What is the Budget problem?
• Declining Revenues– Total Revenue in Operating Fund is at FY
2006 level– Current Property Tax Revenue is less than
FY 2005 (dropping values & tax rate)
• Increasing Costs – Increased cost of consumables (fuel,
utilities & chemicals)– Increase benefit costs (pension & health
insurance)
How has the problem been addressed?
3-Pronged Approach:•Identify long-term operating efficiencies– Technology– Partnering– Re-organization
•Increase and/or preserve Revenue– Increase fees
•Service reductions and/or eliminations– Conduct Public Engagement – Look at all programs that are not mandated
