SEBASTIAN — The Sebastian City Council wants to roll back tax rates due to increased property assessments, but they also want to keep their options open through the budget process.

As a hedge, the Council voted July 11 to keep the proposed millage at the cur-rent 3.4, rather than reducing it to the 3.1514 rolled-back rate that would fully fund the proposed draft budget. Due to an increase in taxable values, keeping the millage rate at 3.4 would represent a tax increase of about 7.89 percent. Council made clear that their goal is to get back to the rolled-back rate before the end of the budget process.

At the July 11 meeting, the presenta-tion from Administrative Services Director/CFO Ken Killgore explained that estimated taxable values increased $107,676,794, or 9.34 percent from the prior year. Because of that increase, the proposed draft budget would be funded at a 3.1514 rolled-back rate.

However, staff requested that the pro-posed millage remain at the current 3.4 for now due to several unsettled issues.

VERO BEACH — As I sat down with Dr. Bradley Reiner to discuss cosmetic dentistry, the friendly and personable doctor went straight to his photo albums of “before and after” patient pictures. I immediately understood why, as these photos demonstrated not only transformations of smiles, but of attitudes. In less than five minutes this reporter wanted to schedule an appointment.

Describing a technique called “white waxing” or “sculpting,” Dr. Reiner demonstrated an attention to detail that seems rare these days.

Looking at the “before” photo of one patient, Dr. Reiner said “You can see that her teeth are crowded here, and spread out here, shorter here, longer here. There are proportions problems.”

“I take an impression, and then use the impression to make a model. Then I take this home and sculpt with wax what I want the teeth to look like. Then I put putty around what I’ve sculpted, and let it set. Then I fill the inside of that putty with temporary material. That fits in the patient’s mouth, and we let it set. Then I peel off the putty and it gives an exact duplicate of what I sculpted the night before.”

My jaw must have dropped at that point, as I had never heard of a dentist spending his evenings at home working to resolve his patients’ smile problems.

“Then we make sure the lines and length are the way we want it. Then I take an impression of that and send it to the lab. They use it for a blueprint, knowing exactly how long the teeth should be, and the exact

pro p or t i on s . The lab can see the size and position each tooth should be.” When Dr. Reiner showed me the “after” picture, the patient had a huge smile, and the teeth looked a b s o l u t e l y stunning. The patient also looked much younger.

The attention to detail Dr. Reiner described sounded more like an artist describing a painting than a dentist.

“The teeth are all porcelain and have a color gradient like teeth naturally have, not one artificial monotone color. There is translucency at the incisal edge and you can also see the surface anatomy that is present in real teeth, so that light reflects off of them properly, and not just one fake looking uniform sheen. My goal is to make everything look as natural as possible.”

“There aren’t many dentists that do their own white waxing and sculpt their own teeth,” Dr. Reiner said. “It helps, because it lets me take control of the whole process from beginning to end. And it helps to know where the teeth should be at the end, so they look normal and nice.”

Looking at more before and after photos of patients, in many cases it was hard to even tell it was the same person.

“When you get the teeth in the right place, things look fabulous because people are attracted to signs of health. Teeth look natural and healthy when they are in the

proper place to function correctly. It’s a form follows function thing.”

While some patients need work on the full mouth, others just need a small amount of work.

“Sometimes I just need to do two teeth, rather than the whole mouth, to get everything looking right. Sometimes you don’t have to do everything, you just need to do a little to fix what’s wrong.”

Dr. Reiner showed photos of one patient who blew glass, so she was always putting metal tube in her mouth and spinning it. “It wore away these two teeth, and her canines were flared out. So I just did the two front teeth and reshaped her canines which made her look much better.”

Showing photos of another, Dr. Reiner said “Here’s a lady whose two front teeth are normal size but the teeth next to them are much smaller than they are supposed to be. She needed help because this gives the unfortunate appearance reminiscent of a bunny because the two front teeth look big in comparison. But it’s not the two front teeth that are too big, it’s these other two

teeth that are too small. So when you fix the two teeth that are too small, everything else comes back to where it looks right. Sometimes a little fix is all you need – you don’t have to change everything. A little bit goes a long way.”

