EXECUTIVE SUMMARY: This report provides an overview of the proposed three (3) year Resource and Performance Agreement between Cairns Regional Council and Positive Ageing Cairns Incorporated ( PACI). The three year investment in PACI will provide financial support to deliver the Steady Steps Program across the region to the community. Costs associated with the program include office rental, insurance, telephone and sundry office materials. The Steady Steps program has been designed at State level and incorporates low impact exercise and practical information on how to minimise the risk of falls for our ageing population. The funding will be for a period of three (3) years provided at $10,000 per year from 2014 to 2017. RECOMMENDATION:

For that purpose Council set aside the provisional amount of $30,000 in the 2014/2015 budget deliberations pending the approval of the attached Resource and Performance Agreement.
OPTIONS:
That Council:
1. Supports funding for the period of three (3) years for costs associated with the PACI Office & Steady Steps Program by providing $30,000 financial support; or
2. Supports the request for financial support conditional on other matters as identified and specified by Council; or
3. Declines the funding proposal.
CONSIDERATIONS:
Risk Management:
The terms and conditions of the three year agreement clearly outline agreed operating arrangements and the responsibilities and obligations of both parties.
Financial:
The amount of $30,000 for this Resource and Performance Agreement is allocated in the Community, Sport and Cultural Services budget, $10,000 of which has been allocated in 2014/2015. The remaining $20,000 will be allocated in the relevant 2015/2016 and 2016/2017 budgets.

CONSULTATION:
