Introduction

As part of North Sydney Council’s ongoing commitment to reduce its greenhouse gas emissions by

50% below 1996 levels by 2020, the Council has utilised a grant from the federal Department of

Climate Change, totalling $82,732, to implement energy efficiency savings across the Councils largest

and busiest sites. The grant was awarded as part of the Community Energy Efficiency Program

(CEEP), designed to contribute $112 million to energy efficiency improvements in Council and

community buildings across Australia.

Ecosave, Australia’s largest independent energy services company, initially assessed four of the

Council’s buildings – North Sydney’s iconic Olympic Pool, Stanton Library, the Council’s Chambers

and the Council’s Depot. After a competitive tender process, Ecosave was awarded the contract to

implement solutions at these sites.

Department of Climate Change Funding

The DCCEE Funding was in accordance with the initial Budget – the funding was allocated towards

the 4 sites and the energy efficiency measures at those sites.

Additional energy efficiency measures were added to the project scope for these 4 sites for which

DCCEE funding has been received. This increased the Council contribution from $341,819 to

$472,344. The DCCEE funding amount remained at $82,732. The North Sydney Council elected to

add further energy efficiency measures and further reduce their energy usage across these four sites

during the tender process for the works, as further energy savings measures were identified that had

not been picked up on during the initial design and CEEP Funding application. These additional works

met the Council payback requirements and further deliver towards the Councils strong targets of

Greenhouse Gas reduction and long term sustainability.

Of further interest to DCCEE may be the fact that a number of other sites in the region are also

having energy efficiency measures installed and project managed by Ecosave. DCCEE Funding was

not applied for nor used for these additional sites.

Activity Benefits and Outcomes

The CEEP funding allowed North Sydney Council to expand the overall energy efficiency project,

achieving savings at three additional community facilities – the Neutral Bay Community Centre, St

Leonards Park and the Bradfield Wellbeing Centre.

The seven sites received extensive lighting upgrades – including a variety of lighting controls and the

installation of energy efficient lighting. Other highlights include improvements to the pumping

systems and control strategy at the Olympic Pool and air conditioning optimisation at the Council

Chambers and Library. Solar hot water upgrades, and a voltage power optimisation system were also

installed at the Central Depot.

The total investment for the project was $561,083 which will be repaid in just over five years,

providing an ongoing annual return on investment of 19%. This funding includes the federal CEEP

grant, Council’s Environmental Levy and Waste and Sustainability Improvement Payment funds.

As part of Ecosave’s ongoing commitment to long term sustainability, the company donates one

native seedling to Greening Australia for every tonne of CO2­e and 100 kilolitres of water saved.

483 seedlings were planted at a Council organised community event in Boorowa from 6th – 8th

September 2013 – this event is part of the Councils ongoing 2020 Vision for Sustainability.

Overall, the project was a very successful one for North Sydney Council – with wide reaching and

verified results.

Project Management

Throughout the project, there were regular meetings between representatives of North Sydney

Council and Ecosave. This ensured that the various milestones laid out by Ecosave and agreed upon

by the Council were met, and that the project was tracking to schedule. It also ensured that high

standards of work were maintained at all times, and that if there had been any modifications to the

project, the Council was made aware of them immediately.

*Energy, maintenance and total annual savings costs for each energy efficiency measure are based

on the actual savings report presented to the Council at project completion (and appendiced in

previous CEEP reports). In addition, the whole of site baseline energy consumption and energy

efficiency has been determined by analysing energy bills for a 12 month period. The baseline energy

efficiency is either a NABERS rating, or the ratio between baseline energy consumption and building

area or annual visitor number.

** Ongoing energy management reports are being provided to North Sydney Council on a monthly

basis by Ecosave’s experienced energy management team. An example Energy Management Report

from December 2013 is included in Appendix A.

Conclusion

In conclusion, the CEEP1156 Energy Efficiency Project was a highly successful energy saving project

for North Sydney Council. Through the partnership with Ecosave Pty Ltd, a variety of energy savings

measures were identified and project managed through to completion, with detailed measurement

and verification reports presented at the culmination of the project.

Ongoing energy management reports are generated on a monthly basis to the Council, which

provide further energy saving recommendations.

This is the portfolio electric consumption for the Chambers, Library, 1 James Place and North Sydney Pool. The figures show the monthly consumption since the completion of the Energy Performance Contract (EPC), total consumption and profile data for the month of October. There is a reduction of 18% in October 2013 when compared to the month of August 2013 which is the month the EPC project was completed.
