Executive Summary

A fternineconsecutiveyearsofrecordcrimereduction,mostLosAngelesneighborhoodsenjoyunusuallyhighsafety.In2007,Mayor

AntonioVillaraigosamadetheboldparadigmshiftfrom“businessasusual”tolaserfocusongangzonesandresourceconcentrationintocommunitiessufferingthehighestlevelsofviolence.HealsocreatedtheOfficeofGangReductionandYouthDevelopment(GRYD),asingleaccountabilitystructurechargedwithcitywideviolenceprevention,ganginterventionandseamlesscoordinationwithLAPDandneighborhoodleaders.Thereisrenewedhopeinthesecommunities.Andthereisundisputedproofthat,asaresultofthesenewpolicies,gangcrimehasdroppeddramatically.InandaroundGYRD’s2010SummerNightLightssafeparksprogram,gangrelatedhomicideplungedby57%.

TheCity’shistoricreductionsincrimewouldnothavebeenpossiblewithouttheMayor’schangeinpolicydirection,sustainedfocusongangGRYDzones,strongsupportoftheGRYDoffice,partnershipwithcommunityleadersandthestrongbackingofformerLAPDChiefBillBrattonandcurrentChiefCharlieBeck.

Nonetheless,citywidecrimereductiondoesnotmeanthatwehavesufficientlyreducedtheriskfactorsthatcause

traumaandviolenceinourpoorestneighborhoods,wherenearly300,000childrenstillsufferthediseasesthatresultfromchronicexposuretodebilitatingcommunityconditions.Ninetypercentofchildrenlivinginhotzonesreportedhavingwitnessedorbeenavictimoffelonylevelviolence;athirdtestatwarlevelsofPTSD;approximatelyafifthsufferclinicaldepression;resultinginterriblehealthepidemics,suchasobesityanddiabetes.1 Ifthatwerenotenough,homicideisstilltheleadingcauseofprematuredeathforyoungmenfromtheseneighborhoods.2

TheAdvancementProject’sUrbanPeaceandHealthyCityprograms,incollaborationwiththeViolencePreventionCoalition,presentthisCommunitySafetyScorecardtooltodocumenttheinequitabledistributionofpublicsafetyandmapthesafetygapsamongneighborhoods.This Scorecard shows that crime reduction is an important beginning but it is not enough to create safety or reduce the PTSD of kids in gang zones still exposed to chronic violence and trauma. ThisScorecardshowswhattoexpandandwhattofixineachZIPcodetogobeyondcrimereductiontotraumareductionandrealsafety.

Nothing in this Community Safety Scorecard should be interpreted or used to diminish the progress made in the past several years or be used to argue against the City’s new policy and program direction that resulted in the historically low crime rates.Infact,theScorecardprovidesfurthersupportforstayingthecourseinconcentratingtheCity’sinvestmentintothehighestneedand,therefore,thehighestprioritycommunities.TheScorecardshowsthatevenasweapplaudthegainsmadeincrimeratereduction,thecommunitiesthatrankthelowestintheScorecardneedfocusandattentioninmultipleareasinordertoachievesustainablesafety.

interrelatedandinteractingsocio-economicriskandprotectivefactors,crimeandschoolperformancedatathatcontributetoormitigateviolenceinacommunity.ItpinpointsthesafestZIPcodesaswellasthosewhereourrelianceontherecentsuccessincrimereductionhasnotbeenenoughtodeliverminimallyadequatesafety.Inthesafestneighborhoods,peoplewalktheirdogsatnight.Inunsafeneighborhoods,childrenoftencannotwalktoschoolsafely,attendschoolwithoutencounteringgangrecruiters,safelyparticipateinafterschoolactivities,orwalkhomewithoutfear.ThisScorecardhighlightswherethecommunity,andthepublicandprivatesectors,havethemostworktodotodeliverbasicsafety.

TheCommunitySafetyScorecardoffersdataattheZIPcodelevel;andisthefirsttoofferdatabycategorizingbothprotectiveandriskfactorsforviolence,includingschoolconditions.No other scorecard presents community conditions at such a focused geographic level citywide.ThisScorecardmeasuresandgivesgradesinthefourcategoriesofschoolconditions,riskfactors,protectivefactors,andsafety.Safetyislargelyinformedbytheformerthreecommunityconditions.Thesegradesindicatethestatusofsafety-relatedconditionsintheZIPcodes.Thesescoresdonotreflecttheeffortsofthepoliceorthecommunityontheground,whichmaybeextraordinary,butmaypointtoinsufficientmeasurestomovethemeteronsafetyforanentireZIPcode.

