2. The Board In accordance with Section 73B (4) of the Gaming Machines Miscellaneous (Amendments) Act, 1996:

• The Board is to comprise of 5 members “who have between them, appropriate expertise in financial management and charitable or social welfare organisation administration” and “at least 2 of whom are women and 2 are men”.

• Board appointments are made by the Minister for Families and Communities, Hon. Jay Weatherill, MP.

3. Highlights this year - Rounds 22 and 23

409 one-off projects funded for $4.82 million

$1.6 million allocated to rural regions (33.4% of funds)

Most funds were allocated to special needs groups of Aboriginal, Multicultural, Disability, families and young people.

Approximately 300 individuals attended 8 application workshops organised by CBSA in conjunction with other community organisations and local government bodies.

Additional workshops were initiated by and conducted with the Commonwealth Regional Partnerships funding program in May and June 2007. These workshops were attended by over 600 individuals from community organisations.

$1.1m of additional funding was attracted to Community Benefit SA funded projects through the Regional Partnerships funding program.

Adult Learners Week Awards were announced in September 2006 and the following organisations received awards for their efforts in providing adult education • Marra Dreaming – Indigenous Community Learning Provider of the year • Renmark Paringa Community Centre – Adult Learning Program of the year • Women’s Community Centre – Community-based Adult Learning Provider of the year • Milang Old School House Community Centre – Learning Community of the year All of these organisations have previously been supported by CBSA.

Community Benefit SA held a conference at Allan Scott Park (Morphettville Racecourse) in August 2006, attended by 200 people, to celebrate 10 years of achievement and successful projects funded to non-government organisations. This conference was the third of such celebratory and networking events that this funding program has conducted and was titled “10 Years of Community Achievement - Doing a Lot with a Little”. Previous conferences have also been successful: Sharing Success in 2001 and Creating Opportunities in 2003.

4. Partnerships Since its establishment Community Benefit SA has worked in partnership with many key stakeholders to assist non government organisations to develop project proposals and facilitate joint funding arrangements. One of the most important relationships has been established in recent years with the Commonwealth Government’s Regional Partnerships program which aims to promote economic and social development of communities. The Commonwealth requires a State Government funding contribution to attract funding for joint projects. To June 2007 funding from Community Benefit SA has partnered the funding of 10 projects which have attracted $1,153,000 from the Regional Partnerships program. Nine projects involved the upgrade or establishment of community facilities across the State at Maitland, Yankalilla, Christie Downs, Torrens Valley, Millicent (Karoban Drug Rehabilitation Centre and Nooralong campsite), Mylor campsite, and the Aboriginal communities of Amata (Coober Pedy) and Tangglun Piltenji Yunti Aborignal Corporation (Murray Bridge). Each funding round Community Benefit SA consults with relevant Government funding and policy bodies to ensure that projects are funded which complement other programs. Bodies consulted in 2006/07 include Multicultural SA, Aboriginal Health Division, Mental Health Services, Arts SA, Office for Volunteers, Office for Youth, Office for Recreation and Sport, Parenting SA, Premiers Community Initiative Fund and the Department for Families and Communities (Alternative Care Unit, Council for the Care of Children, Family and Community Development Program, Office for the Ageing; Home and Community Care Program, Aboriginal and Torres Strait Islander Unit, Disability SA, Families SA - local District Centres, Housing SA, Supported Accommodation Assistance Program). Community Benefit SA has also coordinated with the South Australian Council of Social Service (SACOSS), Youth Affairs Council of SA (YACSA), Southern Volunteering, Multicultural Youth SA, Multicultural Communities Council, Disability Information Resource Centre, Local Councils (City of Charles Sturt, Onkaparinga Council, Salisbury Council, City of Marion), Commonwealth Department of Transport and Regional Services (Regional Partnerships) to deliver application workshops in the metropolitan and country areas.

5. Evaluation, Monitoring & Accountability The Board has aimed to place reasonable accountability requirements on agencies, and not unrealistic demands, by requesting concise and brief reports which contain essential information about outcomes of funded projects. Feedback from funded agencies has indicated that this goal has been achieved. A number of evaluation and accountability procedures in the form of written reports and financial acquittal. This ensures funds are expended in accordance with the Gaming Machines (Miscellaneous) Amendments Act (1996) and meet the requirements of the Funding Guidelines. Agency Reports On completion of each funded project the following reports are sought from funded organisations: ~ A Financial Certificate - acts as a statutory declaration certifying that funds were spent

in accordance with the approved project. In the case of fundraising projects, details of additional net revenue generated are also sought.