The office performs all aspects of general dentistry. “There really isn’t an aspect of dentistry we don’t help our patients with. We pride ourselves in listening to our patients’ needs and concerns and then helping them with honest advice and competent comprehensive dentistry.”

“We have been working with a physician, Dr. Mattice, in the area linking dentistry to heart attack and strokes and are very concerned with our patients’ systemic health. That’s important. Recently, bacteria from the mouth have also been linked to cancers, and we have known for some time that gum disease is especially hurtful to those with diabetes. Twenty five years ago I saw a quote from Charles Mayo that said ‘Preventative dentistry can extend human

Amendment 1 would provide for a home-stead exemption on the portion of home values between $100,000 and $125,000, meaning the $25,000 between $100,000 and $125,000 of a home’s value would be exempted from property taxes other than

school district taxes.County Administrator Jason Brown said

that the potential $3 million impact of Amendment 1 in Indian River County could jeopardize the county’s ability to fund School Resource Officers.

In addition, Mr. Killgore noted that there have been hurricane reimbursement delays that highlight the need for adequate reserves.

Mr. Killgore noted that it is easier to advertise the higher rate on Trim notices and then reduce it if possible, than to give residents a lower rate on notices that may then need to be increased.

The Citizen’s Budget Review Advisory Committee had similarly expressed a desire to use the rolled-back rate, but then voted 4-2 to approve the staff ’s recommendation that the current 3.4 millage rate be used on

the tax notices.The Committee also recommended rais-

ing the contingency reserves as deemed necessary up to $6,000,000 so long as there is no corresponding increase of the mileage rate to accomplish the increase, and it is done incrementally as funds become avail-able over future years.

City Council is scheduled for a full review of staff ’s final draft on Aug. 8.

Perseid Meteor Shower & Star Party scheduled at ELC

You don’t need special equipment or a lot of skills to view a meteor shower, only a clear sky, a dark environment and a bit of patience. One of the brightest meteor show-ers, the Perseids, will occur this year in August. Made up of debris from the comet Swift-Tuttle, the Perseids are named after the constellation Perseus. At its peak, you might see 60 to 100 meteors in an hour, and the Environmental Learning Center is a great to view this extraordinary cosmic event.

The ELC’s “Perseid Meteor Shower and Star Party” begins at 7:30 p.m. on Saturday, Aug. 11, and will run until 10 p.m. This year’s shower will be particularly spectacu-lar because it coincides with the new moon, making the sky exceptionally dark for opti-mal viewing. Just bring a blanket or lawn chair, along with a pair of binoculars if you’d like.

As the sky darkens, Adrian Palmer of the

Brevard Astronomical Society will present on the Shuttle Era, and for the kids, there will be a Starry Story time and a space-themed craft. Maps of the night sky will be provided, and from 8–10 p.m. there will be star and planet viewing using high-powered telescopes courtesy of the Brevard Astro-nomical Society.

Says Sarah Christopherson, ELC Environ-mental Educator, “We’re excited to have an event showcasing the Perseid Meteor Show-er on our lagoon island! The ELC has always been a favorite for stargazers because it gets so dark, and the new moon will be a perfect time to see it here.”

Unsupervised dogs run amokMy dog and I walk as much as my physi-

cal condition allows. He is always leashed, under control and on public property. Walk-ing helps both of us. Unfortunately, we often encounter dogs that run towards us barking.

I stop and ask the owner, who is usually in the vicinity but not controlling the dog, to please get their dog. The responses range from a dirty look to, "Oh, he's friendly" or "She just wants to play," and my favorite, "He doesn't bite."

All dogs have the potential to bite given the right circumstances. This is especially true if they feel threatened.

Often the owner will halfheartedly call the dog, then stroll over with no sense of urgency or any apology. These encounters are stressful to the point I stay on "safe streets" and now carry a deterrent spray.

