State of the Clinic
Clinic capacity has increased from 13 hours per week to 23 hours per week since 2012, a 44% in-
crease due to our increasing patient population --- 287 in 2012 to 656 in 2014 (a 56% increase).
Currently, scheduling for new patient appointments exceeds 2.5 weeks.
Funding streams are decreasing and questionable due to North Carolina and 20 other states’ con-
siderations in regard to decisions related to federal Medicaid expansion. Meanwhile, demand for
clinic and pharmacy services has experienced a steady increase. In 2014, Community Free Clinic
assumed the patient eligibility, enrollment, and recertification process (that provides program in-
tegrity to investors, donors, and community partners). This was due to county and state funding
cuts to the county’s healthcare safety net network that assures that all enrolled patients meet fed-
eral poverty income guidelines and other eligibility criteria to access medical care and medications
at no cost.
North Carolina’s HealthNet Funding at Risk
HealthNet—NC’s healthcare safety net for low income uninsured residents living with chronic
health conditions started in Cabarrus County ten (10) years ago. Infrastructure funding is provided
by NC Office of Rural Health. It is a county wide public/private collaborative partnership that as-
sures that the working poor have access to needed healthcare services and prescribed medications
to maintain and improve their health status.

Can take care of themselves and their families
Seek and maintain employment
Eliminate emergency department visits for treatment of non-emergent chronic health
conditions.

The Future of Community Free Clinic:

Will North Carolina expand Medicaid? It appears unlikely that our Governor and
legislature will elect to expand Medicaid to the federal poverty level as defined in the
Affordable Care Act of 2010—up to 138%--($16,105 annual household income for a
single household). NC Medicaid is currently at 65% of the federal poverty level. The
maximum federal funding that would initially supplement our state’s cost of Medicaid
expansion will continue to decrease each year since the Affordable Care Act
(Obamacare) was enacted. The Governor would probably like to have some degree of
Medicaid expansion prior to the next NC Governor’s race in 2016 but would most
likely have opposition and compromise within our NC legislature. Much will also re-
main to be seen until after the next Presidential election. In regard to the Affordable
Care Act as a whole, much could change dependent upon the Supreme Court ruling
scheduled for the summer of 2015 in regard to the constitutionality of the federally ad-
ministered insurance market place.
Will the Community Free Clinic continue to be needed if and when Medicaid is
expanded? We have had many conversations with local, regional, state, and national
leaders and healthcare experts who say that there will always be many who will not
qualify for Medicaid and who cannot afford the costs of private health insurance—
premiums, deductibles, co-pays, etc. Besides access to primary medical care and medi-
cations, there are many other unmet healthcare needs in our county including behav-
ioral and oral health.
The Community Free Clinic will continue to respond to the unmet healthcare needs of
Cabarrus County as long as funding is available and there is lack of access for health-
care services for our family, friends, and neighbors. The mission and vision of our
founders, Dr. David Lockhart and Dr. George Liles, continues to guide our response to
our county’s unmet healthcare needs.
Karie Sturdevant (left) and Jody Morgan (right) have spent
the vast majority of their careers at the Community Free
Clinic, a total of 28 years of service. Jody is a certified
medical assistant. She is our electronic medical record
“champion”, coordinates patients’ specialty referrals, and
provides clinical support for specialty and volunteer medical
clinics.
Karie is a pharmacist technician. She coordinated our medi-
cation assistance program and provided pharmacy support
for many years. She is now our Operations Manager and
coordinates and oversees our clinic, pharmacy, and patient
enrollment and eligibility services. Jody and Karie’s exper-
tise, skills, commitment, and passion have a positive impact
on our Mission, services, and patients.

On May 1, 2015, The Community Free Clinic was recognized as Cabarrus County’s 2014 Non
Profit of the Year at "Celebrate Cabarrus", the annual Cabarrus Regional Chamber of Commerce
awards event.
A non profit is only as successful and effective as the community in which it is located. On behalf of
our Staff and Board of Directors, we thank our supporters, volunteers, and community partners for
