TheLeadersofTomorrow(LOT)isaprogramcreatedbytheCommunityBankersofIowa(CBI)toenhancethegrowth,leadership,andnetworkingskillsoffuturebankingleaders.LOTestablishesanetworkofleaderswhoserveandstrengthentheircommunitiesandadvocateforthecommunitybankingindustry.LOTalsoencouragestheleadershipdevelopmentofthenextgenerationofcommunitybankersbyannuallypresentingtwoscholarshipstodeservinghighschoolseniors.Startingthisyear,LOThasraisedthescholarshipawardsto$1,000each!

Requirements for the scholarship include:• Applicantsmustworkatorhaveaparent,grandparent,

orguardianwhoworksatabankthatisamemberoftheCommunityBankersofIowa.

• Writeabrief,one-pageessaydetailingwhatrolecommunitybanksplayinyourhometown.

• Submitacopyofyourhighschooltranscriptandindicateclassrank.

• ProvideACTand/orSATscore(s).• Submitlettersofrecommendationfromthreenon-relatives.• Includeallcommunityorextra-curricularactivities.

Since1999,CommunityBankersofIowahashostedtheMoneySmartWeekPosterContestaspartofCommunityBankingMonthfestivitiesinAprilandtheMoneySmartWeekcampaignhostedbytheFederalReserveBankofChicagotoincreasefinancialliteracyamongchildren.Onceagain,it’stimetoencouragestudentsinyourcommunitiestoparticipate.

FromnowuntilApril18,studentsinsecondthroughsixthgradesmaycreateaposterandreturnittotheirlocalparticipatingcommunitybank.Posterdesignsshouldanswerthethemequestion“Why is it important to know about money?” Three prize places will be awarded: Grand Prize - $500 Certificate of Deposit, 2nd & 3rd Places - each a $200 Certificate of Deposit.

CommunitybankscanparticipateinsponsoringtheMoneySmartWeekPosterContestbydisplayingtheposterentriesintheirbanksduringMoneySmartWeek,April18-25.Toassistyouinthateffort,CBIisagainmakingaMarketingImplementationKitavailable.Thiskitincludesrulesandguidelinesflyers,displayposters,posterentrylabels,asamplepressreleaseforlocalcommunitymedia,andmore.ParticipatingcommunitybanksshouldsubmitallposterentriestotheCBIofficeforjudgingbyMay 1, 2015.AllposterentriesMUSThaveacompletedposterentrylabelaffixedtothebackofthepostertobeeligible.

AdozenyearsagowhenIattendedmyfirstICBAconventioninOrlando,InevercouldhaveimaginedthatIwouldbesittingheretodayaschairmanofyourgreatnationalassociation,writingmy12thandfinalchairman’scolumnforCommunity Banker Update.YethereIam,reminiscingaboutthepastyear—onethathasbeensomanythingsandhasmeantsomuchtomeandmyfamily.Ithasbeenexciting,tiring,educationaland,mostofall,inspirational.Thepastyearhasbeenoneofthemostmeaningfulexperiencesofmylife.

PartofthejoboftheICBAchairmanistotravelthecountry,andsometimestheworld,torepresentcommunitybankswheneverandwhereverneeded.That’sthejob.Butthefuncomeswhenyougettotalktocommunitybankers,waitresses,cabdrivers,doctorsandstudents.Thatiswhereyougettoseewhatreallydrivesourcountry.Theonethingthatallthesepeopleyoumeethaveincommonisthat,somewheredowntheline,theirlifewaschangedforthebetter,eitherdirectlyorindirectly,byacommunitybank.Afterhavingtheopportunitytowitnesssomuchthisyear,IcansaywithstrongconvictionthatAmericastartswithyou—thecommunitybanker.Itallstartsatyourdesk.

Maybeastudentisgoingtocollegebecausehisparents’businesswasstartedwithacommunitybankloan.Maybeacommunitybanklineofcreditgotthatrestaurantthroughsometoughtimesandhelpedthatwaitresskeepherjob.MaybeacommunitybankhelpedthatdoctorfinanceanMRImachinethathelpedcatchapatient’scancerearly.Asacommunitybanker,youreallydon’tgettoseeeverythingthathappenswhenyoutakeachanceonsomeone,butgoodthingsdohappen,andtheyhappenbecauseofyou.