I have owned dogs of various breeds and sizes my entire life. Usually, the encounters are with small dogs. Just this past week, a family member was pet sitting and attacked by a pack of chihuahuas and, yes, in the mayhem this person was bitten.

I want your dog to be just as safe as mine. Please be considerate by not allowing your dog to get the idea they own the street. Nobody wants to spend time at the ER, pay fines or hospital bills, or potentially bury a beloved pet due to owner negligence.

Pedestrians, bicyclists need to take safety measures at nightIs it dark outside? Well then you need

either a flashlight or some kind of reflective clothing, Vehicles CANNOT see you.

Whether you are walking, biking, etc. If your one of the above, take responsible mea-sures to ensure your safety and don't always think we see you, because most of the time, we don't.

There are several ways to help those in crisis

According to the American Foundation for Suicide Prevention, suicide is attempted 1.1 million times annually. Unfortunately, every 12.3 minutes a person completes sui-cide, totaling 117 lives per day, nearly 43,000 lives per year, making suicide the 10th lead-ing cause of death in the U.S. And, for ages 15-24, suicide is the third leading cause of death.

The aforementioned statistics are often perceived as merely numerical representa-tions, but they have a deeper significance. These numbers represent a collection of loved ones gone too soon.

The American Foundation for Suicide Prevention reported 90 percent of those who completed suicide had a diagnosable psychiatric disorder. In essence, many bat-tled with emotional and psychological prob-lems.

Statistics are screaming for PROACTIVE measures.

There are ways to help those who are in crisis and may struggle with suicidal ide-ation. Do the math. Do not let these num-bers go unnoticed. Be the one to help save a life.

Residents need to stop dumping litter everywhere

I am utterly disgusted with the amount of trash and dumping throughout our city (including residential and canal areas).

From people walking, driving, landscap-

ers and assorted other trucks and passers by people are just throwing their trash wherev-er they feel like it. It is very disappointing and disrespectful to say the very least.

My husband and I pick up trash in our neighborhood only to see more the next day.

Come on, people — where is your pride? Stop the littering. Take your trash with you and dispose of it properly.

Friendly reminder: Slower traffic please move right

Please, drivers, slower traffic move to the right. Despite the speed limit, if you have someone on your tail in the left lane, move to the right lane. It is the safest thing to do. Thank you.

Governments control people; money controls governmentsMost of earths inhabitants have no idea of

what cataclysms has occurred in our past

nor what may be in store for the future.In addition to the natural disasters and

changing climate, we live as if everything is forever until we become old senior citizens and realize there are consequences to our ignorance of the truth and facts of reality.

Just watch the news and see millions of automobiles smoking and polluting the air we breathe.

It is believed that dinosaurs and animals and creatures from our past grew to such enormous sizes because our atmosphere contained a greater percentage of oxygen than we breathe in today.

There are thousands of airplane's in the air all day long and seven days a week, also active volcano's are spewing noxious gases, All of these toxic fumes cause acid rains which in time will destroy all life just as one big asteroid destroyed the dinosaurs.

Only there may not be a chance for Earth to recover. Governments do not care as long as they can bluff the people. There is one thing to remember: governments control the people and not the reverse and money controls the governments and the politi-cians.

watersheds. Class B biosolids are currently being land-applied in Indian River County, on properties near waterbodies such as Blue Cypress Lake.”

“In short, it is the stuff that is flushed down the toilet and treated to some extent at a wastewater treatment facility,” Commis-sioner Bob Solari said.

The St. Johns Water Management Dis-trict, which has been testing the Blue Cypress Lake water for years, said phospho-rous has reached the highest concentration in 39 years.

In June, following a public hearing that reviewed evidence presented by the Ocean Research & Conservation Association, the Commissioners had instructed Mr. Rein-gold to draft either a moratorium or an out-right ban.

