introduction Communal violence is among

the bloodiest and most unfortunate blots on India’s history, and deserves very particular attention in the post-Independence era of a Constitutional secular democracy that promised equality and justice to all its citizens, irrespective of caste, creed or race. Why has this promise failed? It is true that, after over half a century of freedom, the frequency of communal rioting appears to be following a long-term declining trend.
