COMMUNITY LIFESTYLE
Senior’s Expo The annual Mackay Senior’s Expo was held on Tuesday, August 21 from 9am-1pm at Mackay Show Grounds. The Expo hosted 80 information stalls where local service providers connected with over 4,000 seniors from our community.
Children’s Book Week The 73rd annual Australian Children’s Book Week ran from 18 - 24 August incl. celebration events such as Picnic in the Park in the Civic Precinct and the Walkerston Street Parade. Over 3,000 people participated in our Book Week programs and events across the region.
The BIG! Print Day Artspace Mackay hosted a celebration of printmaking on Sunday July 29, the final day of the Mackay Festival of Arts. A variety of free family art activities were held in, and around, Artspace attracting 150 people to the gallery.

Audience numbers have been stronger overall for our entertainment program compared to this time last year.

2. Workplace Health & Safety
Summary
Eight incidents were reported in August.
Incidents and Injuries
One injury to a MRC employee was reported in August:
• A worker bruised their hand when it was caught between two desks that were being moved around.
Two asset damage incidents were reported in August:
• While reversing a MRC van from a carpark space; the van hit the mudguard of a non-staff member vehicle parked adjacent. There was minor damage to MRC vehicle; no damage to non-staff member’s vehicle.
• While reversing the mobile library truck, the door of a generator opened hitting a panel on the trailer causing damage.
One near miss incident was reported in August:
• A MECC worker slipped on a wet surface and hit their hand against a bench top.
Four incidents involved a volunteer or member of the public:
• A child running in the library tripped & fell, splitting their lip. First aid was provided.
• A child playing at the library; fell off a stool & hit their head. First aid was provided.
• A member of the public reported syringes in a library parenting toilet.
• A volunteer usher re-entering at the MECC tripped & hit their head against a wall. First aid was provided.
Each incident is investigated and appropriate corrective measures implemented, to reduce future risks.

3. Council in Community
The Council in Community day on 1 August took place around the Northern Coast and Beaches locations.
Visits and site tours included the following:
• Hampden Valley Progress Association
• Calen Water Softening Plant
• Ballantyne’s Strawberry Farm
• Vic Bridger Park
• Carpet Snake Point Boat Ramp
• Community Catch Ups were held at St Helen's Beach Esplanade Reserve and the Bloomsbury
Soldiers Memorial Hall.

Senior’s Expo

Senior’s Week – Sarina
Senior’s Luncheon
The annual Sarina Senior’s Luncheon was held on Thursday August 23, in the Bob Wood Cultural Hall. 175 seniors attended the lunch catered by the Sarina Chaplaincy Committee.

Entertainment was provided by Sarina State School, Swayneville State School, St Anne’s Catholic Primary School, Sarina Dance School, Creative Edge Dance School and combined Sarina Sings Community Choir and Choir of Unheard Voices.
Orange Sky Laundry service is available to Sarina residents every Monday morning. The van is located in the carpark behind the Sarina Council offices. The team kindly washed all the table linen used for the Sarina Seniors Lunch as a demonstration of the services available to support residents.
Sarina BBQ Rules Sarina BBQ Rules will be held on 6th October 2018 at Sarina Cultural Hall & Precinct. Team nominations are now open with all information available from the Sarina Neighbourhood Centre.
South Sea Islander
Representative Body
The CAMS Multicultural Officer is supporting a working group tasked with supporting and preparing for the establishment of an Australian South Sea Islander State Representative Body. Members meet in Rockhampton to work through the requirements of the constitution and to detail a process to ensure good representation from across the state in the structure of the State Body.
Valley Youth
Development
The Community Programs' Valley Youth Development Officer supported the Valley District Youth Council to participate in the Pioneer Valley Relay for Life. The group of 18 raised $1000 through fundraising and hosting a soup kitchen on at the event.
Community Grants Applications are currently being accepted for the Community grants program. Applicants have until 7 September to submit their applications through the Smartygrants link on council’s website.
Christmas Grants 2018 Christmas Grants round is now open and accepting applications until 5 October. Not for profit community organisations are able to apply for up to $750 to assist with hosting community events and activities that celebrate Christmas.
Kidz Arvo Out Kidz Arvo Out, a child protection week event will be delivered in partnership with the Mackay Child Friendly Community Action Group on Friday, September 7 at John Breen Park 3:30-8pm.

