Yay Bikes! The city planner, engineer, service director, elected officials and board members participated in a profes-sional development bike ride with Yay Bikes! throughout New Albany. Yay Bikes! is a bicycle advocacy group that has a grant with ODOT to offer rides that help public officials and staff better understand the needs and conditions of bicycling infrastructure. Yay Bikes! staff provided the group background on bike laws and best practices for riding, and led an on-street tour so everyone experienced what it felt like to ride on the road and took various breaks to discuss the experiences on different conditions. MORPC State of the Region Luncheon The director, engineer, and planner attended the MORPC State of the Region Luncheon on April 20th. The event showcased upcoming plans for Central Ohio and highlighted community accomplishments. This year’s theme was “Innovations that Connect Us” and featured Anne Schwieger as the keynote speaker. Anne works to advance access to affordable broadband connectivity, up-to-date digital tools, and enhance digital skills of residents. First and Main Tour

The economic development specialist met with Ruth Anne Jones from First & Main New Albany to tour First

& Main of Lewis Center assisted living and memory care facility. The building footprint and offerings are

the same as the New Albany location. The first and second floors are assisted living and the top floor is for

memory care.

Retention Visits

VeePak Patty Huddle of Columbus 2020, Cherie Nelson with the New Albany Chamber and the economic develop-ment specialist met with Gary Dunn, Plant Manager of VeePak Ohio, LLC located in the Personal Care & Beauty Campus. VeePak’s equipment line includes double motion tanks ranging from 450 to 7,500 gallon capacities with a service platform that includes bottle, jar and tube filling capabilities. VeePak plans to triple business over the next 24 months. Recently sold and 12 owners have equity in the new company (Winport Partners); Expanded for the third time in five years- the interior expansion will add 3-5 lines; 85 FTE’s and 75 temporary employees, operating 2 shifts; Busy season June-December; Zero employees use SmartRide, most carpool from Cleveland Ave/161 area; Currently, operating 8 lines; 11-13 people per shift, per line; Mast Global comprises 61% of business; Other plant location in Chicago with primary business Johnson & Johnson.

Anomatic Patty Huddle of Columbus 2020, Cherie Nelson with the New Albany Chamber and the economic develop-ment specialist met with Scott Rusch the President and CEO of Anomatic Corporation located in the Person-al Care & Beauty Campus. Anomatic is a global leader in anodized aluminum packaging located in the Per-sonal Care & Beauty Campus. Industries served: beauty and personal care, medical devise, consumer electronics, pharmaceutical, spir-

its, and automotive; Revenue is 2016 was $135M; 850 employees, 150-200 are in New Albany; Since 2012, invested $36.5M in plant space and equipment; Run 2 shifts, 6am-11pm; Busy season Aug-Dec. when operations are 24/7; Global footprint- New Albany, OH, Newark, OH, Naugatuck, CT, Paris, France, Suzhou, China; Workforce/talent is always a concern (toolmakers, machinist, controllers, technology/automation etc.).

KDC Chris Strayer of Columbus 2020, Cherie Nelson with the New Albany Chamber and the economic develop-ment specialist met with Ian Kalinosky, the Division President of Knowlton Development Corporation (KDC) located in the Personal Care & Beauty Campus. The KDC facility is a high-speed production that makes surfactants and alcohol-based products. New Albany site is dedicated to LBrands; Fifth year in operation, first four years experienced growth, this year no growth; Peak season Aug-Dec, with a need for 900 employees; Currently 440 employees with the need for 500; Columbus 2020 committed to introducing Ian to Tim Harman, the workforce specialist from their team,

providing information about the Jobs Ohio Workforce Grant, and the JOW Training Plan; 20 employees on first shift use SmartRide; Adding a new line with installation scheduled for August and capital cost of $500,000.

