    Since mid-90s, The Community-based Renewable

    Energy Systems or CBRES have been developed

    by POs and communities and NGOs, incollaboration with LGUs.

    CBRES is increasingly being established as a

    viable energy delivery mechanism for remote

    rural villages in off-grid areas.

    Their outputs are bettermeasured by the number ofrural households and

    communities that arebenefitted by lighting, water,energy to drive small

    machines such as mills.

    The wealth of experience gained from more than 20

    years of association with the rural people by these front-

    line organizations working closely or independently with

    government agencies, therefore are very important for

    everyone involved in the field of rural energy and

    development. The experiences are noteworthy forvarious projects and unique site-specific energy systems

    with strong poverty/energy linkages using e.g.

    microhydro and biomass technologies, displacing,

    avoiding or reducing diesel generation and petroleumfuels in typical rural villages. [REP-PoR, 2008]

    CBRES are systems that are

    operated, managed and sustained bycommunity organizations, with the

    support of NGO service providers and

    LGUs for energy and development.

    Is CBRES sustainable?

    CBRES experiences have shown the capacity of

    the communities to manage.The technical management of systems can be

    ensured in partnership with NGO serviceproviders, academe and LGU.

    The household tariff can sustain part of repairand maintenance needs, while enterprises canpay the additional tariff.

    If enterprises powered by the plant are assisted

    or expanded, the income can support the basicand other social and economic needs of thecommunity.

    How are these systems financed?

    MHPs and SWPS are mostly built on

    grants.

    These grants serve as positive

    subsidies that build the capacities of

    rural people and communities to

    produce or generate.

    The CBRES is an innovation in the energy

    delivery mechanism in the Philippines, which

    directly addresses rural poverty and

    underdevelopment.

    The CBRES provides a crucial input to the

    primary development challenge of providing

    food, water, sanitation, medical care,

    schooling and access to information.
