transaction or arrangement that might benefit the private interest of an officer of the Organization or might result in a possible excess benefit transaction. This policy is intended to supplement but not replace any applicable state and federal laws governing conflict of interest applicable to nonprofit and charitable organizations.

Article II Definitions

1. Interested Person Any officer, or member of a committee with governing board delegated powers, who has a direct or indirect financial interest, as defined below, is an interested person.

2. Financial Interest

A person has a financial interest if the person has, directly or indirectly, through business, investment, or family: a. An ownership or investment interest in any entity with which the Organization has a transaction or arrangement,

b. A compensation arrangement with the Organization or with any entity or individual with which the Organization has a transaction or arrangement, or

c. A potential ownership or investment interest in, or compensation arrangement with, any entity or individual with which the Organization is negotiating a transaction or arrangement.

Compensation includes direct and indirect remuneration as well as gifts or favors that are not insubstantial.

A financial interest is not necessarily a conflict of interest. Under Article Ill, Section 2, a person who has a financial interest may have a conflict of interest only if the appropriate governing board or committee decides that a conflict of interest exists.

Article Ill Procedures

1. Duty to Disclose In connection with any actual or possible conflict of interest, an interested person must disclose the existence of the financial interest and be given the opportunity to disclose all material facts to the directors and members of committees with governing board delegated powers considering the proposed transaction or arrangement.

2. Determining Whether a Conflict of Interest Exists After disclosure of the financial interest and all material facts, and after any discussion with the interested person, he/she shall leave the governing board or committee meeting while the determination of a conflict of interest is discussed and voted upon. The remaining board or committee members shall decide if a conflict of interest exists.

3. Procedures for Addressing the Conflict of Interest

a. An interested person may make a presentation at the governing board or committee meeting, but after the presentation, he/she shall leave the meeting during the discussion of, and the vote on, the transaction or arrangement involving the possible conflict of interest.

b. The chairperson of the governing board or committee shall, if appropriate, appoint a disinterested person or committee to investigate alternatives to the proposed transaction or arrangement.

c. After exercising due diligence, the governing board or committee shall determine whether the Organization can obtain with reasonable efforts a more advantageous transaction or arrangement from a person or entity that would not give rise to a conflict of interest.

d. If a more advantageous transaction or arrangement is not reasonably possible under circumstances not producing a conflict of interest, the governing board or committee shall determine by a majority vote of the disinterested directors whether the transaction or arrangement is in the Organization’s best interest, for its own benefit, and whether it is fair and reasonable. In conformity with the above determination it shall make its decision as to whether to enter into the transaction or arrangement.