Themainfindingsofthisreportcanbefoundonpage10.Theyunderscoretheneedforapublichealthfocused,sustained,long-termefforttoimprovepublicsafetyincommunities.ThecitywidesafetyscoremaprevealsthatpublicsafetyinequityinLosAngeles’communitiesexists.Despitetheinequity,eachcommunityhasauniquearrayofassetsandrisks,andthusanystrategyimplementedmustbeneighborhoodbasedandbuildupontheresourcesthatalreadyexistinthearea.TheevidencealsoshowsthatwhenanyonecategoryoftheScorecardisatan“F”therestofthecategoriesarenegativelyaffected,thuspointingtotheneedforcoordinatedactionamongallsectors.Basedonthisscoringtechnique,thescorespresentedforeachZIPcodearerelativetothescoresofotherZIPcodesintheCityofLosAngelesandarenottiedtoanyexternalscoringcriterion.

TheCommunitySafetyScorecardcanalsohelpilluminateforcommunitiesapathtosustainableviolencereduction

solutionsbyindicatingthespecificcommunityconditionsthatrequirethemosturgentattentionfrombothpublicandprivatesectors.Withsuchknowledge,communitiesinLosAngelescanmoveclosertobuildingpartnershipsanddevelopingthecomprehensivestrategiesnecessarytoreduceviolenceoverthelongterm.Consequently,thisreportalsomakesaseriesofrecommendationsthatenablesthetransformationofcommunitiesbyimprovingtheirgradefromfailing(F,thebottom20%ofZIPcodes)toexcellent(A,thetop20%ofZIPcodes).Theserecommendationsprovideasampleroadmaponhowtoimplementacomprehensivecommunity-basedviolencereductionstrategythatfacilitatesthecoordinationandcollaborationofallsectorsworkingtogethertoachievesustainablechange.

Forfuturephases,theScorecardwillseektouseanexternalscoringcriterionforeachindexcategorytobetterrepresentandtrackhoweachZIPcode’sgrademayimproveorworseninsubsequentanalyses.Thisstudyoffersspecific,violence-correlateddataattheZIPcodelevelinasufficientlyrobustdesign.Ifrepeated,theScorecardwillserveasameaningfulbenchmarkforcomprehensiveviolencereductionefforts.Furthermore,theCommunitySafetyScorecardwillseektoincludedatathatwereunavailableforthisfirstphase,includingmoredataonprotectivefactorslikecommunitycohesion,anddeeperinformationonriskfactorslikedomesticviolence,childreninfostercare,posttraumaticstressdisorder,anddepression.Thisdatawillalsobemorebroadlyavailableanduseableonline.Thegoalistoeventuallybuildafulldatabaseofsafetyindicatorsthat,indexedtogether,willgiveathree-dimensionalassessmentofneighborhood,familyandindividualconditionsthatcorrelatetosafety.n

What Does It Tell Us?

TheCommunitySafetyScorecardprovidesasnapshotcomparisonofcommunitiesthroughouttheregion.Itprovidesausefultoolforstakeholdersseeking

tounderstandthediverseneighborhoodbasedneedsincommunitiesacrossLosAngelesandthereforethestrategiesneeded.Importantly, the Community Safety Scorecard shows in no uncertain terms the kind of disparity that exists in Los Angeles.ByminingmultipledatapointsbasedonUrbanPeace’sfindingsfromover16comprehensiveneedsassessments,theScorecardhelpsidentifypressingsolutionstocommunityviolencebyliftingupthemosturgentindicatorsineachofthoseareas.

Thecitywidemaponpage4(andonbackcover)providesageneralviewoftheregionalstateofcommunitysafety.ItisevidentthatthecommunitiesthatareleastsafearenotspreadoutacrosstheCity,butaregeographicallyconcentrated,indicatingthesecommunitiesarelackingpublicsafetyinisolationfromtherestoftheCity.Theregion’sleastsafeareasarelocatedinthesouth-easternpartsoftheCity,whilethesafestareasarethoseinthenorthandwesternpartsoftheCity.