AsIwaspreparingtogiveaspeechinJapanlastfall,Iresearchedoursmallbank’scustomerbaseandfoundthatmorethantwodozensmallbusinessesthatbankedwithusalsoprovided

goodsandservicesaroundtheworld.U.S.communitybanksarenotonlyimportanttoourlocalcommunities;weareanimportantpartoftheglobaleconomy.

Thatiswhywithmylastchairman’scolumn,Iwillmakeonelastpushforyoutobecomeinvolved—somethingthathasbeenmyplatformandfocusoverthepastyear.Wemustcontinuetobeheard—allofus,forthesakeofournation’seconomyandtheglobaleconomy.

Makecommunitybankingyourcauseifyouhaven’talready,andfightlikehellforit.Don’teverletyourmessagegetwatereddown.I’mendingmytermasICBAchairman,butIhaveonlybegunmyworkinadvocatingforcommunitybanks!

Neverbeforehavecommunitybanksheldsomuchclout.Nowisourtimetoshine!Peoplehaveaskedmewhathasbeenmyfavoritepartofbeingchairman,andIcansaythatithasundoubtedlybeenseeingthepassionofcommunitybankersaroundthecountry.Thereisunlimitedpotentialforallofustoprosper.

IthasbeenatruehonorservingasyourICBAchairman.I’veenjoyedtheride!Thankyouforyoursupportandinspirationoverthepastyear.Icouldn’tbemoregratefulandhumbledtoservesuchanoblecause.

Communitybankersaren’ttheonlyoneswhothinkso.NearlyeveryoneinWashingtonnowagrees,toonedegreeoranother.

MostmembersofCongress,includingtheleadersofbothpoliticalparties,sayit’stime.Topregulatorsalsoconcur,andsomehaveevenofferedaproposalortwooftheirown.Evenmanyofyourcustomers—particularlythose,heavenforbid,seekingaloanwithoutabloodtestorasignaturecramp—sayyes.Heck,eventhosepeskycreditunionsbegrudginglyagree.Andreadyforthetoss,PresidentObamasayshewouldwelcomesuchbipartisanlegislationtosign.

InsideandoutsideWashington,mostpeopleagreethetimehascometoenactreal,meaningfulandsignificantregulatoryreliefforcommunitybanks.Andfortunately,wehaveaclear,ready-madeplanlaidoutformembersofCongresstodojustthat.It’sthePlanforProsperity,ICBA’slegislativeplatformoutliningforthe114thCongressspecific,targetedregulatoryreliefmeasuresforcommunitybanks.

AddressingICBA’stoppriority,thePlanforProsperityiscentraltoexpandingonICBA’srecenthistoricprogresstoestablishafullytieredregulatoryframeworkforcommunitybanks.DevelopedwithICBA’sdiversemembership,theplatformcontainsnearlythreedozendetailedlegislativeprovisions,eachaddressingareal-worldproblemorneed.Inadditiontopromotingspecificmeasurestocutexcessiveandcounterproductiveregulations,itsprovisionswillhelpcommunitybanksraisecapitalandmakenecessaryreformstothebankingregulatoryprocessandstructure.

Significantly,thePlanforProsperityisaflexible,livingdocument.Itcanbeadaptedeasilyandexpandedasnewopportunitiesandcircumstancesarise.Anditgiveslawmakersgreatleewaytoadvancelegislationinmultipleways,howevertheyseefit.

Thisbipartisanplanisreadytogo.There’ssimplynoexcuseforCongressnottoactsoon.Andwhilethebankingagencieshaveapowerfulandpivotalrole,it’sCongressthathasthegreatest,finalauthoritytoactquicklyandthemosteffectively.

Understandably,pastCongresseshavedevotedconsiderableattentionandresourcesinrespondingtotheWallStreetfinancialcrisis.Whilesomeoftheiractionsthankfullyhavebeensensitivetotheneedsandconcernsofcommunitybanks,there’snoquestioncommunitybankshaveneverthelessbeendisproportionatelyandunfairlydisruptedbythenewestcomplexlawsandregulationsengineeredtostoptheexcessesandsystemicrisksofWallStreetinstitutions.Acknowledgingtheproblem,lawmakersrepeatedlyhavetoldcommunitybankerstoholdon,reliefisontheway.