~ A Project Evaluation Report – a written report briefly describes the project activities, people assisted, target group outcomes, numbers of people assisted and other achievements.

From Round 15 the Board set a policy that organisations approved for a new project would not receive payment until all previous projects were acquitted and evaluated. Staff from Community Benefit SA follow up agencies to increase the level of accountability. Agency Visits Board members and staff of the Fund make agency visits for the purposes of monitoring and evaluating project activities and outcomes for people in need. It also provides the Fund with a practical insight into the needs of disadvantaged people in the community and the range of approaches and program models undertaken by agencies to meet those needs. In 2006/07 a total of 47 agencies were visited. Evaluations To date formal assessments have been conducted of 2,185 one-off projects based on the evaluation reports provided by agencies with: • 1,963 projects (or 90%) were rated as successful with a medium, high or very high

outcome • 905 projects (or 41%) exceeded the contracted outcome and were rated in the high to very

high categories • 222 projects (or 10%) were rated at a lower outcome than expected or were projects that

were not completed, with partial funds returned for some projects.

quality outcomes for people in need. Value added outcomes such as, donations

from local business, one-off project becomes ongoing, the project work is

undertaken by volunteers, large increase in client base or the agency provides more

services/programs than was originally intended.

An Overview of Community Benefit SA Outcomes Over an 11 year period, Community Benefit SA has funded projects that have increased service quality and outcomes, enhanced skills and increased the capacity of individuals and families to manage their lives and interact in the community.

Community Benefit SA has also:

1. Enhanced and increased services available to disadvantaged people as well as providing a greater range of options and service responses to meet their needs.

2. Enabled disadvantaged people to develop new life management, personal development, communication and parenting skills.

3. Facilitated the development of social networks between people, reducing social isolation and enhancing community involvement.

4. Enabled disadvantaged people to gain skills that led to their access to employment, training and education.

5. Facilitated increased communication and community support between disadvantaged people and the community and between community members, thus building and strengthening communities.

6. Increased the efficiency of agency administration that has subsequently improved the scope, availability and quality of services provided to clients.

7. Increased disadvantaged people’s access to and knowledge of community services.

8. Increased the infrastructure and resources available to community groups and the community, including the upgrading of community facilities.

9. Facilitated the development of a volunteer base that strengthened services, and increased the availability and range of services.

10. Facilitated an increase in annual revenue and contributed to the viability of some community organisations.

11. Increased community capacity and the capacity of organisations to deliver programs.

6. Website Report The Community Benefit SA website has been a valuable addition to the programs resources since 2003. Availability of the website has significantly decreased the administrative workload in responding to requests for information, decreased the costs of printing and postage and made information more accessible, particularly for rural and remote applicants. In future the website will include additional information that has historically been published in this Annual Report. The key features of the website include:

o Application Forms and Guidelines o Information about Application Workshops o Lists of past funded projects o The Annual Report of the Fund o Links to key sector development agencies and information about other funding sources

In 2006/07 applicants have ‘hit’ the website almost 17,500 times. The trend shows that during the time that the rounds are open, the website is accessed by many more visitors than in other months. The obvious peaks in August and February, correlate with the opening of Rounds 22 and 23. In the week following advertisement (July and January), the website recorded 430 and 375 hits respectively. The daily average during peak periods is 74 hits. The daily average during non-peak periods is 27 hits. Following the conduct of additional workshops in May and June 2007 in conjunction with the Grants Smart Expo (Regional Partnerships), the CBSA website experienced a significant increase in hits (by 220% when compared to the average non-peak period usage). These workshops were conducted in rural areas of the South East, Adelaide Hills and the Barossa region as well as metropolitan Adelaide.

8. Quotes from funded agencies “Young members have gained immense confidence and self esteem…by giving them some ownership of the group and major input into fundraisers and activities (they have) gained important team skills, creativity and assisted with their communication skills” (NECAP, H2O Youth Project, Round 18, 2004)

The project evaluation states that the drop in centre has provided a much needed place in Blair Athol/Kilburn “for long term unemployed and low income people including people from multi cultural and indigenous backgrounds” ...”and that the funds allocated by Community Benefit SA have been well spent” (Church of Christ Prospect, Round 19, 2005)

The new PABX system has improved the capacity of staff, volunteers and clients to communicate more effectively and efficiently. The report states that "this new system has and will continue to support growth particularly across our alternative care programs". (BCS new phone system, Round 19, 2005)

150 indigenous women and children have benefited from the Karpandi kitchen equipment and the report states that "the equipment is used to make meals for women and children in crisis. Cooking classes are also conducted between elders and younger ladies to improve nutrition and the health of women and children that attend the centre" (BCS, Round 19, 2005)