IndividualCommunitySafetyScorecardsprovidegreaterdetailastowhatissuesposebarrierstoincreasingsafetyinhighviolenceneighborhoods.TheScorecardscontain an index of a number of indicators in safety, school conditions, risk and protective factors by ZIP code. Each ZIP code is then given a community grade from A to F, based on its relation to other ZIP codes in the region. The Scorecard ranking translates, for example, into “most safe” to “least safe”.

Gradesareobtainedusinganaggregateofseveralsocio-economiccategoriesandindicators,outlinedontheright.

Cross-cutting findings include:

When any one category of the Scorecard is at an “F” the rest of the categories are also negatively

affected. For example, ZIP code 90068 has an “A” in safety, but an “F” in the school conditions scale, and a “B” and “C” rating in risk and protective factors, based on the relative grading methodology used.4

Many of the ZIP codes graded “least safe” are located across multiple jurisdictions, i.e. cross-city

areas, unincorporated County areas, or multiple City Council districts. This is evident in the ZIP codes of 90058, 90002, and 90061.

ZIP codes surrounding the least safe areas seem to be at the tipping point of safety and can easily become “least safe” areas as well, demonstrating these surrounding communities also need attention and resources. For example, ZIP code 90007 ranks in the middle range of safety, almost falling into the least safe category, probably given the fact that it is located between ZIP codes 90015 and 90037- two ZIP codes ranked among the top ten “least safe” ZIP codes in the City.

There were also some anomalous ZIP codes, such as 90014, 90021, 90013, and 90058 where the protective factors were high either at an “A” “B” or “C” and thus the rest of the categories would be expected to score at a similar ranking, but they were actually at a much lower rank of a “D” or “F”. A closer look at these ZIP codes shows how investments in a single community sector are not enough to raise outcomes in the rest of the sectors. This is consistent with the idea that one factor alone cannot solely sustain a safe community; therefore investing in only one sector, be it schools, risk, or protective factors, may not be enough to sustainably lower violence.

A high number of risk factors such as poverty and unemployment were correlated strongly to a lack of protective factors, inadequate school conditions and ultimately low levels of safety; examples of this

can be found in practically every “least safe” ZIP code. Such concentrated disadvantage highlights the historic lack of investment for some parts of the City of Los Angeles.

TheresearchthatinformstheScorecardsmakesclearthatschoolconditions,riskfactors,andprotectivefactorsareallcloselyinterrelatedandjointlyinformthelevelofviolenceorsafetyinacommunity.

Based on a correlation analysis, there were also other specific strong relationships that exist between indicators that are elements of the overall category scores; essentially, the following correlations are overarching patterns in all the ZIP codes: 5

• A strong relationship exists between high rates of poverty and high percentages of single parent families.

• A strong correlation exists between high poverty rates, high single parent families and high gang crime.

• A strong relationship exists between high rates of child abuse and high rates of unemployment.

• A strong correlation exists between high rates of child abuse and high rates of gang and violent crime.

• A strong correlation exists between high rates of poverty and high percentages of high school students scoring below basic in English.

• A strong correlation exists between high unemployment and high rates of gang and violent crime.

• A strong correlation exists between high rates of gang crime and high percentages of high school students scoring below basic in English.

• A strong correlation exists between high rates of violence prevention services per 1,000 residents and high unemployment rates.

• A strong correlation also exists between high rates of violence prevention services per 1,000 residents and violent and gang crime.

• It is important to remember here that correlation tests do not indicate causality; rather correlation tests reflect a relationship that exists between two indicators. For example, in ZIP code 90058 we can see that there is a high number of protective factors,

yet the safety score is an “F”. This could be due to a low score in both risk factors and school conditions, indicating that protective factors cannot act alone to raise the safety score.

Itisevidentfromthesefindingsthatthescaleandscopeofcommunitylevelriskfactorsiscloselylinkedtoaneedforplace-basedcomprehensivestrategiestoreduceviolence.Successfulstrategiesincommunitiesgraded“leastsafe”mustencompassacomprehensive,multi-sector,neighborhood-basedapproachandincludechilddevelopment,economicdevelopment,andcommunitydevelopmentmodelsthataddressthemajorunderlyingdriversofviolence.