Community Meetings / Events / Interagency Meetings. 144 meetings and events were held, highlights included:
Jamie’s Ministry of
Food
Mackay Hospital and Health Service’s Shape UP Mackay program with support of NQ Primary Health network and Council have brought Jamie’s Ministry of Food to Mackay. The Jamie’s Ministry of Food team will be holding cooking classes from their van, located at the Blue Water Quay. The team will be in Mackay through until 17 December and will be offering 5 week cooking classes with 3 classes held each day.
Sarina Youth
Development
Sarina Youth Centre team have developed strong relationships with Mudth Niyleta to deliver a range of programs that support young people in the Sarina area. These programs include The Cook Up and FED and Fit, these programs aimed to develop life skills around nutrition and exercise.
Reconciliation Action
Plan
The draft Reconciliation Action Plan has been reviewed by the Working Group, Council’s Leadership team and the Strategic Advisory Committee. The document has been forwarded to Reconciliation Australia and following receipt back will then go to Council for endorsement.
Migrant Voice Migrant Voice, a quarterly newsletter gives a voice to our CALD
community including, projects, events and supports. The latest edition
has been produced and distributed through multicultural organisations
and is available on council’s website

Interagency Meetings The Disability Services Interagency meeting was hosted at the Jubilee
Community Centre on July 4. 6 individuals representing 5 services
were in attendance.
The Senior’s Interagency meeting was hosted at the Jubilee
Community Centre on July 17. 9 individuals representing 7 services or
organisations were in attendance.
The Sarina Interagency meeting was hosted at the Sarina
Neighbourhood Centre on July 24. 6 services were represented at the
meeting.
Arts Development –
Winter Warmers
In partnership with “Live from the Shack” an information session was
held with Trina Massey from QMUSIC. The session connected local
young musicians with information and support to progress their music
careers. The information session was followed by a jam session by
many local musicians.

Australian South Sea
Islander Recognition
On 25 August Australian South Sea Islander across Queensland
celebrated 24 years of Recognition. Many ASSI celebrated
Recognition Day in different ways from
• Beach get together (Brisbane)
• Lighting the 2 bridges in Brisbane
• Rockhampton ASSI organised with the Council to Raise the Flag and recognise the ASSI women of their community by the Mayor and morning tea was provide for the community.
• Bowen ASSI community held a Gala Night with the local key Local members and council members
• Mackay organised a special Morning Tea morning to recognise leading ASSI women in the community and held an open community “Family Day” for the wider community.
• Gympie ASSI community held a MOTA (Island cook-up)

Youth Ambassador
program
Fortnightly information sessions are occurring with students in the
lead up to their trip to Matsuura in September school holidays.
Matsuura Students Visit Mackay families hosted 11 students from Matsuura from August 5-12.
The students participated in a bush dance, visited Bredels Farm and
rode the Flying Fox at Finch Hatton. They also attended North Mackay
Primary and North Mackay High school during their stay in the
Mackay.

Program promotion
Queensland Government is administering a co-contribution grant scheme for lower-income homeowners of older houses to improve structural resilience to cyclones. MRC is actively promoting throughout Mackay region to encourage eligible householders to apply, in support of enhanced community resilience.

