Locala Community Partnerships CIC (Locala) is a successful, innovative and forward thinking Social Enterprise which provides community healthcare for the people of Kirklees as well as a number of services in neighbouring Calderdale and Bradford too. Since it was established eight years ago it has grown from an annual turnover of £47 million to around £72 million in 2018/19 – employing around 1300 colleagues – and made a surplus in each financial year enabling it to grow its reserves for future investment in services that support the local community.

In November 2019 all our services were rated ‘good’, by the Care Quality Commission, and we were also rated ‘Good’ for Well Led.

We have exciting plans for the future – working with primary and social care and widening its social impact.

The successful tenure of our Non-Executive Director with clinical background comes to an end this Autumn and we are looking for a new appointment to join us to help lead us through the next phase of our exciting journey!

As a Non-Executive Director, You will:

• Share responsibility with other directors for the decisions made by the Board and for the success of Locala in leading the continued improvement of community healthcare services and the sustainability of our Business

• Contribute to the tone and style of Board discussions that facilitate effective decision making and constructive debate, conforming to the highest standards of corporate, clinical and mutual governance

• Be well respected with strong connections to the local community

• Have strong commitment to social enterprises and knowledge of how they develop and function

• Have a successful track record at a senior level in your area of work

Current service provisionLocala Community Partnerships CIC provides community healthcare in a wide range of locations including homes, health centres, and Holme Valley Memorial Hospital. We are committed to delivering a first class patient focused health care service for the people of Kirklees, Calderdale and Bradford. We provide responsive and accessible services for both children and adults.

Some facts about LocalaProviding great care is our priority: We are one of the best: 9 out of 10 of our patients of those patients and service users surveyed would be “likely” or “extremely likely” to recommend our services to their family or friends.*

We’re owned by our employees: We are a Social Enterprise – a Community Interest Company (CIC) registered with Companies House and owned by our staff colleagues. Over 1200 of them have a £1 share. Nobody has more than one share – whether you’re a healthcare assistant or director. Locala is in the Top 20 largest employee owned business in the UK.**

We can’t sell off the ‘family silver’:Being a CIC means we are a special category of limited company. We have an asset lock, which means we can’t sell any asset for less than market value and then only to another Asset Locked Body (with the consent of the CIC Regulator) or for the benefit of the community.

Locala – rated ‘Good’….for everything:In November 2019 the Care Quality Commission rated all our services as ‘Good’ and we were also ‘rated good for ‘Well Led’. In fact we were ‘Good’ for every single domain in every service – one of only two healthcare providers in the West Yorkshire & Harrogate Integrated Care System to have no ‘Requires Improvement’ ratings.

Our members have a big say: We have a Board and a Members’ Council. Members’ Council is made up of 10 staff shareholder members, 6 community members and 4 co-opted members. The latter are currently: a GP, a GP Practice manager and 2 local councillors. Members’ Council appoint our Chair and Non-Executive Directors, they’ve recently helped decide our Quality Priorities.

We’re rooted in the Kirklees, Bradford and Calderdale communities: We’ve already provided financial support to over 80 local community groups enabling them to help local people – through our Locala Community Fund. We spend over £2.5m in Kirklees each year.

We listen to the views of our patients and their carers:In 2019/20 we made 54 improvements to 30 services based on patient and service user feedback.

Background to appointmentsOur Board currently comprises of 6 Executive Directors including the Chief Executive and 5 Non-Executive Directors including the Chair and our Colleague Board member. In line with our Articles of Association our Members’ Council, responsible for the appointment of the Chair and Non-Executive Directors, are looking to replace one of our Non-Executive Directors.

The departure in October sees someone leaving who has provided invaluable insight and experience of clinical practice and governance.

In the 9 years since Locala was established this role has always been filled by someone with a senior nursing background and we again very much welcome candidates with this experience. But we’re also keen to hear from anyone whose skills and experience mean they can offer something different – for instance you might be a General Practitioner, or a senior therapist.

Job Description

Non-Executive DirectorAs a Non-Executive Director, you are responsible for providing appropriate oversight, governance and leadership to Locala Community Partnership CIC in the pursuit of its strategies to provide effectiveandhighqualityservices.You are accountable to the Chair and our Members’ Council.You will play a key role in ensuring that Locala has a strong business ethos and the ability to develop andgrowafinanciallysustainableorganisation.You will share responsibility with other directors for the decisions made by the Board and for the success of the organisation in leading the continued enhancement of community healthcare services.

Main responsibilities• Provide independent judgement and advice on issues of strategy, vision, performance,

resources and standards of conduct and constructively challenge and influence within the Board to develop strategies and the vision for Locala

• Contribute to the development of strategic plans to enable the organisation to fulfil its leadership responsibilities for health and social care for the communities we serve, and drive the long term business strategy forward

• Ensure the Board sets challenging objectives for improving its performance across the range of its functions

• Monitor the performance of the company against agreed objectives and provide strategic direction and leadership to ensure the ongoing success of Locala

• Monitor the performance of the executive team in meeting the agreed goals and improvement targets

• Scrutinise the performance of management and be satisfied that clinical and financial information is accurate and that clinical governance, financial controls, governance and assurance systems are robust and transparent. This includes working to the highest standards of probity, integrity and governance

• Chair the Quality Committee and participate as a member of other key committees that support accountability

• Utilise clinical expertise to review Quality plans ensuring clinical effectiveness, patient safety and experience are fully considered.

Qualifications• Registered with a clinical or medical professional body

• First degree in a relevant subject area, or equivalent

• Specialist qualification to Masters level e.g. MBA, Chartered Director, or equivalent experience

Relevant experience• Board level experience in a large/complex/changing organisation.

• Clinical experience at senior level, bringing both clinical governance and operational experience.

• A portfolio of high level governance and organisational skills including experience of strategic planning, financial risk and performance management.

• Health and social care and related public and third sector and partnership working

• Experience at a senior level in managing large and complex organisation budgets, working within tight budget or contract constraints and producing efficiencies