TheScorecardhighlightskeyareasofregionaldisparity,therebyprovidingcommunitystakeholdersawaytoobjectivelyassesswhetherpublicandprivatefundingiscommensuratetotheneed.ThegoaloftheScorecardistobecomeanongoingperiodicassessmentofpublicsafetyovertime,whichcanbeusedtoadvocateforbetterandwiserallocationofprivateandpublicmonies.Withoutattentiontotheinfrastructureneededtosupportsustainedeconomic,social,andsafegrowthcitywide,theScorecardshowshowLosAngeleswillcontinuetofallbehindothermetropolitancitiesinprovidingequitablyforallitscitizens.n

E xtensiveresearchfortheLogicModelgeneratedover1,400potentialindicators;manyofwhichcouldnotbeusedbecauseofthelack

ofavailabilityofrepresentativedata.OnceavailabledatasetswereidentifiedforeachindicatorattheZIPcodelevel,acorrelationanalysiswasdonetoidentifywhichschool,protective,andriskfactorsweremoststronglyrelatedtosafetyindicators.Finally,fromthislist,theresearchersfromHealthyCity,UrbanPeace,andTheViolencePreventionCoalitionofGreaterLosAngelesselectedthemostrelevantindicatorsforthepurposeoftheCommunitySafetyScorecard.

Theindicatorsweregroupedintofourbroadcategories:safety,school,riskfactorsandprotectivefactors.EachcategoryoftheScorecardhadaminimumofthreeindicatorsthatwereusedtodetermineitsfinalgradeandrank.Forexample,forthesafetycategory,indicatorsusedincluded:gang-relatedcrimerateper1,000residents,violentcrimerateper1,000residentsandchildabuserateper1,000children.TheseindicatorswereindexedtocreateastandardizedscoreforeachZIPcode.Thefactorswereweighedequallytoconstructthefinalindexscoresincepreviousresearchdidnotsupportweighting

oneindicatormorethananother.TheindexscorewasthenrankedamongallCityofLosAngelesZIPcodesandassignedthecorrespondinglettergrade,withanAgradeforZIPcodesinthetop20%;aBforZIPcodesfallingintothesecondquintile;aCforthethird;andDandFforthefourthandfifthquintiles,respectively.Basedonthistechnique,thegradespresentedforeachZIPcodearerelativetothegradesoftheotherZIPcodesintheCityofLosAngelesandarenottiedtoanyexternalscoringcriterion.IfaZIPcodewasmissingavalueforoneoftheindicatorsusedintheindex,thescorewascalculatedusingtheremainingindicators,ZIPcodeswherethiswasthecasearenotedwithanasteriskintheRanks&Gradestables.6,7n

underscoringtheneedforcollectiveactioninreducingentrenched,communitylevelviolence.Inessence,therecommendationscallforasustained,school-centered,assetandneighborhood-based,comprehensiveviolencereductioneffortthatisimplementedincoordinationwithallpublicandprivatesectorsandthatworkstogetherwithlocalcommunitystakeholders.

ForZIPcodeswhichreceivedaC,D,orFinthecategoryofsafety,itisprobablethatthelevelofviolenceentrenchmentinthecommunitynecessitatestheimplementationofthecomprehensiveviolencereductionstrategy.CommunitieswithascoreofAorBinthecategoryofsafetymaynotnecessarilyneedtofullyimplementacomprehensiveviolencereductionstrategy,butcannonethelesstakeelementsfromthemodelandimplementthemasneeded.Thefollowingaresomecriticalstepsthatallcommunitiesshouldtakeinordertoassesswhatneedstohappentoreduceviolence.FortheC,D,andFcommunitiesabasiccompilationoftheelementsofacomprehensivestrategyareoutlinedbelow.8

All Communities Should Completea Comprehensive CommunityNeeds Assessment

ThisCommunitySafetyScorecardprovidesasnapshotoftheconditionsinthecommunity,butamoreexhaustivecommunityneedsassessmentshouldbedoneinordertofullyassesswhataretheaccumulatedriskandprotectivefactorsforviolenceandgangentrenchment.A comprehensive community needs assessmentisusedtobetterunderstandthedemographicand

socioeconomicconditions,aswellastheviolencedynamicsinthearea.Thisassessmentshouldcombinestatisticaldataanalysisandcommunityengagedresearchtounderstandandoutlinetherootcommunityconditionsofviolenceinthearea,aswellasidentifytheassetsandresourcesthatexistinthecommunity.Acomprehensiveneedsassessmentshouldformthefoundationofaneighborhood-basedcomprehensiveviolencereductionstrategy.9