Alene Candles Matt McCollister of Columbus 2020, Cherie Nelson with the New Albany Chamber and the economic devel-opment specialist met with Todd Baran, the Plant Manager and Dawn Sharkins, the Senior Human Re-source Manager of Alene Candles Midwest located in the Personal Care & Beauty Campus. Alene candles manufactures quality, custom-designed fragranced candles. Currently searching for a second manufacturing facility in Ohio; Plan to expand at the New Albany location adding an eighth production line; 185 FTEs and 100 temporary employees during peak season; Loyal temporary employee base returning year after year; Peak season Aug-Dec.; Some employees use the shuttles and they would like the shuttles on the weekends; Production solely for Mast Global making one type of candle.

SiteOhio Certification Program Update In 2016, the city participated in the first JobsOhio Site Certification Program. The program is facilitated by InSite– a national corporate site selection firm with clients that include DuPont, Bausch & Lomb, Caterpil-lar, Eastman Kodak, IAMS Food and many other household names. The purpose of the program is to iden-tify shovel-ready sites in the JobsOhio data base and to build a pipeline of sites for future capacity. The city submitted an RFI for two sites. Both sites, as well as all of the sites from Franklin County, were graded as “fatally flawed” and rejected. After further discussion, it was determined that the site selection questions pertaining to air quality and the Ohio EPA’s designation of Franklin County as a “non-attainment” area dis-qualified all of the sites within the county. The JobsOhio team worked with all of the regional economic de-velopment groups to redefine the process and roll out a new process that is more equitable throughout the state. In April, the city resubmitted for certification for the 170-acres on Innovation Campus Way between Harrison Road and Mink Road.

Architectural Review Board

The Architectural Review Board met on April 10, 2017 and heard two items. The board approved with con-ditions a certificate of appropriateness to allow for exterior renovations of an existing building located at 21 North High Street.. The board approved with conditions a certificate of appropriateness to allow for the demolition of the existing structures located at 34 North High Street.

Planning Commission

The Planning Commission met on April 17, 2017 and heard three items. The commission tabled a variance for new signage located at the Turkey Hill within the Canini Trust Corp subarea 8a. The commission ap-proved with condition a variance to allow a garage door that exceeds nine (9) feet in width located at 1 Highgrove. The commission approved with conditions a zoning change of 94.6 acres of land located gener-ally west of State Route 605/New Albany Condit Road, south of Walnut Street and east and west of Schleppi Road for an area to be known as “New Albany North Zoning District” from its current zoning of “AG” Agri-cultural and “L-GE” Limited General Employment to “I-PUD” Infill Planned Unit Development.

Innovate New Albany Spotlight Neil Collins hosted Isaac Molnar, Intellectual Property Attorney for the Ohio Attorney General as a follow-up to the entrepreneurship conference “Growing Your Business” held at Ohio State University. Neil ex-plained Innovate New Albany’s mission, goals, partnerships, event programming, and the profile of its resi-dent companies. Neil pitched the opportunity for the Attorney General’s office to lead a TIGER event at In-novate New Albany. Tentatively on the schedule are two events: a review of intellectual property law by Isaac Molnar and a presentation on Cybersecurity by Craig Rapp. The economic development specialist and Neil Collins represented Innovate New Albany at the Rev1 Ven-tures Innovation Hope which was attended by over 700 people. Our booth was visited by an estimated 100+ entrepreneurs. Visitors from across the state were educated about Innovates goals, resident compa-nies, successes and programing. As a follow-up, a phone meeting has been scheduled with Liz Powell, Founder of G2G Consulting (Government to Growth), a consulting firm based in Washington, DC, Cleve-land, and Columbus, which entrepreneurs, growing businesses, and non-profits access non-dilutive govern-ment funding resources and other opportunities to grow their enterprises. Zoning Related Field Concerns and Inspections The zoning officer has been working with the city attorney to update all code enforcement letters to pro-vide the best customer service to residents. They want to ensure the letters provide all legal requirements while also providing a level of clarity and understanding for the residents. Residential Inspections 5950 Johnstown Road A complaint was received from the tenant regarding the condition and safety concerns regarding the de-tached garage and front porch. An inspection was completed by the zoning officer and chief building offi-cial. During the inspection the tenant had additional concerns regarding the electric, and pest/insect in-festation. Violations were observed and a letter will be mailed in May. 175 W Main Street—CVS History: A complaint was received regarding the condition of the dumpster wall and windows. An inspec-tion was completed and a violation letter was mailed. Update: A re-inspection was completed and the violation has not been corrected. Staff is working on a second violation notice. 6627 New Albany Condit Road History: The zoning officer observed a shed in disrepair and a violation letter was mailed. The property owner notified the zoning officer that the shed was demolished and the debris will be removed within one week. Update: A re-inspection was completed and the violation has been corrected. 6869 Central College Road History: A complaint was received regarding a vacant house. The zoning officer and building inspector completed an inspection on June 1, 2016 and multiple violations were observed. A violation letter was mailed, however, the letters were returned undeliverable. The zoning officer contacted Franklin County Public Health for assistance in locating the property owners. Franklin County Public Health has taken the lead for this case. They completed an inspection on June 22, 2016 and mailed a violation letter to multi-ple addresses. Franklin County Public Health will be presenting the health code violation at the Decem-ber board meeting. The zoning officer will mail a letter regarding the remaining violations. The zoning officer spoke with the property owner listed on the Franklin County Auditors website. There is a dispute in ownership and is being reviewed by the law director. Update: There has been no change since last month.

