TIME FOR SOME NEW NAVY CYP GEAR?

What’s New

Keeping children safe outdoors requires some special considerations in early childhood programs.Although there is Navy CYP policy guidance related to outdoor safety, here are a few reminders for keeping young children safe outdoors, especially during warmer weather conditions.

Extended periods of time spent outdoors can cause significant dehydration relatively

quickly. Do not exceed the scheduled out door time – even during walks and buggy rides - so children’s body temperatures have the opportunity to properly regulate. Also, ensure that there are shaded areas and that engaging activities are available to balance high energy physical activities – including additional water/sensory table activities.

CDC AND 24/7 EQUIPMENT AUTHORIZATIONSCurrently CDCs and 24/7 programs are receiving updated computer equipment that includes the following: Lenovo T440S Laptops, iPAD AIR Tablets, Dell desktop computers, Printers, and Kiosk Stations (when applicable)

AUTHORIZATIONS: • 1 device per CDC classroom =

approximately 2/3 Laptops + 1/3 Tablets• 2 devices per 24/7 Center = 2 Laptops • 1 Laptop per Training and Curriculum

Specialist• 1 printer for every 8 CDC classrooms• 1 printer for each 24/7 Center• Kiosks for storage of laptops and/

or tablets – suitability determined by the number and type of authorized devices

• 2 Dell desktops per CDC preschool classroom for use by children

INTENTDevices are intended to support direct care staff and T&Cs with meeting the technical requirements of The Creative Curriculum and Teaching Strategies GOLD; documenting and maintaining observations, including photographs; developing activity plans; and documenting assessments of children.

SHIPMENT PROCESSRegions/Installations will be contacted by CNIC N94S IT support team 2-4 weeks prior to delivery of equipment/devices for preparation that includes:

• a spreadsheet of authorized equipment per site• verification of the shipping address• confirmation of installation access protocols• coordination of the equipment setup/kiosk installation visit

Once the shipments are received, devices must be secured in a dry, cool, safe area and await further instructions from CNIC HQ IT/contractor.All equipment is property of the Federal government and must be secured at all times to minimize loss. Each device has a unique name and serial number which is used to perform software and security updates and manage the device. An Instruction Guide is located inside the shipment container and copies can be provided for users. Each shipping container will contain a charger for the device and three-year accidental warranty documentation.

MANAGEMENT OF EQUIPMENTStorage - CDC and 24/7 sites must designate a secure location to maintain all devices especially those locations which are not authorized kiosk stations.

Kiosk Stations- Designed to store and charge devices; will be installed in a central, yet secure location in the facility. Once devices are returned to the station, remote monitoring and updating occurs.

What’s New CHILD DEVELOPMENT CENTERS & 24/7 PROGRAMS

Ensure children receive plenty of opportunities to hydrate before going outside and to rehydrate during and after outdoor activities. Young infants may require additional human milk or formula during their early months. Water is the best source of fluid replenishment for older infants, children, and youth. Offer multiple opportunities to drink small quantities.

REMEMBER: children do not take in as much fluid at once as adults. Also, children who are playing may not voluntarily request water. Encourage water breaks for all ages – even a few sips are important.

Sunscreen, hats, and lightweight coverings may be necessary – even on cloudy days to protect from the impact of the sun’s powerful rays. Young children’s skin can be sensitive to weather conditions. Work with parents to determine their expectations and actively observe individual children to offer supportive recommendations to parents.

Water play can be a fun experience for children that keep their body temperatures cooler. However, it can also increase risk when activities are not well planned. CYP professionals must work together to consistently implement safety practices and minimize potential risks and injuries.

During transport in buggies, ensure children’s arms and legs are inside the buggy before crossing any threshold such as through a doorway or gate. Visually check and proceed slowly to minimize risk of injuries.

MANAGEMENT OF EQUIPMENT cont’dInventory System - Each facility must establish a tracking system to manage accountability for devices that are signed in and out during the day. One designee must be assigned to verify that all devices are accounted for at the end of each day.

Parent Usage - During the CNIC Annual Inspection period, programs are encouraged to make Lenovo laptops and/or IPAD devices readily available for parents to complete the online Parent Surveys. Also as part of the Request for Care Process, programs are encouraged to allow parents to check out a device to complete documentation onsite when parents are visiting and inquiring about enrollment.

CYP Splash Page Content – Devices will be refreshed to the navycyp.org web page, which displays quick links for approved web applications for accessing standardized training, curriculum, and search sites for CYP professionals and child educational programming for classroom desktops.