A significant outcome of the project was 'a greater understanding of the issues for those people from a culturally diverse background, in which depression is not openly discussed" (Alzheimers Australia, Round 20, 2005)

“During training new networks / friendships are formed, ideas discussed and our volunteers became more confident in their abilities to serve the community. They also encourage positive change within the service”. (Midway Road Community House, Round 20, 2005)

The new equipment has been used to teach Auslan to 600 students, to train 20 Auslan interpreters and to expand our fundraising opportunities by promoting Deaf SA to 250 potential donors. (Deaf SA, Round 20, 2005)

“CBSA’s support has been absolutely key in the Community Transformation Inc. being able to run a project…..which in turn enabled us to secure funding from the Minister for Education and Children’s Services Office for the Project in childcare centres which, in its turn, enabled us to win a tender with the Gowrie Training Centre”. The listening to children’s projects – included the development of parent support groups. (Community Transformations Inc, Round 20, 2005)

The specialised equipment has helped over 1,000 children by being able to access childcare and as stated the equipment "will enhance the child's wellbeing and their ability to be included within the programme and environment" (Inclusive Directions Inc. Round 21, 2006).

The grant has enabled the agency to 'improve both the equipment available to support special needs children and purchase support material to assist mothers ....also to provide respite care for more special needs children in our community" (il Nido Paradise Community Child Care Centre Inc. Round 21, 2006).

Weekly workshops were held to develop and enhance skills of participants (30 adults with acquired brain injuries and 10 mentors) with roles including acting, back stage coordination, ushers, front of house responsibilities and evaluation and culminated in a performance at Flinders University in November 2006. Feedback from participants included" It has changed my life and it has really given me the understanding of my potential" (Restless Dance Company, Round 21, 2006).

The training enabled volunteers from township areas in Eyre, Flinders and the Far North and Whyalla to attend training in the GROW program for mental health and well being. The

evaluation states that "the sessions were interactive and educational, that they had a greater understanding of group processes and had a clearer picture of problem solving..." (GROW SA, Round 21, 2006)

20 weekly workshops for 1 day per week were held for 13 unemployed or underemployed young people from Christies Beach and adjacent suburbs. Examples of feedback from participants are included and photos of textile items produced. The report states that 'the textile studio became a hive of activity and once inspired participants became very industrious and enjoyed making in the friendly, social atmosphere which developed during the workshop sessions” (Beach Road Artworks Round 21, 2006)

The equipment enabled the working conditions to be more effective in the op shops "and they were able to stay open in all weather conditions". The Gawler and Wallaroo shops are 2 of 10 shops which provide 90% of the income of lifeline. Last financial year 5,231 callers in need were assisted by Lifeline. (Lifeline Central SA and NT, Round 21, 2006).

Thinking out positive solutions was a 20 week program (2 groups x 10 young people) "designed to empower young people to make informed choices and changes in their lives ....and was developed in response to an increase of young people using drugs and alcohol in the Riverland area". Evaluation of the project highlights "increased social and independent living skills, improved support networks....also enhanced literacy and numeracy levels and awareness to assist them in job seeking and survival". (Mission Australia, Round 21, 2006)

The project has "provided additional equipment, tools and materials to improve the capability, output and quality of wooden toys and specialised items which are provided to over 600 disadvantaged children. Certificates and letters of appreciation from Uniting Care Wesley, St. Vincent De Paul, Anglicare and the Salvation Army included in the Rotary Club of Charles Sturt evaluation report. (Rotary Club of Charles Sturt – Grange, Round 21, 2006)

The playground equipment at the respite house has assisted over 130 families in the Riverland with the report stating that they" have new experiences, use their imagination, as well as increase/ maintain their coordination and sensory skills" (Riverland Respite and Recreation Round 21, 2006).

The foundation has been able to establish a major fundraising event being the Adam Lindsay Gordon Dinner, conduct a major fundraising raffle as well as developing marketing materials and sponsorship from funding sources. "Since receiving funding from Community Benefit SA the Foundation has gained greater recognition in the region and is well on the road to building a stronger, more resilient and prosperous future for limestone coast communities" (Stand Like Stone Foundation Ltd. Round 19 2005).

A total of 35 indigenous children and young people participated in the program which resulted in the emergence of the new Nunga circus for young indigenous people aged 8-12 years in the Port Adelaide area. "Overall the program was highly successful and all participants have continued their involvement in ongoing Kurruru activities" (Kurruru Indigenous Youth Performing Arts Inc, Round 19, 2005).

