Problem Statement:

The people in our communities are in need of many different services, provided by separate groups, people, organizations, and resources.

Organizing all these different resources traditionally requires connecting these disparate organizations and people across multiple channels. Email, phone, web, and social media all require a different interface and method of communication.

Facts:• Organizing community resources takes resources, it’s a difficult task to setup and

manage.• Not all organizations want to enable other resources because it takes the focus off their

mission.

Each community resource requires its own communication channel. Contacting each requires outreach, resource management, and educating the target audience.

• How many different services can use the same communication channel to make this process easy for the people who need the resource when they need it?

Facts:

- Colorado spent over $1,000,000.00 to educate the community about the ACA healthcare exchange for one campaign last summer, roughly $4/per person targeted.

SMS texting is still the most stable platform, most read communication channel, quickest open rate, and targeted method for reaching an audience. According to Tatango, open rates for SMS exceed 99%, with 90% being opened within 3 minutes of receipt.

There are a couple of key components to a successful SMS message;

• Timely – the message must be within 72hrs of desired action• Relevant – the message must have a direct interest to the person subscribing• Clear – unambiguous language, straightforward meaning, call-to-action• Concise – every word counts. 140 characters go fast. Choose wisely.• Provides Value – the must be of value to the recipient, asking for something

rarely achieves this.

There are a limit of 4 outbound message per month per keyword, to prevent SPAMing of the citizen this is limited to 1 per week per keyword. So what if there are 3 Service Providers?....What if there are 5?

For this, we’ve developed a proprietary algorithm to rank Service Providers, and the highest ranked ones get preference in scheduling outbound messages to citizens.

The Loyalty Engineers’ Solution – How Does the Outbound System Work?

For Example, if the are 3 Service Providers for “phfaith”, the top ranked Provider willget 2 outbound messages per month, the other 2 (#2 and #3) will get to send one each.

If there are 5, only the top 4 will get to send one each, the 5th will have to wait until the next month’s rankings are calculated and perform better in that ranking.

How does the Ranking system work? How do I get a higher Rank?

While we can’t disclose the specifics, there are several factors that influence a Service Provider’s ranking;

• Speed of response to incoming questions• Number of messages responded to• Time as a Service Provider in good standing• Provides consistent community support

The Loyalty Engineers’ Solution – How Does the Outbound System Work?

For Example, if there are 2 Providers for the same keyword “phjobs” and • Provider A responds to 5 messages, within 10 minutes, and has been in for 2 months• Provider B responds to 2 messages, takes 30 minutes, and has been in for 4 months

Provider A will have a higher rank due to his activity and response time compensating forthe shorter time as a Provider.

How do I know my Rank and how many people my message is reaching?

Every month we’ll provide a report that specifies your personal statistics on;• Your Rank and areas to focus on for future increases (if not #1)• The # of people who successfully received your message (if one sent)• The # of people who have joined or left your portal keyword since last month

• Failure to act in the best interest of the Community is grounds for immediate removal from the system.