Nowafteryearsofconstant,concertedandvigorousbutpatientadvocacybyICBA,Congressonlyneedstowindupitsactandtofollowthrough.Communitybanks—andoureconomy—needreliefnow.

Nextmonth,nearly1,000ofyourfellowcommunitybankerswillbeparticipatinginICBA’sWashingtonPolicySummit.Astheirtopadvocacypriority,thebankerswillbepromotingandexplainingthePlanforProsperityanditsmeasurestotheirmembersofCongress.Pleaseconsiderjoiningthem.Thesummitisopentoanyandeverycommunitybanker.Throughourcollectivepresence,weallneedtomakeastatementonthisissue.

Otherwise,pleasetakethetimetolearnaboutthePlanforProsperity.Thisisyourplan.BepreparedtocontactyourrepresentativesinCongressaboutit.Nearlyeveryoneagreesourtimehascome.Butwestillneedourwholeindustryinvolved.Bereadyandbewithus.

TheConsumerFinancialProtectionBureau’snewproposalstoreformitsqualifiedmortgagerulesfollowyearsofICBAadvocacy.TheICBAandcommunitybankcampaigntoimprovethoseruleshasincludedacomprehensivestudyontheirimpactthatwasreleasedbeforetheCFPBannouncementofitsproposedchanges,whichareexpectedtobeformallyadopted.

ICBA’sadvocacyontheCFPB’smortgagerulesstartedbeforethebureauevenopeneditsdoors.TheFederalReserveinApril2011proposedrulesrequiringcreditorstodetermineaconsumer’sabilitytorepayamortgagebeforemakingtheloananddefining“qualifiedmortgages”thatautomaticallymeetso-calledability-to-repaystandards.ICBAworkedtoensuretheFedproposal,latertakenupbytheCFPB,protectedcommunitybanksandthemortgagestheyoffer,suchasportfolioandballoonpaymentloans.

Needlesstosay,theadvocacyprocesswiththeCFPBhasmovedatthespeedofWashington.We’veachievedsuccessgradually,withaccommodationscomingstubbornly.AsadvocatedbyICBA,theCFPBproposedrulereleasedinJanuary2013structuredthequalifiedmortgagewithlegalsafeharborprotectionsforsomeloans.Italsopromisedtoprovidequalifiedmortgagestatustoballoonloansoriginatedandheldinportfolioby“smallcreditors”operatingpredominantlyinruralorunderservedareas.

StillICBApushedforreform,callingforqualifiedmortgageprotectionsforallcommunitybankmortgageloansheldinportfolio.Alternatively,ICBAalsourgedtheCFPBtoexpandits“smallcreditor”and“rural”definitions.ICBAissuedsurveyresultsinMay2013onthelimitedimpactofthecommunitybankaccommodations,whichhelpedleadtofinalamendmentsestablishingthenewqualifiedmortgagecategoryforloansbysmallcreditorsthatareheldinportfolio.

AgainandagainICBApushedforchange,theCFPBrespondedwithaccommodations,andwerespondedwithcallsforthebureautogoevenfurther.

ThelatestICBAsalvowastheassociation’sJanuary2015releaseofitsCommunityBankLendingSurvey,whichdetailedthetangible

impactofthecurrentrulesoncommunitybanks.Three-quartersofthecommunitybankerswhorespondedtothesurveysaidtheregulationsarekeepingthemfrommakingmoremortgageloans.Two-thirdssaidtheydonotprovideloansthatfalloutsidethequalifiedmortgagedefinitionorwoulddosoonlyinspecialcases.

Clearly,theCFPBwaslistening.Thebureau’sproposedexpandedexceptionswouldextendthesmallcreditordefinitionto700newlendersandtheruraldefinitionto1,700additionalruralcreditors.Lendersthatqualifyfortheexpandedsmallcreditorexceptionwouldincreasefrom9,700to10,400,whilecreditorsdeemedruralwouldincreasefrom2,400to4,100,accordingtothebureau.

Ofcourse,thiscommunitybankvictoryisnottheresultofjustonesurvey.Itistheculminationofyearsofeffectiveadvocacy—meetingswithCFPBofficials,congressionalbriefingsandpublictestimony,countlesscommentlettersandcorrespondences.Italsoincludesthetirelesseffortsofcommunitybankers,ouraffiliatedstateandregionalassociations,andtheCFPB’sCommunityBankAdvisoryCouncil.

