Since mid-90s, The Community-based Renewable
Energy Systems or CBRES have been developed
by POs and communities and NGOs, incollaboration with LGUs.
CBRES is increasingly being established as a
viable energy delivery mechanism for remote
rural villages in off-grid areas.

Their outputs are bettermeasured by the number ofrural households and
communities that arebenefitted by lighting, water, energy to drive small
machines such as mills.

The wealth of experience gained from more than 20
years of association with the rural people by these front-
line organizations working closely or independently with
government agencies, therefore are very important for
everyone involved in the field of rural energy and
development. The experiences are noteworthy forvarious projects and unique site-specific energy systems
with strong poverty/energy linkages using e.g.
microhydro and biomass technologies, displacing,
avoiding or reducing diesel generation and petroleumfuels in typical rural villages. [REP-PoR, 2008]

CBRES are systems that are
operated, managed and sustained bycommunity organizations, with the
support of NGO service providers and
LGUs for energy and development.
WHAT IS CBRES?

How are these systems built? The communities, NGOs
and LGUs help one another build these systems.

7/25
CBRES are built through multi-
stakeholder efforts.
The community participates in
the planning and installationof the system through its
organization.
The community manages the
system.

Women participate in the planning, development of
CBRES, from installation to management.

What have been someeffects of CBRES to
households, communitiesand to women?

CBRES are able to provide reliabledecentralized supply for theelectrification of households, schools, rural clinics, etc.
Helps raise productivity and income of householdsand community
Quality of Life
Womens productive work has been improved withthe aid of CBRES.
Womens reproductive work in the home has beenmade easier with the provision of lighting.

Community-basedMicrohydro power
(MHP) systems are
able to provide for
household and
village
electrification, and
for driving
production and
postharvest
equipment.
Where there is noadequate water
source, small wind
turbines (SWTs)
are able to deriveenergy from the
wind to charge
batteries.

CBRES are able to pump and deliver water to
households that are able to:
minimize labor of women and childrenprovide daily water needs for households,
gardens and livestock raising
minimize incidences of water-borne diseases

For lower heads,hydraulic ram
pumps (HRPs) are
able to pump water
to serve household
needs or small farm
irrigation.
Photovoltaicsystems (SWPS)
are able to pump
water for
household needs in
difficult terrain
conditions.

CBRES are able to provide
milling needs of communities
to minimize labor hours esp. of
women, costs of
transportation and milling.
minimize the crop andfinancial losses
Indigenous women who
used to pound rice before
every meal each day, havebenefitted especially from
MHPs .

But what is the difference
between CBRES and non-
CBRES, in the context of poorremote communities?
-

17/25
Through CBRES, access to energy isimproved because people can pay, based on agreed tariff.
Affordability of CBRES energy is afeature of these systems.

Household and other usage tariffcan be decided with communityconsensus.
Technical repair and maintenancecan be ensured.
Issues that address equitability andminimizing of conflicts are decided
upon by the members of thecommunity.
Care and maintenance of the systemis shared among members.
Women can take care of CBRES forpotable water.
Through
CBRES,decentralized
systems can
be managed.

Outcomes of the energy project canbe optimized through organized
initiatives.
Capacities of community members
are raised.

Through CBRES, direct benefits can be
planned and implemented by the
members of the community.
Income from enterprises powered by
the energy plant go directly to the
community organization or to their
project.

Is CBRES sustainable?
CBRES experiences have shown the capacity of
the communities to manage. The technical management of systems can be
ensured in partnership with NGO serviceproviders, academe and LGU.
The household tariff can sustain part of repairand maintenance needs, while enterprises canpay the additional tariff.
If enterprises powered by the plant are assisted
or expanded, the income can support the basicand other social and economic needs of thecommunity.

How are these systems financed?
MHPs and SWPS are mostly built on
grants.
These grants serve as positive
subsidies that build the capacities of
rural people and communities to
produce or generate.

The CBRES is an innovation in the energy
delivery mechanism in the Philippines, which
directly addresses rural poverty and
underdevelopment.
The CBRES provides a crucial input to the
primary development challenge of providing
food, water, sanitation, medical care,
schooling and access to information.

We are proposing thus, to allenergy stakeholders, tosupport to the developmentof CBRES in the country, through policy and throughother forms.
THANK YOU!