Understand the Community Violence Reduction Model

Afterthecompletionoftheneedsassessment,communitiesshouldseektounderstandtheelementsofacomprehensiveviolencereductionstrategy.Thefollowingrecommendationslistattemptstodescribethemanyelementsofacomprehensiveviolencereductionstrategy.Theseelementsmakeupthebasisofapublichealthapproach.Thesamplestrategieslistedarebynomeansexhaustive;theyaresimplyanattempttodescribethespanandcomplexityofstrategiesthatneedtobeimplementedinordertofully,meaningfully,andeffectivelyaddresstherootconditionsofviolence.Someofthestrategieslistedwouldalsorequiretheestablishmentofadatacollectionadvocacyplatform,giventhatsomeofthedatanecessarytomeasureprogressinspecificstrategiesmaynotcurrentlybecollected,oravailable.Nonetheless,allrecommendationsoutlinedarevitaltoinstitutingacomprehensiveviolencepreventionandreductionstrategy.Therecommendationslistalsoprovidesabasicdefinitionofeachelementandoutlinessamplestrategiesthatcouldbeimplemented.Onlyuntilthefiveelementsandthethreeguidingprinciplesinthefollowingpagesareinplacewilltherebeareductionintheconditionsthatsustainviolence.

Create a Community-Based Violence Reduction Action Plan

Itisimportantthatallsectorsinacommunity,includingthepublicandprivatesector,community-basedorganizations,schools,lawenforcement,serviceproviders,andcommunitymembersunderstandthemodel.Onceallsectorscometoaconsensusabouttheconditionsinthecommunityandunderstandthemodel,everyoneneedstoworktogethertocollectivelydraftandimplementaCommunity-Based Violence Reduction Action Plan.Thisactionplanshouldbeinformedbythecommunityneedsassessmentandtheelementsofthemodel,andshouldaddressthemostsalientrootcommunityconditionsintheZIPcode.10Afeasibleplanshouldincorporatemeasureableprocessandoutcomeobjectivessothatprogresscanbemonitoredandchangescanbemadeasnecessarytoensurethattheworkismovinginthedesireddirection.Acomprehensiveviolencereductionstrategyshouldfocusonprimaryprevention,intervention,suppression,reentry,andcommunityinvestment.Allandanystrategiesshouldbejointlyplannedandhighlycoordinated;onlythencancommunitiescountertheconditionsandriskfactorsthatspawncommunityviolence.11

Ascommunitiesmovethroughtheimplementationofthepublichealthmodel,itisimportanttoconsiderreachingandmaintainingabasiclevelofsafety—a“threshold

levelofsafety”—thatwillensurethecomprehensiveviolencereductionstrategyissustainableovertime.

Therecommendationsthatfollowhavebeendividedupintoeightoverarchingcomponentsofacomprehensiveapproach,followedbyageneraldefinition,andrecommendedsamplestrategies.Mostoftherecommendationsarespecifictocertainsectors,butnonethelessallsectorsshouldbeinvolvedineveryaspectforthepurposesofkeepingeachotheraccountableandtoveteverystrategyandactivitythatwillgetimplemented.Communitysafetygoesbeyondlawenforcement.Whilepolicecanadoptalternativepolicingmethods,theireffortscanhavethegreatestimpactwhenschoolsalsoprioritizesafetyandacademicsuccessforat-riskyouth,serviceproviderscoordinatetoprovideacontinuumofsupport,andparentsandyouthparticipateindevelopingandimplementinganeighborhoodspecificsafetyactionplan.Communitieswithentrenchedviolenceneedeachsectortofulfilltheirrolewithinthemodel,andtogethercreatethemechanismforaneffectivelyfunctioningcomprehensive,wraparound,violencereductionstrategy.

1 Equitable Distribution of Resources Governmentsoftenfailtodeliver

comprehensivesolutionstothechallengeswithwhichviolenceriddenandsocio-economicallydisadvantagedareasmustcontend.Withinthesecommunities,thereisofteninadequategovernmentcoordinationandaccountabilitythatpreventsasustainedandeffectiveimplementationofpoliciesthatwillsupporthealthyfamilies.Equallyimportant,thegovernmentmustprovideabalancedinvestmentthatmeetsthescaleandscopeoftheneedincommunitiestoreduceconditionsthatsustainviolence.