10135 Johnstown Road History: A complaint was received regarding multiple vehicles/campers on the property and the welfare of the resident. The zoning officer contacted Franklin County Public Health to schedule a joint inspection for February 2, 2016. A violation notice was mailed on February 5, 2016. A joint follow-up inspection was conducted on February 29, 2016. No progress has been made on the violations. The case was escalated to the legal departments. Franklin County Public Health has taken the lead. A joint inspection was complet-ed with Franklin County Public Health, New Albany zoning officer and chief building official on June 30,

Residential Inspections Continued… 2016. The owner has vacated the property, personal contents and vehicles have been removed. Violations are still present with the structure of the home. Inspection results were forwarded to the legal depart-ment. Franklin County was satisfied with the progress made on the exterior of the property and with the house being vacant did not see a reason to file any legal action. New Albany zoning officer and chief building official will continue to monitor this property for compliance. A re-inspection was scheduled for September 2nd. Re-inspection was completed and the house had been secured and made weather tight. Interior violations will not be enforced as long as house is vacant. The property is for sale. The zoning officer and chief building official will continue to monitor this property Update: The property was sold and a violation letter was mailed to the new owner. The new owner con-tacted the Zoning Officer and advised that they are currently evaluating the property to assess the prop-erty’s true value and determine whether the primary structure can be salvaged. They performed a gen-eral cleanup and removed a number of trees, overgrowth and a damaged shed. 7010 Lambton Park Road History: In November 2015 a complaint was received regarding the pool fence. An inspection was com-pleted and a violation letter was mailed. In December 2015, an extension was granted until the end of January to determine if they wanted to apply for a variance. The violation is on hold until city staff can research the requirements for pool fences and make a recommendation to administration and council. Council approved an updated swimming pool code on May 17, 2016. A variance application has been submitted for this address. The variance has been discussed at the July 18th and August 15th meetings. The variance was denied at the November 21, 2016 Planning Commission meeting. The pool has been closed and covered for the winter. Installation of the final landscaping will not be complete until spring. 4561 Neiswander Square History: A complaint was received regarding an accessory structure built without a permit. An inspection was completed and the presence of violations were undetermined. A letter was mailed requesting contact. The contractor submitted an application for a permit which was denied. A variance application was sub-mitted for the January 2017 meeting. The Board of Zoning Appeals denied variances to the pergola loca-tion, size and material requirements. The zoning officer mailed a second violation letter in March. Update: The zoning officer and city attorney met with the property owner and the city attorney is cur-rently reviewing a request from the property owner.

Grass Complaints: 4142 James River Road - inspected and no violation found, mailed notice of complaint with code section. Commercial Inspections 245 E. Main St. On April 3rd the city planner conducted a courtesy occupancy pre-inspection of the First and Main site. Pre-inspections are offered to assist in expediting the occupancy. The building’s exterior is substan-tially completed, but the site still needs final grading and landscaping installed on the site.