• Ran 44 programs with 1632 participants this month Baby Bounce: 570 attendees at 17 sessions Story Time: 1062 attendees at 27 sessions
• Outreach and Group Visits to the Library 1838 attendees at 36 sessions
First Five Forever • Toddler Time: 14 programs had a total of 407 in attendance.
• Programs designed to encourage and support early language and emergent literacy in the 0-5 age group and their families totalled 450 attendees at 10 sessions/events.
• First 5 Forever held a Pop Up Bus Stop at the Mt Pleasant Shopping Centre to connect with families that catch the bus to the area, but are not yet visiting the library. Over 70 copies of Wheels on the Bus were handed out to families travelling on the Translink route.
• This year, First 5 Forever held the first Baby Bounce session at Picnic in the Park, which drew a crowd of over thirty families.
• The First 5 Forever team has been busy collaborating with the Year 4 Eimeo Road State School teachers and students. Working alongside local artist, Wanda Bennett, students have created wonderful felts of local Mackay sceneries. These will become the illustrations for Mackay Early Years Language and Literacy Network’s next book as part of the Mackay Paint the Town REaD project. The book features Berky the brush turkey and is called ‘Birds don’t have Birthdays!’.

Young Adult To celebrate National Science Week, a group of Ph testing workshops were held in collaboration with Mackay Water to test the pH in water. Workshops were held at Gordon White, Sarina, Mirani and Dudley Denny City Libraries, with a scientist from Mackay Water attending each location. These scientists provided information about water and pH, tools used to measure pH as well as career pathways in science.
52 young adults and adults attended these programs over the four locations.
YA hosted a school tour in August for 12 students and their teacher, at the Dudley Denny City Library. Students were shown around the library and given information about our collections and online resources.
Children’s Book Week The 73rd annual Australian Children’s Book Week “Find Your Treasure” ran from 18 - 24 August and was celebrated with a Book Week launch event, special Book Week Baby Bounce, Toddler Time and Story Time sessions, Picnic in the Park in the Civic Precinct (made possible through several community partnerships) and the Walkerston Street Parade.
Over 3,000 people participated in our Book Week programs and events across the region.

Meerkat Productions Mackay Regional Council Libraries, together with the Friends of Mackay Libraries Inc, hosted Meerkat Productions children’s theatre company on Wednesday 29 August at Dudley Denny City Library. This will be the 11th year that the Friends have made this event possible. Meerkat delivered a lively and imaginative performance of “Boy” one of the Children’s Book Week shortlisted titles. Over 330 students from 2 schools attended the two performances.

Pop Up
This exciting partnership between State Library of Queensland and ten public libraries is delivering pop up play spaces for children in libraries right across Queensland.
Each Play Space Pop-Up contains large play props, toys and literacy resources that encourage play and provide an immersive space for children and families to explore through construction, role play, sensory play and creative expression. Each kit is also designed to support early years’ development programs such as First 5 Forever – giving families more opportunities to have fun and get creative
Libraries participating in the project have the opportunity to further engage with community stakeholders, add to existing programming through the provision of additional resources and support local children and families in the development of language, social skills and a love of libraries.
The Mackay Regional Council installation went in to the Gordon White Library on Wednesday 15 August and has been well received by clients of all ages. The space works really well for our under 5 clientele but has been equally enjoyed by the school ages children after school. Staff have witnessed a lot of interaction between children and their adults in the space and the length of time families are spending in the children’s area has increased as they interact with the resources and each other.

Heritage Collection • Heritage Collection staff fielded 26 requests (22 external/ 4 internal) for information and photographs in the month of August. Staff conducted 24 hours of research and assistance to satisfy these enquiries.
• The Heritage Collection volunteers provided approximately 80 hours of assistance in collection maintenance.
Digital Literacy 42 people attended 19 separate Digital Literacy programs in August, including Tech Talks, Computer Basics, Emailing, Internet, Microsoft Office and E-Tablets.
The Genealogical Society of Queensland brought Convict Connections to Gordon White and Dudley Denny City libraries, and gave members of the community the opportunity to learn more about their convict ancestors and what their lives would have been like, as well as providing hint and tips on how to further research their convict history.
30 people attended 2 separate programs across the two locations.
Statistics • Public computers totalled 3534 bookings and 2210 hours of use.
• Total Library website hits: 25362 - 10904 hits were people accessing (Montage) the new Library catalogue.
• Database hits including The Computer School, Who Else Writes Like, Who Next, Transparent Language Online and Literacy Planet totalled 2686.