2 Primary Prevention Infrastructure

A“safetynet”intheformofarobust,comprehensiveprimarypreventioninfrastructureisavitalelementnecessaryforthesuccessfuldevelopmentofchildren,youth,andtheirfamilies.Elementsofaprimarypreventioninfrastructureinclude:safeanduseablepublicspaceslikeparksandschools,qualityaffordablehousing,qualityearlychildcareandeducation,accesstopublictransportation,sportsandrecreationopportunities,andastrongserviceinfrastructurethatisaccessibletoallresidents.

4 Targeted Suppression that Follows a Community Policing Model

Highviolencecommunitiesusuallyhavehighconcentrationsofformerlyincarceratedandsystem-involvedyouthandadults.Thispopulationisoftenunpreparedtofullyreintegrateintothefabricofthecommunity.Alackofcoordinatedreentryresourcesputsthesereturningresidentsatrisksofre-offending.Thereintegrationofthispopulationrequirescoordinationbetweenthepublicsector,communitybasedorganizations,faith-basedorganizationsandotherstakeholdersinordertolinkthemtoasupportsysteminthecommunity.

AstheanalysisaimstoincorporatetheimpactofvariousindicatorsfrommiddleschoolsandhighschoolsintheZIPcodeareas,eachZIPcodewasconnectedtovaluesfromamajormiddleschoolandamajorhighschool.“Majorschool”isdefinedasaschoolwhichhasaschoolattendanceboundarycoveringthemajorityoftheZIPcodeboundary.UsuallytheschoolattendanceboundariesdonotmatchexactZIPcodeboundaries–oftentheyarelargerthanZIPcodeboundariesorpartiallycovermultipleZIPcodeareas.SchoolattendanceboundarieswithineachZIPcodewereidentifiedandtheschoolswiththelargestattendanceboundariesofeachZIPcodeareawereselectedasthe“MajorSchools”forthespecificZIPcode.Asaresult,eachZIPcodewasmatchedwithonemiddleschoolandonehighschool.SomeschoolsarelistedformorethanoneZIPcode.

Asstatedabove,someschoolscovermorethanoneZIPcodeareaandsomeschoolsarenotcountedtowardanyZIPcodesduringtheZIPcodematchingprocess.Usingtheschoolattendanceboundarycoverageisarelativelygoodwayofattributingthevaluesofacertainschooltotheresidentsofacertainneighborhood,althoughthisprocessdoesoverlookthedatabelongingtootherschoolswhichstillexistandincertaincommunitieswhichmaynotbeconsidered“MajorSchools”.

Theriskfactorscorewascalculatedusingthefiveindicatorslistedbelow.TheseindicatorswereindexedtocreateastandardizedscoreforeachZIPcode.Thisscorewasthenrankedamongthe104ZIPcodesintheCityofLosAngelesusedintheanalysis.Thescorewasalsoconvertedintogradesbasedonwhichquintileitfellintoforeachindex,with“A”meaningtherearefewriskfactorsintheneighborhoodand“F”meaningtherearemany.Basedonthisscoringtechnique,thescorespresentedforeachZIPcodearerelativetothescoresoftheotherZIPcodesintheCityofLosAngelesandarenottiedtoanyexternalscoringcriterion.

Data & Analysis LimitationsThedataandanalysisusedtocreatethescorecardscomewithseverallimitations,severalofwhichareoutlinedineachspecificindexsectionabove.Overall,themethodologyforgradingeachindexwasbasedonwhichquintiletheindexscorefellinto,andthereforewasarelativerepresentationofeachZIPcodecomparedtotheremainingZIPcodesintheCityofLosAngeles.Forfutureresearch,itwouldbebesttouseanexternalscoringcriterionforeachindexcategoryastobetterrepresentandtrackhoweachZIPcode’sgrademayimproveorworseninsubsequentanalysis.Also,fortheindiceswheretheindividualindicatorsusedincreatingthefinalscoreswerehighlycorrelatedamongeachother,itwouldbebestinfutureanalysistochooseoneindicatorfromeachcorrelatedpairthatbestrepresentstheconceptthatisbeingmeasuredand,ifnecessary,doadditionalresearchtodetermineifotherindicatorscanreplacetheonesbeingremoved.Additionally,thedataforeachindicatorwasnotrepresentativeofthesamecalendaryear,thiswaspartiallyaddressedbyusingthepopulationfromthedata’scorrespondingyearforratecalculations.Also,theanalyseswerecompletedataZIPcodelevelduetotheunavailabilityofdataatasmallergeographicallevel.Theremaybetrendsthatcouldbeseenatsmaller