Justthesame,thisisnottheendoftheroad.ICBAwillsubmitacommentletteronthebureau’snewqualifiedmortgageproposalthismonth.AndwewillcontinueadvocatingforprovisionsinourPlanforProsperitycongressionalplatformthatwouldimposestatutorychangestotheCFPB’sregulations.

Justasthisvictoryservesasarewardforthehardworkofourassociationandindustry,itisalsoareminderthateffectiveadvocacyinWashingtonisperformedoveryears.Furthermore,itdemonstratestheresonanceofthecommunitybankvoiceinWashington.Withourindustry’sreputationforresponsiblelending,wecancontinuetomakepositivechange,butonlythroughourindustry’scollectivestrength,determinationandperseverance.

OMAHA,Neb.–TheCreightonUniversityRuralMainstreetIndexforFebruaryslumpedfromJanuary’stepidreadingaccordingtothemonthlysurveyofbankCEOsinruralareasofa10-stateregiondependentonagricultureand/orenergy.

Overall:TheRuralMainstreetIndex(RMI),whichrangesbetween0and100,sankto46.4inFebruary,whichisdownsignificantlyfromJanuary’s50.9.

“Weakerexportsandlowerenergyandgrainpricescontinuetoweighontheruraleconomythatisdependentonagricultureandenergy,”saidErnieGoss,Ph.D.,JackA.MacAllisterChairinRegionalEconomicsatCreightonUniversity’sHeiderCollegeofBusiness.

Farming and Ranching:Thefarmlandandranchland-priceindexforFebruarywasunchangedfromJanuary’sweak39.4.“Eventhoughcroppriceshavestabilized,demandforfarmlandremainsweakpullingagriculturallandpricesdownbyanestimatedannualizedrateof6percentto8percent.Thisisthe15thstraightmonththeindexhasmovedbelowgrowthneutral,”saidGoss.

Eventhoughfarmincomehasweakened,morethanone-fifth,or22.2percent,offarmlandsalesareforcashaccordingtobankersinFebruary.Thisislittlechangedfrom23.3percentrecordedinOctoberof2014.

TheFebruaryfarm-equipmentsalesindexplummetedto19.5from29.5inJanuary.Theindexhasbeenbelowgrowthneutralfor19straightmonths.“Farmershavebecomeverycautiousregardingequipmentbuyingeventhoughtheirpurchasesofseedsandotherinputshaveremainedsolid,”saidGoss.

Thismonthbankerswereaskedtoestimatethe2015changeinfarmequipmentsalesfortheirgeographicarea.Onaverage,a

14.4percentdeclineinequipmentsalesisexpectedbythebankCEOs.Approximately60percentofthebankersexpectreductionsofmorethan15percent.

Banking:TheFebruaryloan-volumeindexplungedto46.4fromJanuary’s62.1.Thechecking-depositindexsankto57.3from64.8inJanuary,whiletheindexforcertificatesofdepositandothersavingsinstrumentsfelltoaveryweak41.5fromlastmonth’s42.6.

Hiring:Despiteweakercroppricesandpullbacksfrombusinesseswithclosetiestoagricultureandenergy,RuralMainstreetbusinessescontinuetoaddworkerstotheirpayrolls.TheFebruaryhiringindexjumpedto56.5fromJanuary’s52.8.“Wehaveyettomeasureanysignificantdeclineinemploymentfortheenergysectorintheregion.Iexpectthattochangeinthemonthsaheadasloweroilpricesworktheirwaythroughtheeconomy.Year-over-yearjobgrowthfortheregionisnowapproximately1.4percent,whichisunchangedfromlastmonth,butstillwellabovethehistoricaverage,”saidGoss.

Confidence:Theconfidenceindex,whichreflectsexpectationsfortheeconomysixmonthsout,slippedto41.5fromJanuary’s43.6.“GlobaleconomicturmoilalongwithlowenergyandfarmpriceshavenegativelyaffectedtheoutlookofbankCEOsinenergyandagriculturedependentportionsoftheregion,”reportedGoss.

Home and Retail Sales:TheFebruaryhome-salesindexclimbedto50.9fromJanuary’s45.3.TheFebruaryretail-salesindexincheduptoafrail43.7from43.6inJanuary.