5.3 Artspace Mackay Exhibitions

On Yer Bike Artspace Mackay is currently installing three exhibitions to officially open on Friday, August 31. On Yer Bike in the FIELD Engineers’ Gallery, curated by previous Gallery Director Julie Skate, is a celebration of Mackay’s long and rich history of motorcycling and features an eclectic mix of motorcycles lovingly collected and restored by local enthusiasts.
Goggomobil: Objet
d’Art
The Goggomobil: Objet d’Art in our Foyer Gallery is a collaborative contemporary art project initiated by classic car collector Jeff Brown that sees a 1960s Australian made and designed Goggomobil Dart - considered an art object in itself - become a classic canvas for Melbourne contemporary artist Robert Clinch, who hand painted sixty-two paper darts over its surface. No two darts are the same.
Familiar Distance: Clara
Adolphs
Gallery 3 features paintings by Clara Adolphs, who participated in an artist-in-residence project in Mackay in 2017. Her culminating exhibition Familiar Distance is a collection of paintings examining Mackay’s past and present. Adolphs concentrated on using observations and records of moments in time from Mackay. Exploring old photographs, newspaper clippings and making personal observations she ‘attempted to create an image of Mackay over time’ a collection of everyday happenings that formed part of our town’s history and social fabric.

Artspace Mackay were successful in receiving $10,000 grant money through the Hail Creek Mine Community Development Fund towards the upcoming 2019 exhibition and community art project Take root (Colony): Project Another Country with Alfredo and Isabel Aquilizan. Internationally-renowned, Brisbane-based artists Alfredo and Isabel Aquilizan have been invited to develop a site-specific art installation at Artspace Mackay from mid-June to mid-August 2019. Alfredo and Isabel emigrated from the Philippines to Australia in 2006. Over many years they have created complex installations, working with communities around the world to create works that explore narratives of displacement, change, memory and community. These large-scale installations often reflect their own migratory experiences.

Exhibitions Curator Alicia Stevenson travelled to Sydney on Tuesday July 31 to participate in a Copyright Council of Australia’s seminar designed especially for museum, libraries and gallery staff. The seminar covered copyright for websites, social media, advertising and communications. This information will assist Exhibitions staff to progress the creation of an accessible, online directory/database of artworks held in the Mackay Regional Council Art Collection.
New acquisitions The Visual Arts Advisory Committee (VAAC) have recommended the acquisition of a further eleven artists’ books from the 2018 Libris Awards for the Mackay Regional Council Art Collection, as recommended by Director, Artspace Mackay. These artists’ books will be purchased with the 2018/2019 Dalrymple Bay Coal Terminal Artists’ Book Fund (sponsorship valued at $10,000) and will increase the number of artists’ books in the Collection to 605.

The BIG! Print Day Artspace Mackay hosted a celebration of all things printmaking on Sunday July 29, the final day of the Mackay Festival of Arts. A variety of free family art activities were held in the gallery, including invisible ink, creative photocopying, stamping, rubbing and stencilling activities. The ‘big ticket’ event was the printing of large, collaborative prints, created by community members in lino printing workshops, using a large roller in the Artspace carpark. The event attracted 150 people to the gallery. The resulting collaborative were displayed in the Jubilee Community Exhibition Space from Wednesday August 21 to Friday August 24 and at Artspace Mackay from Saturday August 25 – Tuesday August 28.

‘Murials’ Art Workshops Artspace Mackay hosted a series of 5 x Sunday art classes for adults facilitated by local artists Margaret Burgess, Tracey Robb, Andrea Wright, May Mosshammer and Susan Riley Gee during the month of August and early September. The workshops coincide with a Jubilee Community Centre exhibition by the artists, collectively known as the ‘Murials’, which acknowledges the 2-year anniversary of the completion of the community mural UPon the Levee Wall, completed in 2016 as part of the Animating Spaces: Mackay UP! project. In total, 56 people participated in the workshops with a further 20 people signing up to workshop waiting lists.
Kids Art Club Kids Art Club Term 3, commenced on August 4, with a total of 17 participants. The tutor for this term is long-term tutor and local artist Rosemary Payne. Kids Art Club is a 6-week program of structured art classes, for children aged 6 – 8 and 9 – 12.

