PUBLIC COMMENT

Chair Watson asked if there were any comments from the public. There were no comments.

INFORMATIONAL ITEMS

NGRREC Terrestrial Ecologist Lyle Guyon and Biologist Charlie Deutsch of the U.S. Army Corps of

Engineers (USACE) presented the Upper Mississippi River Systemic Forest Stewardship Plan to the

Board. The plan is a collaborative effort that took nearly three years for Deutsch, Guyon and others from

the Rock Island, St. Paul and St. Louis districts of the USACE to produce. The plan includes

management strategies and guidelines for forest restoration along the Upper Mississippi River from St.

Louis to the headwaters. The Corps manages more than 200,000 acres of public land in the Upper

Mississippi River basin. Deutsch reported that this is a great example of interagency, non-governmental

partnership. Bringing the resources and expertise together has broadened the value of the USACE team

and provided a system approach to help wildlife and the habitat needed to support that wildlife. Other

projects that the USACE and NGRREC are currently collaborating on include cooperative contracts for

forest inventory work on the Illinois River and a contract focused on invasive species.

DISCUSSION ITEMS

Associate Vice President Chris Bachmann provided the board with an update on campus construction

projects, highlighting the Phase II construction work beginning at the NGRREC Jerry F. Costello

Confluence Field Station. Contegra Construction has started work on the mesocosms and the expansion

of the building. Keller Construction is working on the continuation of the access road. The stained glass

on campus has almost all been re-installed, with the final pieces being delivered this week.

Environmental Educator Natalie Marioni provided the Board with an overview of the environmental

education programs happening at Lewis and Clark this fall. Three major events have taken place this fall

related to environmental education including the 10th

annual Waterfest, the launch of the Mississippi

River Xchange Program and the Upper Mississippi River Symposium. The Waterfest welcomed more

than 530 fifth-grade students representing 21 classes from 10 schools to this year’s water festival. This

event is entirely supported by sponsors and provides these teachers with curriculum and activities along

with a day of fun and educational activities for the students. Both the Xchange and the Symposium

programs are aimed at high school students. The Xchange program has connected students at Alton High

School with students at Edison High School in Minneapolis, Minn. The two groups are skyping and

sharing their experiences related to river research along the Mississippi.

President Dale Chapman announced that L&C Men’s and Women’s Soccer Coach Tim Rooney became

the all-time winningest women’s soccer coach in NJCAA history this fall with a 1-0 win over Kaskaskia

College on Sept. 12. Rooney now has more than 331 wins in his 20th

season as women’s coach,

surpassing the previous record holder Jeff Karl of St. Louis Community College Meramec who

completed 330 wins in 28 seasons of coaching.

President Dale Chapman announced that the Lewis and Clark 2012 USTA Futures Tennis Tournament

has been named District Tournament of the Year by the St. Louis District of the USTA. The award

includes a nomination for the Missouri Valley Region’s Tournament of the Year. This award honors the

dedication and work of the staff of Lewis and Clark Community College as well as the supportive

members of this community.

Vice President Lori Artis announced that the college will host the George C. Terry River Bend Arena

dedication on Saturday, November 3 at noon. The ceremony will start at noon, with refreshments served

following the ceremony, prior to the start of the men’s basketball home-opener game against

Lindenwood-Belleville JV at 3 p.m. Artis noted we really want to pack the arena with George’s friends,

family and former co-workers to honor his four decades of service to Lewis and Clark and its students.

Vice President Kent Scheffel discussed the college’s new Student Loan Default Rate, stating that the

national average for student loan default rate is more than 13 percent. Lewis and Clark’s FY 2010

default is 10.3 percent, well below the national average. The economy continues to be a challenge for

many individuals with student loans. Director of Financial Aid Angela Weaver indicated the college has

created numerous initiatives aimed at counseling students who seek to borrow money for their

education, in an effort to eliminate unnecessary borrowing, or borrowing that is not in support of

education. Counseling is also available to the students after they leave Lewis and Clark.

Vice President Kent Scheffel announced that Lewis and Clark set a new fall semester enrollment record

in 2012, surpassing the record that was set in 2011. The College reached an official headcount of 8,483,

which is approximately a .5 percent increase over 2011. The number of part-time students surpassed

6,000 for the first time and reached a record high of 6,067, which represents a 4.5 percent increase over

the Fall, 2011 semester. Enrollment of students who transferred to Lewis and Clark from another

college or university increased almost 16 percent. The growth in headcount marks the 17th

consecutive

fall semester increase, and raises to 34 the number of consecutive fall and spring semester

increases. Lewis and Clark continues to have the longest continuous growth trend in Illinois. Scheffel

announced the High School Partnership Program, under the direction of Yvette McLemore, had a record

enrollment as well, experiencing an overall 3 percent increase over last fall. McLemore introduced and

credited CEC coordinators Tim Gwillim, Ann Bilbruck and Kelly Wilson as well as N.O. Nelson

Campus Manager Tim Bell for their efforts in working with the high schools to enroll students for dual

credit.