Approved Use of Child Photos - As part of the TS Gold Assessment process, photos of children and their work samples used to document observations are authorized when using Navy issued devices. NOTE: As part of parent orientation, annual Creative Curriculum training for parents, and during parent conferences, ensure parents are made aware that photographs are part of the observation documentation process; however, the Teaching Strategies GOLD site has been vetted through Navy IT security protocols. Parents are able to decline photography of their child via the Photo Release.

MAINTENANCE OF EQUIPMENTCommercial computer security software is already installed by the CNIC N94S IT support team. Please do not add any additional software components to the devices without written authorization from CNIC CYP HQ.

Equipment that is damaged upon receipt - or at any time - must be reported to the CNIC N94S 24/7 Helpdesk number: 877-788-0755 Option 2, for support. Should the laptop or tablet require replacement, the CNIC N94S IT support team will ship a replacement, with a return label included for the damaged equipment.

Wireless printers have a one year warranty with information provided in the shipping documentation.

For wireless internet support, please call the NNU Helpdesk at 877-788-0755 Option 1 or 888-339-7150. Support is available 24/7.

Please DO NOT request additional equipment components from the CNIC IT/contractor installation team members that come to the sites to set-up the equipment. They have been instructed to refer all equipment requests to CNIC CYP HQ Program Coordinator.

In 2011, Navy Child and Youth Programs (CYP) Headquarters began offering various all expensive paid Science, Technology, Engineering, Arts, and Math (STEAM) camps to Navy teens that completed marketing video applications on behalf of their local Navy Youth Program. CYP Headquarters is pleased to announce that the following Navy Youth Programs have been selected to attend the 2016 Navy STEAM Camp Program.

2016 NAVY STEAM CAMP PROGRAM SELECTIONS

MCT TOUR DIRECTORS - CHILD SAFETY REQUIREMENTSMCT Tour Directors are NOT required to have an Installation Records Check (IRC) IF the installation adheres to the following child safety requirements:• MCT Tour Directors must be

escorted 100% of the time,• MCT Tour Directors are never

alone with youth (auditions, workshops, rehearsals, performances, etc.) and are kept in LOSS of a CYP professional that has a cleared and adjudicated CNACI.

Lastly, MCT Tour Directors are technically not LOSS personnel because they do not have active IRCs. They are “Escorted Visitors.”

What’s New YOUTH PROGRAMS

A record high, 45 Navy Youth Programs either hosted or attended OMP events this past Month of the Military Child. Congratulations and thanks to all the programs that contributed to another phenomenal worldwide, joint service youth event!

Third party/agency payments are defined as any payments made on behalf of a household towards child care fees. If a family qualifies for a State program to help with their tuition fees, a specific process is warranted in CYMS for payments from these agencies, as outlined in the Navy CYMS Agency Third Party Process document.

Based on field feedback, a new CYMS training code has been established for the documentation of completed CYP HQ-led trainings. Upon completion of any HQ-led training, Installation-based Training and Curriculum (T&C) Specialists shall update each participant’s individual development plans (IDP) with CYMS code “CNIC-01” and provide a detailed description of the completed training.

NEW CYMS CODE FOR HQ-LED TRAININGS

An orientation webinar for IAT Members is now available. New IAT members should be encouraged to watch the 30 minute webinar as an introduction to what inclusion means in Navy CYPs, the structure and responsibility of the IAT, and how members can help support the mission of inclusion in Navy programs worldwide. INCLUSION ACTION TEAM ORIENTATION WEBINAR

STAFF RECORDS STANDARDSThe Staff Records Standards (SRS) module, the first of many that will be part of the CYMS Operating Manual, is now available. The SRS module outlines step-by-step directions on how to enter, update, and maintain information specific to CYP Professionals, referred to as ‘employees’ throughout the document. This module provides guidance on entering and maintaining data specific to following areas: background checks; reference checks; verification of educational qualifications; annual staff health screenings and flu shots; staff driving credentials; staff training; and other required personnel administrative information.

This module is to be used by CYP Professionals responsible for the tasks identified above and related to CYP Professional files (Staff and Volunteers) and includes CYP Directors, Assistant Directors, and Training Team Personnel.

All child care payments are required prior to services (certain exceptions may apply). All program revenue must be posted the month service is provided. Program revenue is posted in CYMS only if payments are made. Guidance on how to transfer revenue at the end of the month is included in the EOM Activity Balance Transfer Process document. Operations Clerks are required to run this process monthly.