Reef Recovery and
Public Art Project
Gallery Director Tracey Heathwood participated in a public art selection panel as an external, arts professional assessor for the Whitsundays Reef Recovery and Public Art project on Friday August 17. This is a joint project between Whitsunday Regional Council and Reef Ecologic, which will lead to the design, creation and installation of underwater and inter-tidal interpretive artworks across the Whitsunday region, coral restoration and educational activities. Designed to support tourism in the region, the project is being funded through the Queensland Government and Federal Government’s $7 million Tourism Recovery Fund to assist the Whitsundays tourism industry post Cyclone Debbie.

BMA Kidspace BMA Kidspace was held on Tuesday August 21, with 105 people attending. Artspace Mackay’s ever-popular toddlers’ program, gives children under five a chance to explore and have fun with art in a climate of co-operative learning. The program includes free artist-run workshops and live musical entertainment.

Artspace Mackay also hosted a special VTS session with an English as a Second Language (ESL) conversation group on Friday August 17, with 12 participants and a VTS presenters practice session on Thursday August 30, which was attended by 15 participants. Visual Thinking Strategies (VTS) is a powerful student-centred teaching methodology that has been proven to strengthen students’ oral communications, literacy and creative and analytical skills among students of all ages.
Speed Date the
Collection
A Speed Date the Collection event was held on Thursday August 29. This informal ‘date’ night is an opportunity for members of the community to ‘meet’ artists’ books from the collection. The initiative is volunteer-run and is proving to be a popular event with Artspace Volunteers and visitors alike, with many participants booking in for consecutive future events. The August SDTC event was well-subscribed, with 8 people participating in the free program.
School Tours Five school tours were delivered over the month of August. Two classes of year 1 students (total of 32) from St Johns primary school visited the gallery on the 8th August. Three tours were delivered to secondary students from the Northern Beaches High School on the 8th, 15th and 22nd of August, (total of 36 participants) and on the 29th a tour was given to 15, year 11 students from Whitsunday Anglican.

6. Mackay Entertainment & Convention Centre and Events
Overview
The MECC has had a busy August this year with a large variety of entertainment and events. Entertainment hires include but not limited to; Ross Noble, Coppelia from the Australian Ballet, Graeme Connors, Ruddigore from Opera Queensland, Phantom of the Opera, Hermans Hermits, The Ultimate Eagles Experience and many more theatre shows. Audience numbers have been stronger overall for our entertainment program compared to this time last year. This month it is important to note we have noticed a large number of external visitors to our region attending entertainment events in the theatre the average across the month exceeded 10.5 percent. It is also interesting to note we have very high student visitation for this time of year. This is largely due to the work our box office did around the attendance of the very hungry caterpillar show.
Business Events Development
The MECC has hosted My PHN and QTRIP regional Briefing this month as well has hosting a Famil in region for ICMS Australisia Pty Ltd and The Association of School Business Administrators Queensland to showcase the region with the aim to host the Queensland conference in 2020.
Festivals and Events
Festival of Arts The Mackay Festival of Arts 2018 Sponsor & Stakeholder Report has been completed following a number of internal and external briefings. Survey results from IER Melbourne – who were contracted by Tourism & Events Queensland to track tourism impact will supplement this report. The report will be distributed to all sponsors, followed up with a meeting with each of the major partners to discuss their commitment for next year’s Festival.
• Regional Arts Victoria performer acquittal for Swing Man show at Pinnacle Playhouse has been completed.
• The team is working on the TEQ acquittal report for funding support through Tourism & Events Queensland’s Destination Events Program. Due September 26.
• Debrief meetings for Wine & Food Day and Illuminate have been held with various staff and suppliers/providers involved in those events. The team will meet with the two charities who run the Wine and Food Day bars, Liquor Licensing and QPS for event debrief to discuss any changes for next year.
• Internal meeting to be arranged to discuss ideas for 2019 Illuminate surrounding location, safety and event logistics due to the popularity of the event and the issues both positive and negative that need to be managed.
Programming is well underway for the 2019 Festival.
Global Grooves
Applications for food vendors, market stall holders and cultural performers close August 31. Main stage schedule will be programmed once all performers, including headline act are confirmed. Other entertainment, including workshops, kids’ amusements - face painting, rides and photo hub have been finalised.

