• Declining Revenues– Total Revenue in Operating Fund is at FY

2006 level– Current Property Tax Revenue is less than

FY 2005 (dropping values & tax rate)

• Increasing Costs – Increased cost of consumables (fuel,

utilities & chemicals)– Increase benefit costs (pension & health

insurance)