ORCA scientists said they recently found “extremely toxic levels of microcystin mea-suring at 4700 parts per billion in Blue Cypress Lake. The World Health Organiza-tion sets the limit for microcystin in water used for recreation at 10 ppb. We are con-tinuing our research to find the source of the excessive nutrients entering the lake, which could be the cause of this toxic algae bloom.”

After hearing of ORCA’s research, County staff met with property owners who, accord-ing to Mr. Reingold, “expressed a willing-ness to agree to a voluntary cessation of the land application activity for 180 days to allow time to scientifically determine if land application practices are detrimental.”

“There is evidence of significant increases in phosphorus and nitrogen and incidences of harmful and potentially toxic algae blooms in Blue Cypress Lake,” said Mr. Reingold. “There appears to be a correlation between the increases of nutrients in Blue Cypress Lake and the land application of biosolids.”

The waste being spread doesn’t come from Indian River County. It comes from other counties to the south. After treatment, Indian River County buries its biosolids at the county landfill.

“Per Florida statute, the land application of Class B biosolids has been restricted in neighboring counties and ecosystems to the south, such as the St. Lucie River watershed and the Lake Okeechobee watershed, leav-ing Blue Cypress Lake and the St. Johns River watershed as a cheap alternative for the disposal and land application of Class B biosolids generated in South Florida,” Mr. Reingold said.

Pelican Island Audubon supported the ban and encouraged its members to attend the meeting and contact commissioners in support. Pelican Island Audubon President Dr. Richard Baker said “we’ve never seen anything like this at the lake before.”

The County Attorney’s Office drafted the ordinance establishing a 180 day temporary moratorium on all properties within the unincorporated areas of Indian River Coun-ty involved in land application of Class B biosolids.

The ordinance also directs the County Administrator to coordinate with the Flori-da Dept. of Environmental Protection and study the situation and report his findings and recommendations.

VERO BEACH — Main Street Vero Beach closes the Florida Main Street Conference with a Devouring Downtown Foodie Tour on Aug. 1.

Each year a different Florida town opens their doors for the opportunity to highlight their thriving downtown community. Vero Beach hosts the 2018 Main Street annual conference July 30-Aug. 1. For three action-packed days, community leaders from across the state will be in town to see what Vero Beach is all about.

The conference will showcase why Vero Beach is the east coast’s best kept secret, with an emphasis on the historic downtown.

The closing event is the Devouring Downtown Foodie Tour, which is open to conference attendees, locals, and tourists. The group will make culinary visits in the heart of downtown Vero Beach, sampling food and drinks from several restaurants.

Enjoy a variety of local food and unique beverages prepared just for the tour. Alcohol and non-alcoholic drinks are included (must be over 21). If you’ve been curious to sample Vero Beach cuisine and drinks, now is your chance.

The tour will last about three hours and will be held rain or shine. Participants will walk less than one mile, as local guides share fun facts and comments about the Main Street area.

Cost for the food tour is $40 per person. The Devouring Downtown Foodie Tour takes place Wed., Aug. 1, 2-5 p.m.

Those with an interest in community revitalization and economic development are welcome to sign up for the entire three day conference, running July 30, 8 a.m.-Aug. 1, 1 p.m.

The Treasure Coast Youth Symphony is coordinating its audition schedule for high school and advanced middle school musi-cians interested in becoming members of the orchestra for the 2018-2019 concert season.

Auditions for strings, winds, brass and percussion will be held Saturday, Aug. 18, at the Jensen Beach High School Band Room in Jensen Beach.

Specific audition requirements, infor-mation, and registration to schedule an audition are found online at www.treasure-coastyouthsymphony.com.

To receive an audition time, complete

and submit the registration form found on the youth symphony’s website. Upon receipt of a request for audition time, the musician will be contacted by either Dr. John Enyart, for string players, or by Thomas Servinsky for winds and percus-sion.

Annual auditions are required for past members of the youth symphony as well as new musicians desiring to be seated in the orchestra. Concert rehearsals are held on Mondays during the school year at the Jen-sen Beach High School Band Room between 6-9 p.m.

Most concerts are scheduled on Monday evenings.