"One of the major benefits of this project for parents and children has been to provide a play area where parents are supported in learning how to play and enjoy their children". The centre also assists “increased attachment, improved communication, practice new skills, increase knowledge of the child development and strengthen their relationship with their child". (Centacare Catholic Family Services Round 21, 2006).

This project occurred "in response to requests from local indigenous adults, and in conjunction with the local mental health/youth worker...we ran weekday workshops which included after school, horse related activities for the children in Leigh Creek/Copley area". 2 trips then occurred and as a result "the school has backed the project and is committed to its future". (Wiirraway Homestead Limited, Round 21, 2006).

The evaluation report states that "whole community of Kalangadoo has benefited from the project because it has made the playground and recreational area more usable for our older people and families with young children". (Kalangadoo and District Lions Club, Round 21, 2006).

The FUSE Mentoring project has made over 50 matches with over 100 participants from Burrundi, Sudan, Ethiopia, Sierra Leone, Liberia, the Democratic Republic of Congo, Burma, Australia, Iraq and Afghanistan" and that participants have 'increased life skills, knowledge, social contacts/networks and community participation and quality of life". (BCS, Round 21, 2006).

Six girls and four boys participated in the 8 day trek over 100 kilometres in the northern Flinders Rangers. Report highlights a summary of responses from participants including 'this made me think to help my… family more", 'I am capable of more than I thought before" and "I have learnt to be motivated and have a more positive outlook". (Operation Flinders, Round 21, 2006)

The permanent solid roof structure provides all weather protection for the childcare centre play yard which "will improve play options of children and thus maximize learning opportunities and improve flexibility of programming” (City of Pt. Augusta, Round 22, 2006).

The playground equipment facilities at the childcare centre have benefited children by "improving social skills, increasing confidence, enhancing physical capabilities and providing children independence" (Oasis Child care Centre, Round 22, 2006)

The volunteer training room upgrade has assisted volunteers to be placed in community organisations and "enabled volunteers to feel valued and see volunteering as a positive experience" (The Hut Community Centre Inc, Round 22, 2006).

The facility upgrade has enabled young people to have a safe place and " a focal point for young people to gather and reflect on their learning experiences". (Blue Light SA- Noorla Yo-Long Blue Light Outdoor Adventure, Round 22, 2006).

As a result of the op shop upgrade 'clients will access a much improved shop with more items available and the shop will be open 3 days/week instead of 2 days. Due to the enhanced shop improvements, it is a more welcoming environment and will improve client/volunteer contact". (The Synod of the Anglican Church of Australia in the Diocese of Willochra Inc, Round 22, 2006)

The office upgrade has "improved communication and access to information, improved safety and security of client and corporate data, improved privacy and confidentiality of information and increased the efficiency and effectiveness of staff". (YWCA, Round 21, 2006).

90 members of the Sudanese community "who are refugees from their country and new arrivals to Australia attended the residential camp" and reported improved skills in managing life as a new immigrant, development of social networks and friendships, budgeting skills and nutritional information. "The community development and community building that occurred was a highlight of the project". (Uniting Church in Australia Property Trust, Round 22, 2006).

The project "has assisted clients with mobility and accessibility of this area of the sensory trail. Clients have gained confidence and greater independence and through this they have been able to enjoy a wider variety of programs and activities..." (Community Lifestyles, Round 23, 2007).

The vehicle has improved storage and transport of furniture and food to benefit the thrift shop and also breakfast programs. "We have improved our delivery schedule now we have a reliable vehicle". (NECAP, Round 22, 2006)

The kitchen renovation has benefited cooking and budgeting classes, nutrition skills for children and "provided a more user friendly environment to the families using the Hub" including the African Women’s' group and the Afghani Women’s support group". (Lutheran Community Care, Round 22, 2006).

10 a) Categories of Funded Projects

All projects funded by Community Benefit SA are one-off and aim to assist people in need and the most disadvantaged in the South Australian community. Projects funded generally fall into 9 distinct types as listed below: Community Service Projects

1. Provide, enhance or establish support, information, referral, counselling, and advocacy services for individuals and/or families.

2. Provide, enhance or establish one-off events, group programs, courses or activities for groups of people.

3. Provide, enhance or develop community activities which; ♦ Build mutual support and self-help, ♦ Build social networks (and reduce social isolation), ♦ Facilitate the involvement/participation of local communities in achieving social welfare

The Board has set a priority to fund projects of less than $10,000 to achieve the objective of equitably distributing limited funds across target groups, geographic regions and organisations as much as possible. In 2006/2007 this objective was achieved by allocating 78% of the funds to projects $10,000 and under. This amounted to 298 of the 409 projects funded in 06/07.