Corporate Communications has been briefed to design this year’s Global Grooves branding for roll out of marketing collateral. Advertising & marketing campaign is being formulated which will include radio advertising (+ television if budget permits) supported by a solid social media campaign. Next meeting with the region’s cultural groups will be held on Thursday 6th September in the JCC. The MAQ Funding Application for 2019-2021 Global Grooves events has been completed, approved by CEO and submitted to Multicultural Arts Queensland.

7. Corporate Communications and Marketing
Much of the focus in August centred on promotion for the Sugar City Sounds concert to be held in
September.
An extensive media-marketing campaign was developed in partnership with Southern Cross Austereo
and Channel 9. The campaign started immediately after the concert announcement on August 6. PR
activities included a search for a local band to be the opening act for the event.
ALT was named as the winner.
Community Engagement staff have been busy preparing plans for several key projects, including the
Mackay Regional Sports Precinct and the Bridge Road-Casey Avenue road construction project.
Promotion of the Seniors Expo proved successful with an excellent turnout for the one-day event.
Strong partnerships have been forged with local media to make this a popular event.
Significant editorial and graphic design work has been completed to produce an updated Emergency
Action Plan. The draft is now before the Local Disaster Management Group for final review.
The team completed an extensive Sarina Station Lane signage project, that recaps some of the
history in the Sarina area. The signs are to be installed near the new Visitor Information Centre at the
Field of Dreams

Community Engagement activities
The new Project Engagement officer commenced in August with the primary focus on Works for
Queensland and Capital Works.
Engagement during the month focussed on many small profile projects, such as footpaths,
roundabouts, drainage and programmed road maintenance.
Stakeholder engagement occurred for the Bourke Street footpath W4Q project, Black Spot funding
work on two new roundabouts in Victoria Street and progress updates for Stage 2 and Stage 3 of
Casey Avenue and Bridge Road roadworks.
Residents and users of the Iluka Court and Reef parade footpath were kept up to date on the
progress of the cod hole drainage work at Shellgrit Creek, East Mackay.
The team played a pivotal role in providing support regarding access to and parking for Mechanos
Wings and Wheels held on August 11.

8. Emergency Management
Overview
Emergency Management (EM) staff attended the Guardian Incident Management System User
Conference hosted by QIT Plus and the Gold Coast City Council. Guardian have rolled out their new
cloud based incident management system along with a host of new features. Disaster Management
Unity staff from Gold Coast City Council gave a tour of their dedicated Local Disaster Control Centre
(LDCC) and provided an overview of their role during the Commonwealth Games. The trip proved to be
invaluable giving staff plenty of ideas on how to increase the capability of the EM unit and LDCC.
EM staff (and others) attended the 2018 Seniors Expo. Approximately 1500 Get ready Merchandise
Bags were handed out. It was a highly productive and engaging day with enquiries being taken for new
SES volunteers and Emergency Liaison Officers.
The revised Emergency Action Guide is in the final stages of completion. The major change to the new
EAG is the inclusion of riverine flood evacuation zones. The EAG has gone out for comment and will be
ready for print before the start of the coming storm season.
EM and Recovery staff are meeting with vulnerable and remote communities to assist with emergency
and resilience planning. Many community groups have voiced their desire to be more empowered to
become a more resilient community with the support of Council.
Presentation
Local Controller Selina Neill was pleased to present on behalf of the SES Assistant Commissioner,
certificates of appreciation to Mirani State High School and Mirani Medical Centre. Both workplaces
demonstrate their support of SES activities by releasing their employees as required so they may
respond to emergencies in the community.

Education and Training Sessions
Food safety training sessions are conducted for non-profit organisations and for food handlers at
